Preston Police Chief Schultz retires from department By Hannah Wingert hannah@fillmorecountyjournal.com
On August 5th, retiring Preston Police Chief Matt Schultz made his final call out of service before passing the reins to Sergeant Blaise Sass who was sworn in as the new police chief that evening. “It was bittersweet, but I’m confident that he’ll keep the operation running smoothly,” Schultz said. Schultz started
working with the Preston Police Department in June 2000 and operated as the Chief of Police until his retirement this August. In 2003, the department began a contract with the City of Lanesboro. “That was one of my

prouder moments in the department,” Schultz said, adding that the contract demonstrated a trust that had been gained from the Lanesboro community after an unfortunate incident with their former police chief. In October, 2017, the Preston Police Department entered another contract with the City of Fountain. Before joining the Preston Police Department, Schultz worked with the Minnesota Department of Natural Resources for 15 years, but became tired of the bureaucracy and decided to go back to Preston Police Chief Blaise Sass is ready to take on his new duties and appreciates the leader he now succeeds. school to get a degree in law enforcement. During his time with the Preston Police Department, he also worked as a police officer in Lanesboro and a deputy sheriff for Fillmore County. The thing that Schultz will miss the most about his job are the people. “A chief ’s job is made easier by the quality of the people he works with,” he said. He always made it a point to tell everyone not to call him boss. “We all had the same job to do. Keep the community safe,” Schultz stated. He noted that the work environment was a positive place to work. “It wasn’t just a stepping stone. People came to work there and stayed there. The “adrenaline rush” many Emergency Medical Services EMS experience is something Jim McCabe is familiar with working as a Volunteer Fireman in Spring Valley for 48 years. The decision to retire his gear was not an easy one and his
epinephrine levels are still triggered when he hears an alarm to report to an emergency situation which Jim hears through the pager he carries as he continues to serve on the area of Spring Valley Area Ambulance crew. For almost a half of a century, Jim’s been married to a pager, which is not a detriment to the marriage of 45 years he and his wife, Pam, share. An attitude of
reaching out to care for others shines as a unifying attribute of the McCabe family. Pam’s researching and sharing her knowledge of atrial fibrillation (an irregular, often rapid heart rate that commonly causes poor blood flow) at Mayo Clinic, allows this couple time to leave the pager’s call behind when See MCCABE Page 5 ➤
The week of August 19, ALERRT training was held at the high school in Rushford. Interviewed on August 20, Fillmore County Sheriff John DeGeorge stated, “The training today is ALERRT training. It’s a training that was brought here by the FBI, and the Sheriff’s office is hosting the training. The FBI brings it here free of cost to local agencies… We’ve also invited local police departments and other local sheriff’s offices. The training is an active shooter training.” ALERRT, which stands for Advanced Law Enforcement Rapid Response Training, was developed in 2002 by the FBI in

Texas, in the aftermath of the Columbine (Colorado) school shooting. Although the FBI agents on hand in Rushford declined to be formally interviewed, they did give some basic information about the training and its history. One agent said that in 2013, as part of a renewed ALERRT initiative, roughly 300 FBI instructors received the training, which they have since used to train local officers throughout the USA and around the globe. The agent said he has personally provided ALERRT training in Tunisia, Germany, and Singapore. He added that the intent is to provide tips, tools, and tactics to allow law enforcement to “distract, isolate and neutralize a threat.” He See ALERRT Page 8 ➤

Regarding his feelings about hosting the training at the recently renovated school, Jake Timm, Principal at Rushford-Peterson high school and middle school, stated, “What a great way for the FBI and the local law enforcement to get to know our building… the more good guys that know the layout of this building, the better it is for everybody… they know the ins and outs, and the nooks and crannies.” During the two-day training, officers went through a number
of scenarios in which they used their recently-acquired skills in mock-ups of actual active shooter situations. The FBI allowed local TV and newspaper reporters to witness and record two of these scenarios, and the reporters were even allowed to play roles as victims or hostages in the exercises. Sheriff DeGeorge pointed out that the training teaches the officers to make split-second lifeor-death decisions, using the best information and tactics available. Sheriff DeGeorge stated, “For law enforcement in particular, we are the ones that are relied upon, we’re the first line of defense… we’ve got to be prepared.” He explained that the firearms used in the training are nearly identical to what officers carry every day,

