Good Earth Village celebrating 50 years - all year long

Wheeler’s owner asks city of Harmony not to use parking lot BY H ANNAH WINGERT hannah@fillmorecountyjournal.com

At the May 14 Harmony City Council meeting, Jeremy Kruegel from Wheeler’s asked the city and its contractors not to use the Wheeler’s parking lot to access the city’s north lift station. He had previously brought the issue to the council’s attention several years ago and is still having issues. “The city has their own access to all that,” he said. “They don’t need to be on Wheeler’s lot.” City Maintenance Director Chris Johnson assured Kruegel that the city workers do not use his lot anymore for access. However city contractors often do. Kruegel felt that it was the duty of whoever was bidding the jobs with contractors to pass on the information about his parking lot. The council agreed to make sure that neither the city maintenance workers nor the contractors use the parking lot at Wheeler’s. If,

Located just north of Spring Valley, Minn., Good Earth Village remains one of the “best kept secrets” of the area, but the camp staff members are hopeful the word is getting out in 2019 as opportunities to celebrate the 50th anniversary begin! Years of praying, planning, and constructing were necessary before this family friendly campground began, so those mak-

ing plans for the celebration decided to take the entire year to commemorate, acknowledge and remember the last 50 years. Good Earth Village (GEV) is inviting everyone to join with them! The History of Good Earth Village began when 500 acres were gifted by the late Dr. Lowell Colvin Barr, who gave credit for the inspiration to donate the land to Mr. Ham Huus. The mission statement expresses a core value commitment

which is followed still today, “Exploring God in Creation, growing faith in community, engaging the world as followers of Christ.” The idea of preparing visitors to carry the values focused on during camp and utilizing these values as they head back into their everyday lives is a key reason this Christian camp is so successful, plus everyone agrees that the food served is delicious! Several Harmony residents were present to ask questions about their assessed property value. Hoff was able to answer their questions and no further action was taken. Harmony resident Marilyn Norton addressed the council regarding a trailer that has been parked on the side of the highway near her home for months. She has spoken with the trailer’s owner who was not amenable to moving it. “Enough is enough,” she said. “What can we do?” Council member Tony Webber noted that while there is nothing the city can do right now based on See HARMONY Page 11 ➤

Technology upgrade and law enforcement vehicles BY K AREN R EISNER karen@fillmorecountyjournal.com

Approval was given for a technology upgrade for the Highway Department and two new vehicles for the sheriff’s department at the county board’s May 14 meeting. Highway Engineer Ron Gregg explained the VRS Technology upgrade will be used to gather survey data. It helps them access MnDOT’s stations and will be more accurate and faster. The upgrade was approved at a cost of $8,303 as recommended by

the Technology/Land Records/ GIS committee. A bridge replacement project on CSAH 4 in Sumner Township, about one-half mile west of Washington, was awarded to the low bidder, Alcon Construction Corp., (one of three bids) with a bid of $261,465.80. The board approved advertisement for bids for replacement of a bridge on CSAH 1 north of Ostrander. Gregg said this bridge may be replaced this year, if possible. See COUNTY BOARD Page 12 ➤

es for people to observe the 50th anniversary, yet the weekend gathering of GoodStock is an extra significant event since not only are staff from years ago invited back for a time of reunion, but everyone is welcome to join the fun. Tyler Anderson, director of Retreat Services, remarks, “This is the first time we have done something to this scale with our weekend GoodStock event. Good Earth Village used to host a Bluegrass and Gospel Festival in the early to mid ‘80s and we have the old posters and pics! So this celebration gets us back to hosting a music festival for the public to help celebrate our 50th anniversary! Our staff and board of directors are very excited. We recently started doing weekly Band Announcements for GoodStock on our Facebook page https://www.facebook.com/ pg/goodearthvillage/posts/ and will be continuing to announce our performers and update our website with that information.” Keeping up to date with all that is offered plus sharing individual stories is an important way to celebrate Good Earth Village. Stories from camp counselors and campers as well as their parents abound and the GEV staff look forward to hearing them. Staff witnessed the sharing of stories on Monday, May 13

The meal prayer included a musical rendition of a blessing set to the “We’re gonna win Twins” fight song led by Paul Little, Food Service and Hospitality manager, who also introduced everyone to onion salad. At the closing of the meal, Al Batt was invited to the microphone. Al is a gifted wordsmith and lover of the feathered creatures in this world. Sharing his stories of battling cancer and the joy of pigeons he witnessed, Al reminded everyone that all people are fighting some sort of battle. He mentioned that we “don’t get to pick what’s wrong with us” then mused, “I’d go

