FUNDRAISER IDEA Some of Marion County’s (FL) bravest men and women lined up to test their might in an annual “Bear the Burden” weightlifting competition. The event consisted of three main categories for competitors to test their strength: back squats, bench presses and deadlifts. Each competitor paid a $20 entry fee to the Marion County Firefighter Benevolence Fund to help raise awareness for first responders’ mental health struggles.
VOLUNTEER FIRST RESPONDER HOUSING ACT On June 21, 2023, Congressman Andrew R. Garbarino (R-NY-02) introduced the Volunteer First Responder Housing Act, legislation to expand eligibility for qualified volunteer emergency responders to participate in certain federal housing assistance programs. Specifically, this bill would expand eligibility for the Single-Family Housing Guaranteed Loan Program through the U.S. Department of Agriculture Rural Development and the Department of Housing and Urban
Development's Good Neighbor Next Door Sales Program. The Single Family Housing Guaranteed Loan Program assists approved lenders in providing loans to low and moderate income households to build, rehabilitate or improve a home in eligible rural areas. The income limit for the program is no more than 115 percent of the median household income.
FUTURE FIREFIGHTING The University of Maryland (UM) Autonomous Micro Air Vehicle (AMAV) student team competed in the First Responder UAS Challenges hosted by the National Institute of Standards and Technology (NIST) and the Annual Design-Build-Vertical Flight Competition hosted by the Vertical Flight Society (VFS). Their AMAV’s Gambit was a low-cost, easy-to-fly drone specifically tailored to operate indoors, while providing full light, low light, and thermal imaging. The drone design, fabrication, assembly, and testing were done by UM students, who won over $150,000 and used a drone based on the DJI Matrice 300 drone, a popular choice for first responders.

Vacant House Fire
On September 14, 2023, a Rotterdam Fire District 2 chief alerted dispatch to a fire in a vacant house on Guilderland Avenue in the City of Schenectady. Fire vented from an attic window on the C side of the home. An aggressive interior attack prevented the fire from spreading. The fire was brought under control in less than an hour. Fast-Food Fire in Salamanca
The City of Salamanca Fire Department was dispatched to a reported fire at McDonald’s restaurant on August 20, 2023, at approximately 1300. Upon arrival, all customers and employees had evacuated the building. Firefighters encountered a heavy smoke condition in the building and requested a second alarm. Kill Buck and Seneca Nation volunteer fire departments responded and Bradford (PA) responded as the RIT. A grease fire from the fryers extended to the surrounding areas. 2-Alarm Apartment Complex Fire
Schenectady firefighters responded to a two-alarm fire on Frank Street just after 0300 on September 16, 2023. Engine 2 was first to arrive and used their deck gun to make an initial knock down to give firefighters access to the front door of the complex. New York State Association of Fire Chaplains, Inc. 2023 Chaplains Training Conference May 21 - May 24, 2023
The NYSAFC held their Annual Training Conference at the New York State Frederick L. Warder Fire Science Academy, in Montour Falls NY on May 21, 2013 to May 24. It was an informative conference with training from the NYS Office of Mental Health and DHSES New York State Emergency Management. Registration was at the Academy. After dinner an Executive Board Meeting was conducted with chaplains’ training and refresher at Fire Academy Auditorium. Later on, members did some catching up with everyone at the Fire Academy Cafeteria. On Monday, our day begin with a short welcome to everyone by Chief Chaplain Thomas With. Garra Lloyd-Lester, from the NYS Office of Mental Health, Bureau of Emergency Preparedness and Response, did a presentation on “The Role of the NYS Association of Fire Chaplains and Social Connectedness.” Our Annual Memorial Service was hosted by the Odessa Wesleyan Church, followed by our annual
dinner at the Glenora Winery Veraisons Restaurant. Our annual meeting of the association was held on Tuesday morning in the auditorium of the academy, with elections and swearing in of new officers. After lunch there was a trip by the chaplains and spouses to the Corning Museum of Glass, in Corning, NY. We concluded our conference on Wednesday morning with training on “The Role of ESF - 5: Information and Planning,” by Josh Hotaling, of the DHSES, NYS Office of Emergency Management, Planning Section, followed by lunch at the academy. Chelsea Structure Fire
The Chelsea Fire Department, assisted by Hughsonville, Village of Fishkill, and Glenham, operated at a structure fire on Route 9D shortly before 0600 on September 21, 2023. All occupants escaped safely, and firefighters were able to make an excellent stop, which greatly limited damage to the structure and its contents. Car Fire on North St. Arlington House Fire
Schenectady firefighters responded to a car fire on North Avenue near the General Electric Plant. Upon arrival, the engine compartment was well involved but the fire was quickly knocked down. Fatality at Poughkeepsie Blaze
City of Poughkeepsie firefighters were dispatched for a house fire in the vicinity of Hudson Avenue and Smith Street early on September 3, 2023. As units responded, City 911 advised they only had one call from a passerby that stated there was smoke in the area. Units arrived to find an active fire on the first and second floors of a two-story residence on Weed Street. and requested a second alarm, which brought in assistance from Arlington and Fairview. As crews began their entry into the residence, they were advised by a neighbor that there was an adult couple that lived there. Crews made entry and worked not only to control the fire but simultaneously searched for victims. Firefighters quickly
located two victims, and with a great physical and team effort, were able to remove both from the structure. They were then treated by waiting firefighters and Mobile Life/Empress Paramedics and subsequently transported to Mid-Hudson Regional Hospital. One of the occupants of the structure, an adult female, succumbed to her injuries at MHR, and the second victim, an adult male, was transferred to Westchester Medical Center for specialized treatment. Queens 3-Alarmer

