During 2020, FDOH-Escambia began the Re-Accreditation process. Selected as a ‘PHAB 15 County’, the performance management team was required to write and submit 89 documents that correspond to the Ten Public Health Services framework and provided evidence that we, as a county health department, have been meeting national public health accreditation standards. Public health accreditation also requires the implementation of a performance management system and the creation and use of the strategic plan, quality improvement plan, and workforce development plan.

The Performance Management System develops and implements a comprehensive approach to monitoring, assessing, and improving the quality of FDOH-Escambia’s work. It encompasses all aspects of organizational development and quality improvement, including state and local measuring and reporting, national accreditation, and strategic planning. Through quarterly tracking of our Strategic Plan objectives, corrective actions are taken if targets are not being met.

Strategic Planning

FDOH-Escambia initiated a new strategic planning process in June of 2020. The strategic plan sets the direction for action for FDOHEscambia for a 3-year cycle. As part of the Performance Management (PM) system, it identifies the priority focus areas for the department, and aligns with state and national priorities. The plan will position FDOH-Escambia to operate as a sustainable integrated public health system and provide FDOH-Escambia customers with quality public health services. It is a living document that FDOH-Escambia will evaluate and update annually to address new challenges posed by the changing public health environment. FDOH-Escambia published the 20212023 Strategic Plan January 1, 2021.

Quality Improvement and Workforce Development

The Performance Management and Quality Improvement (PMQI) Plan summarizes FDOH-Escambia’s comprehensive approach to improving outcomes through evidence-based decision-making, continuous organizational learning and performance improvement. Additionally, the purpose of the Work Force Development Plan is to ensure that the DOH workforce has the knowledge, skills, abilities, and competencies needed to carry out the Department’s mission and achieve its strategic objectives. In addition, the Plan is linked to and supports the PMQI Plan to help ensure that staff have access to the training needed to support ongoing PMQI activities.
