750,000 pennies - and counting IN the month in which Britain is commemorating the centenary of the Battle of the Somme, one local man is making incredible efforts to support the wounded military personnel of the 21st century. Frankie Johns is aiming to collect a million pennies for the charity Help for Heroes - and he’s now three quarters of the way to his target. His cycle rides with his collecting box make Frankie whose real name is John Billitteri - a familiar figure around the area. He also gathers coins from people who attend his singing gigs in local venues. Last month, Frankie marked the collection of 750,000 pennies - £7,500 - with pupils at St Stephen’s Infant School, who added some more small change to the pot. Full story: Page 3

In for a penny, in for 750,000 - Frankie’s such a hero YOUNGSTERS from St Stephen’s Infant School have donated their pocket money to help singer Frankie Johns reach a landmark in his campaign to collect one million pennies for charity. Frankie has been travelling around the city with his bicycle and trailer in support of the charity Help for Heroes. He has now reached 750,000 pennies, which totals an impressive £7,500 for the charity that supports wounded military personnel. Frankie, 57, whose real name is John Billitteri, visited the school near his home in Kingswood to talk to reception and Year 1 pupils about the charity and how he has been raising money. The youngsters brought their loose change along to the special assembly where they placed their pennies in his trailer. Headteacher Tim Ruck said he was delighted the school could help the charity. “It’s a pleasure to support such a good cause,” he said. “A lot of pupils brought their pocket money in. “Pupils learn about

Colby, Freya, Riley, Sam, Tyler and Amelie are among the pupils to help Frankie celebrate his landmark achievement Remembrance Day so it was a good chance to revisit what we have learnt previously. It’s also a great way to show how we can help people in the community. “We wish John good luck and hope he reaches his final target of one million pennies.” Frankie has boosted the coffers by placing collection buckets at venues where he performs including a recent successful night at the Portcullis pub in Staple

Hill where landlord and landlady Kevin and Jackie Barber have been particularly supportive to Frankie’s cause. John has always raised money for various charities through his Frankie Johns stage act but it wasn’t until his daughter Marisa, an X Factor contestant, sang on a number one charity single for Help for Heroes, he decided to make that particular charity his main focus. He started the one million

pennies campaign in June 2013 after already raising £60,000 for Help for Heroes. John, a father of two and grandfather of three, said: “It’s brilliant to reach 750,000 pennies but now I’m pressing on to reach that million. “It’s worked out how I’d planned it, which was to collect a quarter of a million pennies every year so hopefully I should get to the target this time next year, which would be fantastic. “I can’t thank the public, including the pupils at St Stephen’s, enough. They’ve just been so kind and generous. Everyone asks how it’s going which shows people are really interested in what I’m doing. “The money will help our military personnel who have been injured or mentally affected by war and conflict to rebuild their lives and get back to normality. They put their lives on the line for our country. They are true heroes.” • If you would like to donate your spare pennies to help John reach his final target, please call him on 0777 5870129.

Developers look to build flats on former baths site DEVELOPERS are set to seek permission to demolish the disused Speedwell Baths and build flats. Crossman Homes want to replace the former swimming pool building with 29 one and two-bedroomed apartments. Architects Angus Meek are seeking public opinion on the latest scheme for the site before putting in a planning application. You can give your views by emailing architecture@ angusmeek.co.uk

Ward councillor Mhairi Threlfall is also hoping to organise a community meeting. The pool closed in 2005 and several schemes put forward to replace it with housing have come to nothing. Squatters have occupied the building at times and there have been several fires. Some residents would like to see the Art Deco building retained and restored but others are anxious to see progress on redevelopment. People in the area are also upset that the 25-metre pool at Bristol Brunel Academy, which was promised as a replacement for Speedwell, has not been built because of council financial constraints. Earlier this year, residents Lisa Murfin and Claire Smyth started a campaign calling for a new pool to be built, pointing out that it was needed more than ever because of the increasing

numbers of children in east Bristol who had to learn to swim but did not have easy access to swimming baths. The then Mayor George Ferguson admitted there were “current capacity issues related to school swimming and … projected citywide deficit of water space in the future” and said further options would be explored.

Students are up for flying challenge

STUDENTS at Bristol Metropolitan Academy in Fishponds have been given to work with Airbus engineers to help build an aircraft. Year 8 pupils attended a an assembly where representatives from the company offered them the opportunity that could change their lives. The school has been chosen by the aircraft manufacturer to be part of a programme called the Flying Challenge which aims to inspire and engage young people in science, technology, engineering and maths. The project will provide up to 30 young people with the chance to work with Airbus engineers at their Filton site to experience first-hand what it means to work in an aviation engineering environment as well as learning about flight, aircraft design, manufacture and tests, which will result in them making a flying aircraft. Funded by the Airbus Foundation, the Flying Challenge is running successfully in other Airbus sites including France, the USA and Spain; however this is the first time that it is being run in the UK. During the assembly, a total of 180 12 and 13-year-olds were invited to apply for the 30 places on offer for the programme of 20 three-hour sessions at Filton. It will also involve a weeklong flying scholarship that will see them visit other local aviation

In addition, they will develop a skills portfolio based on their experience, be able to work towards a nationally recognised qualification and graduate with a flying experience. Sally Apps, senior principal at Bristol Metropolitan Academy, said: “The programme offers our young people an amazing chance to experience the world of work whilst developing confidence and we are so pleased to be able to work with Airbus on this exciting

opportunity. “We will ensure that this programme reaches out and enthuses the whole school as well as those lucky enough to be directly part of it.” Catherine Rushforth, Airbus’s UK Foundation representative, said: “We have taken the Flying Challenge programme run in other areas of Airbus and adapted it based on specific UK needs. It promises to be an exciting and challenging programme and quite literally has the potential to change the lives of those who are part of it.

We hope that the experience working with us will lead to all participants finishing school with good grades and potentially towards a career in the aerospace industry.” The Airbus Foundation Flying Challenge is run by the Airbus Foundation with the support of local education charity ABLAZE and aviation charity fly2help. The programme officially starts in September 2016 and will run through to July 2017 when the students will officially graduate from the first UK Flying Challenge.

Neighbours lose green space to new school WORK is under way on a new building for Chester Park Junior School on the Abingdon Road playing field in Fishponds. The development by Skanska for Bristol City Council is going ahead in spite of a last-ditch attempt by residents to save the green space. They said the council had not given them enough information in good time about the proposals and urged officials to think again and look for a brownfield site instead. The council says the Chester Park schools need to expand to provide places for the increasing number of children in the area. The new building will mean that the junior school can take 360 children and the infant school – which will take over the old juniors buildings as well as its own – can grow to 270 places. It points out that the field was first chosen for potential development in 2008 and in 2010 the possibility of using it for housing was put forward,

provoking some objections. In 2012, it was mooted as a school site and a consultation event was held the following year. A revised scheme was drawn up in 2015 and a consultation event, attended by 57 people, was held in June that year. Planning permission for the new school was granted in March. A final public meeting was held on June 20, a week before work started. Ali Cross, whose home in Abingdon Road backs on to the site, was one of the leading campaigners urging that the site be kept as a green haven for dog walkers, children and families. She said the sight of bulldozers, fencing and mud at the end of last month was heartbreaking. “The residents feel very frustrated. We have not been listened to at all,” she said. “There’s a huge feeling of our area being destroyed to benefit parents from outside the area. “The only good thing to come

out of it is new friendships and contact between the neighbours.

We hope to build on this community spirit by organising street parties and other events.” The campaigners began by holding a party on the field on the last day before work began. They also plan to oppose the proposed one-way system for traffic once the new school opens. The group created a petition last month calling on the council to choose brownfield sites rather than parks for development. It attracted more than 300 signatures without any publicity. It said: “We appreciate that schools are very important, but would urge the Council to develop the plentiful local brownfield sites instead. What sort of city are we leaving for our kids if the council chooses to destroy the parks, and yet leaves the vandalised wasteland empty? We would urge Bristol City Council to step back and look at the big picture - develop the derelict wasteland, don’t build on the local parks.”

