Market overview: Pressure building
Liz Truss has been announced as the UK’s next prime minister and will need to hit the ground running as the cost-of-living crisis deepens. While price growth in the housing market continues to defy the wider economic rhetoric, pressure on household incomes through the autumn will intensify and a moderation in sales activity is expected.
Government Response
The UK has a new prime minister and over the coming weeks details of additional support for households and businesses to help them navigate the cost-of-living crisis are expected. Consumer confidence in the economy is at a historic low (GfK) and the economic outlook is sobering; the UK is predicted to be in recession during the final quarter of 2022 and throughout 2023. With households and businesses facing rising costs and eyewateringly high energy bills, the Government’s response is eagerly awaited.
The Bank of England now expects inflation to peak at close to 18%, far higher than initial estimates. However, unlike the late 1970s and early 1980s, a consensus of independent forecasts anticipate inflation will fall back over the course of 2023 and return below the Government’s 2% target during 2024. Over the same period, the Bank Rate, while set to increase, is not anticipated to rise anywhere close to the double-digit rates last seen some 30 years ago.
A Mixed Bag
Property price growth is somewhat at odds with the current economic backdrop. While Halifax indicates that month-on-month property prices marginally fell in July, and Rightmove reports the asking price of a newly listed property dropped by 1.3% in August, the 10% growth in the year to August noted by Nationwide has exceeded economists’ expectations. Residential property is proving resilient, as it has repeatedly. The demand for property has continued to exceed available supply and market dynamics are underpinning prices.
The additional pressure on household incomes has undoubtedly hit the UK’s poorer households first, but middle-income households, many of whom are owneroccupiers with a mortgage, are starting to feel the squeeze. While demand in the market remains higher than a year ago, it is starting to moderate. Mortgage approvals in both June and July were 5% lower than their prepandemic monthly averages, while mortgage rates are on the rise (Bank of England). Although still low by historic standards, the Bank Rate is now 1.75%. A further announcement on the Bank Rate is expected at the next Monetary Policy Committee meeting on 15th September, one of three such meetings scheduled before the end of 2022.
Primes Sales Aid Tax Revenue
Over £5.5 billion was collected in residential Stamp Duty Land Tax receipts in the first six months of 2022, the highest-ever total according to new data released by HMRC. Over half a million sales took place, making 2022 to date the busiest since 2017, with the exception of 2021. As price growth has pushed more sales into higher price brackets, the proportion of properties sold for £1 million or more (over 2.7% of sales) was at its highestever level. More than one in ten £1 million+ sales paid the Higher Rate of additional dwellings tax, the additional surcharge paid on a second home.
Following the stellar levels of annual price growth recorded over the past year, it is perhaps no surprise that prices in some regional prime markets have started to moderate, but only in the North East is the average price of a prime market property now below £600,000. The London market, which lagged other regional markets in the aftermath of Covid-19, is now seeing double-digit price growth. Sterling registered its largest fall against the US$ since 2016 on 1st September, making the London market tempting for those purchasing from overseas.

The Autumn rant rogramme is now open and we will be accepting applications until 31st October.
Twice a year, The ine Country oundation awards grants of up to £3,000 to charities both in the K and overseas to aid pro ects in the ght against homelessness and poverty. As an independent fundraising organisation, we favour grant applications from small, local charities, investing in their wor helping homeless people. These charities are nominated to receive grants by local ine Country agents throughout our networ . Through your donations and funding raised by agents across the networ , The oundation have already supported many charities across the globe, such as O in outh Africa, The enry onald Trust in imbabwe, The ighthouse aby helter in outh Africa, Tshwane eadership oundation in outh Africa, Association ro ect All in pain and many more.
Through our pring rant rogramme this year, we are delighted to have been able to donate a total of £31, 2 supporting 16 charities across the K and overseas wor ing towards ending homelessness and poverty. This brings the total granted to charitable organisations by The oundation in 2022 to over £111,000.
Our rant rogramme would not be possible without the generous donations we receive and the support from the networ . This year, the ine Country networ too on the challenge of collectively travelling the circumference of the world, 0,0 0 m in 0 days to mar 10 years since the reat ritish roperty Cycle. Members of the networ pledged to raise money for The oundation by trac ing their distance wal ed, ran and cycled on a tness app. The ine Country networ completed this challenge in ying colours, nishing 0,13 . m in 0 days. All funds raised from this challenge, along with many other fundraising events hosted throughout the networ , will be awarded through the Autumn rant rogramme.

At Acorn House – their 16-bed recovery hostel for men who have previously been homeless and are in recovery from addiction – SCT deliver a Therapeutic Programme of group counselling to address the individuals’ problems with drugs/alcohol. Their grant of £2,160 provided two months of food for their residents, where they instil the importance of healthy eating and supportive approach of mind, body and soul.

St Petrock’s provide a safe, familiar environment for their clients. Their centre is the only place in Exeter where rough sleepers can access a hot shower and laundry facilities. Their grant of £3,000 has gone towards providing sustainably packaged outreach meals