LaGrange firefighters, assisted by Arlington, Beekman, East Fishkill, Union Vale, Empress Paramedics, and the DCSO, operated at a structure fire in a commercial building on Route 82, a short distance from LaGrange Station 1, on September 3, 2023. Firefighters arrived within several minutes of dispatch to an active fire and requested a second

PASSING OF JEAN S. SMOCK, CEO OF P.L. CUSTOM BODY AND EQUIPMENT CO., INC. Jean S. Smock, (81) of Manasquan passed away peacefully on Friday, July 28, 2023, at her home, with family and close friends at her side, after a long-fought battle with Parkinson’s. Jean was born in Boston, MA, lived in Westwood, MA, New York City, New Brunswick, and eventually settled in Manasquan. Jean’s career spanned many years, beginning at Time Inc., NYC, from where she retired after 30 years, and continued as the CEO of P.L. Custom Body and Equipment Co., Inc. in Manasquan until her death. Jean and her late husband Bud were generous and passionate supporters of her Alma Mater, Endicott College (MA) and Rutgers NJ University Athletics, particularly the women’s crew team. She was past-President of the Endicott Alumni Association, Alumni of the Year awardee and on the Board of Trustees for Endicott College. The Beta Sigma Phi Sorority played a large part in her life from her early days in NYC, Princeton, and locally here in Brick. An early Westwood High School highlight was her time as a majorette on the twirling squad and a member of the International Order of the Rainbow for Girls. Jean had an easy smile and made many lifelong friends that remain with her today. She took genuine interest in the lives of all she loved. She enjoyed travelling and gardening as well as journaling and list making. Mrs. Smock was predeceased by her parents, Paul and Evelyn Shanning, and her husband Martin V. Smock (Bud). She is survived by her sister, Elizabeth Milley and her husband Stephen, daughters Deborah Thomson and husband Barry, Candi Smock, Jennifer Smock and Marta Quinn, niece Jennifer Gregor and husband Bill, nephew Ron and wife Anna, grandson William F. Quinn, granddaughter Corey Quinn, great-grandson William F Quinn IV, grand-nephews Chad, Drew and Ross, grand-nieces Tatum and Olivia and family friend Ginger Harmer. - Fire News photo provided
LONGTIME FIRE SERVICE ADVOCATE VICKIE PRITCHETT RECEIVES NFFF’S GLATFELTER DISTINGUISHED SERVICE AWARD The National Fallen Firefighters Foundation (NFFF) has recognized Ms. Vickie Pritchett as the newest recipient of the Foundation’s Arthur J. Glatfelter Distinguished Service Award. Ms. Pritchett serves as the Vice President/Executive Officer at the National Fire Sprinkler Association (NFSA) and is being recognized for her many and varied contributions to the NFFF, according to Troy Markel, Chair of the NFFF Board of Directors. “Vickie is a tireless advocate for the Foundation and the fire service in general,” Markel said. “Her dedication sets the bar for the rest of us to follow.” Vickie is a long-time advocate for safety throughout the fire service and for NFFF, specifically. Her constant support of and participation in numerous NFFF events and activities, such as the Memorial Weekend, the Truman Fire Forums and Firefighter Life Safety Summits, and most recently the U.S. Fire Administrator’s Summit on Fire Prevention and Control and the subsequent “Fire Stop Tour.” She is a key component of the Foundation’s national leadership efforts and strategic grassroots programming. Her impressive resume and influence throughout the fire service is well known, and her support of NFFF is constant. “Vickie is the true embodiment of the spirit of the Glatfelter award, which recognizes outstanding contributions to support and further the mission of the NFFF. For many years, her innovative
thinking and great leadership have not only benefitted the Foundation but have promoted firefighter safety and amplified the voice of safety in the fire service overall. I am confident that her impact as a connector, liaison, spokesperson, and hands-on partner for the NFFF will continue for years to come,” said Chief Ron Siarnicki, Executive Director of the NFFF. The NFFF created the Arthur J. Glatfelter Distinguished Service Award to recognize exceptional service to the NFFF by men and women who continue in support of Glatfelter’s legacy as a champion of the fire service. In 1969, Glatfelter created the Volunteer Fireman’s Insurance Services (VFIS), the first company of its kind to meet the insurance needs for volunteer firefighters. Glatfelter was also an enthusiastic advocate for the NFFF and its mission and served for many years on the Foundation’s Board of Directors. Ms. Pritchett was presented the Glatfelter Distinguished Service Award by Tony Campisi, Chairman of the Glatfelter Insurance Group, on September 27, 2023, during the opening session of Firehouse Expo in The Greater Columbus Convention Center in Columbus, Ohio. “Vickie Pritchett represents everything that Art Glatfelter stood for,” Campisi said. “We are grateful for leaders who carry the standard for the fire service, and it’s a privilege to present Vickie with this award.”

Buffalo FFs Raise $7500 for Tunnels to Towers-Buffalo
Buffalo Fire Department participated in the annual Tunnels to Tunnels to Tower Buffalo. On September 8, 2023, the department Towers Buffalo run/walk held at the Bellevue Fire Department in set up a boot drive at all of the exits to the major highways leading Cheektowaga. Earlier this year Buffalo Firefighter Jason Arno was into Buffalo during morning rush hour and raised almost $35,000 fatally injured while fighting a fire in the City of Buffalo.
