FIVE TIPS FOR RENTING IN DOHA Looking for a new place to live? Whether you are new to Doha, or are a long-standing resident, you may just find the entire process intimidating with so many factors to consider and horror stories. Rest assured, we are here to help with our top five tips to finding your ideal home in Qatar.

FIND YOUR NEXT HOME IN QATAR

R

eal estate agents and word of mouth are the most common ways to find accommodation in Qatar. For many, accommodation will come as part of your entire sponsorship package, but even then, you may want to have a say in where you or your family reside and might choose, after the initial settling in period, to find a place independently.

1. Lease lengths

As the very nature of expatriate life means many do not know when their next move will be, it is important to find a flexible lease agreement. In Qatar, the most common lease agreements are for one-year, renewable.

2. Finding a property

It can be quite advantageous to use an agent such as Al Asmakh Real Estate Development Company to search for apartments or villas. With a large number of properties in their portfolio, agents can easily

7 narrow down the search to meet your requirements. This removes the nuisance of trawling through many unsuitable properties. The agent will also deal with the contract and other administration tasks involved, acting as a link between tenant and landlord taking much of the pain out of confusing paperwork, which is invariably in Arabic. Once you have been in Qatar for some time and are more familiar with the different areas, word of mouth can also be a useful search tool. Looking to live in a certain type of community, or waiting to hear of a vacant apartment in a certain tower block? Then register your interest with the property managers, but also keep your ear to the ground and you will find your dream apartment/villa.

3. Document requirements

In order to rent a property in Qatar, you must provide the following documents: • Passport copy • Residence permit • Qatar ID card • Salary certificate • Post-dated cheques to pay the rent • One month’s deposit

For company rentals, the following documents are required: • Company CR copy • Municipality Licence • Computer card copy • ID copy of signatory • 12 post-dated cheques to pay the rent • One month’s deposit

4. Paying bills

• Know your notice period • By law, a landlord must give six months notice to a contracted tenant, unless noted otherwise on the contract • Though the contracts must be provided in Arabic and English, the Arabic document is the only legally binding document in the case of disputes • Any disputes between tenant and landlord should be taken to the Rental Dispute Settlement Committee (located next to Rawdat Al Khail Park)

Be sure you are aware of what bills and maintenance fees you are liable for. It is usually the tenant’s responsibility to cover water, electricity, gas and other associated bills on consumption. If you are lucky, you might have the luxury of your company settling all these nuisance bills, but for the majority… …it is important to keep track and be aware of monthly costs so you can budget accordingly. There can be instances where tenants do not receive the bills on a regular basis. If this happens, don’t bury your head in the sand, because they will arrive. With the high use of air conditioning and water here, these can be significant. It should be possible to find out what the average monthly bills in your particular apartment block/ villa-type come to. Budget accordingly, and put some money aside each month, even if you do not receive the bill when expected.

5.And remember

• Sub-letting is prohibited • Rent cannot be increased during your contract period, but can be increased on the renewal of the contract, with prior notice given by landlord • Read the small print – early termination of a contract could result in large penalties (e.g. cost for the remaining period of the contract)

Environmentally friendly

Glamping has amassed fans worldwide, not only for the ingenious take on luxury and camping but also for its creative approach to environmentally friendly tourism. BUYING PROPERTY IN qatar Are you interested in buying property in Qatar, but don’t know where to begin? The property-buying process can be an overwhelming thought, particularly for an expatriate, but it doesn’t have to be. Read on for your step-by-step guide to purchasing a property in Qatar and learn about the opportunities, and the potential pitfalls, that exist.

Understanding the red tape

A

regulation was passed in 2004 which allows non-Nationals to purchase property in Qatar. At first, some were still somewhat reluctant to jump in with both feet, but in the decade since, regulations are clearer and opportunities abundant for finding your home, or making that investment a reality, right here in Qatar. For non-Qatari investors buying property is restricted to select areas including Lusail, The Pearl-Qatar, parts of Al Sadd, Najmah and Mansoura. In Al Sadd, Najmah and Mansoura, prices vary from between QAR 1.5 and 1.9 million for two and three bedroom apartments. Rental returns here can range from QAR 8,000 to 10,000 per month. On The Pearl-Qatar, studio prices start at QAR 1.4 million and all other units range from between QAR 15,000 to 25,000 per square metre. Rental returns on The Pearl-Qatar start from QAR 9,000 per month. Villas on The Pearl-Qatar come with a price tag of QAR 50 million and upwards.