with hay fever!” His inclination to being “wisely frugal” led him to discuss the ideas that, “I loved my dad, just never believed I become him,” had the audience remembering their parents and a life growing up where sharing stories was an everyday occurrence. Paraphrasing a quote from Muriel Rukeyser, Al stated, “The universe isn’t made of atoms, it’s made of stories,” mentioning how God loves to hear our stories. The stories filling Log Lodge entertained and inspired those gathered and snippets of birding lore enlightened and challenged both avid birding folks as well as those who knew little about ornithology. C OMMENTARY One Moment, Please... Getting the next generation involved By Jason Sethre Publisher Fillmore County Journal jason@fillmorecountyjournal.com On May 8, our newspaper office was graced with a bright and talented group of writers. These were the Fillmore County Journal Student Writers, participating in the 20th annual Journal Writing Project. E v e r y school year, starting in September, Assistant Editor Ellen Whalen contacts all seven Jason Sethre school districts in our circulation area to let administrators and English teachers know about our program. The high school students, often seniors, are asked to commit to submitting a written opinion piece for publication in rotation with all other writers. Annually, we’ve ranged between seven and 15 writers per school year. And, the topics the students can write about are wide open. While not all student writers were able to attend our May 8 meeting, we did have six present: Katrina Bergey (Fillmore Central), Anna Erickson (Mabel-Canton), Pailey Gorden (Fillmore Central), Leah Himlie (Rushford-Peterson), Hannah Schneekloth (MabelCanton), and Maddie Smith (Fillmore Central). ary Queensland (Kingsland). This meeting presented an opportunity for our staff to get a better sense of how we were connecting with our next generation of readers. We need to understand their perceptions of newspapers and the role they serve in the community. What can we do better? Do their friends read the newspaper? If not, what can we do to encourage their friends to read the newspaper? We talked about a wide variety of content that appeared in the newspaper that interested them, along with some content that was of less interest. We asked them about their writing experience over the course of the school year. Have you had people notice that you wrote something in the newspaper? What sort of feedback did you receive? What could we do to make the Journal Student Writing Project better for the future? Did you find it challenging to come up with topics to write about? Was there ever a time when you were hesitant to write about a topic because you were concerned about public response? What are your thoughts about the role of newspapers in a community? We gained a wealth of insight from this meeting, and we will plan on conducting more meetings like this with future Journal Student Writing Project participants. Our conversations with these young writers and readers will help us shape our product to better serve

I shared with these six student writers that when I worked at the Rochester PostBulletin from 1994 to 1999, I was in my early 20s. Around 1995, management asked me to attend a meeting about the newspaper launching a website. At that time, post-bulletin.com did not exist. I was the youngest person in the room by at least 15 years. As I sat around a huge conference room table full of experienced managers, internally I questioned what I could bring to the table due to my lack of experience. I was told that they wanted my fresh perspective as the next generation they needed to get involved in the future of the company. Looking back on that experience today, I greatly appreciate being included in those conversations.

While I can’t recall the details of our meetings, more importantly I can reflect on the fact that I was invited to the table for my input. And, from that moment on, I was sent to newspaper conferences in Chicago and all over the midwest. I recall sitting in on a session at one of the conferences in downtown Chicago, and one of the speakers pointed to me and said “You are the future of this industry. You will be in a leadership role some day.” I was probably 23 years old at that time, and I honestly thought he was crazy. I had no plans for being in a leadership role at that time. So, when Ellen Whalen and I met with the student writers on May 8, I explained to them how they are the future of our newspaper. I explained how they will be invited to the table for their input in the future for whatever career path they choose, and they should always take advantage of those opportunities. They are the future. These student writers took advantage of the opportunity to express themselves in the newspaper. And, from what

I hear from our readers, they appreciate seeing these young writers offering their insightful perspectives. It’s mutually beneficial. It’s not easy to put yourself out there. It’s easy for people to sit back and share their opinions among friends, or even on the Internet. When it is published in 13,500 newspapers, it becomes a permanent record that is shared with everyone. And, once it is printed, it can’t be deleted like an online comment or social media post. Thanks to the Katrina, Anna, Pailey, Leah, Hannah, Maddie, Amara, and Zachary for taking a seat at the table for the 20th annual Journal Student Writing Project. Our future looks bright!

OBITUARIES Kenneth Leo Barthel Kenneth Leo Barthel, age 77, of Preston, Minn., passed away Sunday, May 12, 2019, at his home after a long battle with cancer. A Mass of Christian Burial will be held at St. Columban’s Catholic Church in Preston Kenneth at 10:30 a.m. Barthel on Monday, May 20, 2019, with Father Edward McGrath officiating. Inurnment will be in the Minnesota State Veterans Cemetery Columbarium in Preston. Visitation will be held one hour prior to the service from 9:30-10:30 a.m. at the church. Ken loved the Lord and was ready to make his journey Home. Ken was born on April 8, 1942, in Minneapolis to Roman and Colette (Scherber) Barthel. At the age of three, they moved to a farm outside of Michael, Minn. At the age of five, they moved to Albertville, Minn., and he started Catholic school. He served mass at St. Albert’s Church until the age of 18. In 1960, Ken began working at Honeywell at the downtown plant, Minneapolis, in the punch press department. In 1966, he was drafted into the U.S. Army and proudly served for two years in Germany. Upon his discharge, he returned to Honeywell. While he was there, he was trained for work in the tool and dies department, building jigs and dies that pierced, and also formed and cut off parts. He retired from Honeywell in January 1998. He then worked for a friend, Joel Dunn, for two years repairing

