I
n a tight Northeast Florida industrial market, more than 1.5 million square feet of industrial space is proposed in north and west Jacksonville, two of the primary areas for distribution centers. Industrial vacancy rates dropped below 5 percent. Analysts say strong economic growth, especially with e-commerce businesses, will continue to support
speculative warehouse construction. Also, at an estimated $50 a square feet, the projects represent an investment topping $75 million. No tenants are confirmed, although it’s likely that some construction won’t start until a lease is signed. Luke Pope, senior vice president with the JLL real estate group, said Jacksonville’s Westside is one of the tightest industrial submarkets in the Southeast. He said the vacancy rate for any industrial product constructed in the last 30
years on the Westside is less than 2 percent and most of that can be attributed to Hillwood’s most recent speculative facility at Cecil Commerce Center. Hillwood, the master developer at the city-owned Cecil Commerce Center, completed a 407,435-square-foot speculative warehouse. The city’s unidentified “Project Volt” intends to lease it as well as another large warehouse in North Jacksonville, further Warehouses

An unnamed company described only as an international manufacturer of solar panels and modules is seeking almost $54 million in local and state incentives to establish a new U.S. headquarters and manufacturing plant in Jacksonville. The company, called “Project Volt,” promises to create up to 800 jobs and invest up to $410 million at two facilities in North and West Jacksonville, according to legislation to be introduced at City Council on Tuesday. According to the economic development agreement between Volt and the city Office of Economic Development, Jacksonville would be responsible for providing up to $24.6 million in incentives, with state programs picking up the rest, at least $29.3 million. Additional incentives are being determined and one training grant is recurring. A project summary of the deal says the jobs will be created by the end of 2019 at an average salary of $46,346. The agreement says Volt would hire 400 jobs by the end of this year and 400 more by year-end 2019. Renovations and equipment installation would start by June 30 this year with completion of that work by the end of 2019. Volt claims it would use JaxPort to import and export large volumes, with most of the materials sourced from China, at least in the first few years.

Belk store coming down at Roosevelt Dewberry Capital not commenting on redevelopment By Karen Brune Mathis Editor It looks like the walls are coming down for the potential redevelopment of Roosevelt Square. Dewberry Capital Corp. intends to demolish the closed Belk store and a former pharmacy on opposite ends of Roosevelt Square in west Jacksonville. Atlanta-based Dewberry has not responded to calls, including one Thursday, about its plans to redevelop the neighborhood shopping center, despite permitting and financing that herald a project. Among the latest moves,
Atlanta-based Dewberry Capital, through Roosevelt Square LLLP, applied to the city Thursday to take down the department store at 4535 Roosevelt Blvd. at a cost of $250,000 and the pharmacy at 4397 Roosevelt Blvd. at a cost of $50,000. The former Belk is a one-story, 70,000-square-foot standalone building on the south side of Roosevelt Square. Belk closed there in January 2017. The pharmacy is a one-story, 1,700-square-foot structure on the northeast corner. No contractor is listed. Mark Dowst & Associates Inc. is the agent. Dewberry President John Dewberry signed documents as the owner. Roosevelt Square operates on 29 acres along Roosevelt Boulevard, south of San Juan Avenue. It is anchored by Publix Super
Markets Inc. and Stein Mart Inc. Dewberry Capital bought t h e fo r m e r enclosed Roosevelt Mall 20 years ago and Dewberry “de-malled” it into an open-air retail center. The enclosed mall was built in 1961. Dewberry’s first phase of redevelopment in 1999 included adding a new Publix; renovating the existing Publix for Stein Mart; renovating Belk; and adding a Belk Home Store. That phase also added more tenant spaces. In 2003, Dewberry completed another phase of redevelopment that added more tenant space. Versions of another redevelopment circulating since at least
2016 have not been confirmed by the company. In a step toward renovations last year, the St. Johns River Water Management District issued a permit for a 5-acre redevelopment site that included removal of the Belk store and rebuilding one set of storefronts. That plan showed a large portion of the Belk site would remain undeveloped for now. In another step, at the opposite end of the mall near the pharmacy, Stein Mart confirmed last year that it renewed its lease in a 46,000-square-foot space and plans to renovate it. Stein Mart also said it will be flanked by Ulta Beauty and a pet supplies retailer, both new to the center. That pet store likely is PetSmart. In May, Protective Life Insurance Co. issued a $68.5 million mortgage to Roosevelt Square
Limited LLLP. The loan matures in five years. The agreement, signed and recorded in May, shows that Dewberry Capital intends to retain existing anchors Stein Mart and Publix and sign new tenant PetSmart. Roosevelt Square serves the historic neighborhoods of Riverside, Avondale and Ortega, among others. The company would lease space for a manufacturing operation at 4660 New World Ave. in West Jacksonville at Cecil Commerce Center, as well as a second facility in North Jacksonville at 2969 Faye Road to house the company’s solar panel assembly and distribution operations. The Cecil center is a recently completed 407,435-square-foot speculative building by Hillwood, the master developer at the cityowned commerce center. The Faye Road site is an 815,000-square-foot former Sears center. Volt states that the investment would be split between real estate improvements at $153 million, with $257 million in new equipment and machinery. Volt lists the incentives as a “material factor in its decision to
locate its new manufacturing operation in Jacksonville as opposed to another location.” The company is seeking a $4 million Qualified Targeted Industry Tax Refund grant, which accounts for $5,000 for each job the company creates. The city would be responsible for 20 percent of the payout, or $1,000 per job, while the state is responsible for 80 percent or $4,000 per job. Volt would need to verify the hiring with the Florida Department of Economic Opportunity before funds are paid out over a five-year period beginning in 2019. The city would provide a Recaptured Enhanced Value Grant worth up to 75 percent of the new property taxes created by the expansion over the first 10 years. The REV grant is worth up to $23.8 million. bution, the state is offering a High Impact Performance Incentive worth up to $5 million, “after they meet specific performance goals before and after the project is completed,” according to the economic development agreement, although those goals are not specifically outlined. The state also is promising a Capital Investment Tax Credit, which Volt can use over a 20-year period to offset paying Florida state corporate income taxes. According to the project summary, the annual cap is $20.5 million. To encourage Volt to hire veterans of the U.S. military, the company also can tap into a Veterans Florida Business Training Grant of up to $8,000 per employee, with a cap of $200,000 a year. In exchange for hiring employees at the Cecil Commerce Cen-
ter facility, Volt is being offered an Urban Job Tax Credit worth up to $400,000, or $1,000 for each employee. Volt also is eligible to avoid paying 100 percent of the sales and usage taxes on any equipment or manufacturing machinery it purchases for the two facilities. The last incentive, which does not have a dollar amount associated with it, is a Florida Flex Training grant. The Flex grant is typically paid out on a per-employee-basis. According to the project summary, the state will work with Volt to determine how much each employee qualifies for as the project moves forward. The legislation, Ordinance 2018-001, is being introduced as a “fast track” bill, which is given a two-cycle reading through council and its subcommittees. The desig-

