NEW VILLAGE HALL IS DESIGNED FOR THE FUTURE Bigger, Stronger, More Attractive Facility Will Be Easier For Residents, Tough In Hurricanes BY LOUIS HILLARY PARK

In 1976, few imagined that Royal Palm Beach — then a sunbaked slice of retirement contentment — would explode from some 2,800 residents to today’s 40,000 or so, and along the way reinvent itself as an attractive alternative for young families and a hub for business in the western communities. Could more growth be on the way over the next few decades? “We’re ap14

proaching real buildout,” Royal Palm Beach Mayor Fred Pinto said. “But we don’t know what will happen… That’s why we’re always trying to think about the future, and not just today.” Acting today with the future in mind, in August the Royal Palm Beach Village Council inked a contract for a $12.8 million, two-story, 25,000-squarefoot village hall to replace the out-of-

date and overcrowded structure first built in the mid-1970s at the corner of Okeechobee and Royal Palm Beach boulevards. About 15 years ago, the council moved its meetings into a stand-alone building directly on the lake, but today Village Manager Ray Liggins said that there’s no space left in the existing 14,756-square-foot building that hous-


es the village’s critical services. “We’re topped out,” he said. But this is not about spending money merely to make life more comfortable for village employees, Liggins stressed. There’s also a significant amount of public space in the new structure, from the large, two-story entranceway to a more clearly laid-out configuration that has all of the village departments that deal with customers in one place. Pinto agreed, explaining that the new village hall will be “far more citizen friendly.” Rick Gonzalez of REG Architects, which designed the new building, said that the vision for the area is to retain its grassy, tree-shaded elements and water features while creating a comfortable, accessible, structurally sound and efficient space that Royal Palm Beach residents can take pride in and use with ease far into the future.

Architect Rick Gonzalez said that the 16.8-acre site offers “a very beautiful, organic setting. We want to keep what we’re doing in tune with the land while also incorporating a modern, contemporary look.” The plan, he said, is to create a campus-like setting of integrated walkways and parking, and a plaza that will make “wayfinding” easy for the public. “I think this is going to be a very important building… not just for Royal Palm Beach, but for all the western communities,” said Gonzalez, founder and president of the firm.“It’s right smack at the center of Palm Beach County as [the county] moves toward build out.” Focusing on Frank Lloyd Wright’s philosophy of environmentally friendly design, Gonzalez said that the 16.8-acre

site offers “a very beautiful, organic setting.We want to keep what we’re doing in tune with the land while also incorporating a modern, contemporary look.” The plan, he said, is to create a campus-like setting of integrated walkways and parking, and a plaza that will make “wayfinding” easy for the public and also create a “beautiful sense of arrival… of an outdoor living room.” royal palm the magazine | september/october 2021 15


The new building will be the centerpiece of the village’s municipal campus, which will blend the old and new elements together with a seamless design.

Inside, access to village departments will surround a large open space with offices and meeting rooms for staff on the second floor. At the far end of the atrium will be the new council chambers that will replace the small, cottagelike structure beside the lake. When necessary, it will be possible to open the council chambers into the central space to provide more seating for meetings that attract a large public interest. All of this will be wrapped in a hardened frame designed to withstand a Category 5 hurricane. That means rather than village staff having to shift operations to the much newer and sturdier David B. Farber Training Center at the other side of the municipal campus, the new village hall can function as the town’s emergency operations center, an important factor in efficiently delivering services in the wake of a storm, Liggins said. 16