trailer homes. Following that, Ken started working for Midwest Diesel, delivering parts around the Twin Cities for the next five years. Upon retiring from there in 2004, he moved to Travelers Country Club in Clear Lake, Minn. Ken enjoyed hunting, fishing, golfing, and playing cards. He later took up woodworking and built many beautiful furniture pieces in addition to decks and add-on additions to homes. He also enjoyed spending time with family and his many friends in Minnesota and Texas, where Ken and Barb spent many years. He is survived by his wife Barbara, children: John (Lisa) Barthel, Erika (Jeff) Nusbaum, Daniel (Samantha) Barthel and step-daughter Heather (Michael) Powell; seven grandchildren, three step-grandchildren, a sister, Yvonne Roden; and numerous nieces and nephews. Audrey Carol Ann Williams was born February 15, 1926, to Albert and Myrtle (Joseph) Williams in York Township, Fillmore County, Minn. She was a graduate of Preston High School. On December 16, 1946, Audrey was united in marriage to Marcus Drogemuller at German Lutheran Church in Preston, and together they had two daughters, Marcia and Debra. Audrey kept busy as a 4-H leader, was involved with the Fountain Lutheran Church Ladies Aid, and taught Sunday school. She was always putting others before herself. In her free time Audrey liked to read, embroider, cook, and bake, especially goulash and sugar cookies. Audrey is survived by her daughters Marcia (Joe) Specht and Debra Bjortomt, both of Fountain, Minn., grandchildren Jill (Barry) Shephard of North Carolina, Jeff (Kayia) Grabau of Rochester, Minn., Chad (Andrea) Bjortomt of Lanesboro, Minn., Jada (Adam) Bernau of Wykoff, Minn., Dawn (Nathan) Bernau of Fountain, Minn., William (Belinda) Drogemuller of Chatfield, Minn., Christy Mabe of Chatfield, Minn., Jacob (Denise) Drogemuller of Chatfield, Minn., Jennifer (Chad) Sagdalen of Rochester, Minn., and Jason (Samantha) Drogemuller of Lanesboro, Minn.; many great-grandchildren and great-great-grandchildren, four step-grandchildren, five step-great-grandchildren, and her nieces and nephews. The Official Legal Newspaper for Fillmore County Merton was born May 30, 1930, to Donald and Myrtle Fairchild. On June 4, 1950, he married Shirley Nordheim and started their family. He was honored to serve in the United Merton States Army Fairchild during the Korean War. Merton will be most remembered for his love of family, his generous spirit, “hauling Amish,” his love of gardening, especially roses; and collecting John Deere memorabilia. He is proceeded in death by his wife Shirley, special friend Lois Moran, his sister Donna Fairchild, grandson Isaac Zafft, and great-grandson Grayson Troendle. He will be sadly missed by his children: Gary Fairchild (Karen), Myrna Foltz (Dale), Janet Zafft (Riley), Doug Fairchild (Barb), Marilyn Haakenstad (Lynn), Marsha Fairchild (Dean Bergey), 15 grandchildren, 33 greatgrandchildren, beloved in-laws and many friends. A celebration of his life was held 11 a.m., Saturday May 18, 2019, at the Canton-Scotland Presbyterian Church in Canton, Minn., with Rev. Margaret Jumonville officiating. Merton’s grandchildren served as pallbearers. Military honors were by the Canton American Legion. Burial took place in the Minnesota State Veterans Cemetery in Preston. Stephen Lee Hansen Stephen Lee Hansen, 63, of rural Fountain, died in a single car accident Friday, May 10, 2019. Stephen was born April 24, 1956, in Sherman Tex., to James and Marlene (Hill) Hansen. After graduating from High School, Steph joined the Air Force and was based Stephen in MounHansen tain Home Air Force Base, in Idaho, from 1974-1977. He then went on to Wartburg College, in Iowa, where he received his bachelor’s degree. In 1983 Steph married Connie Lynch in Waverly, Iowa. Steph was employed at IBM in Rochester, and currently was working for People’s Food Coop in Rochester. He enjoyed playing frisbee golf, tinkering with computers, gardening, and gettogethers with family and friends. Steph is remembered by his wife Connie and their four children: Scott and Jeff Hansen, both from Brookings, S. Dak.; Jonn Hansen of New Ulm, and Aimee Hansen of Kent, Ohio; his brother Christopher Hansen of Shell Rock, Iowa; and two sisters, Rebecca Hansen of Waverly, Iowa, and Kathleen (Bob) Kline of Pueblo, Colo. Fillmore County Sports By Paul Trende Track and field is alive and well in Fillmore County. Last year, LFCMC’s boys and