except that the training uses nonlethal “paint rounds” or ”soap rounds.” The FBI agents who portray the “bad guys” fire a certain color of rounds, while the officers in training fire a separate color, so that results (good and bad) can be reviewed afterwards. One of the main guidelines for officers is that they must first neutralize the threat before they respond to and assist victims. The two scenarios in which reporters participated were an active shooter situation, and a shooter/bomber. Therefore, as the officers came into the area where “victims” were on the floor, the officers asked for information about where the suspect was, and how many “bad guys” there were. Once the bad guy(s) were stopped, the officers
then checked on victims. Immediately after a scenario was completed, the FBI agents assured all weapons were holstered, then talked with the officers about how they had responded, and offered feedback on what went well, along with constructive ideas for improvement. Protective gear was worn by everyone involved. Since every school and public area is unique, most have developed emergency plans for a wide variety of emergencies, including active shooter, bomb threats, and related situations. When asked what advice he gives to students and families concerned about how to respond in case of such an emergency, Sheriff DeGeorge answered, “What we really hope for is for the staff and students
to adhere to the school’s tactical plan.” Principal Timm agreed, stating that while schools have practiced fire drills and tornado drills for decades, today’s world requires similar practicing for other dangers, and staff & students must be attentive to how to respond. Sheriff DeGeorge summarized, “The FBI’s a great resource for us… And for Fillmore County, our training budget is pretty limited. To be able to run nineteen officers of our own through a twoday active shooter training, with the kind of resources that they have here, I don’t know that we’d be able to do that… It’s extremely beneficial to our community. So we really owe thanks to our FBI partners for bringing that here.”

sounding on top of the light plant. In 1983, they each finally got pagers to carry. Jim, accepted the role of First or Second Assistant Fire Chief for 22 of his 48 years on the force. These duties required additional training. Also, being a pumper operator had extra training hours as electronic controls were introduced and equipment became more difficult to operate. During those 22 years as assis-
tant fire chief, Jim worked closely with five different fire chiefs: Ivan Termaat, Nevin Stender, Chris Czapiewski, Troy Lange, and Spring Valley’s Current Fire Chief - Brian Danielson. Small town and rural firefighters know those they are called to assist at the difficult moments of life. “It’s impossible to put into words the sadness of facing deaths in fire or accidents or when someone’s life or property is not able to be saved. Your heart just hurts,” laments Jim. “On the other hand, when your presence helps

to save a life or someone’s home or property, there is a deep satisfaction you feel that the hours of drills, studying and training have brought a positive light to someone’s life. It’s times like these when you and hopefully your family appreciates the hours of sacrifice you’ve made for training, fire calls, and rescue calls.” There are sacrifices also made by those who employ volunteer EMS and Harlan Marchant owner of Marchant Motors in Spring Valley has donated hundreds of hours to the EMS crews
in the area by allowing Jim to answer calls quickly. Although Jim McCabe continues to work at Marchant Motors in Spring Valley and serve the areas of Southern Minnesota as an EMT (he was certified on March 1, 1974), in retiring, he’d like to dedicate more time and energy to camping, biking and traveling with Pam, helping Aaron and Ashley with projects, and creating memories with his grandchildren, Elijah and Xavier. “I am confident that as I retire, the Spring Valley Fire
and Rescue Department will continue to provide outstanding service to Spring Valley and the Townships in the area. We have a team of wonderful volunteers who take their responsibility seriously, train hard, and are ready at a moment’s notice to respond to an emergency situation,” comments Jim. “I feel it’s important to encourage and inspire young men and women to train for fire rescue and ambulance, and offer their time and talents volunteering to protect and help the people in their community.”

got promoted to chief and was with me for 17 years,” he said. In addition to his co-workers, Schultz is also thankful for the support that the Preston city administration has shown the department. “I’ve always been fortunate to enjoy having great elected officials to work with, from the mayor down to the councils,” he said. In honor of Schultz’s retirement, an open house was held
at the Preston City Hall on August 6 and Preston Mayor Kurt Reicks presented him with a proclamation changing the name of the City of Preston to Schultz from 3:00 to 3:01 pm that day. Schultz’s plans for retirement don’t include much relaxing. He and his wife Jessica recently moved from Preston to Utica where he is working on a housing development with his brother-in-law and his dad’s construction crew. He and his wife are also build-

ing a house near Wabasha for themselves. In addition to construction work, Schultz plans to expand his work as a big game guide for e l k and
deer in New Mexico. For the last 20 years, he has spent several weeks a year in
New Mexico and is excited to be able to devote even more time to that. “I’ll be busier than a one-fingered berry picker,” he said laughing. Even though he’s retired now, Schultz noted that he’s still available for any questions from Chief Sass as he gets settled into his new position. ‘I’m sure there’ll be questions along the line,” Chief Sass said. “Over the last 17 years, I couldn’t have asked
for a better leader and mentor to help me through my career to this point.” Chief Blaise Sass was hired on part-time with both the City of Rushford and the City of Preston right out of college in 2002. A year later, he was hired for a full-time position with Preston and he’s been there ever since.
