Meet The Board
Kelly Soulé
Kelly Soulé has been working as an engineer in the water industry within the state of California for the past 25 years. She is a registered professional civil engineer and has her masters’ degree in business administration. She has worked as a consultant, at the county level, and she has now been employed with the California Department of Water Resources for the last 12 years.

She has been employed in different roles within the Departments' Division of Flood Management. Her current role as a Supervising Engineer is that of Branch Chief of the Community Assistance and Risk Awareness Branch in the Office of Floodplain Management. Her branch is responsible for communication, education, and outreach to the public, as well as all California communities on floodplain management issues. Her branch is also responsible for administering the National Flood Insurance Program within the state in cooperation with FEMA and Kelly serves as the State’s NFIP Coordinator as well as being an advisor to the board of FMA.
On a personal note, Kelly lives in Auburn, CA with her husband and pets. As of fall 2021, she will be an “empty nester” as both of her children will be in college so she is looking forward to traveling more in their RV and resuming several hobbies such as golf and photography that she hasn’t been able to focus on in recent years. 9
