MAYOR’S LETTER Last month, I announced two important projects for our city. The first was the proposal for a privately owned and operated sports pavilion that will bring much needed indoor recreational space to our community — a 4,200 seat arena and 245,000 sq. ft. fieldhouse — and yield an estimated $110 million in economic impact. The second was the expansion of Launch Fishers, which continues in a mode of rapid growth. The proposal includes the purchase of the former DECA Financial Services building located at 12175 Visionary Way, and a partnership with Ball State University, a leader in entrepreneurial education, to create the Center for Entrepreneurial Excellence. The new building will triple the co-working space in size and allow Launch to further its impact on our state and region as catalyst for entrepreneurial activity and growth by providing resources and peer-to-peer coaching. While these projects are very different, they are both very impactful and push us closer to becoming the smart, vibrant, entrepreneurial city that I described just a few short months ago in my State of the City address. My team and I will continue to look for and seize opportunities that allow us to become the best city we can be for all who live, work and play in Fishers. As you learn more about these projects (on pages 8 and 9) we welcome your feedback and hope to gain your support in the months to come.

HSE Serving Up Support for Lemonade Day Fishers May 16th Nothing conjures up the memories of summer and childhood like the images of neighborhood lemonade stands. For many of us, the experience was our first brush with public relations and business ownership. Flash forward to 2015, think Lemonade Stand 2.0! Launch Fishers, the City of Fishers and Hamilton Southeastern Schools have joined forces with Lemonade Day Greater Indianapolis to introduce and train a new generation of entrepreneurs. On May 16th, the City of Fishers endeavors to launch a movement to host as many Lemonade Day stands as possible. Fifteen hundred (1,500) is this year’s registration goal to be exact! Ambitious, perhaps, but Launch Fishers Founder and Indy’s Lemonade Day Community Champion John Wechsler, believes the lessons of entrepreneurship are invaluable for students.

Hamilton Southeastern Schools is honored and excited to partner to bring this great national campaign to Fishers.” Championing the vision to make Fishers an entrepreneurial city, HSE hosted a Lemonade Day Fishers Kick Off on April 2nd at Riverside Intermediate School. Summer Nights at the

Nickel Plate District Amphitheater The Nickel Plate District Amphitheater has become the gathering place for Fishers residents, especially during the spring and summer seasons. On June 2, the 2015 season will begin.

Here’s what you can expect from the concert series.

Blues Fest Mark your calendars now for the 3rd Annual Blues Fest on Sept. 5 and get ready to enjoy the best of the blues right here in Fishers. Blues Fest remains free and attendees are welcome to bring their own picnic spread or enjoy food and drink from local vendors on site.

Tuesday Night Concert Series presented by IU Health Saxony On Tuesday nights, the Nickel Plate District Amphitheater quickly fills with families, even before the concerts begin at 7 p.m. Local acts play music that everyone can sing and dance to. Many families bring their own picnic baskets and coolers to enjoy food and drinks throughout the evening. Children love these evenings out and often bring their own toys and create sidewalk chalk masterpieces. Food trucks set up shop and offer hearty snacks and sweets.

Friday Nights AMP After Dark After the work week has wound down, couples and friends gather on Fridays for AMP After Dark to enjoy evenings under the stars accompanied by their favorite local acts. The shows begin at 9 p.m. Food trucks will be on site as well as beer from Four Day Ray Brewing, a brewery that will be opening in the Nickel Plate District in 2016. Get your Four Day Ray brews exclusively at AMP After Dark.

Toward the end of March, several City of Fishers departmental officials gathered around a table and a few pizzas one evening. The public relations department brought together this band of representatives, which included everyone from the fire department to community development, to hold the City’s first-ever Twitter Town Hall. It was a first for the staff, who were taking questions on accessibility in recognition of Disability Awareness Month. What I found to be important about this type of engagement was that it met residents through a different mode of communication and on a different playing field. One of the common threads that binds many of the people in Fishers together, it’s that they’re busy, busy people. In my role, I try to engage with residents, business-owners and other stakeholders through email, phone calls, and in-person visits. Sometimes all three of those modes of communication can be difficult based on that common-thread of being tied-up with a lot of things to do. So I pose this question: What is the best way to get your feedback and ideas? In times past, I’ve asked for feedback and received a small, but thoughtful, response. Mediums like Twitter are phenomenal for getting in touch with people immediately, but there’s

always the challenge of getting in what you have to say with a small amount of characters. And business owners should, ideally, always be too busy with customers to stop and have a conversation. So, send me an email at domsicd@fishers.in.us to let me know what ideas you might have about getting the word out, or give me a call at 595-3151. Whatever method you prefer, I highly recommend signing up for Fishers Alerts and the many communications we have available at www.fishers.in.us. We live in a world that demands creativity, and that’s something I want to embrace in my communications as my colleagues did with the Twitter Town Hall concept for engaging Fishers.

Fishers takes another step forward as an ‘Entrepreneurial City’ Launch Fishers expansion; Ball State University partnership furthers entrepreneurial culture

On April 16, Mayor Fadness announced a proposed Launch Fishers expansion that will triple the co-working space in size and include a partnership with Ball State University to develop the Center for Entrepreneurship and Innovation. The proposed expansion includes the $3.1 million purchase of the 51,571 sq. ft. former DECA Financial Services building at 12175 Visionary Way in Fishers. The current Launch Fishers facility is just 16,000 sq. ft. and the 485 members have quickly outgrown the space in the basement of the Hamilton East library. “Launch Fishers has provided proof of concept for our entrepreneurial city,” said Mayor Fadness. “We are excited to take the next step to expand the scope and impact of Launch Fishers while creating economic development infrastructure for the 21st century.” The partnership with Ball State University to create the Center for Entrepreneurship and Innovation will further the Launch Indiana initiative and provide entrepreneurship mapping resources and peerto-peer coaching, supporting continued entrepreneurial activity and growth throughout the state.

