Mission Statement Transforming the Education Sector: The Role of the Tertiary Education Trust Fund (TETFund) Presentation to Commemorate the Mid-Term Anniversary of President Goodluck Ebele Jonathan’s Administration – 2011-2013

- Complement the Presentation of Professor Ruqayyatu Ahmed Rufa’i, OON, the Honourable Minister of Education on June 13, 2013 on the achievements in the Education Sector at the mid-term of the Administration of President Goodluck Ebele Jonathan, GCFR - Highlight the roles and key achievements of the Tertiary Education Trust Fund (TETFund) in the actualization of the Transformation Agenda

The Transformation Agenda  The Transformation Agenda of the Administration under President Goodluck Ebele Jonathan, GCFR:  Based on set of priorities and programmes of government  Aims at transforming the Nigerian economy to meet future needs of the Nigerian people  Emphasis: the 3 ‘C’s – Continuity, Consistency and Commitment  Key Component: Education and Human Capital Development


Actualizing the Education Component of the Transformation Agenda A co-ordinated approach adopted by Identifying major challenges and Addressing the challenges


Development of the 4-Year Strategic Plan


The 4-Year Strategic Plan for the Development of the Education Sector: 2011-2015  The Plan supports the actualization of the Transformation Agenda  Has six (6) focal areas:  The 2 Strategic goals of Nigeria Education:

Quality

 And the 4 other issues to be addressed to achieve the goals: 3. Strengthening the Institutional Management of Education 4. Teacher Education and Development 5. Technical and Vocational Education & Training and 6. Funding, Partnerships, Resource Mobilization & Utilization


TETFund – A Background  Parastatal of the Federal Ministry of Education Originally set up to intervene in all sectors of Education Act amended in 2011 to focus TETFUnd on the development and rehabilitation of infrastructure in public tertiary institutions in line with the original concept Source of funding is through a 2% Education Tax levied on assessable profit of all registered companies in Nigeria 7


Role of TETFund in Transforming Education in Nigeria  In addressing challenges of Access and Quality, the objectives of the Nigeria Education System is to  Develop world class institutions with  World class infrastructure  Learning resources and  World class teachers  To ensure that the institutions are able to produce  Highly skilled world-class manpower and  Individuals with entrepreneurial flair • The availability of funds is critical to the success of these 8


The Role of TETFund in Transforming Education in Nigeria  TETFund is the key agency for actualizing the 4-Year Strategic Plan Focal Area on Funding, Partnerships, Resource Mobilization and Utilization. Its roles include  Receives funds through the Federal Inland Revenue Service as provided in the Education Tax Act, 2011  Manages the funds  Disburses the funds to beneficiary institutions  Monitors the utilization of funds  Assess utilization to ensure value for money

Scope of Intervention

 Received N574.47 billion since inception  Intervention currently limited, in line with enabling Act, as mended, to support 201 publicly owned tertiary educational institutions:  78 Federal and State Universities  60 Federal and State Polytechnics and  63 Federal and State Colleges of Education 10


Sharing Formula

 The enabling Act provides a ratio of allocation to beneficiaries  The ratio on the basis of 2.1.1 covers Universities, Polytechnics and Colleges of Education:  50% Universities  25% Polytechnics  25% Colleges of Education 11


Conditions for Interventions

Funds are allocated to beneficiaries in line with the enabling Act Allocated on the basis of equality of institutions 12

Special Interventions  Special Interventions are carried out in response to identified urgent needs. Recent special interventions include:  E-Library Development in Federal Unity Colleges  Teaching Practice for Teachers in Colleges of Education  Provision of Multimedia Micro-Teaching Laboratories for 58 Federal and State Colleges of Education 14


Special Interventions  Funding the take-off of the 12 new Federal Universities  Support for the Establishment of Almajiri Model Schools under the Tsangaya System of Education  Funding of the Committee on Needs Assessment of Nigerian Universities (CNANU)  Development and Rehabilitation of laboratories in all 51 Federal and State Polytechnics

The already approved allocations for year 2013 which has also increased will soon be announced by the Honourable Minister of Education 16


Procedure for Disbursement of Funds

 Institutions make submissions in accordance with projects determined by them  Provide necessary documents including drawings, Bills of quantities, where necessary to support the submission  Applications vetted by TETFund  If application is in line with the core mandate of the institution, it is required to  Engage its own contractors, vendors and suppliers in line with Public Procurement Act, 2007  Open Dedicated Bank Account for the Intervention  Pay Contractors, vendors and suppliers from the funds released • Proposals must fall within the allocated fund • Institutions are to account for previous allocations before accessing new ones 17

Will involve commitment of over N100 billion to further development in our Universities


Development of Infrastructure  To support Access and Quality, TETFund is actively involved in the development and rehabilitation of infrastructure at all levels of education including        
