FILM FRANCE Film France is a State-funded agency, supported by the CNC (the National Center for Cinema), that promotes France for filming, animation, VFX and post-production. We are the first stop for production companies and individuals prepping to film in France. We rely on a network of 41 local film commissions throughout the country that offer free information on locations, local crews and facilities. Film France provides assistance with financing your project in France: coproduction and the whole support system as well as the tax rebate for international production, assessing the script in the light of the cultural tests and giving you further details about eligible expenses. We also help you contact the appropriate agencies regarding locations, work permits (for non-EU), filming permits, as well as information regarding labour rates, studio facilities, post-production facilities, VFX-vendors, animators, suppliers and talents. Do not hesitate to talk to us about your project long in advance! We are present at events such as the Cannes Film Festival, the Berlinale, the AFCI Locations in Los Angeles, as well as other markets and professional meetings throughout the world every year.

10 GOOD REASONS TO WORK WITH FRANCE France continues to host Europe’s biggest national film industry, which highlights our abilities and ambitions. No other country can match our long filmmaking tradition. 1. Great incentives for your projects! France offers a 30% tax rebate for non-French features and TV productions, capped at € 30 million per project. It applies to both animated and live action projects, including TV-series and feature films that are not in an official coproduction with France (just production servicing). The incentive has financed nearly 100 productions to date, spanning many different country origins and genres - from Japanese manga films to UK TV series, and web projects and direct to VODs to Hollywood blockbusters. Tax Rebate for International Production (TRIP) financing has been granted to projects from companies such as Warner Bros., Universal, Fox, Sony, Working Title, Bandaï, BBC, Red Planet, Kudos, among many others. For official coproductions, on the other hand, there is also the more traditional set of selective supports available: Aide aux Cinemas du Monde, regional funds, and indirect incentives from TV channels. 2. A dedication to filmmaking and quality of the crews Since cinema exists in France, it has always been considered an art form. Filmmakers enjoy incredible respect and the crew’s dedication is one notable feedback that we get from all the producers that have worked with French crew members. They work fast with a spirit of initiative, which seduces even the most demanding directors. And they all want to read the screenplay! That’s why we’ve had so many “repeat visitors” : such as Woody Allen, Martin Scorsese, Lasse Hallström, Steven Soderbergh, Doug Liman, Stephen Frears, etc. 3. Award winning talents France can provide you with many Oscar-nominated crew members and talents: actors, cinematographers, costume and production designers, composers, editors, etc. 4. Bring your own crew or employ local people: your choice! As EU citizens you are allowed to come to France and work here without work permits. 5. State of the art facilities Top level facilities, including digital labs and VFX houses that have worked on major productions such as The Dark Night, Harry Potter, Avatar, The Minions, Thor, Inception, etc… Animation is also a particularly dynamic sector recognised for its skills worldwide with 260 hours of television production and 29 full-length feature films released and American blockbusters like Despicable Me 1 & 2 entirely made in France. 6. There is a solution to fit all budgets More than 250 features, as well as more than 4800 hours of television programmes are produced for the French market every year. You can therefore find crews and solutions at all price ranges, from big movies like Besson’s blockbusters to small-crew low-budget filmmaking, a dense and motivated network to create the perfect production environment. 7. An affordable destination France isn’t actually as expensive as you think. You can shoot at world famous landmarks, such near the Eiffel Tower in daylight or Notre Dame Cathedral for free! You will not be charged for shooting on the streets of Paris, as opposed to in some other capitals. 8. An unbelievable range of locations France enjoys a breathtaking range of locations, from mountains to surf spots, from deserted old volcano landscapes to idyllic coastal locations such as the Riviera, on mainland France as well as the overseas territories. You will find an amazing number of historical monuments, enough to satisfy the needs of any period film, thriller, future apocalyptic drama or romantic comedy. 9. Great transport and health infrastructure France has a great transportation network: not just planes but fast trains can get you practically anywhere you want. More locally metros and trams are plenty in the main cities. Strong hospital facilities and a dense network of doctors cover the whole of France. 10. The currency rate! On top of the 30% rebate, currency rates are also extremely attractive for UK (as well as US companies): the euro still stands at a record low level. The British pound (GBP) is currently trading 23% higher against the euro than in November 2013, and this of course applies on your entire local spend – even before applying the 30% rebate! France, more than ever, offers UK producers a strong and cost-effective opportunity as a production base. Last but not least... enjoy France! THE TAX REBATE FOR INTERNATIONAL PRODUCTION
1. PREREQUIREMENTS Qualifying companies To be able to file a TRIP application, a company must meet the following two criteria: • be subject to corporate income tax in France • act as the production services company for the sequences filmed or produced in France. The production services company is defined as “the company in charge, in compliance with a contract entered into with a non-French production company, of both supplying the artistic and technical means for making the cinematographic or audiovisual production on one hand, and of servicing the material operations and monitoring its achievement on the other hand”. French regulations do not set any restrictions as to the capital mix of the applicant, nor its main business. The company can thus be specialized in servicing, or in cinematographic or audiovisual production with executive production as its main activity, it can be an animation or visual effects studio, a subsidiary of the non-French producer, a SPV, etc. A list of French active PSC can be obtained from Film France, the French film commission (www.filmfrance.net). Qualifying productions To qualify to the TRIP, a feature or TV production must meet all of the following criteria: • it must be a work of fiction of live action or animation (whether singular or a series). Documentaries or commercials do not qualify. Live-action production must obtain at least 18 points on the live action cultural test, 7 of which must be for the “dramatic content”. Animation production must obtain at least 36 points on the animation cultural test, 9 of which must be for the “dramatic content”. Live-action projects must pass the animation test as soon as: • 15% of the shots, or on average one and a half shots per minute, are digitally processed to add characters, decorative elements or objects involved in the storyline, or to modify the rendering of the scene or the camera’s point of view • and more that 50% of the French expenditures are linked to the animation test • it must not receive any French State traditional financial support. Thus official co-productions with France do not qualify • it must not be pornographic or promote violence • it must have a minimum spending of €1 million of qualifying expenditures in France or incur at least 50% of the production budget, whichever is lowest • for live action, production must shoot at least 5 days in France