There definitely is room for more. “This combination of increased demand and lack of new construction has naturally led us to where we are now,” said Pope, who specializes in supply chain and logistics solutions. “It is hard to find a market anywhere of this size that is at this stage of the development cycle. Rental rates are trending up to a point where speculative projects pencil out and developers are taking notice,” he said. Analyst research shows average rental rates are rising for industrial properties. For example, Cushman & Wakefield reported the third-quarter average asking rental rate rose from $4.34 per square foot in 2016 to $4.98 in 2017. TWO PROPOSED AT 200,000 SQUARE FEET OR MORE
Among the latest projects to surface, developers plan two warehouses topping 200,000 square feet each. The St. Johns River Water Management District is reviewing plans for each – one for Johnson Development Associates Inc. and another for Jackson-Shaw. The district said it will issue a permit for Johnson Development Associates Inc. of Spartanburg, South Carolina. The 230,000-square-foot project is proposed on 18 acres at 9779 Pritchard Road in Westlake Industrial Park. A grading and drainage plan shows a specific 226,740-square-foot concrete and steel building. Johnson Development applied for a modification to an environmental resource permit for what it calls the Westlake Industrial Park II warehouse. Adkinson Engineering is the engineering consultant. Johnson Development owns the property through Jacksonville Industrial Properties 80 LLC. The proposed site is next to the 546,000-square-foot Westlake Industrial Park I that Johnson Development built in 2008-09 and sold in 2013 to Exeter Property Group of Pennsylvania for almost $26.5 million. It is leased to Georgia-Pacific. Josh Jones, director of real estate, said Johnson Development is working on designs and seeking permits so it can evaluate whether it wants to proceed with construction. “At this point it would be speculative and we are not certain that the numbers work to justify it yet,” he said. He said Johnson Development would like a single tenant but the building could be used for multiple tenants. “The recent market activity in Jacksonville has indicated that it’s at least worth considering speculative development,” Jones said. “But the numbers are going to have to make sense and we are analyzing market conditions and construction costs and what the return will be,” he said. Jones anticipates it will be 30 to 60 days for that analysis. “After that we will have a better feel for whether or not we will move forward,” he said. In the Jacksonville International Tradeport in North Jacksonville, Dallas-based Jackson-Shaw proposes a 200,000-squarefoot warehouse on 16.25 acres at Airport Road and International Airport Boulevard. Michele Wheeler, president and COO of Jackson-Shaw, said construction is expected to begin this month on the speculative multitenant building with a projected eight-month construction timeline. Jackson-Shaw is a veteran North Jacksonville industrial developer It developed Creekside at Jacksonville International Tradeport, comprising three buildings totaling 334,000 square feet on 25 acres, and developed a 127,000-squarefoot building for Ecolab. Last year, Jackson-Shaw completed two buildings – International 3 and 4 – comprising 178,000 square feet. One was leased for an Ecolab expansion and the other to Benco Dental Supply Co. As of December 2016, Jackson-Shaw said it had four tracts for build-to-suit opportunities. In addition to the tracts planned for International 3 and 4, it had parcels of 15.6 and 7.7 acres. SIX MORE ALREADY UNDER REVIEW
Among other projects that previously surfaced: n In North Jacksonville, the Water Management District and the city are reviewing plans for Industrial Park Investments Inc. to build a 140,790-square-foot distribution center. Daniel Webb, president of Orlandobased Industrial Park Investments, said in October the company intended to start construction in the first quarter on the speculative center at 10531 Busch Drive N. at Imeson International Industrial Park. The project is planned on about 11 acres at Busch Drive and Whittaker Road. EnVision Design + Engineering LLC is the agent and civil engineer. Plans filed with the city show the building has 36 loading dock bays, 159 automobile parking spaces and 45 trailer parking spaces. The city is reviewing a permit application for the project at a construction cost of $4.4 million. Plans show a potential building expansion. n Not far from Imeson, developer Bill Spinner, through Port Jax II LLC, bought 8.91 acres in the summer for construction of a 120,000-square-foot industrial building at 10350 Alta Drive near his group’s 500,000-square-foot Port Jax Trade Center. Spinner said he plans to complete the structure in the first quarter for lease. It will be built and marketed initially as a build-to-suit. If no anchor tenant initially signs, it will be marketed as a speculative structure. Spinner also plans to develop an 80,000-square-foot building at 10751 Alta Drive, which will be the final bulk-size building in Port Jax Trade Center.