The opportunities

The oil and gas sector has helped the State of Qatar to develop its infrastructure and new projects are being financed such as the development of new cities (Lusail City, Al Khor, The Pearl-Qatar), and mega service projects which will enhance the lifestyle such as Qatar Rail’s metro project, Hamad International Airport and vast improvements to the country’s road network. The political situation here is stable, with huge trust in the government and there is a high level of safety and security for Qatar residents. All these factors will lead to increased investor confidence and you will begin to see an increasing number of investors from outside coming to Qatar to purchase property, with upcoming sporting events such as 2019 IAAF, Lusail Moto GP and FIFA World Cup 2022 guaranteeing a great investment and reducing risk over this period. Whether you’re buying as an end user, or as an investor, The Pearl-Qatar is a great investment. In both cases you will be buying in a spectacular, one of a kind, mixed use project which combines residential, commercial and retail sectors all on one island making it a dream community to live in, which offers a desired lifestyle. Buying a property on The Pearl-Qatar is tax-free and gives expatriates the opportunity of obtaining a residency visa and freehold. The Pearl-Qatar is also an attraction for expatriates working in Doha who prefer to spend their housing allowance on purchasing the property rather than renting one. The Pearl-Qatar is considered a very steady project due to its unique strengths as well as the facilities and lifestyle opportunity it offers.

Also need to know

The issuance of a Residency Permit to a property owner is for one year and is renewable for three years there after. The sponsorship for non-Qatari’s applying for residence permits will be held by the Ministry of Interior, who will also provide exit permits upon departure from the country. A residence permit will be granted regardless of the number or size of property owned, and for the first time in the region, investors are now also able to sponsor their

dependents and next of kin. However, on the other hand, this residency permit will not allow unit owners to work or practice any business activity in Qatar. Therefore, a property owner must get a separate company sponsorship in order to work.

To start the application process for a residence permit, you require: 1. Photocopy of your valid passport/current visa if available.

2. Photocopy of the Sale and Purchase Agreement. 3. Hand over date of your apartment. 4.

No objection letter from your current sponsor signed by the authorised signatory stating that you don’t have any objection to cancelling your residence permit and would like to re-issue a residence permit under the sponsorship of the property.

5. Copy of Computer Card/commercial registration of the company. There is a slightly different process for non-Qatari home purchasers on The Pearl-Qatar. In this instance you are entitled to apply for a home-owner’s residence permit, which is valid for five years and allows the owner and their immediate family to live in Qatar. The application process for the visa is similar to that for obtaining a work residence permit, with proof of ownership documents replacing the need for a sponsoring employer. A medical certificate is still required, and a Certificate of Good Conduct must be obtained from the purchaser’s embassy. After confirmation that the property is in a permitted area has been received and the property registered, the buyer must go to the office for registration of real estate for non-Qatar nationals, located in the Doha Municipality office in Al Sadd. The visa can then be processed by the Ministry of Interior.

Spanning nearly four million square metres, 12,000 residents have been recorded as of January 2015 – that's a 140 percent increase from only 5,000 residents in the spring of 2012. In 2004, when the project was first revealed, the initial cost of constructing the island stood at USD 2.5 billion: it is now rumoured that it will have cost USD 15 billion upon completion. Portio Arabia is one of the main residential areas of The Pearl-Qatar, providing premier living ranging from one bedroom apartments to penthouses and townhouses. Designed as the Riviera of the Middle East, Porto Arabia features a waterfront boardwalk with several retail and dining outlets. Medina Centrale’s popular location, nestled between the residential, shopping and dining district of Porto Arabia and the relaxed, family-oriented beachfront of Viva Bahriya, features countless retail and dining outlets as well as great amenities, such as Spinney’s supermarket and NOVO IMAX Cinema.

Its design is reminiscent of Venetian waterfront living, and features famous bridges with various islands and blocks. There are so many choices within such a short distance from one another, and I think that’s what really appeals to people in my demographic.” The Pearl-Qatar’s appeal not only stems from the variety it offers, but also because it is one of Doha’s only walkable neighbourhoods. Fadia Kanaan, a 22-year-old resident of Porto Arabia, feels that her move to The Pearl-Qatar has changed her lifestyle tremendously. “I could spend the entire day on The Pearl and fit in tons of activities just by walking from one place to another. I feel like it’s the only place in Doha that really allows for that. Being able to walk from my home to the beach, and then later to grab a bite and window shop, has made such a positive impact on my life.”