girls each made True Team state. This year, four teams head to Stillwater. GMLOKS a n d LFCMC (girls), LFCMC and RPH (boys), will compete at the Paul Trende State Meet. A a r o n Thauwald’s GMLOKS gals were a section favorite last year. They took second to repeat champions LFCMC by seven points, 751 to 744 (high event finish equaling more points). In the rematch, GMLOKS (809) won comfortably over LFCMC (766.5), St. Charles (660), D-E (651.5), and Z-M (638.5). Point-wise, GM took 11 of 18 events head-to-head versus the Burros. GMLOKS’ top finisher in every event took no less than eighth (of roughly 30). Their best was outside the top ten five times last year. Eighth grader Anika Reiland (1st 100, 2nd, 200, 3rd 400) and Hailey Hindt (2nd 100-H & 300-H, 9th H-Jump) had multiple top three finishes. Riley Queensland (4th H-Jump, 8th 200), Lauren Buchholtz (2nd 100, 7th L-Jump), Jordyn Glynn (3rd T-Jump), Madison Hindt (4th 100-H), Shelby Beck (4th P-Vault, 6th 800), and Greta Warmka (4th Disc, 7th Shot) had top fives. Warmka took 14th and 22nd last year. Aubrie Schneider (7th 1,600, 8th 3,200) was also a big improver (10th and 13th last year). GMLOKS’ four relays finished top four. The 4x100 (Buchholtz, Kassidy Kirtz, H. Hindt, Isabelle Olson) took first, the 4x200 (Buchholtz, Kirtz, Olson, Queensland) second, the 4x800 (Beck, Maddie Bhend, Kendyl Queensland, Sydnie Alstat) third, and the 4x400 (Glynn, Bhend, Beck, R. Queensland) fourth. Leading LFCMC were Emma Breitsprecher (1st 100-H/300H, 5th-tie H-Jump) and Brielle Ruen (2nd 400, 6th 100, 7th 200, 9th L-Jump). Kaylee Arndt (3rd 1,600), Addie Miner (3rd 3,200), Kassidy Broadwater (3rd P-Vault), Madison Simon (4th 3,200), and Ashlyn Guenther (5th Disc) had top fives. A virtual meet was held to fill four “wild card” spots. Each section’s second through fifth place teams were eligible. Times and distances from section meets were “virtually” scored. Jana Boyum’s LFCMC group took first (1,515.50) of 32 to earn their third straight trip to state. Emma B. (1st 100-H, 2nd 300-H) and Ruen (1st 400) were notable finishers. On the boys’ side, it was a close three-way race between the schools that went 1-2-3 last year (all making state), St. Charles, L-A, and LFCMC. The Cardinals and Burros each made up ground on the Saints (which won by 50-plus points), but only L-A made up enough. The Cards (819.5) closely won the section title over SC (811.5) and LFCMC (804). Carson Kiehne (1st 400, 2nd 200), Greysen Higbe-Hurrah (1st P-Vault, 7th H-Jump), J.T. Rein (1st 300H, 4th 110-H), Drew Wyffels (4th T-Jump, 5th 100, 6th 200), Mason Howard (4th 3,200), and Jayce Kiehne (5th 1,600) had top fives for the Burros. The latter two are 7th graders. The 4x200 (Jared Peterson, Carter Clarke, Josh Peters, Ben Snyder) and 4x800 (Nate Betz, Jake Gathje, Carson Schwichtenberg, C. Kiehne) each took first, the 4x400 (Peterson, Rein, Clarke, Snyder) third. Peters (6th L-Jump, 6th 400, 10th 100) added three top tens, Connor Ruen two sixths (110-H, 300H). RPH (765.5) took fourth, Chatfield (626) fifth (of 15). Triton Meldahl (2nd 110-H, 300H, & L-Jump, 3rd T-Jump) was RPH’s top athlete (See AOTW). Ben Wieser (2nd Shot & Discus), Tyler Rislov (3rd 3,200, 6th 1,600), Alex Van Gundy (3rd L-Jump, 5th H-Jump), and Luke O’Hare (4th 800) had top fives. Frosh Brady Gile had three top tens (6th T-Jump, 8th 200, 9th 100). The 4x200 (Van Gundy, Wyatt Walters, Jon Smith, Gile) and 4x800 (Mitchell Ledebuhr, O’Hare, Dominic Jenkins, Ricky Buchanon) took fourth. Ledebuhr added a sixth (3,200). Chatfield was led by Chance Backer (3rd 200, 4th 100, 7th L-Jump) and Jonathan Frank (4th Disc, 5th Shot). The boys 4x100 (Jared Baker, Jack Tuohy, Gage Tuohy, Carson Larrabee) and 4x200 (Baker, G. city ordinances, a committee will be reviewing and updating the parking ordinances which should bring a resolution to the situation. A temporary liquor license and noise permit was approved for the Conservation Club for the dates of July 3 through July 7. The council discussed a potential street and utility project for 2020. The project would include streets on the south side of town, and is estimated to have a total cost of $1.2 million. If construction is to be started in 2020, the surveying needs to begin as soon as possible so that the design plans can be completed over the winter months. “If we don’t do something with it, the road bed is going to become very deteriorated because of the