n In West Jacksonville, Pattillo Industrial Real Estate said in October it expected to start construction on a $10 million speculative warehouse at Westside Industrial Park. The 240,000-square-foot project is planned at 6282 Imeson Road. Plans initially were approved in August 2016 but no permits were sought. Pattillo expanded the size of the project and wants to start work upon permitting.
Pattillo Senior Vice President Peter Anderson said the market is positive “and we have had good activity on the few properties we have available.” n Pattillo also is considering a 163,000-square-foot warehouse on 13.6 acres in NorthPoint Industrial Park. Stone Mountain Industrial Park Inc., affiliated with Pattillo, proposes the NorthPoint building, which is shown in plans as Building 12A, on 13.6 acres at New Berlin Road and Port Jacksonville Parkway. A site plan filed with the city Concurrency Management System Office shows a potential 54,000-square-foot expansion. n In Northwest Jacksonville, Lake Washington Partners proposes to develop a large cross-dock facility along New Kings Road. The city issued a Concurrency Reservation Certificate for Lake Washington Partners to develop a 373,650-square-foot center at 10940 New Kings Road, north of Interstate 295. President and CEO Will Ketchum also chairs truJAX, the visioning process designed to create a global identity for Jacksonville that awaits implementation.

The mayor’s office, the Office of Economic Development, JAX Chamber, Jacksonville Transportation Authority and other stakeholders are key partners in our economic development marketing efforts. Our role was to create a compelling differentiated case for why Jacksonville should be considered for Amazon’s HQ2. The story flowed pretty easily because it was the truth. We saw that our values are very similar to Amazon’s, and that is the notion of customer-centricity. Our site concept keeps Amazon at the core. Our campus in the urban core is inherently customer-centric because we’re putting Amazon in the center of our city. We’re saying, come here and let’s grow together, come help shape what we’re going to be. Our goal is to make the short list. I certainly feel like we’re No. 1, but we’ll let Amazon decide that. TruJAX was a process established over three years ago by the Office of Economic Development, JAX Chamber and Visit Jacksonville. The world doesn’t know what we’ve got and it began to hamper how we approached marketing of the city and economic development. We knew the solution was not another slogan. We went in search of our city’s DNA and then to set a vision. Our DNA statement is inspired by our waterways. That was the North Star the whole way, so that led us to the vision that Jacksonville will be the water life center of America.
The water life concept has four key pillars – recreation and adventure; health and wellness; economic growth; and ecological health. There were two key principles to1the program. I’m a Jacksonville native and spent 10 years away after high school. I came back here in 1994 and joined a local firm. Karen Burdette and I got together in 1999 and it was a great opportunity to take my training and move into a leadership role. We’ve been lucky to enjoy good success with a lot of great local brands like Daily’s, Advanced Disposal Services and Web.com, and folks like that over the years. I love golf and family time. My wife, Missy, and I have been married 22 years. She’s a rock and a great mom. My daughter, Kaiden, is a sophomore at Indiana University. My son, Ben, is a junior at Episcopal School of Jacksonville. My daughter’s path is pretty set in the international arena. My son has a creative mind, so he may follow in my footsteps in some way.
