23 January 2012 Dear Supplier Invitation to Tender (ItT) for the Provision of Health and Disability Assessment Framework I am pleased to invite you to tender for inclusion on a Framework Agreement for Health and Disability Assessment Services to the Department for Work and Pensions (“the Authority�). DWP is procuring the Framework for itself and for the other Contracting Authorities named in the voluntary Contract Notice including the Department for Social Development in Northern Ireland (www.dsdni.gov.uk). The ItT consists of: The Invitation to Tender Letter (this letter); The Instruction to Bidders and Tendering Procedures Document for The Provision of Framework for Health and Disability Assessment Services; The Specification for The Provision of Framework for Health and Disability Assessment Services; Draft Framework Agreement and Call-Off Terms and Conditions; and Tender and Supplier Information Form for The Provision of Framework for Health and Disability Assessment Services. (You are required to submit a separate Tender and Supplier Information Form for each Lot in which you wish to submit a bid). Lots The Framework Agreement will be divided into the following Lots: Lot 1 Lot 2 Lot 3 Lot 4 Lot 5

North West England / North East England / Scotland / Isle of Man Central England / Wales London / Southern England Northern Ireland National - United Kingdom (includes Lots 1-4)

Contracts let under the Framework Agreement may cover the whole of the area comprised within a Lot or a smaller area within a Lot. The Authority has no immediate plans to run mini competitions or let specific contracts from Lot 5. The Authority has included this Lot 5 to allow for the option to let contracts across Lot boundaries in the future, such as new initiatives and pilots, and also to allow call off on a national or a regional basis not equating to the Lot structure in Lots 1 to 4 above due to the particular profile and nature of the services under the specific contract in question.


Suppliers may compete to be included in one, all or any combination of the Lots so some Suppliers could be included in several or all of the Lots. Organisations seeking to be appointed to the Framework do so on the understanding and basis that they must offer, or have the ability to demonstrate, they have the capacity and capability to deliver Health and Disability Assessment Services within in a Lot area and not only a part of the Lot. However, whilst Suppliers are at liberty to tender for inclusion on more than one Lot, they should be aware that the Authority and the other Contracting Authorities reserve the right in relation to any mini-competitions that will result in specific contracts for each of Lots 1 to 4, to restrict either (a) the number of Lots that Suppliers can bid for or (b) limit the number of specific contracts awarded to an organisation. If you intend to submit a bid I would be grateful if you would complete Annex 1 to this letter and return to IA.Framework@DWP.GSO.GOV.UK no later than 24 February 2012. Submission of this Annex does not form a binding commitment to bid. If you intend to submit a change request regarding the draft Framework and Call-Off Terms and Conditions, please complete Annex 2 to this letter and return to IA.Framework@DWP.GSO.GOV.UK no later than 10 February 2012. Part B Services The Contract Notice referred to above has been placed voluntarily as the Framework Agreement is for part B services. DWP and other Contracting Authorities utilising the Framework Agreement are therefore not bound by the Public Contracts Regulations 2006 (as amended) except as such Regulations are applicable to part B services. Please read the Instructions to Bidders and Tendering Procedures document carefully, since failure to comply with them may invalidate your tender which must be completed and loaded on to the BravoSolution e-procurement system by noon on Monday 5 March 2012. If you decide not to submit a tender please use the messaging facility on the BravoSolution system. As part of our quality initiative it would be helpful for us to know your reasons for not tendering. Therefore if you decide to decline, please give an outline of your reasons for not progressing. A briefing event will be held on 31 January 2012, entry to the event is restricted to those organisations that have a genuine interest in taking part in this competition.