In fact, Liggins added, it was 2017’s string of 10 Atlantic hurricanes, including six majors and two Category 5s, and the disruption created by the need to shift operations, that led to the final impetus for making changes. “We looked at modifying what we have now, but low and behold, we discovered we could build a new building cheaper,” he said. The initial construction estimate was approximately $6 million.The price tag has more than doubled in the last five years, mostly due to significant increases in materials in the wake of COVID19-driven supply chain issues and the decision to add a new council chambers to the design. Still, Liggins said that the project can

be completed without a tax increase or bond issue through the use of money already set aside, sales tax revenues and a portion of the $20 million the village expects to receive under the recently passed American Rescue Plan Act. Verdex Construction is scheduled to get Phase 1 underway in November while village staff and all functions continue in the current village hall. Once completed, the staff will then move into the new building and the old structure will be demolished. The new building will also include space for the popular U.S. Post Office annex at the current village hall. The current council chambers, meanwhile, will be retained at its lakeside location and become a public space available for rental. In Phase 2, a spacious plaza capable of hosting various public events, including the village’s green market, will be constructed.

When law enforcement or social workers come across children who need to be removed from their homes due to abuse, neglect or an emergency, it’s always a terrible situation, and particularly scary for the youngsters in need.The first question they often have is,“Where are we going?” If they’re here in Palm Beach County, the answer is often Grandma’s Place — an emergency shelter and safe haven for children from birth to age 12 who have been removed from their homes due to parental abuse, neglect or drug abuse. Located in Royal Palm Beach, Grandma’s Place looks like any other house

on the street — a quiet presence with a mowed lawn, fenced yard and neatly stowed trash cans. Inside, it’s much the same as any other house on the street as well. “We do what a parent would do,” Executive Director Roxanne Jacobs said. “We provide three meals a day, snacks, homework help, guidance and love.” Together with a small but dedicated on-call staff, Jacobs and House Manager Jackie Alvarez make sure that these often scared and confused children feel welcome right away. “Kids are so adaptable,” Jacobs marveled.“They come in the middle of the night with the clothes on their backs

and, by the next morning, it’s like they’ve lived here forever.And anything we give them, they take with them when they leave.” These days, children don’t stay at Grandma’s Place for long. The Department of Children & Families can usually find a relative or foster family willing to take in a child in less than a week, if there are no issues. Children with disabilities or those who are part of a sibling group are a bit harder to place, as are teenagers. “When I started here in 2013, we were serving around 16 children a day, now it’s down to one or two,” Jacobs said. royal palm the magazine | september/october 2021 21

This has led Grandma’s Place to expand its mission, now offering mentoring, outreach, training and respite care for parents of special needs children ages birth to 12 who have documented disabilities. Ninety percent of those children have autism, and most are boys. “We get probably 22 to 24 who come in consistently every single month, just to give the parents a break,” Jacobs said. “Those children drop in for 4 to 8 hours during the day to give their parents a break, or for emergency overnight care if their parents suddenly need the help. Grandma’s Place watches over 2 to 3 in the mornings, 2 to 3 in the afternoons and 6 to 8 on the weekends. One parent drops her child off because she’s going through chemo and can’t bring him along.” Staffing at Grandma’s Place ebbs and flows daily according to need. “Thank God, we have a fabulous staff,” Jacobs said. “They are very, very flexible. Still, somewhere in their life, this trauma is going to come out.” To that end, the Grandma’s Place staff took trauma training. “In a family filled with violence, who

do you think would be most traumatized — a three-month-old, a six-year-old or a 12-year-old?” Jacobs asked.“Surprisingly, it’s the baby because he can feel the tension but doesn’t know how to let it out. He will someday because, after all, if the person who is supposed to love you the most doesn’t take care of you, how can you trust anyone?”

