Market overview: Summer bounce The housing market recovery continues; demand, newly agreed sales and flow of supply have all increased. Strength in demand has supported house price growth, with indices reporting annual growth in July. There may be a little caution in the market as the furlough scheme is due to end in October and other government initiatives come to a close; however, forecasts remain optimistic.

Prime market The biggest increase in sales agreed has taken place in the prime market. According to Rightmove, there has been a 59% increase in sales agreed for prime properties. Zoopla reported an increase in sellers in wealthier demographic groups compared to 2019. July prime property prices in the UK increased by 4.49% annually, with the average prime property selling for £1,034,199.

The months ahead We expect transactions to increase over the next few months, reflecting the surge in newly agreed sales which take time to complete. The July RICS residential survey reported a net balance of +26% of agents expecting sales to increase over the next three months, and slightly negative for the next 12 months, −10% reflecting caution over the furlough scheme due to end in October and the Stamp Duty holiday ending in March. However, the Office for Budget Responsibility central scenario expects transactions to reach 750,000 this year and almost 1.5 million in 2021. The increased housing market demand is supporting UK house price growth and the RICS residential survey reports a net balance of +8% of agents expecting house prices to increase over the next 12 months. The Office for Budget Responsibility upside and central scenario expect house prices to remain subdued in 2020; however, both anticipate strong price growth in 2022.

Post-lockdown market The summer is usually a quiet period for the housing market; deals agreed in the spring complete and many put house-hunting on pause to go on holiday. This year has been different. Since the housing market reopened, we have seen demand surge and house prices increase. Buyer demand is 34% higher than the same time last year, increased buyer demand has encouraged sellers and the flow of new supply in the last month has been 50% faster than last year. Newly agreed sales, per agent in August, were 76% above the five-year average, with the time to sell a home falling 31% since the start of lockdown (Zoopla); 70,710 transactions completed in July (HMRC), a 14.5% monthly increase. However, the surge in newly agreed sales is yet to be seen in the transaction figures, which are still −27.4% below July 2019. Strength in demand is supporting growth in UK house prices. In July, Nationwide reported a 1.5% annual increase, Halifax reported a 3.8% increase and Hometrack a 2.6% increase.

Economy The economy shrank 20.4% between April and June and two consecutive quarters of decline have tipped the UK into a recession. However, recovery has begun. On a month‑to-month basis the UK economy grew by 8.7% in June, following 2.4% growth in May. Although the economy has contracted and unemployment has increased, consumer spending in July was no more than 10% below its level at the start of the year, after falling between 30% and 40% during lockdown. Flash UK Composite Purchasing Manager Indices, reflecting economic trends in manufacturing, hit a five‑year high in July, pointing to wider recovery in the economy. The end of the furlough scheme and other government support initiatives will test the strength of the economy in the coming months. The Bank of England scenario, based on no second wave and a smooth transition to a new EU free trade deal, expects the economy to shrink by 9.5% in 2020 and to return to pre‑Covid levels by the end of 2021.

SASH SINCE THE SPRING GRANT In May of this year, The Fine & Country Foundation donated over £26,000 in grants to charitable organisations across the world, helping them in their fight against homelessness and poverty. One of those recipients – nominated by Fine & Country York – was SASH, awarded £1,000 in this round of donations. Working across York, North and East Yorkshire, they support young people aged between 16 and 25 to end the cycle of unemployment and benefit dependence, ultimately escaping homelessness for good.

The world has changed in the past months. We have made sure that SASH has changed with it. Very early on, we knew that young people would still need SASH at a time of crisis. We had a very important role to play in keeping young people safe and off the streets. Working with our hosts and partners, we prepared the way forward. As staff moved to homeworking, we contacted all the volunteer hosts. Whilst most Supported Lodgings Hosts were happy to continue in their role, some, because of their vulnerabilities and need to shield, stepped back. Thankfully, we were able to move their young people to new hosts. Throughout the past months, we have continued to place young people who cannot return home or do not have the skills to live independently with Supported Lodgings Hosts. Zoe moved in with her host in May. Prior to lockdown Zoe had been referred to SASH but she was unsure whether our model or support was for her. She didn’t take up the place and she was placed in Staycity hotel by City of York Council after becoming homeless. She was struggling and not getting much support. Still unsure about SASH, potential hosts did some video calls with her, with no pressure, and she moved in.

Lockdown has meant our normal support programmes have changed. SASH support workers

Many SASH lodgers have taken advantage of the slower pace of life and the availability of their hosts to expand their cooking skills, learn new skills and join in their host family’s activities, such as watching films together and taking part in quizzes. Kitchens across our Supported Lodgings and Nightstop Hosts have become hives of activity. Cooking and even gardening have helped young people fill their time. Seven young people in the Scarborough area took part in a weekly online cook-along with their hosts. Others have taken on the role of cook for their host. Over the following months, SASH will continue to pivot our support in line with Government guidelines. In particular, we are developing new employability workshops in recognition of the impact that COVID-19 has on young people’s employability and the availability of work. We could not have done this without you. It is thanks to you that Zoe, and many more like her, have the support they need now and will need in the future.

Zoe has settled in well; she arrived with just a small bag and her bike, but thanks to grants, she was able to buy essentials including underwear and shoes. Within a few days she had already committed to returning to college in September. She is thriving, spending time doing embroidery, visiting friends, and becoming happier. She recently celebrated her 18th birthday with her hosts – her smile says it all.