condition it’s in,” City Administrator Jerome Illg said. The council granted permission to begin surveying efforts. During a recent pole study, it was determined that two of the electrical poles near the football field need to be replaced. Illg suggested that the city install the electrical lines underground instead as that would make more sense and would streamline the connections there. The council approved the underground lines. The sewer main in the North Park area of Harmony is not placed very far into the ground and so the city has had issues with it freezing up in the winter months. Several options for mitigating the issue were explored and discussed by the council such as converting the sewer main into a forced line, asking business owners on the line to run their water during

Monday, May 20, 2019 the winter, etc. The council will continue to investigate the matter. Maintenance Director Chris Johnson reported that the new refrigerated sampler has been installed at the wastewater treatment plant. At their last meeting, the Harmony EDA decided to continue with the housing incentive program as it has been successful thus far. The surveying for the bike trail extension from Harmony to the Iowa border is nearly complete. The community marketing video that will be shared online is underway and shooting for the video will take place at the end of May. The EDA is also currently looking into options for providing transportation to Harmony residents who have limited means of traveling out of town. Semcac does offer rides in Spring Valley and Rushford and could possibly

do so in Harmony as well with minimal user fees. The EDA is considering purchasing and maintaining a van that could be run by Semcac. A survey may be conducted later to determine potential usage and feasibility of such a program. The Parks Board reported that a tour of the city’s parks has been completed, and only

minor repairs and touch-ups will need to be done to get them ready for the summer. Children’s author Kristen Halverson will be at the Harmony Public Library on June 5 at 3 p.m. The next Harmony City Council meeting will be held on June 11 at 7 p.m.

Detour lifted for Hwy 52 paving project from Marion to Chatfield; new detour begins June 3 The detour of Highway 52 near Chatfield was lifted Monday, May 13 as crews finished the first stage of culvert replacement, but motorists can expect delays as crews do paving work along the highway to Marion, according to the Minnesota Department of Transportation. With the first stage complete, motorists can again drive on Highway 52 from Chatfield to Marion near Interstate 90. Paving work will be occurring, so there will be flaggers stopping traffic for short periods to allow traffic in both directions to be able to take turns in the open lane that’s not being paved at the time. A new detour will begin in three weeks on June 3. Traffic will then be detoured from June 3 until August 6

to replace three box culverts between Olmsted Co. Rd 16 and Olmsted Co. Rd 7 North. Traffic will be detoured from Hwy 52 to Olmsted Co. Rd 7 to I-90. Remaining paving work will be done under traffic. Work in the Chatfield city limits does not require a traffic detour. In Chatfield, crews will make sidewalk and pedestrian ramp accessibility improvements and replace traffic signals. Construction work downtown should be completed in late July before Chatfield’s Western Days community celebration. Sheriff John DeGeorge reviewed prices from Enterprise Fleet Management for the lease of a 2019 Dodge Charger Police Package squad car (monthly lease payment of $536.86) and a 2019 Dodge Charger SXT administrative car (monthly lease payment of $447.34). Both cars are all wheel drive sedans. Chairman Duane Bakke explained why vehicles obtained through Enterprise Fleet Management should be termed as leases rather than purchases. Referring to them as leases will keep them separate from out right purchases during an audit. However, he agreed they are signing an open ended equity agreement and they are building equity in the vehicle, as they are making monthly payments. The lease of each vehicle requested by the sheriff was approved. Commissioner Randy Dahl asked about equipping the vehicles with push bumpers to protect them in a deer collision or to allow them to push a disabled vehicle off the road. DeGeorge said there were funds in the budget for the push bumpers. It was suggested push bumpers may be able to be transferred vehicle to vehicle when a new vehicle is ordered. Former Chief Deputy Kevin Beck noted the push bumper was already included in the equipment list of the patrol vehicle. Dahl asked that a push bumper be added to the administrative vehicle also. They will perform their play, entitled Women Solving Problems Association, twice on Tuesday, May 21. During the school day they will perform for all 5th and 6th grade students, and that evening at 6:30pm will be a performance for family and community, free and open to the public. The performance will be held on the stage at the FC Elementary School in Preston. The play features characters based on real women who have made a positive difference in history, including Katherine Johnson, Harriet Tubman, Rosa Parks, Elizabeth Blackwell, Anne Frank, and Queen Elizabeth I. Jeff understands the importance of creating a student learning environment that is engaging, challenging and safe. He values students’ time, input and hard work; empowers them to take control of their learning; and encourages them to take some risks. He is passionate about the mission of the community college and its diverse student body and embraces the different experiences of the students. The integration of these experiences in the classroom gives students the freedom to write about those things that are valued and important. Jeff firmly believes that in order to foster a positive learning environment, there needs to be mutual respect within the classroom, and that starts with the instructor. Through content and knowledge, he demonstrates an ability to communicate ideas to students so that they learn something that will translate into useful skills beyond the classroom. Jeff’s philosophy for education is that it cannot end at the door of the classroom. Mary Shelerud has been a faculty member at RCTC since 2007. She holds a Master of Science in Nursing from Viterbo University in La Crosse, Wis. Mary understands the importance of adapting curriculum and teaching methods to meet the needs of students and utilizes active teaching strategies to engage students. By providing basic fundamentals and hands-on experience, students learn to become critical thinkers. Mary understands how challenging nursing classes can be and has developed a teaching style that meets the students’ learning needs. Mary sets clear goals and expectations, and through assessment, she measures students content knowledge and critical thinking skills. Prior to joining RCTC, Mary held leadership positions in the healthcare field and brings the knowledge and expertise from these experiences into her classroom. Mary is actively involved with the National Council of State Board of Nursing and recently received certification as a Nurse Educator by the National League of Nursing. Mary is a member of the American Nurses Association and the Sigma Theta Tau International Honor Society of Nursing.