In addition to paid staff, Grandma’s Place is fortunate to have the help of volunteers as well. “We have a board member, Mary Liguori, who would volunteer once a week, and she became very attached to a 10-year-old boy named Lucas. We went through all the proper channels so she could take him home on the weekends to spend time with her husband, Skip,” Jacobs recalled. “After about two years, they ended up adopting him. He just graduated high school, and they’ve dropped him off at college. He’s a delight. He spoke at one of our luncheons, and he spoke from the heart. He said Skip was routinely taking him golfing because he’d initially agreed to go and, once he got comfortable, he admitted he’d rather stay home and go swimming. He was funny.” Grandma’s Place never shuts its doors, not even during the virus lockdowns when the numbers dropped. “We were all tested, and none of us tested positive for COVID-19,” Jacobs said. “We follow proper procedures, 24

clean everything and wear our masks because kids — especially those with disabilities — just can’t keep their masks on. Some of the parents who are in our respite program have more than one child, and if one’s autistic, it’s very difficult to keep that child focused in front of a computer for remote learning. Can you imagine? So, they bring that child to us 2 to 3 days a week for virtual schooling.” Many in the fundraising community have never even heard of Grandma’s Place. That’s why Jacobs hopes to spread the word during this local nonprofit’s sixth annual Grandma’s Angels luncheon fundraiser, canceled last year but back on track this year for Tuesday, Nov. 30 at the Sailfish Club in Palm Beach. A new, locally owned Pet Supplies Plus store has opened in Royal Palm Beach’s Southern Palm Crossing shopping plaza, serving the needs of pet parents throughout the western communities. The store is owned and operated by local entrepreneur Jim Beauchamp. Some of Beauchamp’s fondest memories from his childhood in Chicago involve the family pets. Growing up, it was usually cats.“My dad was a great animal lover,” he said. Later, raising his own family of two sons and two daughters into adulthood, allergies meant that the family pets changed to dogs. Most recently was one very special Yorkie-Poo named Cooper, who passed last March at the age of 18. After a long career working in the information technology and business development field, Beauchamp moved to South Florida in 2014 and continued his 30 years in the IT business, often working online. However, he recently decided to get involved in a field that he has long been passionate about. “I am now 58, and I wanted to get away from tech and get closer to my passion for animals within our local community,” Beauchamp said.“I was in-

Planning on a career helping animals from the tender age of 5, she later graduated from the University of Delaware in 1981 and went on to the University of Pennsylvania School of Veterinary Medicine, where she earned her veterinary degree in 1985. More than three decades later,“Dr. Patty” — as her staff and clients call her — still loves her chosen career path. “I love people and their pets, and after 36 years, being a veterinarian is the greatest profession for me,” said Forsythe, who ran a clinic in Broward County before opening All Paws Animal Clinic in Royal Palm Beach in 2002. With her successful practice in Royal Palm Beach, Forsythe loves the community she is a resident of and a business owner in. She said that it’s crucial to have thorough health examinations once a year. This way, gradual onset of disease in seemingly healthy pets won’t go unnoticed. By the time symptoms do appear, it may be difficult and costly to diagnose and treat the ailment, so annual physicals are a necessity. The diagnostic testing provided inhouse at All Paws is the most sensitive and accurate method of early detection of any type of underlying health 32

problems. The laboratory tests can detect blood disorders, kidney and liver disease, diabetes, infection, thyroid disorders and other hormonal problems. Many of these conditions can be prevented, controlled or completely reversed if diagnosed early. The facility is among a growing list of veterinarians utilizing cold laser therapy as a means to help patients with acute and chronic medical problems. Commonly known as low-level laser therapy or LLLT, cold or soft laser is a form of photo therapy that involves the application of specific types of light to injuries and lesions to stimulate healing. The effects of LLLT are photochemical, not thermal, often making a pet’s healing process shorter and less painful.The therapy is done at the clinic as an outpatient procedure.There is no sedation required, and it takes approximately 15 to 20 minutes and is very affordable. Cold laser therapy has been shown to be effective with the treatment of a range of medical conditions. The clinic’s vaccination recommendation is consistent with the American Animal Hospital Association (AAHA).