The opportunity that exists with this partnership and new facility has me very excited for the future,” said John Wechsler, Launch Fishers CEO. “A sense of place where businesses want to grow and a collaborative environment is how you foster organic economic growth. This expansion accelerates the potential for new jobs and investment in Fishers.” Ball State University, a national leader in entrepreneurial education, has committed to integrating Launch Fishers into its Entrepreneurship Program with both experiential learning for students and with a physical presence at the new facility. The partnership will bring real-world startup experience to students while giving Launch Fishers and member companies access to the university’s research, faculty and students. In addition, Launch Fishers and Ball State University will work together on a best practices mapping framework for entrepreneurial ecosystem development throughout the state of Indiana as a part of Launch Indiana.

“The key to any strategic partnership is recognizing and harnessing each entity’s strengths. Integrating Ball State’s entrepreneurial education expertise and our students into the real-world climate of startups that are housed within Launch Fishers will reap dividends for the university and Launch Fishers. It evidences Ball State's commitment to being an entrepreneurial university and Fishers commitment to being a thriving, creative city. I can't imagine a better opportunity for our students to learn about how to bring new products and services out into the world, and we're honored to be a part of this,” stated Mike Goldsby, Director of the Entrepreneurship Center at Ball State. The City of Fishers has also submitted a Certified Tech Park application to the Indiana Economic Development Corp. earlier this month. The designation will invigorate Launch Fishers’ goal to foster an entrepreneurial culture and create new companies, driving 21st century economic development for the state at large.

Private Multipurpose Sports & Entertainment Project Proposed near Saxony Village

A growing community need for indoor recreational space may be met later this year with a $76.4 million sports and entertainment complex owned and operated by GK Sports and Entertainment. Mayor Fadness introduced a proposal for the complex on April 13. The complex would be constructed near the Lake District at Saxony Village.

“This project will have a significant positive impact on the local economy and adds to the quality of life that makes Fishers a great place to live,” said Mayor Fadness. “It also provides a unique opportunity to partner with the private sector to provide needed indoor recreation space for our residents.”

The complex would include a 4,200-seat arena, an adjoining 245,000 sq. ft. fieldhouse and 600-space parking garage to be built on a site near the intersection of 136th Street and Olio Road. The project will be thoughtfully designed and adaptable for professional and amateur sports with the ability to host a variety of hard-court or turf sports. The development is also expected to include a medical office building and future hotel.

The proposal includes a 20-year lease agreement with the City of Fishers for a portion of the fieldhouse, which would provide HSE Sports with use of 12 courts or turf Monday-Thursday from 3-9 p.m. during the school year and community access to a walking/jogging track six hours a day Monday-Friday.

Projections detailed in a study commissioned by the Hamilton County Sports Corp. estimate an economic impact of over $110 million annually, in addition to bringing nearly $80 million in new assessed value to the Saxony Village, home to diverse housing and retail options, IU Health Saxony Hospital, Community Health Network and St. Vincent, and other businesses.

Fishers officials invited residents to provide feedback in three community information sessions, the last one being held on May 7 at 6 p.m. at City Hall. Fishers City Council will vote on the project at the May 18 City Council meeting.

Touch-A-Truck As part of National Public Works Week celebration May 17-23, the City of Fishers will host its annual Touch-A-Truck event at the Nickel Plate District Amphitheater on Monday, May 18 from 3:30 to 6 p.m.

Check out a wide variety of town vehicles, including a street sweeper, dump truck, fire engine, police car and an assortment of other town vehicles. Photo opportunities abound, as the City’s finest fleet vehicles will be open and available to sit in. City staff will be on hand to answer questions and explain each vehicle’s function and accessories. Children in attendance will get a gift bag from the City. The event will also offer a coloring station, free water and popcorn. 10

Fishers Police Department Hosts 14th Annual

Teen Academy

Fishers Police Department’s Teen Academy returns June 22-26 in partnership with the Fishers YMCA. Throughout the week, teens will have the opportunity to participate in law enforcement training with local police officers. The purpose of the teen academy is to provide teens with an opportunity to better understand law enforcement and strengthen the relationship between the police department and the community. Teens will learn about making traffic stops, how K-9 units work with police, Fishers Dive Team, Crime Scene Investigators, internet safety and more. The days begin at 9 a.m. with physical exercise, followed by classroom training and practice with role play training. The days end at 3:30 p.m. with a social activity between officers and students. Teen Academy has 40 spots available to applicants 13 years of age or older who are enrolled in a Fishers junior high or high school. All applicants are subject to a screening process; walk-ins are not allowed. Interested applicants should contact Officer Cory Robinson at robinsonc@fishers.in.us to begin the screening process. Monsoon Madness is back again offering children the opportunity to slip, slide and soar down seven inflatable water slides while the DJ spins the top summer hits. City Hall Brief City Council to Vote on Proposed Sports & Entertainment Complex On May 18, City Council will vote on a proposed $76.4M privately owned and operated multi-purpose sports and entertainment complex near Saxony Village. The project will bring $110M in economic impact to the area while meeting the growing need for indoor recreational space. The final community information session is scheduled for May 7 at 6 p.m. at City Hall. Learn more about the project on page 9.

Launch Expansion Furthers Fishers’ as an Entrepreneurial City Mayor Fadness announced a proposed Launch Fishers expansion and partnership with Ball State University to create the Center for Entrepreneurship Excellence.
