UniFirst to build laundry center at Perimeter West
Averitt issued permit for terminal Trucking company building $5 million facility to replace its current site, plans to add to workforce. The city issued a permit Dec. 19 for construction of the Averitt Express Inc. truck terminal and office in West Jacksonville at 7200 Commonwealth Ave. D.F. Chase Inc. of Nashville is the contractor for the $5 million construction job, comprising 56,440 square feet on almost 21 acres. A spokesman said previously Averitt, based in Cookesville, Tennessee, will build the center to better provide domestic and international distribution of domestic freight and international cargo for its customers across the country. Averitt operates a small location about 2 miles away at 723 Scotia Road that will close upon the move. It also expects to add employees to the 77-person workforce. Gresham, Smith and Partners is the architect and structural engineer. Prosser Inc. is the civil engineer and landscape architect.

By Karen Brune Mathis Editor UniFirst Corp. plans to build an industrial laundry facility in Northwest Jacksonville in the Perimeter West Industrial Park. Plans filed with the city show a 52,000-square-foot structure on 5.62 acres at 4251 Perimeter Industrial Parkway E., at northeast Interstate 295 and Pritchard Road. No contractor has been chosen for the $6
million construction job. KWJ Architects Inc. of Tampa is the architect. Adam Soreff, director of marketing and communications, said UniFirst’s current facility along Haines Street is a branch operation, which works with a larger servicing plant in Ocala to process the garments. “This new facility will be a much larger, full-fledged servicing plant operation that UniFirst

Fields Auto Group plans to park Porsche next to Jaguar Land Rover Dealer will build, renovate facilities at dealership on Atlantic Boulevard. By Karen Brune Mathis Editor Fields Auto Group is creating a side-by-side presence along Atlantic Boulevard for two of its dealerships. Fields intends to build a Jaguar Land Rover Jacksonville dealership to the east of its existing location at 11211 Atlantic Blvd. and then redevelop the original
location for Porsche. Its Porsche dealership, in turn, will relocate from 10100 Atlantic Blvd. No decision has been made about the next use for that building. Garry Redig, vice president of operations, said Jaguar Land Rover requires Fields to build a new facility, which is common in the auto industry. “We are thinking it’s easier to
move next door,” he said. Fields owns the land and is rezoning it. Ordinance 2017-836 calls for 12.1 acres to be rezoned from one Planned Unit Development to another for the expansion. The developer is Fields PAG Inc.; the architect is The JRB Group Architects; and the civil engineer is Prosser Inc. Fields

The Jacksonville Planning Commission will review it at 1 p.m. Jan. 18 followed by 5 p.m. public hearings Jan. 23 at City Council; Feb. 6 at the council Land Use and Zoning Committee; and again at the full council Feb. 13. All the meetings are at City Hall. Once Jaguar Land Rover Jacksonville moves to the new dealership, Fields will demolish the existing structure and build the new one for Porsche, he said. Porsche will move from its site 2 miles west along Atlantic Boulevard. Redig said Land Rover is requiring Fields to build the new “Arch” design. Autonews.com reported in April 2016 that Jaguar Land Rover was rolling out a dealership standard designed to feature both brands in “dualed” stores. It quoted the CEO of Jaguar Land Rover North America to say the new global and mandatory identity program would take five to seven years. CEO Joe Eberhardt said he expected the average investment to range from $100 to $220 per square foot, depending on whether the project is a renovation or new construction. The new exterior color is “sunshine grey” for both brands — shedding the flying cat statues at some Jaguar stores and the whiteand-green exteriors of Land Rover dealerships, Autonews.com said. Eberhardt described the conjoined buildings as jewel boxes. The two franchises are connected at an entryway with glass doors. Eberhardt said the company would stay with the design

for at least 10 years. Autonews.com said Jaguar Land Rover was pushing dealers to operate combined stores in the belief that having both brands makes a dealership more competitive with other luxury brands that have cars, SUVs and crossovers. “Every seven to 10 years, the manufacturers have a new facility design and we are coming to that point to redo the Porsche facility as well,” Redig said. Redig said Fields has time to consider what to do with the
existing Porsche site. He said site work could start in February for the new Jaguar Land Rover dealership for completion by November. The Porsche redevelopment is expected to be completed in October 2019, he said. Each dealership should be about 33,000 square feet, he said. Redig said the investment has not been determined, but “these will not be inexpensive projects.” At Eberhardt’s estimate, the cost of the new dealership could reach more than $7 million.
St. Johns River Water Management District filings show Powers Bay as a proposed almost 600,000-square-foot commercial park along Philips Highway south of Florida 9B and north of Racetrack Road. The district issued a permit in October for a stormwater management system to service the center to be built in three phases. The center is led by applicant and landowner Frapag Powers Bay LLC and would start with two phases. Two phases are shown on the October site plan, starting with the smaller first phase. Waitz & Moye Inc. is the civil engineer.