Tell us your travel woes, say road opponents THE controversial temporary closure of Stoke Lane to northbound traffic has finally gone ahead. Campaigners who won two delays in the introduction of the one-way restriction are urging commuters to report the impact it is having on their journeys. Some drivers are saying that trips that usually take half an hour are taking twice as long. Bus users are also being affected and the Stoke Lane Action Group (SLAG) also wants to hear from pedestrians and cyclists, as well as people living on the affected offical and unofficial diversion routes. Drivers are being stopped from going up the hill on Stoke Lane so that contractors who have put in an extra lane can build a retaining wall. The closure is scheduled to be for six months but will be kept under review. It’s all part of the £200 million MetroBus project, which is aimed at providing quicker public transport links to the city

Your chance to help transform Fishponds Park A NEWLY-formed group is hoping to breathe new life into Fishponds Park - but they need your help. The Friends of Fishponds Park is planning to update the park’s play area which is old, out-dated and looking the worse for wear. The group, which is made up of residents, will also look at other areas of the green space which could be improved, although the priority at the moment is play equipment. They are asking park users and residents to take part in a survey so they can have their say on what they would like to see in the park. Friends secretary Steve Smith said: “My grandson is now playing on some of the same swings and play equipment that my children played on. “It’s a lovely place but the play equipment needs improving. There are other aspects of the park which also need improving but play equipment is a priority. The park has always been very important to me, as it has been for a lot of people in the

community. It’s a special place right in the heart of Fishponds.” Mr Smith, who is also a member of Fishponds Planning Group, said there is a budget set aside for work so it was really important people living in the area come forward. “There’s money which has been made available from the Neighbourhood Partnership so we want to get the public’s views on how we can improve the park. At the moment it’s about £19,000 which could get matched or bettered by the council’s parks department. The council wants to make sure local people are consulted and involved in the planning so that local decision making plays a part. “We want to raise awareness and get people’s ideas on what they want the park to be for themselves, their children and their dogs! “Anyone taking part in the survey will help create the type of play facilities that will be installed.” Georgie Bryant, neighbourhood officer for

Hillfields, Eastville and Fromevale, said: “The group of residents only came together at the beginning of the year. They are now a constituted group who are working hard to make Fishponds Park a place for everyone to enjoy, with community ownership being at the heart of the ambition. This is a fantastic group of residents who have achieved so much already.” As well as analysing responses to the survey, the Friends will also be approaching people in

the park and around the general Fishponds area in a bid to get as many opinions as possible. One of the committee members is also going into local schools to talk to pupils about what boys and girls would like to see in the park. If you would like to voice your opinions you can complete the survey on this page and drop responses to the Kingfisher Cafe in Straits Parade. Alternatively you can have your say by getting touch via the Friends’ Facebook page.

Brilliant - school show is the mane attraction YOU could be forgiven for thinking this elaborate theatrical scene is straight from a West End production. But the sell-out show of the Lion King was actually performed by students from Bristol Metropolitan Academy in Fishponds. It involved 56 students in the cast and more than 30 supporting crew members from Years 7-11. Rehearsals started in November, with students giving up time in their holidays to rehearse. The production involved cross curricular departments, parents and the community who helped with the making of the stunning costumes and dazzling stage sets. The three planned shows sold out quickly but there were also two matinee performances for schools who form part of Cabot Learning Federation and a show for understudies, giving them the chance to shine in the spotlight.

The production tells the story of a young lion prince who was born in Africa, making his uncle Scar the second in line to the throne. Scar plots with the hyenas to kill King Mufasa and Prince Simba, thus making himself King. The King is killed and Simba is led to believe by Scar that it was his fault, and so flees the kingdom in shame. Director and drama teacher Meesh Lambert-Vince said: “I am overwhelmed with the commitment and dedication shown by the cast and crew throughout rehearsals and the performances. We have a reputation for producing high quality shows but this year went above and beyond all expectations. “I would like take this opportunity to thank Mick Glenfield, David Vince and Kathryn Shaw who have assisted with stage production, drama and musical directing.”

Starting gun is fired for fitness festival ON your marks, get set, go! These youngsters from Minerva Primary Academy in Fishponds have taken part in a running festival backed by a celebrity sports presenter. Vassos Alexander joined forces with SkillForce, a national education charity, to launch a new running festival for schools. Around 2,700 children at 45 primary and secondary schools across the country signed up to the Young Runners scheme, including Minerva Primary Academy in the Greenway. Schools taking part organised runs between 1k and 5k during the charity’s Young Runners Festival fortnight from June 13-24. Children could run, jog, walk or combine all three to get round the courses that took place on school playing fields and in local parks. A total of 300 children, aged from five to 11, from Minerva Primary Academy held their

event in the school grounds on June 23. Peter Hallam, principal at

Minerva Primary Academy, said: “The children were really excited to be take part. The older children have also had a great learning opportunity by helping to actually organise the event for the school. We also gave the children a goal to raise money for the Bristol Children’s Hospital by running as many laps as they could.” SkillForce is a national education and veterans charity that works with more than 200 schools in England, Wales and Scotland delivering education programmes that help children and young people develop character, self confidence and resilience.

SkillForce Young Runners is a pilot project that aims to give primary schoolchildren the chance to enjoy being active, develop resilience and aim for a goal. The charity plans to make the festival an annual fixture. SkillForce ambassador Vassos Alexander is a keen runner who broadcasts to 10 million listeners daily on the BBC Radio 2 Chris Evans Breakfast Show. He said: “I know from experience what a positive influence running can be. I hope completing these runs gave the young people involved a great shot of confidence and a feeling of ‘I did it!’”

Rising star Ashleigh wins national award FORMER council apprentice Ashleigh Richards has won a national award. Ashleigh, who lives in Mangotsfield, an assistant HR adviser at Bristol City Council, triumphed in the final of the Rising Star 2016 competition. She won the title in an open public vote in the contest organised by the Public Service People Managers’ Association (PPMA). Ashleigh started as an apprentice at City Hall before securing a permanent position and is now active in encouraging others to follow her example. She said: “Coming into the council as an apprentice gave me the chance to experience the world of work first hand and allowed me to develop skills and confidence under the guidance of some really great people.” The council has almost 80 apprentices working across areas that range from skilled trades to communications and business administration. Councillor Claire Hiscott, cabinet member for education and skills, said: “I see apprenticeships as playing a vital role in making the world of work accessible for young people across Bristol. “Ashleigh is a shining example of what an apprenticeship scheme means to someone looking to enter the workplace.”

UMMER is here and with it the usual warning never to leave a dog unattended in a car at this time of year, even if the windows are open. Similarly make sure rabbits and guinea pigs in your gardens have access to cooler shaded areas. Putting frozen water bottles wrapped in a tea towel in hutches can also offer some relief when it is very warm. The recent warm spell caused problems for a few of our patients. A lot of our dog friends are very enthusiastic about their walks, and will happily run around whatever the weather. It is important for you to decide if this is sensible. In very warm weather avoid walks in the middle of the day and try to go out first thing in the morning, or late in the evening, when temperatures are cooler. Never let your dog sit outside in hot sunshine for long periods, sun stroke is a real problem in dogs, and unfortunately can result in deaths. If your pet is panting excessively, collapsed, or seems distressed, please get them out of the heat and call a vet for help immediately. Heat can also make existing problems worse, in particular heart and breathing problems, so please keep an extra special eye on your pet if they have these conditions.

Overweight, long-haired and/or short nosed breeds are much more prone to difficulties. White cats also need protecting from the sunshine. They are prone to a type of skin cancer that mostly affects the ear tips and tip of the nose. Given that most owners find it impossible to stop their cats sitting in the sun, it is worth considering special sunblock to protect themplease call us for advice about this or if you think your cat’s ears may be affected. Enough of the problems. Let’s hope for some good weather, so we can go and enjoy the great outdoors!

VISITORS to Bristol Zoo this summer can view an edible garden planted by children from Chester Park Junior School. The Fishponds school’s gardening club beat off stiff competition to win the top prize of planting their own design at the zoo. The children’s ideas included growing fruit, vegetables, herbs and flowers, as well as food for the animals. The pupils’ visit began with the bedding-in of the vegetation, followed by a tour of the Zoo from expert gardeners and the presentation of gardening vouchers. Eddie Mole, head of horticulture at Bristol Zoo Gardens, said: “Chester Park Junior School’s entry is very impressive. It is aesthetically pleasing and it’s clear that a lot of hard work went into designing it. They have used a good selection of herbs to create a border and there is a nice variety of flowers and vegetables. This

is a great way of sharing our wonderful grounds with the local community.” Plants selected by the children included beetroot, rainbow chard, mint, bamboo, purple cauliflower and potatoes. Head teacher Tony Phillips said: “This is a wonderful project which raises children’s awareness of where their food comes from. The ‘fruits’ of the pupils’ labours will then be appreciated by all those who visit the Zoo over the summer. We are really proud of them all.” It is the sixth year that Bristol Zoo Gardens has run the competition in partnership with Bristol in Bloom. Bristol Zoo Gardens is a conservation and education charity and relies on the generous support of the public not only to fund its important work in the zoo, but also its vital conservation and research projects spanning five continents.