2. STEPS AND PROCEDURES Provisional qualification The French production services company (PSC) applies for a provisional qualification at the CNC, along with the requested documents. The application file is available at www.cnc.fr/ web/fr/c2i The application cannot be submitted until at least a preliminary production service agreement (PSA) has been signed. This contract is one of the mandatory documents required to apply. Qualifying expenditures start at the date of reception of the application by the CNC. No spending incurred before this date will be taken into account for the TRIP. The CNC, following Film France’s assessment, will decide whether the project is eligible based only on the criteria defined above. The applicant is then granted a provisional qualification. Final qualification The application for the final qualification needs to be filed maximum 24 months after the last French spend. The French PSC submits a final qualification application to the CNC, along with the mandatory documents that includes a DVD of the final film. Film France and the CNC simply verify that the production still complies with the qualifying criteria before issuing the final qualification. It is the final qualification that officially confirms the right to this tax rebate. Collecting the international tax rebate The tax authorities may pay the tax rebate before final qualification has been received. At the end of each fiscal year, a statutory auditor must certify the yearly production accounts, which, along with the provisional qualification and the income tax return, is sent by the French PSC to the tax authorities. A refund is issued by the French State to the extent the production tax credit exceeds the company’s tax liability. The TRIP tax and VAT exempt. TRIP cash flow Even though the TRIP is a non-transferable debt of the State to the French PSC, as soon as provisional qualification has been obtained, banks are legally allowed to monetize this refundable tax credit so that the production company can get the money earlier. Credits Any production that received the TRIP must mention it as follows in the beginning or end credits, either in French or in the original language of the production: “Cette œuvre a bénéficié du crédit d’impôt en faveur de la production de films étrangers en France”, ie “This film benefited from the French Tax Rebate for International Production.”

3. QUALIFYING EXPENDITURES To be eligible, expenditures mentioned hereafter must be incurred in France by the PSC who has submitted the TRIP application for the project. These expenditures must directly contribute to the production needs. For all fiscal years opened after Jan 1st 2016, the tax rebate amounts to maximum €30 million and 30% of the following pre-tax expenditures: • Salaries paid to French or EU direction and production staff (wages and incidentals) including the related social contributions (French payslips) (NO CAP). • Production crew members (NO CAP). • Animation & VFX team members (NO CAP). • Salaries and wages of actors CAPPED at the minimum wages set in the relevant collective bargaining agreements. • Renting locations (non-classified residences are not eligible) and constructing sets • Expenditures incurred to specialized companies for technical goods and services based in France (including VFX / Animation / Post-production facilities). • Accommodation capped at 270€ per night in greater Paris and up to 200€ per night elsewhere. • Transport and travel (materials, crew and cast travelling to or from France using French companies). GUADELOUPE FILM COMMISSION
French territory Guadeloupe and its Film Commission are a critical stop for foreign production companies and individuals preparing to film in the Caribbean area. Guadeloupe, the core of the Caribbean area, allows you to access its funding wherever you are from. The Guadeloupe Regional Film Commission (GFC) structure has become a mainspring for the cinema and audiovisual sector, helping to mobilize production resources talent and crew, providing the industry with substantial growth prospects. GFC provides free assistance with contacting appropriate agencies regarding immigration/ work permits and filming permits, as well as information regarding labour rates, locations, production and post-production facilities, suppliers. Nowhere else in Europe will you find such a large diversity of locations combined in such a small territory. Guadeloupe attracts all types of production, magazines, short films, and more and more feature films. BBC One and France 2 have chosen Guadeloupe as exclusive location for Franco-British series “Death in Paradise”. This substantial 5 year production cumulates each year 104 days of shooting involving over 1,000 extras and 79 local technicians and is broadcasted in 77 countries... The development strategy of the Guadeloupe Region is to function as a network. As President of the Association of the Caribbean Film Commissions (a widely representative industry group that has members from 10 countries in the Caribbean), Guadeloupe is a mainspring between this region and Europe. This cooperation scheme allows producers to have a single relay, enabling them to access resources to shoot around the Caribbean. The Pays de la Loire Film Commission has been set up to oversee the audiovisual sector, to facilitate film shoots and assist production teams by: offering preliminary location scouting and talent scouting (technicians, actors and extras), providing local contacts and helping with obtaining filming authorisations, etc. Only two hours from Paris by train and with the largest west-coast airport at Nantes, the region is an easy place to get to. AFAR (The French Association of Assistant Directors) AFAR - Association Française des Assistants-RÊalisateurs de fiction - is the French Association of Assistant Directors. Founded in 1998, AFAR aims to allow all participants in the movie industry to find confirmed first, second and third assistant directors to carry out their projects in France or abroad. AFR (The French Association of Location Managers and Unit Managers) The French non-profit Association of Location managers and Unit managers working in film and audiovisual (AFR) was created in 2006. The AFR is the only french professional association to represent the location and unit manager profession for cinema and television.