There are guidelines for canines and felines that are required by law. Other vaccinations may be recommended based on the pet’s lifestyle. Parasites, flea and tick prevention and heartworms can also be combated with medication. “Our clients are our family, and we have a wonderful, caring staff we are blessed with,” Forsythe said. “We have great follow-through to get back to them with the answers for their pet.” Forsythe added that the clinic treats common skin conditions so prevalent in South Florida dogs. “We follow your pet throughout their life providing dental care and extractions, if needed. We do the wellness blood panels and follow their health from year to year,” Forsythe said. Vicki Deitz, the practice manager at All Paws, added that the clinic carries Hill’s pet food, which is specifically formulated to the needs of the dog, as well as the flea, tick and heartworm medications that can help with the many pests common to the South Florida climate. Deitz explained that the facility has a complete pharmacy, stocking the majority of all pets’ pharmaceutical needs. Try one of the made-fromscratch-daily soups designed by Chef Kauwela Perreira, who originally hails from Hawaii. “Other than cooking the wings every day and cooking the ribs, I love my soups. We change our soups daily, and we make all the soups from scratch. I love making soups,” Perreira said. “It’s my favorite thing to do. We have Wisconsin beer cheese soup, split pea with black forest ham, conch chowder, crawfish gumbo and French onion soup. We’ve come a long way over the years.” After three years at Tree’s Wings, Perreira is more than just talent in the kitchen. “We are super happy to have him,” Townsend said. “He is absolutely an incredible kitchen manager, and he’s a good man on top of being a good chef. He’s a lead-by-example rather than leadby-yelling kind of guy.” 36

We will bring out doggie bowls of water, cook them up hamburger patties — whatever those puppies want,” Townsend said. “We are very dog friendly.” If you aren’t comfortable coming in to sit down, that’s OK too. Tree’s Wings has the largest delivery area in the western communities, delivering wings to all of Wellington and Royal Palm Beach, most of Loxahatchee and The Acreage, and much of suburban West Palm Beach. “We are working on everybody else’s comfort level. We are just trying to be

Honestly, we have lunch specials every day, so you should really come here twice a day.” What does Townsend like on the impressive menu? “The Cajun Wings, drenched in house dressing,” she said. “That is my kryptonite.” The restaurant is open seven days a week from 11 a.m. to 10 p.m. The kitchen closes at 10 p.m., although during some events, such as karaoke night, the bar remains open later. Royal Palm Beach Has Been Making Major Investments In Safety And Facilities If you were to ask a professional about the two most important things you can do when working to improve safety in public places, they might tell you to install better lighting and increase surveillance. The Village of Royal Palm Beach is doing just that and more to make its public areas even safer for residents and visitors. During the pandemic, the number of people using the village’s parks and open spaces declined significantly. Also dropping during the past year, due to closures and other health measures, was the number of people visiting the village’s indoor venues, such as the Royal Palm Beach Recreation Center and the Royal Palm Beach Cultural Center. But like many situations, the cloud created by the pandemic presented a silver lining for the village.The reduced numbers of users provided the ideal opportunity for Royal Palm Beach to launch an aggressive effort to enhance safety and security without disrupting large numbers of people. Improved lighting is being installed at several locations in Royal Palm Beach Commons Park, including the five-kilometer (5k) path at the park. The track had already been certified as an approved location for officially sanctioned 5k events. The new lighting will not only improve safety for those using the track, but by increasing the quality of

the track, it will help secure additional events in the future. New, improved lighting is also being installed in the parking lots at Commons Park. The brighter surroundings will also make it easier for the new security

The Royal Palm Beach Village Council has also approved the application for state funding to help pay for an expansion and renovation at the Recreation Center. The expansion will include a new 9,800-square-foot gymnasium, four new meeting rooms, a

new kitchen and new restrooms totaling 5,500 square feet. The project also includes the expansion and resurfacing of the parking lot and new signage. Finally, in an effort to provide more venues for events, Commons Park is getting two new corporate pavilions capable of hosting more than 100 people each. These improvements are the latest examples of the village’s commitment to safety, while also providing world-class facilities to visitors and residents.