Wombling free … A VOLUNTEER who picks up litter in the area is hoping to raise enough money to buy a device that will help him gather more waste and keep the area clean. Alex Storr, 34, who lives in Stapleton, spends many hours trawling the streets picking up litter that has been dumped in a bid to try to improve the cleanliness of the streets. Although part of a voluntary group of litter-pickers – Fishponds Clean Streets – Alex also enjoys cleaning on his own and has set up a Facebook page called The Stapleton Womble to chronicle his activities. He said: “As part of the Fishponds Clean Streets we do a monthly pick as a team to help clean the area. This group is part of the Litter Action network which is a national organisation. “When we do the group litter pick we borrow hi-viz vests, gloves and pickers from Bristol City Council which has to be

returned afterwards. “Luckily Litter Action was able to provide me with my own litter picker and this inspired me to do my own ad-hoc picking in my area although I do travel further afield to help other areas.” Alex is now trying to raise enough money to buy a Handicart which he would share with the other members of the group through his Gofundme campaign. He said: “My Gofundme campaign is a personal fund raiser but as it says on the website I would like to share the Handicart with trusted members of my local litter picking group. “If I could raise the money to

buy a Handicart it would make me hugely more productive, reduce physical strain, plus it would allow me to carry two separate bags simultaneously so I can easily split rubbish and recycling. “I really enjoy litter picking and it makes the community a more pleasant place for everyone.

Of course it is nice to live in a clean environment but equally as important is the psychological impact this work can have. “People see volunteers working and it lets them know that people care about their community, which is a very positive thing. Hopefully our efforts will inspire others to volunteer and possibly make people think twice before littering.” Fishponds Clean Streets are also welcoming new volunteers to join their group. THE Fishponds Clean Streets has carried out three group litter picks, collecting 15 bin liners in total. The group was started by Cath Masri-Stone and her partner Paul, who take their baby daughter along with them. The next session will be on Saturday July 30 at 11am, starting on Straits Parade near the Co-Op and working on Straits Parade, Fishponds Road and roads nearby.

‘Let’s show city what’s great about Fishponds’ ORGANISERS are pulling out all the stops for a special community event in Fishponds later this year. A committee has been formed and funding secured which will enable the area to play its unique part in the city’s Make Sunday Special initiative. Make Sunday Special was launched by former Bristol mayor George Ferguson in 2013 and involved closing off streets around the city centre so people could take part in events, activities and celebrations. It returns this year but as well as involving central Bristol, it has been opened out to communities to hold their own events. A group of residents, formed off the back of Fishponds Planning Group, got together and successfully applied for funding from the city council. Make Sunday Special In Fishponds, known also as MaSSIF, will take place on Sunday September 11 and is

aimed at celebrating the diversity and unique nature of Fishponds. Committee member and lead co-ordinator Sam Teller said: “It’s a completely free community event and it’s going to be fantastic for the area. I’m really enthusiastic and excited about it and 100 per cent behind it. “Fishponds is so up and coming; there’s so much going for it. If we can do something like this we can show the rest of Bristol what is good about Fishponds. If it works and people like it then maybe it could be something we do every year.” MaSSIF will be centred around Fishponds Park with stalls and a farmers market along Manor Road. It will involve closing Manor Road from the junction with Fishponds Road, near Porto Lounge, up to the junction with College Road, just past the zebra crossing by the surgery. Sam, 46, a financial adviser, said: “The idea we have is for

there to be bands and local talent performing on a stage at Fishponds Park. “We also want a farmers’ market with stalls along Manor Road with local businesses promoting what they’re doing which could be anything from jewellery making to food to massage to manicures. “There will be events for kids including crafts and arts and chalk games in the road.” The grant from Bristol City Council is £2,500 but the committee is looking for further funds from local businesses and hope to also attract sponsorship and prizes. The committee is now looking for people and businesses to rent stalls as well as enlisting stage acts/performers and volunteers to help out. “This event will only work if we have the help and assistance of other Fishponds people and local businesses,” said Sam. “Everybody needs to get

involved in some shape or form. It could just be that a local business gives a 10 per cent off voucher that we put in a goody bag on the day. There’s a lot of work involved including getting a stage set up, closing roads and making sure all the acts and volunteers turn up on the day so we need as much support as possible.” You can contact the committee via their Facebook page or email makesundayspecialinfishponds@ hotmail.com.

n NEWS THE Bristol cricket community remains in shock following the death of 20-year-old Hamza Shabbir after what appears to be a tragic accident in the River Avon at Saltford. The 20-year-old was airlifted to the BRI after being pulled out of the water, but was pronounced dead hours later. Hamza, who dreamed of becoming a professional cricketer, played the last two seasons for Stapleton before joining Downend this summer in a bid to further his ambition of reaching the top. He had already appeared this season for MCC Young Cricketers and Hampshire’s 2nd XI, and was earning a reputation for being one of the quickest and most promising bowlers in the country. Only four days before his death, Hamza had opened the bowling for Downend and showcased his athleticism by running in from the sightscreensagainst Bridgwater, taking a couple of wickets. Downend captain Matt

Jackson has played with and against a long list of professional cricketers over many years, and he was hugely impressed by what he saw from Hamza. He said: “All Hamza wanted to do was bowl … he had every chance of going all the way.” Players and officials from Downend, Stapleton, Easton Tigers and a host of clubs across Bristol were amongst more than 1,500 mourners who attended Hamza’s funeral, staged on the outfield of Pak Bristolians in Whitehall.

Phil Johns, Stapleton CC MCC head coach Steve Kirby, the former Gloucestershire and Somerset bowler who coached Hamza this year, and former Stapleton clubmate Andy Chidgey both spoke at the emotional ceremony. In a statement released by MCC, Kirby said: "Everyone at MCC is devastated and saddened to hear the tragic news of Hamza’s death. "He greatly impressed us with his energy, enthusiasm and exceptional all-round talent. "In the short time he was

with the squad, he made quite an impact on all of us, on and off the field, with his friendly positive outlook. "It was very clear to me from the start that Hamza's indomitable spirit, ambition and desire to be a professional cricketer was there in abundance - he was never beaten." Phil Johns, a Stapleton stalwart, used to give Hamza, who also appeared in youth teams games for the historic club, a lift home after matches. He said: “He was a lovely lad who just wanted to play cricket. Hamza was tremendous for us, helping us reach the Bristol & District Cup final last year with his batting and bowling, what's happened is terribly sad and a real shock.”

Retirement flats planned for Regal Garage site A SCHEME to redevelop the former Regal Garage site in Staple Hill Road as apartments for elderly people has been unveiled. Churchill Retirement Living wants to create about 40 flats on the former car sales and repair centre, which has been disused for some time. The apartments would be privately owned and residents would have the benefits of a manager, a 24-hour care line, an owners’ lounge and a guest suite. Churchill held a public meeting last month to show local people the proposals for the two and three storey buildings, which it said would use high quality materials and would not have any negative impact on neighbours. Andrew Burgess, planning director of Churchill Retirement Living, said: “It is clear that owner occupied retirement accommodation will continue to be in increasing demand in Bristol. By meeting this demand,

we can allow older people to downsize and free up under occupied houses in the local area for families. “There is a real need for private retirement housing in the Fishponds area and our proposed development will go some way to increasing access to this type of housing for local residents. “As well as meeting the need

for high-quality retirement apartments, the development will bring benefits to the local economy in Fishponds. Owners will be within walking distance of many amenities such as shops and restaurants, helping to boost the local economy.” Churchill Retirement Living is set to submit a planning application to Bristol City

Council. Last year, the authority considered proposals for a development of 21 flats and houses on the site. People living nearby were concerned that the scheme would make parking even more difficult and might make it difficult for emergency vehicles to get through the neighbouring streets.

