BACKGROUND

The Federal Ministry of Tourism and Culture was carved out of the Federal Ministry of Information and Culture, and the Federal Ministry of Commerce and Tourism in June, 1999.

The additional responsibility of managing the Nations ethical re-orientation was added to its portfolio in 2004 and the Ministry was re-named the Federal Ministry of Tourism, Culture and National Orientation (FMTC&NO).

The Ministry is structured into six (6) departments and oversees the functions of ten (10) Agencies.

Vision

The vision of the Ministry is to reposition Tourism and Culture as a key sector for economic development and growth, revenue generation and poverty alleviation. It is also to re-orientate the citizenry to build an orderly, responsible and disciplined society, where the values of hard work, honesty, patriotism and democratic principles are upheld. The Mission is to promote the Nation’s rich tourism potentials and cultural heritage through identification, development and marketing of the diverse cultural and tourism opportunities, and reorientate the citizenry for National Development.

Core Mandate

• To promote culture and tourism as a foreign exchange earner, wealth creation employment generation, a catalyst for rural development and transformation, poverty reduction and the fostering of peace; • To increase the contribution of the sector to the nation’s Gross Domestic Product (GDP); • To serve as a focal point for National orientation; • To develop cultural materials for promoting the cultural image of the country both locally and internationally for the realization of its diplomatic objectives and; • To develop a sustainable tourism industry through the utilization of the country’s cultural heritage and tourism assets.

Contd The following achievements have been recorded by (NIHOTOUR) in the last two years: • The National Board for Technical Education has developed occupational standard for the Hospitality sector which will be operated by NIHOTOUR •

Organized Hospitality Management Executive Course at Awka, Anambra State for staff of hotels in South East zone. Mounted a Food and Beverage Operation Course in Abuja with participants drawn from Hotels in Abuja. Organized Travel and Tourism Management Course for Kano State Government. Within the period under review a total of 2,503 students graduated out of which 103 postgraduates, 165 diploma and 2,236 certificates

The following achievements have been recorded by (NTDC): • Generation of Direct employment through the provision of Canteens, Mobile Toilets, Idiri Centre (Salon). Handlooms, Craft shops, and snacks shop. • Development of selected Tourism Destinations through upgrading / rehabilitation in all the six Geo-Political zones of the country. • Embark on sensitization campaign to promote domestic and International Tourism; • Registration of hospitality and Tourism enterprises in 36 states of the Federation; • Undertake research and publication in the field of Tourism; • Development of Youth Tourism through Education and Student Excursion to NTDC premise, and other tourism sites.

• Embarked on Frontier Survey at Airports, Land boarders and Seaports which has recorded 4,673,136 Tourist Arrivals and Estimated Revenue Generated at $572,826,277 (N91,652,204.320)

CULTURE

The Core mandate of the Sector is the formulation policy preservation presentation and promotion of Nigerian Culture both Locally and Internationally. Project and Programmes • Development of Cultural Industries in Nigeria Are located in the six (6) Geo-political zones of the country. On 30th October 2012, the Honourable Minister, Chief Edem Duke, officially commissioned and unveiled the 12 Centres in a symbolic and colourful ceremony held at the centre located in Gidan Ajia, Orozo a suburb of FCT. • National Creativity Week To identify and harness the hidden talent of youths from tertiary, secondary and primary as well as youth out the school system. ABUJA NATIONAL CARNIVAL

The annual Abuja National Carnival involving the 36 States plus FCT was successfully held from 24th – 27th November, 2012 in Abuja. Eight (8) foreign countries participated and over eleven (11) foreign countries are expected to participate in the 2013 edition with the theme “A people for a Century, a people forever”. This is an indication of its growing acceptance as an international brand.

Contd • a platform to demonstrate our unity in diversity as the States display their unique heritage thus building bridges and enhancing friendship amongst Nigerians; • a unique Nigerian experience and a veritable tool for tourism development; • a brand for the promotion of micro, small scale and medium enterprises.

