You can only bring one of the tobacco products below:

When Traveling To Norway

LIQUORS over 22% alcohol. WINE up to 22% alcohol. BEER over 2,5% alcohol. The liquors quota can be exchanged with 1.5 litres of either wine or beer, while the wine quota can be exchanged with equal amounts of beer. The tobacco quota can also be exchanged with 1.5 litres of either wine or beer. Wine and beer may not be exchanged for stronger beverages.

Tobacco quota

for travelers with a registered residential address in Norway; 100 cigarettes or 125 grams of other tobacco products (such as snuff), and 100 sheets of cigarette paper.

Separate quotas apply to tourists living abroad who bring tobacco products into Norway. The quota is 200 cigarettes or 250 grams of tobacco, and 200 cigarette papers.

3 litres wine, 2 litres beer

If you have been outside of Norway for more than 24 hours, you can bring goods for a total value of 6000 NOK. You can purchase alcohol and tobacco products in the tax free shop on board.

5 litres beer

1 litre liquor, 3,5 llitres beer

Meat and milk products: you can bring in with you a total of 10 kilograms of meat, meat products, cheese and animal feed products from countries within the EEA.

If your stay abroad is less than 24 hours you may, once within these 24 hours, bring in with you your alcohol and tobacco allowance if you can document that you have paid local taxes in an EEA-country. Therefore, you can not purchase alcohol and tobacco products tax free.