The deserts are yummy Thursday night karaoke is great fun with a good mix of singers & very light hearted & Saturday nights are live music with some very talented bands playing recently . The staff are all fantastic and everyone is greeted with a smile you are made very welcome the moment you arrive, if you haven’t given the a visit yet please do you won’t regret it! Mitch Webb

JUST over a month or so ago The New Moon public house in Fishponds opened their doors with new management. This was a local pub that I very rarely visited, but on seeing new tables, chairs and signage outside I thought I would give it a go. The interior is now bright, clean and the staff very welcoming from the second I entered. Paul, the new landlord, along with Emma his wife, want to give this old local a new lease of life and on first impressions they are well on to doing this. There is a wide range of beers and ciders and the menu very varied. Having now eaten there on three occasions I can assure everyone that the Sunday lunch is absolutely spot and really good value. A choice of three meats all carved for you by Paul himself with a super range of vegetables and a large urn of homemade gravy. The menu for the rest of the week is very good as well, everything you could want from a local pub. You can see how popular the place has become by the amount of people in for Sunday lunch so it is advisable to book. Another nice touch is their children helping out and seeing them all work as a family. Strong case to be Capital of Culture The Mayor’s View

S

UMMER is here and there is no where I’d rather be than spending it right here in Bristol. Our city is full of life at the best of times but it is at this time of year when the streets become alive with sound, music and colour. Whether you’re soaking up the sun in Victoria Park, enjoying the shade in St Andrew’s or having a wander around the Blaise Castle estate, there are lots ways to make the most of the warmer temperatures without breaking the bank. Alongside the great green spaces that we have in the city we also have some of the best local urban festivals in the country. First up, we have the fantastic Bristol Pride festival. Now in its sixth consecutive year,

Each month Bristol mayor Marvin Rees shares his views with Fishponds Voice

people travel from across the country travel to join in this celebration of love and pride in the LGBT community. After the horrific recent events in Orlando, let’s show the world that hate and bigotry will never win. Following Pride we have the ever popular Bristol Harbour Festival, the world famous

International Balloon Fiesta and possibly Bristol’s biggest ever sporting event as the Tour of Britain spends a full day in the heart of our city in September. All of these will be open for Bristolians around the city to get involved in, mostly for free. When you put this alongside our challenging art galleries and museums, vibrant art scene and busy night life this all makes a strong case for Bristol to be a future European Capital of Culture. I want every part of Bristol to feel the benefit if we’re successful in a bid. It can showcase the diverse and exciting place that I know Bristol to be, whilst also demonstrating what culture can really mean to all of our city and its communities. I want this bid to be about preserving and developing the cultural heritage of our city, including the whole city in telling a true and credible story about all we have to offer. I know from many early conversations that there’s real support for Bristol as a future European Capital of Culture. Together we can make it happen and make it truly matter.

Meet PC Jo - she’s your new beat manager

’D like to introduce our new beat manager for Fromevale and Oldbury Court (essentially this covers a large part of Fishponds), PC Jo Sibson. Jo has been a response officer at Fishponds and Trinity Road for the past nine years so already has a good insight into the local area and the issues affecting the community. Jo has always wanted to work in neighbourhood policing, so that she can really get to grips with local issues and help to find lasting solutions that work for local people and businesses. Jo will be working alongside PCSOs Emily Cook and Nwanna

The Fishponds Conservative Club

Egwuonwu, so please say hello if you see them out and about. They will also be holding a beat surgery soon so please check the ‘Your Area’ section of our website for more details. Our annual 999 Community Fun Day at Barton Fields last month was a great success, with just under one thousand people turning up to enjoy themselves. As well as face-painting and fairground rides, families enjoyed seeing the police dogs and exploring the mobile police station. It was a brilliant day and we’re looking forward to seeing everyone there again next summer. This summer we are running

the ‘See Me’ road safety campaign, encouraging drivers to see the person behind each vehicle, in an effort to reduce collisions on the road. Part of this campaign focuses on the issue of drink / drug driving. Last year, 436 people were convicted for drink – drive related offences. With this in mind, PC Claire Boddie is running a number of road safety operations this summer in Fishponds and the wider eastern and central areas of Bristol. Although her team will be looking at a wide range of motoring offences, their specific focus will be on drink driving, particularly people who are driving in the morning having drank the night before, and who may still be over the limit. Please remember that there are real people behind steering wheels, handle bars and on foot and we shouldn’t chose to do things that put their lives at risk. Our campaign urges us all to learn to see the person and not the vehicle, so we drive more courteously and safely. On a final note, please remember to lock all your doors and windows when you go out and before you go to bed – that includes turning the key in paddle / stub handle style locks and not just lifting the handle until it clicks. There are burglars trying their luck until they come across an insecure property and then they simply come inside and help themselves to whatever they can easily reach. Please don’t make it easy for them!

Kerry McCarthy MP for Bristol East

writes for Fishponds Voice

I

fishpondsvoice

HAVE been musing a lot on democracy in recent days. In May, I was delighted that Marvin Rees was elected Mayor of Bristol. I believe Marvin’s convincing win over George Ferguson was in large part because people felt George hadn’t listened to their concerns, wasn’t interested in their communities and only really engaged with a narrow group of people who shared his outlook and lifestyle. The issue that came up time and time again on the doorstep was the 20mph speed limit – which I think was actually less about the speed at which people wanted to drive, and more about the fact they hadn’t been consulted, and someone else was telling them what was best for their neighbourhood. Marvin has promised to review this, and his challenge now is to run City Hall in an inclusive way, where people are engaged in the democratic process and asked what they want. Equally though, the challenge is to ensure

July, 2016

that this doesn’t bog down the process of achieving change in Bristol; that consultations aren’t used as an excuse for inaction. Marvin got off to a very good start by immediately reviewing the proposed 12 month oneway closure of Stoke Lane for MetroBus works, which would have caused huge inconvenience to local people. Stoke Lane Action Group, councillors and others were consulted, council officers were made to listen, and MetroBus was challenged to come up with alternative proposals. There will still be some disruption, which is inevitable, but nowhere near as bad. Another local example of people power, supported by the council and by myself, was the very welcome news that McDonald’s has dropped its application for a 24-hour drivethru restaurant on Fishponds Road. On a much larger scale, we of course had the EU referendum vote. I was a strong supporter of Remain, and was hugely

disappointed by the result: by what it now means for us a country and indeed, what it says about us as a country. I have been speaking to Marvin on a daily basis about what it means for the city: for its businesses, the universities, the voluntary sector which is often reliant on EU funding, the council (ditto) and for the people of Bristol. The rise in racist attacks and abuse since the Brexit vote has been appalling, and we must stand together to show there is no place for this in our city. I have urged people to report such incidents to the police. It is a very difficult time for EU nationals living here, particularly children, and we are pulling together advice for them. Nothing will change for now, but it is understandable that they feel very upset and worried. There is still much uncertainty at a national level about what happens next, but if people want to contact me, I will do my best to respond to their concerns.

Her hard work had not escaped the attention of the Epilepsy Society who invited Layla and her mum Sarah, who has epilepsy, to the Queen's Patrons Lunch celebrating Her Majesty's 90th birthday. While she was at the event in St James's Park, London, the Staple Hill Primary School pupil penned a message to the Queen on the inside cover of her book. Sarah, 35, said the day was a great experience and one her and Layla would treasure. "The Patrons Lunch was amazing and Layla loved it. It was a good job they gave out free ponchos because it was

Student raises the roof for city’s homeless A KINDHEARTED catering student has inspired a top Michelin Star chef to help raise money for Bristol’s homeless. As part of his college course at City of Bristol College, Kyle Snailham made a delicious quiche but instead of eating it, he gave it to a homeless man who was living rough near his home in Staple Hill. This simple act inspired top chef Josh Eggleton to host a meal with Kyle and other City of Bristol College students to raise money for The Bristol Soup Run Trust. The meal, call Food for Roofs, raised more than £1,000 for the trust. Kyle, 15, who is studying Skills for Catering at the college, made an impact with his simple gesture of kindness. Andrea O’Brien, Skills for Life lecturer, said: “When most young people cook dishes at college,

they take their delicious efforts home to their family to show off their hard work. After cooking a quiche, Kyle told me that he had given his food to a homeless man who was sleeping on the streets near where he lives.” Adrian Kirikmaa, restaurant manager at City of Bristol College

said: “We always welcome an opportunity to encourage our students’ passions and Kyle’s enthusiasm around helping the homeless is infectious. This event allowed students to get involved in something that will have a positive impact on the city’s homeless and we’re delighted

that we raised so much money for the Bristol Soup Run.” The Bristol Soup Run Trust was founded 30 years ago and operates purely on volunteers and donations. To donate to the charity, email info@ bristolsoupruntrust.org.uk

