WHY BRAZIL? In the last decades, Brazil’s poverty has been decreasing significantly through public programs and policies. However, more than 18 million people still live below the poverty line - a reality which is even more evident in the northeastern semi-arid regions, highly dependent on family agriculture. Although farming activity plays a relatively small role in the GDP, the country occupies the sixth place when it comes to global agriculture production. Besides, agriculture is important in terms of export (36% total) and employs 15% of the work force in this country, from which 10% are family agriculture workers, responsible for 70% of the food volume consumed in Brazil. Because of that, the investment in this area is even more important.

PRINCIPLES OF ACTION FOCUS AND GENDER EQUALITY The most vulnerable groups in rural areas, including traditional communities and settlements from land reform, particularly women and young people, are focused when it comes to IFAD activity. IFAD, with their diverse range of activities, seeks to benefit these groups directly. EMPOWERMENT Poor rural families’ access to territory development public policies and programs, technical assistance, extension, credit and support to commerce and land reform, is one of the main activity pillars of IFAD in Brazil. Through such actions, IFAD seeks to empower families individually and collectively, as well as raising their importance. INNOVATE, LEARN AND ESCALATE Good and innovative practices in the social technologies field benefit the living in semiarid regions and promote rural development. These qualities are identified in the fields and disseminated through activities, thematic studies, seminars and exchange programs. Following this approach, IFAD strives to contribute in social educational processes aimed towards sustainable development. PARTNERSHIPS IFAD’s partnership network makes it possible to face the challenges of the semi-arid regions. Its activity occurs through collaboration with the government, organizations, societies, companies and agencies, especially the regional government, seeking opportunities for coordinating and co-financing rural populations. More than 60 partners collaborated actively for the construction of IFAD’s current six projects.

VIVA O SEMIÁRIDO Promoting the education and diffusion of sustainable technologies. Implemented by the state of Piauí, targeting 88 municipalities which subsistence depends on rural and non-rural activity, such as the production of honey, cashew, sheep and goats, rural tourism, crafts, amongst others. PROCASE Cariri and Seridó for Sustainable Development Implemented by the government of Paraíba in 56 municipalities. Its main priority is to improve social infrastructure and reduce environmental problems related to desertification, through the practice of sustainable development and familiarization with the semi-arid regions. The project values and empowers quilombola communities, including young people and women who are rural workers. The project›s activities include organizing family agriculture work, also supporting the fight against inequality in rural areas.

PRÓ-SEMIÁRIDO Giving power to the people of Bahia Pró-Semiárido consolidates the economical activities developed by the project Gente de Valor, especially honey, manioc, umbu, cashew, goat and sheep keeping productive chains. It is implemented by the government of Bahia and aims at benefiting 30 municipalities. The project has a strategic importance. Bahia is the biggest state of the Brazil›s northeast, with a population of more than 14 millions of people. Besides, it has the biggest afrodescendant population in the country, showing a high level of poverty and vulnerability.

PAULO FREIRE For a more capable and productive Ceará Benefits 31 municipalities and aims at developing the human and social capital of the rural population in the region. It is implemented by the government of Ceará, a state which has one of the biggest populations and highest GDP in the northeast of Brazil. The project›s aim is to enable public and private agents to provide technical and management support to the supported rural families.
OBJECTIVE To reduce poverty and elevate the living standards of family farmers through the creation and implementation of reasonable business models for rural and non-rural enterprises, including initiatives on soil regeneration and agroecological practices, primarily focusing on women and young people.

DOM TÁVORA Creation of work and income for Sergipe It benefits 15 municipalities and aims at improving the productive and commercial management, articulates value chains and promote access to markets. It is implemented by the government of Sergipe, a state which territory is 45% semi-arid. Although water availability is limited in many areas, other factors also limited the family agriculture development in Sergipe, such as the lack of knowledge in technologies in order to increase productivity, as well as a lack of access to financial resources.

DOM HELDER CÂMARA II Investing in human beings and transforming the semi-arid regions It is implemented by the Federal Government in the states of Alagoas, Ceará, Paraíba, Pernambuco, Piauí, Rio Grande do Norte and Sergipe, aiming at supporting 129 municipalities. During the first phase, the project has arranged public policies in the region and built human and social capital, strengthening organizations tied to participative and sustainable development processes with an impact on poverty reduction.
OBJECTIVE To reduce poverty and inequality in the semi-arid northeastern regions of Brazil. In order to accomplish that, it focuses on improving political dialogues, territorial planning and coordination of public programs and policies.

DOM HELDER CÂMARA I Activity focused on territorial development The project was created to address the deficiencies in semi-arid regions, including technical support, social development opportunities and the generation of income, which were problems faced by farmers and communities situated in regions affected by the land reform. In this phase, the project was implemented by the Federal Government of the states of Ceará, Paraíba, Pernambuco, Piauí, Rio Grande do Norte and Sergipe. It was created to facilitate the application of several public policies focusing on the families of poor farmers.
OBJECTIVE To develop actions to fight poverty and support sustainable rural development based on the concept of familiarization with the semi-arid regions, articulating sociopolitical, environmental, cultural, economical and technological ideas through social control and management planning and participative projects.