Along with recognizing outstanding full-time faculty, RCTC also recognizes and appreciates the great educational experiences the College’s adjunct and part-time faculty offer students. This year’s Adjunct Faculty of the Year is Jennifer Kiehne. Jennifer engages the class and encourages active learning. She shares experiences from her time as a therapist to provide real world examples. Jennifer understands that tests aren’t the best ways to measure a student’s learning and instead gives critical thinking assignments each week. One of the nominators writes, “It is evident that not only does Jennifer care about us as students, she cares about us as people and our overall well-being. I always look forward to going to her classes because I know I will be learning in a supportive, non-judgmental environment.”

Portfolios for both full-time instructors, Jeff Lepper and Mary Shelerud, will be forwarded to the system-wide Board of Trustees Award for Excellence in Teaching Review Committee. Up to 70 portfolios from Minnesota State’s 31 colleges and universities will be reviewed by the committee, which will recommend up to six Educator of the Year award recipients from the portfolios submitted. RCTC’s Outstanding Educators, their colleagues from across the state, and the Educator of the Year award recipients will be honored at a system-wide reception in April. The Minnesota State Educator of the Year recognition program was initiated in 2007. To date, RCTC has had six of its faculty members honored with this prestigious, system-wide award.

Spring Valley adopts floodplain ordinance By Rich Wicks The Spring Valley City Council met in regular session on May 13. All members were in attendance (Mayor Tony Archer, Luan Ruesink, Chris Danielson, Mike Hadland, John Dols, and City Administrator Deb Zimmer. Immediately prior to the regular council meeting, a brief public hearing was held on the proposed Floodplain Ordinance. Zimmer explained that, “We do flood insurance with FEMA. The national flood insurance, if we want to participate, we have to do this (ordinance).” The hearing lasted only three minutes, with a few questions about any new changes to the floodplain rules. Zimmer said there are no significant changes, and she explained that for any new construction, in order to comply with floodplain guidelines, the lowest floor of buildings must be higher than the mark just outside City Hall. During the regular coun-

cil meeting, the council adopted the Floodplain Ordinance as submitted. The council heard from Greg Brooks, who introduced himself and told of his new business, Root River Auto, Bus & Diesel Repair. Council members welcomed his new business to the community. TJ Malone spoke to the council regarding his property tax assessment, saying that his special assessment is too high for him to pay, and he asked if his assessment could be changed. Zimmer explained that in April of 2018, an assessment hearing was held, and, “At that time, there is time for people to challenge their assessments. We did not get any challenges, so those assessments were adopted. They’re $94 a linear foot.” She added that certified letters had been sent to the applicable property owners, notifying them of that meeting. The council did not take any formal action.