Eye Blog . . . with Jonathan Best of Marian Blake Opticians

Ultraviolet radiation and your eyes THE weather this summer hasn’t been too bad so far – let’s hope July has some more rays of sunshine! As the weather gets warmer most of us are aware of the risks of sunburn and skin cancer from the sun’s ultraviolet (UV) radiation. But did you know UV and other radiation from the sun also can harm your eyes? Extended exposure to the sun’s UV rays has been linked to eye damage, including cataracts, macular degeneration, pingueculae, pterygia and photokeratitis that can cause temporary vision loss. And new research suggests the sun’s blue-violet light may increase your long-term risk of macular degeneration. People with low blood plasma levels of vitamin C & other antioxidants especially appear at risk of retinal damage from blue light radiation. Dangers Of Ultraviolet Radiation To Your Eyes To protect your eyes from harmful solar radiation, sunglasses with a good UV filter should block 99 % of UV rays. Frames with a closefitting wraparound style provide the best protection because they limit how much stray sunlight reaches your eyes from above and beyond the periphery of your sunglass lenses. There are three types of UV radiation: UVA, UVB and UVC. UVC is mostly blocked by the ozone layer, UVB in small doses stimulates the production of melanin (that gives you a tan!). What your eyes need protecting from is UVA as it has the potential to pass through the front of your eye and penetrate the lens (causing cataract) and the retina (causing macular degeneration). Your Children Need UV Protection Even More Than Adults! The risk of damage to our eyes and skin from solar UV radiation is cumulative, meaning the danger continues to grow as we spend time in the sun throughout our lifetime. With this in mind, it’s especially important for kids to protect their eyes from the sun. Children generally spend much more time outdoors than adults. In fact, some experts say that because children tend to spend significantly more time outdoors than most adults, up to half of a person’s lifetime exposure to UV radiation can occur by age 18. Also, children are more susceptible to retinal damage from UV rays because the lens inside a child’s eye is clearer than an adult lens, enabling more UV to penetrate deep into the eye. Therefore, make sure your children’s eyes are protected from the sun with good quality sunglasses. Also, encourage your child to wear a hat on sunny days to further reduce UV exposure. Sunglasses That Protect Your Eyes From UV And HEV Rays To best protect your eyes from the sun’s harmful UV, always wear good quality sunglasses when you are outdoors, preferably with a Crizal Sun UV coating. Look for sunglasses that block 100 percent of UV rays and that also absorb most blue light rays. At Marian Blake we can help you choose the best sunglass lenses for your needs. To protect as much of the delicate skin around your eyes as possible, try at least one pair of sunglasses with large lenses or a close-fitting wraparound style. If you feel you need advice on UV protection or know a family member or friend that does, please get in touch with us on 0117 9651861. How running can give TWO women from a community running club in Staple Hill will be encouraging people to take up the sport in a bid to help combat mental illness. Maddy Ashton and Charlotte Nickson, from Staple Hill Runners, will both take on a new role as a Mental Health Ambassador to support the charity Mind. The pair have been selected by England Athletics and are two of 128 people nationwide who will provide support and encouragement to people who would like to improve their mental and physical well-being through running. As well as being runners themselves, both Maddy and Charlotte have experience in mental health issues, making them the ideal candidates to take on the important role. Maddy, 43, who lives in Stapleton, works with people

who suffer from various forms of mental ill health. She said: “I believe that exercise and running play a central role in the recovery and stability of mental well-being. It certainly does for me. If I was to be asked what keeps me mentally well, running would be one of my answers, I find it a mood stabiliser.” Charlotte, 44, of Downend, has undertaken various forms of training regarding mental health and has recently completed a session on anxiety and depression. Maddy returned to running with the encouragement of her GP and counsellor after suffering with post-natal depression, anxiety and depression. She said: “ I started running with a group and quickly realised just how much it was helping me to feel better. Better for exercising, better for having

Witnessing heart attack spurs John, 82, to action AN 82-year-old greatgrandfather is hoping to raise money to get a heart defibrillator installed on a busy road after witnessing a woman suffer a near-fatal cardiac arrest in the street. John Thorne, who lives in Brockworth Cresent, Stapleton, has so far raised £400 in donations from a local business and community group but hopes to raise more in a bid to buy the life-saving equipment. Mr Thorne, who worked as a telephone engineer at Rolls Royce, said: “Recently a lady had a heart attack on Frome Valley Road outside the pharmacy and a family member gave her CPR. “It was a worrying time while they waited for an ambulance and I thought we need something like the heart defibrillator in a location accessible for everyone. “Since then I have written to local businesses explaining what I am trying to do and to ask for donations.” Mr Thorne, who has lived in Stapleton for more than 50 years,

is hoping to install the lifesaving device outside the pharmacy on Frome Valley Road. A top of the range heart defibrillator costs around £4000. More basic equipment costs about £1600. There are a number of defibrillators around the area. Mr Thorne said: “It isn’t just older people who suffer heart attacks. The lady who collapsed outside the pharmacy was in her mid-forties. I think it will benefit lots of different people. I just hope we can raise enough money to buy one.” Defibrillators are housed in remotely controlled cabinets, which are continuously monitored. The ambulance service can remotely unlock the device and send an alert to a nominated locals who can help with treating the patient until the 999 crew arrives. Anyone can use the defibrillators with the aid of telephone instruction from ambulance HQ.

Fairytale ending for quiet Susan, who loved to write HER talent for writing had long been kept under wraps but Susan Kavanagh always hoped to see one of her stories in print. Sadly Susan died before her dream could be realised but her family and friends say they are delighted Downend Voice will publish one of her stories as a tribute to the woman who loved to write. Susan, 55, was an avid reader of books, particularly romances. She would often scribble down ideas for stories in a note pad and took to her typewriter to try her hand at writing her own stories. But it wasn't until Susan joined a writing group at Staple Hill Library in January 2015 that her talent was spotted. Diane Simms, Susan's creative writing tutor, said: "Susan was a quiet Fishponds lady whose

talent for writing stories was a well-kept secret - until she enrolled in a creative writing class at Staple Hill Library. "She went on to be a key member of the group that developed out of the course, Staple Hill Scribblers. Even Susan’s close family were unaware of her passion for writing. As we discovered during the creative writing classes, Susan’s dream was to have a piece of her work published. It's really good that Susan's story will appear in a magazine in her local community. "Susan wrote very naturally about ordinary people and their motivations. She shows us their personalities through her dialogue and description, without lots of unnecessary explanation. That is the mark of a talented

writer - show, don't tell." The story published on the right, Frank and Molly, is based on a black and white photograph of a couple standing outside a café. Members of the Scribblers group were allowed to imagine the scenario as happening wherever and whenever they wanted and were asked to write a short story inspired by the photo. Frank and Molly was Susan's first piece of work in the group. Susan, who had various jobs in the past including charity work, wrote her story from the perspective of an older man who, while reminiscing on past times, mistakes a lady walking past the cafe as a nurse who had tended him in the Great War. Sadly, Susan died suddenly in March this year after suffering an

epileptic seizure. Dave, her husband of 29 years, said: "Ever since I knew her, Susan had been interested in writing. "It was her passion. She was always writing and jotting down stories in her exercise book or on her typewriter. Susan also loved reading and there were hundreds of paperbacks around the house. Romance was her favourite. "She would have loved to have seen one of her stories in print. I'm very proud of her."

Care home nursing - a fulfilling profession

The skills developed through the study of Mathematics are in high demand from both universities and employers. Studying Mathematics provides opportunities to develop resilience, effective communication of complex ideas and the ability to use your own initiative, as well as developing the ability to think logically and solve problems.

Bristol Care Homes operates 3 care homes in Horfield, Almondsbury and Thornbury, and will soon be opening a 4th home in Fishponds. Our commitment is to excellence of care with constant innovation.

Furthermore, “Maths is the only A level proven to increase earnings in later life - by an average of 10%.” (Source: www.gov.uk/government/speeches/elizabethtruss-on-support-for-maths-and-science-teaching)

We are keen to hear from nurses to lead our teams. Care home nursing is a challenging, rewarding, and fulfilling professional career. It addresses long term holistic personcentred care in a community setting. Nurses set the strategies and lead the care team.