Cultural Embellishment of Nigerian Foreign Missions Abroad. • The Ministry has successfully conducted the embellishment of ten (10) Nigerian missions abroad within the period under review, viz: South Korea, Russia, Algeria, Poland, France, Cuba, Turkey, Mali, Venezuela and Spain. • The Ministry, as part of its rapprochement in facilitating bilateral agreement with other countries has successfully organized an Interactive Technical Meeting of Culture Experts on Strategic Implementation of Cultural Agreements between Nigeria and friendly countries in November, 2012. The countries that attended were: China, Venezuela, Ethiopia, Cuba, Namibia, South Africa and Egypt. Underwater Imaging And Research Centre, Yenegoa The Ministry in collaborating with Bayelsa State Government is establishing and Underwater Imaging and Research in Yenegoa Centre

Salve Route Centre, Calabar. The Ministry is collaborating with CRSC in establishing Slave Route Resources Centre Calabar. Participation in the 50th Anniversary Celebration of OAU/AU in Addis Ababa, Ethiopia As part of the 50th Anniversary Celebration of OAU/AU, the Ministry in collaboration with the Centre for Black African Arts and Civilization (CBAAC) successfully organized a Rock Arts Exhibition and a colloquium on Pan-African and African Renaissance from 22nd – 24th May, 2013 in Addis Ababa, Ethiopia. The Resettlement effect was the singing of two (2) MOU between the China and Federal Ministry of Tourism and National Orientation:

China and Federal Ministry of Tourism, Culture and National Orientation to further strengthen cooperation in capacity building that will foster national development. China and National Museum of Nigeria in the areas of mutual benefit. ii. China’s participation at AFAC Expo 2013. iii. Nigeria successfully celebrated a whole week of Nigerian Culture in Beijing, China in December, 2012. iv. Establishment of Nigeria Cultural Centre in Abroad: Nigeria has established Cultural Centres in Brazil and China in furtherance of our cultural diplomacy. Nigeria is also in the process establishing two centres in South Africa as well as Trinidad and Tobago

Contd NATIONAL COMMISSION FOR MUSEUMS AND MONUMENTS • Responsibility for the Inventorization, preservation, Protection and Promotion of the National Cultural Sites and Monuments. • The Ministry has commenced renovation of the existing Gidan Makama and the construction of a new Gidan Makama phade II. • The National Commission for Museums and Monuments has completed the renovation and opening of a new museum “Tafawa Balewa Mausoleum” dedicated to late Nigeria’s Prime Minister, Sir, Abukakar Tafawa Balewa. An exhibition tilted: the Life and Times of Late Sir Abukakar Tafawa Balewa was opened to mark the event. • Our quest for the return of our vast treasure throve of cultural property strewn all over the world has yielded great result with the return of five (5) Nok Terracotta objects dated between 1400 BC and 700 BC (about 3000 years) from the Government of France to the Nigerian government.

NATIONAL THEATRE The National Theatre is the apex, therefore, institution in Nigeria dedicated to promote all aspects of the performing as well as the audio visual arts. • Rehabilitation and Renovation Works Most of the facilities have been renovated and rehabilitated are currently functional. • Exhibition Halls I and II were rehabilitated and installed with computerized 32 Channels sound mixer and Lighting Systems • Banquet Hall and VIP Lounge have been renovated and furnished

Contd NATIONAL TROUPE OF NIGERIA 1. Generational Music and Public Lecture: Music as Social Calendar: To Commemorate World Music Day The National Troupe of Nigeria in her attempt to promote our rich cultural heritage in the area of music seeks to conceptualize emerging popular musical genre which involves ethnographic music inquisition into the functions of the these genres and their unique position in the world of music. This year, the National troupe of Nigeria presented a band from Pachelli School for the Blind and partially sighted to commemorate the 2012 World Music Day. The band was used for the following reasons: ďƒź Draw the attention of Nigerians to the plight of the Physically Challenged Children ďƒź Assure Nigerians that disability is a function of the mind. That people with disability can still contribute to the economic development of our country.

Contd NATIONAL GALLERY OF ART (NGA) Is responsible for the promotion research, appreciated ad development of the nation’s contemporary art. •The agency has conducted International Expo in Lagos has renovated its outstations at Lagos, Uyo and Minna; •Constructed New National Gallery of Art Library in Lagos.