Brian Owens addressed the council about his frustration in trying to sell his property at 412 West High Street. He said since the city has not yet cleared up the title issue, he is unable to sell. Zimmer and Mike Hadland said they understood his predicament, but that the process of clearing up the title is taking longer than they had hoped. Hadland summarized, “We’re in limbo right now.” Owens replied, “So it puts me there, too.” A work session meeting of the council on May 22 is expected to bring an update on the process. There was discussion about an ongoing problem of citizens bringing their dogs into South Park, despite the many signs that indicate dogs are not allowed. Zimmer said she has taken many calls from citizens regarding this. Mike Hadland suggested citizens could, “Call law enforcement, that’s their job.” He suggested citizens should not call 911 for this issue, though, so that 911 will be reserved for emergencies. The non-emergency number listed for the sheriff’s office is (507) 765-3874. The council considered a request from Mary Whalen. Zimmer explained that the city’s standard practice when replacing trees is to give the property owner a selection of trees to choose from, and the city then pays the greenhouse to come in an plant the chosen tree in the applicable spot. Whalen requested to get credit that she could use toward purchasing a larger tree. Zimmer said the city has chosen to use the current standard practice because of previous instances when tress either didn’t get planted, or were planted in other places on a property. Whalen also requested the removal of a stop sign. After discussion, the council voted to deny these requests. Deb Zimmer said the city’s cleanup day went well. Mayor Archer read aloud a proclamation recognizing May as Motorcycle Awareness Month. The council meeting adjourned at 6:25 p.m. Due to Memorial Day, the next regular meeting of the council will be Wednesday, May 29 at 6 p.m. As always, the public is welcome.

Chatfield Center for the Arts annual report By Karen Reisner At the May 13 Chatfield City Council meeting, Carla Gallina, board of directors president, reported on the 2018 financials and participation at the Chatfield Center for the Arts. Councilor Paul Novotny was absent. Gallina began saying the 2019 budget is 128% higher than in 2018, a positive step. Revenues in 2018 were $271,119 and expenses were $275,484. Intense utility expenses contributed to the $4,400 difference. Programs drew 7,000 to 8,000 people to Chatfield. The building was used for 81 public and private events during the year. Twenty-two percent of attendees who purchased at least one event ticket were Chatfield residents. Usage of the facility is varied including: individuals and businesses, Potter Production concerts, Chosen Bean concerts, Wits’ End Theatre, Chatfield schools, community outreach,

the city, and regional non-profits. One-hundred and eighty children performed, 15 artists displayed, 14 families celebrated, 12 businesses networked, and five boards convened in the building. Volunteers contributed 4,662 hours of their time in 2018. Gallina said the building is pretty much booked for every weekend in 2019 for some kind of event. She thanked the council for their support. They are focused on quality and want to continue to build that reputation. Mayor Russ Smith added that the Center for the Arts is a source of pride for Chatfield. By Rich Wicks The Wykoff City Council held a regular meeting on May 13. All council members were in attendance (Lyle Morey, Mary Tjepkes, Mayor Al Williams, City Clerk Becky Schmidt, Mary Sackett and Richard Gleason). Darin Sikkink, representing WHKS, updated the council on the street project. He said, “We’re working on the County 5, Gold, Fillmore, and Line Streets project.” He said when the county reviewed the plans, it was suggested that curb and gutter also be installed on Line Street, in addition to the previous plans for curb and gutter on the other streets. He said the suggestion regarding Line Street was for only the east side of the street. Sikkink pointed out that since this would increase the project cost (and therefore the special assessments), if the council chooses to follow the county’s suggestion, a public hearing would need to be scheduled so those six property owners would have a chance to discuss their opinions. Ron Gregg, Fillmore County Engineer, spoke to the council about the street project, saying, “We still want to move ahead this year.” He and the council discussed the various access issues that may occur this summer and fall as the project progresses. said it’s likely that the contractor could do something similar to what happened in Ostrander, when gravel “temporary paths” were put down to allow access even while streets are torn up. He also said there will be frequent meetings to discuss progress and access issues. Gregg also pointed out that regarding trees in the boulevard in areas where the street project will occur, “A lot of those will have to go.” But he said the contractor will only remove those trees that must be removed. The council voted to hold a public hearing as described above on June 10 in the council room, just prior to the regular council meeting. Leroy Rowe addressed the council regarding water drainage on his property, which he said has become an issue due to the recent street project. “All my neighbor’s water comes down into my driveway.” He stressed that he is not looking to blame or sue anyone, but just wants to know what the city could do to help eliminate the problem. He showed pictures and described an idea that he and Darin Sikkink agreed with, to create natural drainage to the street. A member of Wykoff’s American Legion (Ray) asked the council about the new $25 fee

to use the community center. He said the Legion has never before been asked to pay a fee for holding their meetings there, and he feels it is “a low blow.” Becky Schmidt explained that the city has to pay someone to come in and clean after the community center is used, and that’s the main reason for the fee. After discussion, the council also offered that the Legion could hold their meetings in the council room, for free, since this incurs no additional cost for the city (and since the Legion meetings are generally small enough to easily fit in that room). Wade Baker gave an update on the fire department, including that there are three firefighter positions to be filled. He also discussed naming someone as the “weather watch” person on the crew. The council agreed to designate Casey Bates for this. Rich Gleason suggested setting a special meeting to discuss a personnel issue. It was scheduled as an open meeting, on May 23 at 7 p.m. If necessary, the meeting may be changed to a closed meeting (if performance issues are to be discussed). Another issue that will be discussed at that time is the two bids regarding a new door lock on the community center. The council requested to have all applicable warranty information available, so the bids can be fairly compared. The meeting adjourned at the council room at 9 p.m., with council members then going to tour the vacant school building, in light of a proposal to move the city offices into that building. There will be a special meeting on Thursday, May 23 at 7 p.m., and the council’s next regular meeting will be Monday, June 10 at 7 p.m.