Continuing to study Mathematics is a fantastic choice because of the wide range of applications of the subject. Maths supports many other subject areas and if your child gains a good pass in GCSE Mathematics, they should consider taking mathematics further.

We’d be pleased to hear from you and invite you to visit one of our homes to see contemporary professional nursing in advanced care of the elderly.

Post-16 options are: • AS or A level Mathematics; • A level Mathematics with AS or A level Further Mathematics; • Core Maths.

Frank and Molly by Susan Kavanagh FRANK Walker looked out of the café window. He watched people go past. Peace at last! He managed to get away from his sister Dottie. The woman was a nightmare to live with, always nagging him. If he had wanted a nagger, he would have got married. He was a confirmed bachelor. There had only been one woman for him. Her name was Molly. It was during the war. She had been a nurse, he a soldier. The year was 1916. That war had ended over forty years ago. He stirred his coffee. He hated these small cups. You couldn't get much liquid in them. He often came to this café. It reminded him of the café he went to in France. He and Molly used to meet up there. This café was owned by a French couple. He stared dreamily once more out of the window. He then saw the woman walking past. She was dressed in a dark coat and hat, but he recognised the walk. He stood up, knocking slops of coffee out of the cup which landed on to the saucer. He picked up the saucer absently and went up to the window. The woman stared in, looking at him funnily. He made his way out of the café. 'Molly, is it you?' He held on to the cup and saucer. 'Pardon?' The woman looked at him strangely. 'It's me - Frank. Remember me?' 'Do I know you?' 'Yes, it's me, Frank. You remember me? 1916. I was a soldier and you were a nurse.' 'I don't know you. I think you've got the wrong person. My name's Essie.' 'Your name's Molly. We know each other. We were both in France during the Great War.' 'I've never been to France. I was born a few years before.

Susan's story, Frank and Molly, is based on this black and white photograph of a couple standing outside a café. The photo was taken by Susan's creative writing teacher Diane Simms in December 1988 in Picton Street, Montpelier. Diane has been told by Mike Harvey, a skilled woodworker who ran a shop called Functional in Picton Street at the time, that the gentleman is Mr Herbert, of Herbert’s Bakery. It remains a mystery who the woman in the photo is. Now if you'll excuse me. I'm in a hurry. Good day.' 'But Molly! You can't run away from me again!' 'Frank! There you are wandering off again.' It was his sister, Dottie. 'Why can't you leave me alone? You always spoil things for me.' 'It's not safe for you to wander about on your own. I hope my brother hasn't been a nuisance.' she said to the other woman. 'No! 'Course not. He thought I was someone called Molly.' 'Oh, her. He's always doing that. He can't help it. It's his memory.' 'Who was Molly?' 'His sweetheart. But she's been dead for over forty years, killed in the Great War. She was a nurse. The hospital she worked at collapsed. She was under the rubble. Come on , Frank! Let's take you home. Goodbye.' Essie watched the couple walk

away, Frank clinging on to Dottie like a child. It was sad, very sad. 'Why did you have to show me up like that?' 'Well, you're always going up to strange women. You know Molly's dead.' 'Do I?'

Barristers give backing to the Jessie May Trust THE Jessie May Trust has been chosen as Guildhall Chambers’ charity of the Year and has already received a £13,000 donation. It will fund a year of respite for two families supported by the Kingswood-basd charity, which cares for terminally ill children within their own homes. James Townsend, Head of Chambers, said: “I am delighted that Chambers has chosen to support Jessie May this year. We aim to provide help to locally based charities which may not have the national presence to enable them to raise funds more easily. Jessie May is particularly impressive, in my view, because it tackles the really difficult problem of providing help when the long-term outlook for the child is not good. “For some charities, the ‘miracles’ that they seek are cure or life-transformation: Jessie May’s miracles are enabling

children and their families to enjoy precious time together, help with facing the future, and providing comfort and support to the whole family. For these families, research for the future is of no assistance: they need help here and now, which is why Jessie May’s work is so vital.” Jessie May provides a hospice at home service, offering care to families in Bristol, Bath, North Somerset, South Gloucestershire and Wiltshire. It costs around £1,000,000 for the charity to provide this care yearly and Jessie May is almost entirely dependent on public support. Julian Withers, head of fundraising at Jessie May, said: “Every year our case load gets bigger so community generosity like this is very important. We look forward to working with the Chambers’ barristers over the next year.” For more information visit www.jessiemay.org.uk

‘SENIOR ELITE DANCE’ 1-5 Aug YOUNGSTERS from Hillfields Youth Club have been taking part in an innovative music project. The digital orchestra session, run by Wac Arts Interactive, was aimed at children with mild to moderate learning disabilities. The children used fun instrumental apps on iPads and innovative new instruments such as the skoog to devise their own unique compositions which they then recorded and performed. The 13 to 18-year-olds are members of the WECIL (The West of England Centre for Inclusive Living) youth group which meets twice a month at Hillfields Youth Club and is open to both disabled and nondisabled young people. Sessions, which are free and are held on alternate Tuesday evenings from 7-9.30pm, are aimed at promoting fun and development and include activities such as sports, creative workshops, cooking and social trips. Anyone interested in attending should contact WECIL’s youth services manager Phil Cotgreave on phil.cotgreave@wecil.co.uk or call 0117 947 9911. WECIL, which has offices in both the Vassall Centre in Fishponds and Kingswood, also runs other sessions throughout Bristol for young disabled people and children with additional needs or a disability. Friends win another ÂŁ20,000 THE opening of the new toddler play area forms just part of ambitious plans for Page Park following the successful lottery bid. Further play equipment is planned and the Friends are in ongoing discussions regarding what people would like to see added to the park. "It's work in progress," said Steph Purser, vice chair of the Friends. Meanwhile the Friends have been successful in securing an additional ÂŁ20,000 from the People's Post Code Lottery. The cash will be spent on planting schemes throughout the park. People can find out more about the trees in the park and have their say on future tree planting at a consultation on Saturday July 2 from 10am-4pm. People should meet at the Clocktower in the park. Tenders for the construction of the new cafe and community building, the restoration of the Clocktower and the tennis club house are now out with a closing date of July 18. "We hope to have a company in place by the first week of August with a view to starting construction in mid September," said Steph.

The Clocktower will be the first project and it is expected work will be completed by the end of November. The cafe and community room, which is scheduled to open around Easter/ May time 2017, will be managed by the recently formed Page Park Community Trust which will be looking for someone who is community-minded to lease the cafe from them. The Friends are also working on a new-look website as well as gearing up join various social media outlets including Twitter and Flickr. "We're moving along very quickly and everyone is working really hard," said Steph.

n CULTURAL FIX WITH ANNA BLIGHTMAN

THE COUNTRY has spoken and, however anyone voted, life goes on. I don’t want to dwell on what may or may not happen as really, only time will tell. Whether to fight or not is down to the individual. My only words are; be kind to your neighbour, embrace your family and enjoy and support your locality. Which is what we can all do to help our fellow man in times of uncertainty and confusion. And we can start right at home, celebrating the best that Fishponds and Bristol has to offer. And there is so much…

My next artist showing at the Kingfisher came from a call out I had put on Etsy. Etsy is an online marketplace where creatives can launch their own shop selling their goods in both global and local markets. It really is a source of inspiration for gift buying (and also self-gifting!) and is the leader for handmade goods. Bev Cavender, of The Knitted Pea, creates beautiful illustrations, focusing on nature. A self-taught artist, Bev has been passionate about the environment and art since she

beauty really is in the detail of her carefully crafted illustrations. Alongside her prints Bev creates cards and gifts featuring her stunning work. Her large prints would brighten up any room and it is really worth coming down to see these while they are on display. The show opens at the Kingfisher Cafe in Straits Parade on July 7 at 6pm and runs until August 2. Whilst you are browsing Etsy, it would be well worth stopping by “the distant future” where you can browse through a selection of my prints and unique gifts all related to Instant Film… and watch this space, as I hope to be exhibiting myself at some point soon. Sadly, we had to cancel last month’s photowalk due to bad weather, however talks are in place with FishFest in the hope of getting something organised for then.

for a temporary use, for instance, a condition that limits its lifespan would easily meet all of those tests, being necessary, relevant to planning etc. Indeed if you had applied for the temporary use, you would be expecting its temporary nature to be confirmed on the decision notice.