Local culture and identity

The Pearl-Qatar is a melting pot of cultures, home to foreign nationals and locals alike, and part of its success is the way it has successfully catered to both of these communities. While The Pearl-Qatar offers its fair share of trendy, Western chains where you might find more of an expatriate crowd, there has also been a resurgence of local identity and culture. “Part of what I love about living on The Pearl is feeling like I’m at home. I think the unique mix of cultures we have here actually reinforces Qatari national identity. You have the expatriates and Western chains that I personally love,

Fashion, art, and culture lovers

Five years ago, Doha was deemed the Arab Capital of Culture, an initiative undertaken by UNESCO. Since then, Doha has witnessed substantial growth in its Art and Culture scenes, from the emergence of Katara Cultural Village in late 2010, to Anima Gallery in 2012, and the newly opened Kempinski Marsa Malaz that features over 3,000 pieces of art. Both Anima Gallery and Marsa Malaz represent an important component of The Pearl-Qatar’s culture – a successful attempt to create highly visual, cultural, and curated experiences. At Anima, people can stroll through high-quality exhibitions or grab a bite at the lounge amidst world-renowned art or trendy video installations. The Pearl-Qatar is also home to eclectic retail boutiques that attract a wide range of clientele, from locals in flowing, embroidered abayas to a foreign boho-chic crowd. Vanity Room, located on La Croisette, features trendy, alternative labels such as Dannijo and Australian brand Sass and Bide while Toujouri, on the other hand, is a medley of Middle Eastern influences with an independent, modern twist. but at the same time you have a considerable population of Qataris exploring their interests and forming new communities amongst each other as well”, says Fahad Al Kubaisi. QELA boutique is only one example of how The Pearl-Qatar is keen to establish Qatari identity through a retail and artisanal perspective. Their collection is entirely designed, prototyped and tested in QELA workshops in Doha, which has played a key role in national brand building both in the Gulf and internationally. Restaurants like Burj Al Hammam also attract predominantly local clientele, who flock there for the impressive assortment of traditional Lebanese delicacies in an upscale and classy environment.

Moving forward

The 2030 National Vision, the 2022 FIFA World Cup, and supply of freehold zones where expatriates can own property are all considerations that contribute to the growth and success of The Pearl-Qatar. Taking a closer look at its vibrant and diverse community, however, reveals that residents are investing in so much more than property value. The active and sporty

Looking out from the Costa Malaz Marina, you may have seen the energetic community of SUPers (stand up paddle boarders). Founded in 2012, the paddleboard community takes advantage of the most versatile routes of The Pearl-Qatar, boarding through the Venetian Quarter, Qanat Quartier, Porto Arabia, and continuing on to far out islands. SUP also offers youth lessons, making it a family-friendly activity that people of all ages can take part in by simply booking online through their website. Living on The Pearl-Qatar inherently allows for a more active lifestyle, as residents find themselves driving less and walking more. Dina Kabbani, a resident of Qanat Quartier, loves the fact that walking is her most frequent mode of transportation. “I moved to Doha from a city, that although had the worst pavements ever, one could walk almost anywhere. The mass affluent segment of professional expatriates has a preference to stay in villas especially those located in well managed compounds. Villas are categorized into two segments, standalone and gated community which is widely known as a compound within Qatar. Both segments of villas are in demand and have their own demographic of tenants. Despite a 5 to 8 percent YoY rental growth in villas, the occupancies in villa compounds remains as high as 90 percent and in standalone up to 70 percent. Al Waab and Duhail are considered to be premium over other areas of Qatar, with the compound specifications and internal finishing superior than other areas. Although the demand is equally stretched over part of Doha and extended to neighbouring areas such as Al Rayyan, Umm Slal, AL Wakrah and Al Khor. Location preference is purely based on the rental rates. Villas in Al Wakrah and Al Khor are mostly taken by larger size household with budget constrains whereas Al Waab and Duhail are typically chosen by small to medium size families with larger rental budgets. The commercial segment within Qatar is predominately located in and around Doha city. Around 58 percent of business establishments have their offices within Doha and 28 percent corporates are placed within Al Rayyan municipality. Nearly 91 percent of businesses are owned by private entities whereas, government and government-managed establishments have a share of 7.5 percent. Offices are mainly located in four zones: West Bay is preferred by large scale local, international corporates and government entities. Grand Hamad Street and Doha downtown are favoured by banks, financial institutions and small to mid scale companies. C/D Ring Road is chosen by mid to high scale corporates. Al Sadd is selected by all corporates groups. West Bay has the highest amount of Grade-A offices with an average size of 600 sqm. Grand Hamad Street and Doha downtown comprise of Grade-B and Grade-C offices with an average size of 100 sqm.