Rushford flood mapping nearing end By Kirsten Zoellner Like other municipalities around the region, the City of Rushford is in the midst of new flood plain mapping being conducted by the Federal Emergency Management Agency along with the Minnesota Department of Natural Resources (DNR). Along with the process, the city is required to adopt a Floodplain Ordinance to maintain compliance with National Flood Insurance Program. Engineer Derek Olinger, of Bolton & Menk, was on hand at the Monday, May 13 city council meeting to discuss the matter. According to updated documents from Olinger, previous mapping was done in 1980 and largely consisted of areas within the channel of the Root River and Rush Creek, but did include additional low-lying areas. Areas protected by the levee system previously fell outside of the floodplain. New, preliminary maps have been made available to municipalities and are scheduled to be made official August 15. Maps are denoted by four overlay district areas: Floodway, Flood Fringe, General Floodplain, and Bluff Protection. The first is areas primarily in the waterway channel, while Fringe Districts are primarily outside of levees. General Floodplain areas are those with known flood water elevations. To determine these, extensive modeling of water flow needs to be done, which is costly. “Basically, if there’s something in this area, extra analysis is required to determine if Floodway or Flood Fringe rules apply,” explained Olinger. Areas are mapped by 100year flood calculations, meaning there is a 1% return frequency or chance of flooding happening in any given year. Anyone’s properties inside Floodway or Flood Fringe Districts will require floodplain insurance for federally-backed mortgages. Owners of properties with no outstanding mortgage of this type have the option of choosing floodplain insurance. There are a few areas near Nannestad Lane which are designated as a part of the General Floodplain Area. If even a portion of the property is in the Flood Fringe, the entire property is designated as such. Mortgage companies will notify owners of those properties and they will have 45 days to address the matter. Mayor Chris Hallum expressed frustration with areas of the city still designated. “All that effort in last 10 years was to get everybody out of floodplain.” Properties can file a Letter of Map Amendment to contest their properties designation. “Based on their modeling, this is what they say is going to flood,” said Olinger. “In reality, that’s not what’s going to happen.” Bolton & Menk will

work with the city to review the properties to determine what options are available. Olinger also noted specific changes to the ordinance. The first is related to Critical Facilities. This relates to critical community sites such as fire departments, hospitals, wastewater facilities. In the current ordinance, these facilities are state mandated to be one foot above the base flood elevation. In the new ordinance, they should be located at or above 500-year flood levels. “It got me a little worried. Following restrictions can be very expensive.” Olinger recommended the city remove this optional requirement from the ordinance until required by state statute. Another change is related to Repetitive Loss. This equates to existing structures with recurring minimum damage of 25% of the market value over 10 years or less. Improvements to these structures would be required. This item is also optional, but inclusion will allow property owners to obtain up to $30,000 to raise a structure above the floodplain level. The next steps in the process include review and approval by the DNR and a public hearing for the ordinance. In other news, the city has received a clean audit from Smith Schaffer & Associates. General property tax levy comprise the bulk of municipal funding, with Local Government Aid adding some to the pie. “The money you’re getting from state is not keeping up with the cost of services and you’re having to make that up locally,” said Jason Boynton,

Principal for Smith Schaffer. As for expenditures, the city saw a reduction from 2017 to 2018. “This is a trend; cities really tried to hold the line on costs,” added Boynton. Rushford was under budget or on target in all areas. The building of the General Fund has grown since 2011, when unassigned fund balance dropped to just 9% of fund expenditures. In 2018, the unassigned balance was 104%. “It’s back to a healthy level. It improves capacity to bond at a lower rate and you’re in good shape now,” explained Boynton. The city has just shy of $6 million in outstanding general obligation debt and $2.8 million in revenue bonds, which are being supported by payer rates in utility funds. All payments are being made in a timely basis. An agreement with Minnesota Department of Transportation and the city has been approved for the Rushford Landscape Partnership. The grant project is intended to replace trees and vegetation along Highway 43 north/south and Highway 16 west. Up to $8,000 in landscape materials is provided with the grant this year and another $6,000 in potential funding next year. Detailed plans include the planting 36 trees. Other funding for downtown beautification may be available in the future. The next regularly scheduled council meeting is Tuesday, May 28, at 6:30 p.m., at city hall. Please note the date change to accommodate the Memorial Day holiday. The public is encouraged to attend.