Planning matters

Listed building

Our planning columnist Chris Gosling examines conditions of planning permission which are enforceable by law. Ignore them at your peril! THIS month I am looking at conditions. Getting planning permission on the face of it is a binary situation, you either have permission for the development or you don’t. But you rarely get planning permission without conditions. Conditions are what fill up a decision notice and are used in order to ensure that a planning permission meets the policies against which it is assessed. They may look like ‘the small print’ but they are more important than that. National Guidance makes clear that it is better to use conditions to enable approving planning permission than to refuse it. The guidance also makes clear that for any condition to be applied properly, it has to meet a number of tests. Each condition needs to be necessary, relevant to planning and the development to be permitted, enforceable, precise and reasonable in all other respects. Those are six tests that a planning officer has to bear in mind, every time a condition appears on a planning permission. Sometimes the use of conditions is straightforward. If you have applied

In other cases, conditions are required to confirm details that have not been made clear or specified. For instance an extension to a brick house that would be also built of brick may well require a condition ensuring that the brick in the extension matches that of the house. For a listed building, a greater degree of detail may be required to demonstrate that the works would not harm the building and those details would normally be secured by condition. Indeed this process can prevent an applicant going to the expense of providing detailed drawings for a scheme that may turn out to be unacceptable in principle. Accordingly, it is not uncommon for applicants and planning authorities to agree what aspects of the development will be covered by conditions. Getting conditions cleared can also lead to lengthy delays after planning permission has been secured.

Wording

The test of precision means that it is a prerequisite that conditions are not ambiguous or open to misinterpretation. Yet it is not unknown that they can be misused, misspelled or sometimes even make no sense at all. It takes time to word a condition correctly and often planning authorities have a list of standard conditions and reasons for applying them which are not always adapted to address the particular scheme they relate to. It is vital to make a distinction between conditions that

follow us on Twitter @fishpondsvoice

require ongoing compliance and conditions that have to be complied with prior to the commencement of development. For instance a condition that specifies that deliveries to a premises cannot take place outside the hours of 0900-1800 is ongoing, but one that requires a landscaping plan to be submitted will probably make clear that this has to happen before the development starts.

39

Breaching conditions

It is also possible to apply to have planning conditions removed or varied. This requires a fresh planning application. Every condition can also potentially be the subject of an appeal to the Planning Inspectorate, although that is an extreme step and dialogue with the planning department is always a preferable initial option. I hope I have demonstrated that conditions help to make a planning permission function correctly, but what about those people who take the binary approach in the first paragraph and ignore the conditions? Conditions have to be enforceable for a reason: if they aren’t, they are not worth the paper that they are written on. Enforcement normally

Chris Gosling comes in the form of a warning to comply first, but often in the form of a Breach of Condition Notice. This gives a specified time period for compliance which can be as little as a month. After this period, the planning authority can take someone who is still not in compliance to the Magistrates Court. Happily on the vast majority of occasions the system offers enough opportunities to avoid things going that far. Chrisgoslingplanning@gmail.com

Vintage Vehicle Day tribute to biker Wally FRENCHAY Village Museum is gearing up for its Vintage Vehicle Day which will take place on Saturday July 16. This annual event, which is held in association with Frenchay Flower Show, is completely free and attracts a wide variety of vintage bicycles, motorcycles, and cars - all owned by local enthusiasts. This year organisers will be celebrating 70 years since the founding of the Vintage Motor Cycle Club. The photograph shows Bristolian Wally Flew on his 1910 Triumph crossing the Clifton Suspension Bridge. Wally, who died aged 92 earlier this year, was a founding member of the Bristol Section of the VMCC and in the 1980s was president of the national organisation. There will be many other interesting vehicles, including some very old cars and bicycles as well as fast 60s racing cars. A flypast by a WWII Lancaster is scheduled for around 2.35pm, subject to weather. Admission to the event is free. Anyone wanting to display a vehicle should arrive between 1 and 1.30pm.

The display is open to the public from 2–5 pm. For further details phone 0117 957 0942. The Vintage Vehicle Show will be held in the car park just inside Entrance “B” of the former Frenchay Hospital, at the junction at Frenchay Park Road and Begbrook Park. The event is run in conjunction with Frenchay Flower Show centred around Frenchay Village Hall and there are free vintage buses linking the two events. There will also be plenty to see in the museum, which boasts an ever changing display on the story of Frenchay Hospital. You can also see the Radio Lollipop window rescued from Ward 24 just before it was demolished. It was created as part of the BBC’s Children in Need in 1991. There is also a new display marking the 200th anniversary of the opening of Whiteshill Evangelical Church. This exhibition runs until August, and the museum is open every Saturday, Sunday and Wednesday afternoons. Admission is free.

n GARDENING

SUMMER has swung into full view and we’ve been offered a mixed bag as far as the weather is concerned. Again we’ve seen some glorious days punctuated by some of the most torrential rain that I can remember. It’s an odd month July, now that we are heading back to winter we have some things just coming into their prime as others are keeling over, exhausted from the energy expended in getting to such proud statuses. I have an Angelica (Angelica archangelica) that having reached 6’ high and almost the same across by June has seeded and started to decompose like an old rusting car. The leaves are hanging threadbare and now that the last reserves of energy have gone into a huge bounty of seed heads, it seems to have given up entirely. In truth I’ve been waiting for this moment as it’s far outgrown its home and has been living on borrowed time for a while. This does then pose the problem of what to do with a hole where a huge Angelica used to live? Angelica has been believed to cure most ailments at some point and even had a good reputation

The city

for combating the plague with all parts of the plant containing some medicinal properties. The leaves, roots and fruit contain diaphoretic, stimulant and expectorant qualities with the fruit being the strongest. All parts of the plant were also believed to ward off evil spirits and was held in such high esteem that it has been known as ‘the root of the holy ghost’. It’s good for colds, coughs, colic, rheumatism and the list goes on; this is one plant that is going to make an appearance again on my planting list, only this time at the allotment.

Provence

I don’t think my garden can cope with its monstrous stature again. As the garden show season is now in full swing, even drawing to an end I’ve been looking back over one in particular from Chelsea. The L’Occitane garden by James Basson

was a recreation of a small bit of Provence in France and more by luck than judgement I was able to visit that bit of France recently to look at the real gardens that thrive there. There is one underlying feature that was beautifully recreated at Chelsea and that is that it’s dry, very dry for a lot of the year. One nursery that I visited was La Pépinière Filippi (www.jardinsec.com), a garden that specialises in dry loving plants and conducts research into propagating plants that can grow in places that are increasingly suffering from a lack of water. They also base a lot of their philosophy on providing plants that require little or no maintenance, so if you want a garden that looks fantastic no matter what you do or rather don’t throw at it then you could do worse that take some advice from there.

Herbs

There are also a lot of farms that grow classic Mediterranean herbs like thyme and rosemary. It was interesting to find out that although we have an abundance of gloriously lush green plants in this country, it’s only due to the arid conditions there that the potency of the plants is sufficient to make the best essential oils and dried herbs. The classic ‘Herbs de Provence’ that we know is actually not quite as it was intended, like many ancient uses of plants it was not for the taste but for medicinal and antiseptic properties that people added them to food. So forget your dried basil and

oregano, stick to rosemary, thyme, sage and savoury and you’ll be cooking your Provencal dishes the way that they were intended. If you’re not too busy in the kitchen, keep on top of the garden with some of these jobs. • Keep your pots watered as they will dry out quickly without rain • Sow biennial plants like Foxgloves (Digitalis purpurea) and Canterbury Bells (Campanula medium) for a great show next year • Give any lawns a summer feed especially if this wasn’t some in spring • Harvest courgettes before they become marrows • Pull any Garlic that is ready as it will go over very fast • Deadhead flowers on annuals and perennials to keep new flowers coming • Prune June flowering shrubs • Remove suckers from trees and shrubs like Lilac (Syringa vulgaris)

n ON THE TREATMENT TABLE

with Tim Button, Doctor of Chiropractic at Cleve Chiropractic and Next step in Mangotsfield