GENTE DE VALOR Understanding and regional culture, aiming at creating new knowledge PGV has promoted emergency and structural activity in order to face the poverty in semi-arid regions of Bahia. The project prioritizes the poorest population in the backlands, contributing for the transformation of subsistence activities focusing on lucrative businesses; for the organization of rural communities, through associations, boards and committees. It was also created as a reference for the assistance of said communities, including the cooperative projects of Rede Gavião.
OBJECTIVE To improve the conditions of the rural population, contributing for the transformation of subsistence activities focusing on lucrative businesses. It is aimed at community individuals and organizations.

MKTPLACE Agriculture cooperation on demand MKTPlace, the farming innovation platform, is a South-South cooperation international initiative coordinated by Embrapa and supported by many partners. It was created in the midst of discussions on how to improve and make the cooperation between southern countries more effective, seeking solutions for agriculturerelated problems in those regions.
OBJECTIVE To connect specialists and Brazilian, African, Latin-American and Caribbean institutions in order to develop, collectively, research projects aimed at development, which will benefit small producers.
MAIN RESULTS 82 projects financed in 13 African countries and 10 Latin-American and Caribbean countries.
40 projects finished, showing significant results such as: 1,116 genotype exchanges adapted to tropical farming. 2,191 trained people. Development of more than 170 technologies, products and services. 96 learning products created. 129 technical publications.
CURIOSIDAD In 2016, MKTPlace was selected by the UN as one of the 15 most notable enterprises, having a potential impact on South-South Cooperation.

GRANT PROGRAMS
SEMEAR Learning with one another The program focuses on knowledge management in semi-arid regions and covers every semi-arid state in the northeast of Brazil which has investments co-financed by IFAD. This initiative aims at facilitating the access to knowledge, innovation and good practices contextualized for the living in semi-arid regions, which may be adopted and replicated by the rural population for the improvement of living conditions and promotion of sustainable and equitable development in the region.
OBJECTIVE To promote the identification, record and dissemination of knowledge, innovation and good development practices between rural families. Also, to strengthen the collaboration and dialogue between associations, cooperatives, NGOs, governments, research, learning and technical assistance institutions.
THEMATIC AREAS • Productive and technological innovations specific for semi-arid regions; • Dissemination of successful rural businesses experiences, both agricultural and non-agricultural • Experiences of natural resources management and adpatation toclimatic changes; and • Focus on monitoring and evaluation of IFAD projects.
HIGHLIGHTS • 17,285 people directly benefited, including 6,776 women, 4,735 young people, 1,093 quilombolas or part of traditional communities, 11,379 farmers, 789 craftsmen, 220 indigenous people, 1,381 social agents, 771 organizations and 6,576 families; • Promoted 91 exchange visits, 4 learning routes, 6 dialogue circles, 30 meetings and 13 knowledge fairs, enabling the participation of the public, access and sharing of knowledge and good practices; and • Supported the improvement of Fórum dos Gestores da Agricultura Familiar (Family Agriculture Managers Board) of the Northeast and Minas Gerais, including the representation of public managers and civil society representatives.
TRIVIA Development of notable innovative practices, such as the Participative Monitoring Pilot Project created by the youth in rural areas.

SUPPORTING THE FUTURE BRAZIL Portfolio expansion IFAD plans on expanding its operations through two rural development projects, one in the transition regions of the Amazon Rainforest at Maranhão, the other in the Atlantic Forest region in the wild regions of Pernambuco. These two new projects are currently being developed. The project at Maranhão should probably be approved by the end of 2016, while the project in Pernambuco will be approved in 2017.

Productive transformation of the territories of Zona da Mata and the wild areas of Pernambuco The project aims at benefiting the areas of Mata Sul, Mata Norte, Agreste Central and Agreste Setentrional in the state of Pernambuco, including 88 supported municipalities. Pernambuco is the second largest state in the northeast of Brazil regarding GDP and GDP per capita, and is one of the most industrialized states, with its dynamic, irrigated agriculture. The state has three clearly defined regions - Zona da Mata, Agreste and Sertão.
OBJECTIVE The goal of the project is to contribute to the reduction of poverty, promoting sustainability and inclusive development. The target demographics include about 100,000 rural people which live in regular poverty and extreme poverty conditions.

Balaiada Maranhão Sustentable The project aims at supporting 6 territories in the state of Maranhão - Baixo Parnaíba, Cocais, Campo e Lagos, Lençóis Maranhenses /Munin, Médio Mearim and Vale do Itapecuru, including 43 priority municipalities, which have a proportionally high number of traditional communities and 4 municipalities in indigenous areas. Women and young people are an important part of the benefited target demographics, including 100,000 families which live in regular poverty and extreme poverty conditions.
OBJECTIVE Contribute to the reduction of poverty in the state, promote sustainability and inclusive development.
GOALS •
70% reduction of poverty in the supported municipalities;
•
29,700 rural families benefiting from the information about public programs and policies, 22,500 of them participating in organization and mobilization activities; and
•
15,000 families receiving quality technical support services.