Contd NATIONAL COUNCIL FOR ARTS AND CULTURE (NCAC) Is responsible for the development and promotion of Nigerian Liberian Art Festival Crafts and collaborate with States Councils for Arts and Culture. • Establishment and maintenance of Craft Development and Skills Acquisition Centre in Lagos, Bauch and Borno States within the period under review. • Establishment and maintenance of National herbal Garden Projects in Kano, Ebonyi and Taraba States within the period under consideration • Establishment of national Research Centres on: •- Textile Traditions in Osogbo; •- Boat Regatta Traditions in Uyo; •- masquerade Traditions in Enugu and; •- Durbar Traditions in Kaduna

Contd NATIONAL COUNCIL FOR ARTS AND CULTURE (NCAC) The Annual African Arts and Crafts Expo (AFAC) The National Council for Arts and Culture hosted the 6th edition of African Arts and Crafts Expo with the theme “Leveraging the Arts and Crafts Industry for Job Creation and Economic Empowerment” which was held from 10th – 15th June, 2013 at Eagle Square, Abuja. It recorded 18,704 participants from Nigeria and fifteen (15) countries and over 200 NGO’s in attendance. The programme impacted positively on the Arts and Crafts Sector and promoted international understanding and linkages between Nigeria and the participating foreign countries. Contd NATIONAL INSTITUTE FOR CULTURAL ORIENTATION National Indigenous Language Programme is an annual event between August and September to create awareness on the need to learn, speak and use indigenous languages. Cultural Orientation organized a two day National Conference on “Culture, Peace and National Security: The Role of Traditional Rulers and Local Government Chairmen”.

Contd NATIONAL INSTITUTE FOR CULTURAL ORIENTATION

The 2011 and 2012 edition of developing Nigerian Indigenous Languages programme took place between August and September in Abuja, Lagos, Yenagoa, Ilorin, Yola, Akure, Owerri and Katsina. The following language of Housa, Ibo, Yoruba,Izone, Tiv, Efik among others were thought. •National workshop on Culture in the Transformation Agenda was held with the theme: ‘Culture and the Socio-Economic Transformation of the Local Government System in Nigeria’ in Abuja from 8-9 October, 2012; •National Workshop on repositioning Cultural Workers for improved productivity held in June and October, 2012 in Lagos; •* Quarterly National Media Workshop for Arts Writers and Editors held in Abuja and Lagos within a period under review.

Contd THE CENTRE FOR BLACK AFRICAN ART AND CIVILIZATION (CBAAC) CBAAC has continued to make concerted efforts to highlight the achievements of the Africans and Blacks all over the world. Some of the notable events within the period were as follows: • CBAAC Annual International Children’s Day held in National Theatre Lagos on 27th May, 2013 with the theme: ‘Does Culture Have a Role to Play in Curbing Insecurity in Nigeria’. • Hosting of a Colloquium/Exhibition on African Rock Art and the Pan-African Renaissance from 22nd to 24th May, 2013 in Addis Ababa Ethiopia to commemorate the fiftieth anniversary of the African Union. • CBAAC Annual International Conference, in partnership with the Centre for International Studies and Programs, University of Missouri – St. Louis, hosted the 8th edition with the theme: Africa and the Diaspora in the New Millennium. The Conference was held at the University of Missouri – St. Louis, St. Louis, MO, USA from October 30th to November 1st, 2012.

•CBAAC hosted a roundtable discussion with exhibition on Empowering African Women to make a difference at CBAAC Conference Hall in Lagos on 8th March, 2013; •CBAAC collaborated with University of Port-Harcourt to celebrate the Black History Month in a lecture held in Port-Harcourt in February, 2013; •A new Ultra Modern Pan-African Heritage Centre was built by CBAAC to preserve, exhibit and promote the artefacts inherited in FESTAC ‘77. The Centre is located at the CBAAC Headquarters in Lagos.

NATIONAL ORIENTATION

The core manadate of the Orientation sector, is the formulative of polices and the execution of programmes and activites that would bring about the re-Orientation of the citizenry to imbibe positive values for natinal development. In achieving these objectives the following activities amongest others, have • been undertaken:• Formulation of Policy on National Orientation • Meeting with Stakeholders from the South East and South-South geopolitical zones on Policy Orientation, held in Enugu, Enugu State. • Meeting with Stakeholders from the North-West and North-East geopolitical zones on the formulation of a National Policy on Orientation held in Saminaka Kaduna State. • Promotion of the adoption of the second stanza of the National Anthem as prayer at Public Functions. • Launching of sensitization campaign on the following:a. Transform Nigeria b. Campus Focus c. Patriotism and Ethnics First d. Keep to Time e. Raising Integrity Standard in Nigeria.