Blog 30 – Hannah and Iain’s wedding 30 BLOGS. Wow! My old school teachers wouldn’t believe I could do it. In fact, I bumped into one this month and he asked who was writing it for me. Unfortunately Mr Drew, sir, I am not famous enough to have a shadow writer, although it is appealing. It must be a mixture of your unforgettable tutelage, spell checker and that habit that kept getting me chucked out of class…talking too much. What do you get if you sandwich two rainy days with a perfectly sunny summer’s day in Cornwall? Hannah and Iain’s wedding! It was indeed a fabulous day full of sunshine and stomach churning happiness. We forgot the invite, but why would we

need one, they know who we are? As is common in these quaint little villages in the countryside, we had to park a little way away and a walk down a near vertical descent to the church, Jenny gripping onto me like her life depended on it. We wondered how on earth Hannah was going to make it down here in her dress. Simple, she knew the way. There was another sneaky little road down to the church with a car park… maybe we should have brought the invite after all. Despite the rumours the day got off to a perfect start and in the beautiful, tucked away little church near Wadebridge, Hannah said yes. My interest peeked a little as Hannah did try to get out of it with a sly move by putting the ring on Iain’s right (wrong) hand and thought nobody would notice. The sharp eyed vicar had obviously seen this move before and caught her in the act. Sorry Hannah, it’s clearly too late for you to back out now. We then drove a few miles down the Cornish country lanes to the middle of nowhere and arrived in a field on top of a hill overlooking the seaside and sandy beaches by Padstow, all drenched in glorious sunshine that made you proud to be British. And that is the advantage of a marquee wedding, you can choose your view. I loved it. Canapés down, roast beef carved at the table, chocolate cake and after some Devonshire ice cream (Iain’s only contribution to whole day it would seem) for pudding we were entertained by a great fun

band. To finish the evening with another highlight of many was the silent disco. How funny, everybody dancing to different tunes. The headsets all had three different coloured lights for the three different sound tracks (that you could choose with a simple switch) and we all bounced around singing our hearts out to different classics at the same time. How we must have looked to the people watching. In moments like that, who cares though, it was simply wonderful. Less wonderful now is the reality that with Iain and Hannah on their honeymoon in Dubai, I have gone from three chiropractors in the clinic to one…me. Damn. Busy times ahead. Work, work, that’s what this blog should be about. Not nearly as fun, but our physios Keith, Chris and Sian, are also really busy. With Keith’s appointment as head physio for Bristol Rovers, his hours are cut back a bit in the clinic but I am proud of the talents of Chris who has proved himself working in international rugby 7’s and Sian

I did say that I would let you know how Vegas went but I have changed my mind...apparently what goes on in Vegas stays in Vegas…plus I go on the theory that if I don’t remember it, it didn’t happen. So we definitely didn’t go to any pool parties, didn’t see the American bikini contest finals, go to any night clubs, see Calvin Harris, no roller coasters and definitely no gambling. I better go back soon, just so I can remember it…

Day of events to embrace the Olympic ethos STUDENTS and teachers at John Cabot Academy and the Cabot Learning Federation (CLF) have embraced the Olympic ethos and values ahead of the Rio Olympics. They organised a day of events including a torch relay involving teams of 5-6 student sports leaders and staff. Teams from Bristol Brunel Academy, City Academy Bristol, Bristol Metropolitan Academy, Hanham Woods Academy, Hans Price Academy, John Cabot Academy and King’s Oak Academy ran around a designated course taking in the CLF’s East Bristol secondary academies, starting at King’s Oak Academy and finishing at Bristol and West Athletics Club (Packers). A Mini Olympics was held for Year 5 students at Bristol and West Athletics Club. The event was be produced and managed by students and staff who have taken part in the Torch Relay. There was a small scale opening ceremony for the Mini Olympics. CLF primary academies taking part are Minerva Primary Academy and Frome Vale Academy. Easton Primary

Academy . At the end of the event scores for various events will be added together and the winning academy will be announced. John Cabot Academy is also involved in the Sky Sports for Living Project. Before the end of term Sky will arrange for Craig Figes, Olympic athlete, to visit the academy to meet the students

who have completed a six week activity programme which focuses on developing six keys to success that include working as a team, respect, responsibility and self-management. Katherine Ogden PE teacher at John Cabot Academy said: “The students really enjoyed taking part in the main events.

This Federation event will bring students together in competition and collaboration but it will to also celebrate the Olympic movement and all that this amazing organisation stands for both nationally and internationally.”

Mr Jonathan Best BSc (Hons MCOptom,)

Optometrist and Director

Tell us about your company Marian Blake Opticians was established just over 30 years ago by (you guessed it) a lovely optometrist called Marian. Those of you who have been coming to the practice long enough may remember the premises moving from one side of Lodge Causeway to the other about 20 years ago. I’ve had my eyes tested at the Eye Hospital from the age of three (I’ve got a lazy eye) – and so I’ve always been interested in the eyes and how they work. From the age of 12 I decided I wanted to be an Optician as I appreciated the difference the Optician made for my eyes! My training was at one of the top Optometry Schools in the country, at the University of Manchester. My dream has always been to run my own Optician and thankfully it was allowed to come true and I took over the practice

in July 2015 following a period of management with Boots Opticians in Kingswood. I have a small but friendly and professional team three assistants in total with one who specialises in dispensing (the glasses side of the business) and we now have a student working every Saturday with us.

What service do you provide to the people of Fishponds? I can test your eyes, fit contact lenses, provide you with sports eyewear and designer glasses. Our services range from NHS sight tests to private sight tests and budget glasses to designer glasses. I also offer NHS home visit eye tests to anyone who is housebound.

What is the best part of running your business and working in the area? The best part of running my business is when I can actually make a difference to people’s lives. For example, last month a woman in her mid-twenties came in complaining of headaches and pain around the eyes – her GP had told her to come and see me.

To advertise, contact Caroline on 07453 954261

When I looked at the back of her eyes the nerves in both eyes were so swollen I hadn’t quite seen anything like it before. I sent her straight down Southmead hospital, where they found the pressure inside her skull to be abnormally high. They did a lumbar puncture there and then – otherwise she could have died. That makes my job worthwhile! In terms of working in the area i’ve been pleasantly surprised by the closeknit community around Lodge Causeway. They look out for each other! The way the number 81 bus got stopped and they got it back – not everyone would stand up or even consider elderly people not being able to see their GP if the bus got stopped but they did!

What makes your service different from other companies? I care. (Excusing the pun). I care about you and your vision, because I’ve been on the other end of eye care myself. What frustrated me working for bigger companies is you can only offer the product with the suppliers that they have a deal with – so if the client needs something ‘outside the box’ you can’t give it to them! I also allow a longer time for the eye test so I don’t rush anything, and you get to see the same Optician every time

Email: sales@fishpondsvoice.co.uk

rather than someone different who doesn’t know your history!

What are your plans for the future of the business? I’ve already invested in some new cutting edge equipment to improve the care we give to people, but over the next few years I would love to give people contact lenses that you can wear overnight and then see without them during the day! I would also like to expand the home visits side of the business, as a lot of clients aren’t aware that I have the equipment to test them in their own home. Since I have worn glasses since three years old – I would love to expand and specialise in children’s vision and expand my range of alternative eyewear for kids.

n MARTIAL ARTS

Elite notches up nine championship medals MEMBERS of the Elite Martial Arts & Fitness Gym in Staple Hill scooped nine medals at the Fusion 2016 Martial Arts Championships. Five year old Samuel Bowman cruised through to the final of the pee wee tag sparring where he was just pipped into second place. Aiden Chaney, aged nine, made easy work of the flying side kick competition to beat all comers and secure first place and then went on to take second

place in the Junior full-contact Taekwondo sparring after a last minute decision to take part. In dramatic style, eight-yearold Milly Mancy overcame prefight nerves to win second place in the Junior Girls full-contact sparring losing by just two points in the final against a more experienced opponent. After some technical problems with the electronic scoring system, Lewis Agius, 11, was awarded a belated Gold medal in full-contact sparring for his age

group after an extremely hard fought final. Eight year old Sean Turner went through to an exhausting final where his opponent effectively closed Sean down over three gruelling rounds to deny him victory and he had to settle for second place. Sean's brother Dean Turner, 14, already an acclaimed international fighter, made short work of winning his division. Finally, nine year old Joshua Tranter received an outstanding

competitor award. The Staple Hill based club already has numerous national and international champions plus some of the highest ranked and qualified instructors in the world and would like to encourage more men, women and children to take up the sport for which it is offering a whole month of free trial classes. Anyone interested should call 0759 850 5299 to book their trial classes.
