ABOUT US Founded in 1904, the Fédération Internationale de l’Automobile (FIA) brings together leading national motoring organisations from 141 countries worldwide and is the governing body for world motor sport.
1. Provide strong representation of Member Club interests, on behalf of consumers, towards the EU institutions on key issues concerning mobility, safety and the environment 2. Build up links and support the exchange of best practices between the Member Clubs, for example through Management and Learnership Programmes in Europe, the Middle East and Africa
The FIA Region I office, based in Brussels, is a consumer body representing 111 Touring and Motoring Clubs and their 38 million members from across Europe, the Middle East and Africa. We advocate for our members’ interests as daily mobility users: motorists, riders, pedestrians and passengers.

vehicles, infrastructure and driver behaviour are key to providing intelligent mobility solutions for citizens. With this in mind, we have developed the following priorities for the future of mobility: These goals require political and financial support for the development of appropriate infrastructure, technologies and legal frameworks. FIA Clubs hold a wealth of experience and knowledge in all areas of mobility, and, as such, are well placed to offer consumer-oriented political, technical and practical expertise to meet the challenges ahead. 3

DATA PROTECTION
The digital economy is a key driver for future growth, and its success mostly depends on data availability. Today, in-vehicle telematics systems create a wealth of data about the vehicle and its occupants. Most of this data is currently gathered without consumers’ informed consent although it is widely used for proprietary commercial purposes. Vehicle data deserves an adequate level of protection, just like any other type of personal data. Motorists have a right to be fully informed about the data they produce and freely choose who can access this data over their vehicle’s lifetime.
CONNECTING VEHICLES
FIA Region I supports: Motorists’ right to clear information about the data gathered and its potential use Giving consumers discretion over who has access to all of the data generated by their vehicle Consumers’ right to choose from a variety of safe product functionalities and services
“The increased availability of user data can enhance tomorrow’s mobility. But only if we ensure that drivers have a clear understanding and choice of what data is being shared.” Thomas Burkhardt, Vice President Technical Services, Allgemeiner Deutscher Automobil-Club e.V. (ADAC)

ACCESS TO REPAIR AND MAINTENANCE INFO
The European Union is finalising a sound legislative framework allowing fair access to vehicle repair and maintenance information. FIA Region I was instrumental in designing the standards allowing independent garages to freely compete for personal vehicles repairs, thus guaranteeing quality and lower costs for motorists. Connectivity increasingly allows for preventive maintenance and remote repairs, an opportunity that only car manufacturers can seize today. Decision-makers should upgrade the current framework safeguarding motorists’ choice of service and repair dealer, taking connected vehicle technologies into account.
FIA Region I supports: Access to technical information for all vehicle types in a useable form for vehicle repair shops in the interest of safety, security, and the environment, through appropriate legislation and standards Adapting the current framework to include secured access to wireless vehicle information for independent repairers via an interoperable, secure platform
“Our patrols and other independent vehicle repairers need fair and equal access to repair and maintenance information, tailored to the 21st century. Euro 5 and 6 legislation was state of the art when adopted, but in a rapidly changing world this urgently needs a review that takes remote access and the ‘connected car’ into account.” 9

FIA Region I supports: The development of alternatives to fossil-fuelled vehicles at an affordable price A fair taxation scheme where State revenue is reinvested to properly maintain the road infrastructure Full liberalisation of the European market for visible spare parts A technical solution to prevent tampering with the mileage of a car
“If the cost of car ownership becomes unattainable for citizens, the economy will suffer; people will not be able to participate fully in work or social activities, as many still depend on a personal vehicle for mobility.”
FIA Region I supports: Investment in dedicated infrastructure for each transport mode, if feasible, to ensure safety for all without imposing blanket solutions Inter-modal complementarity Respect of local context and specificities to implement the right solution for urban mobility Deployment of ITS to reduce congestion, increase road safety and efficiency

SAFER DRIVERS
Improving the behaviour of road users is a key priority of the UN Decade of Action for Road Safety. FIA Region I is supporting this global initiative in Europe, the Middle East and Africa, through education, training and information programmes carried out in the framework of the FIA Action for Road Safety campaign. FIA Region I Member Clubs promote the exchange and spread of expertise and best practice in traffic education, for example, by carrying out local initiatives for road safety and by participating in the FIA Region I European Traffic Education Contest.
INCREASING ROAD SAFETY
FIA Region I supports: The introduction of a mandatory second-phase drivers licence for all European drivers Campaigns aimed at encouraging safe driving practices Lifelong learning for all road users, with specific focus on vulnerable users
“With more than 90% of all accidents caused by human error, good quality driver training is proven to reduce accidents by improving skills and awareness and is most effective if carried out on a life-long basis. A specific curriculum and training method, which includes second phase driver training, are key for sustainable accident reduction

CO2 EMISSIONS REDUCTION
Transport is responsible for around one fifth of European greenhouse gas emissions, while around two thirds of transport emissions come from road transport, including the transport of goods. Transport should, as all other sectors, commit to significantly lowering its emissions. By 2025, air quality will improve as a result of technologies mandated today.
PROTECTING THE ENVIRONMENT
FIA Region I supports: The setting up of ambitious post 2020 CO2 emission targets for passenger cars, to trigger more innovation and benefit society at large A global approach to improving the automotive fuel economy, primarily by encouraging technological improvements in vehicle efficiency
“Consumption is a key concern for car users today. Technological innovation should focus on improving vehicle efficiency and developing alternatives to cater for resource scarcity. Thomas Moeller Thomsen, CEO, Forenede Danske Motorejere (FDM)