Fields bought the Jaguar Land Rover Jacksonville dealership from the Matheny family in 2014. The almost 20,000-squarefoot sales, showroom and garage were developed in 2000 and Redig said it was remodeled in 2008. In April 2016, Fields Auto bought Mercedes-Benz, Lexus and Porsche dealerships and a collision center from locally owned Brumos Automotive. It also owns Fields Cadillac in Jacksonville and St. Augustine. Chicago-based Fields Auto

Powers Bay center progressing The 60-acre Powers Bay Business Center is progressing along Philips Highway. Developers Frapag Realty Services Inc. and Maxsam LLC applied to the city for minor modification to a Planned Unit Development. The property, at 14485 Philips Highway, is between St. Augustine Road to the north and Racetrack Road to the south. A conceptual site plan dated Oct. 24 shows two phases. Plans submitted for apartments at Beachwalk Sentosa Beachwalk proposed at development that features nation’s first Crystal Lagoon. By Andrew Warfield Associate Editor Dominion Engineering Group of Jacksonville submitted plans to the St. Johns County Planning and Zoning Department for Sentosa Beachwalk, a 348-unit apartment complex within the Beachwalk development underway on County Road 210. The complex will comprise 11 buildings with a clubhouse and amenity center. The developer, Twin Creeks Development Associates of Delray Beach, previously received a waiver on parking requirements from the St. Johns Board of County Commissioners to reduce the number of parking spaces as required by the Land Development Code at 2.25 parking spaces
per multifamily unit to 1.75 parking spaces per unit. According to St. Johns County Senior Planner Cynthia May, the applicant submitted a document showing recommended base parking ratios for condominium and rental multifamily land uses broken down to the number of bedrooms per unit, and reflecting local conditions, including the negligible use of public transit and free parking. These calculations were applied to the proposed Beachwalk apartments showing a parking demand of 1.6 parking spaces per unit. Another document validated the requested reduction, showing the parking ratios and occupancy levels for seven multifamily communities within the region, with ratios ranging from 1.15 to 2.01 parking spaces per unit. The applicant further justified the parking reduction, according to May, given the proximity to a proposed commercial center with opportunities for shared parking. The apartment community will

have controlled access for exclusive use by residents and guests. The developer also said the reduced parking requirement would result in a better community aesthetic with more green space around buildings. Additional parking could be

can work independently from other UniFirst operations,” Soreff said. He said that because of consistent growth in the greater Jacksonville market the past several years, UniFirst wants to meet those demands while expanding its service capabilities and market presence. Soreff said the new center should be completed by late this year. Plans show a first-floor space of 51,810 square feet and a second-floor space of 4,357 square feet. A second phase would add 8,707 square feet to the first floor. Most of the building will be for industrial use. The second-floor office space shows offices, a conference room, offices for the service manager and sales manager and an open area for sales. UniFirst operates at 1446 Haines St., a 17,100-square-foot building developed in 1960 on the Eastside. It is owned by a St. Augustine investor. Soreff said UniFirst will own the Perimeter West plant. It will no longer lease the Haines Street location when the new building opens. It will be determined how many branch operations will send garments to the new plant. Founded in Boston in 1936, UniFirst supplies and services uniforms and workwear. It makes its own branded products and operates 258 service locations, 300,000 customer locations and 14,000 employees, outfitting about 2 million workers a day. It also provides first aid and safety products and manages garment programs for
the cleanroom and nuclear industries. It reported $1.59 billion in revenue for the fiscal year that ended Aug. 26, up from $1.47 billion the year before. In the full-service rental program, garments are cleaned and serviced. UniFirst picks up a customer’s soiled uniforms and other items, usually weekly, and delivers back cleaned and processed replacement items. The Jacksonville center services Jacksonville, Orange Park, St. Augustine and other parts of Northeast Florida. As of Aug. 26, UniFirst owned or leased about 258 facilities comprising 7.4 million square feet of space in the United States, Canada, Mexico, Europe and Nicaragua. It owned 127 facilities, consisting of 5.5 million square feet. Those facilities include a 325,000-square-foot Owensboro, Kentucky, distribution center and almost all its industrial laundry processing plants. “We believe our industrial laundry facilities are among the most modern in the industry,” the company said in its annual Securities and Exchange Commission filing. Tickets for the first home playoff game hosted by the team since Jan. 23, 2000, sold out last week. The Jacksonville Jaguars are hosting the Buffalo Bills, another team ending a long playoff drought, at 1 p.m. Sunday at EverBank Field. Season ticket holders paid an average of $10 more than their regular season prices. An additional 3,501 seats previously covered by tarps, along with 1,200 general admission tickets for standing room only sections, were priced at $52 and sold out within minutes. Since then, prices skyrocketed on online secondary ticket marketplaces like StubHub and Ticketmaster. As of Wednesday, the least expensive tickets, for standing room only, were selling for $230$275. Through legislation, the office aims to amend a section of the Sports and Entertainment Complex Sign Overlay to allow advertisements from sponsors and promoters of city-owned venues, while adding new signs throughout the area.
