USA Quartz buys Imeson warehouse Company received city incentives to bring 70 jobs to facility by 2020.

in Imeson International Industrial Park. The city approved incentives for USA Quartz to bring 70 jobs to North Jacksonville by Dec. 31, 2020, at an average annual salary of $49,920. The facility also will serve as a regional headquarters. The jobs would include IT and finance positions and generate an annual payroll of $3.49 million in what the project summary defines as

a “state-designated high crime area.” A performance schedule calls for USA Quartz LLC to create 30 jobs by year-end 2018, another 20 by year-end 2019 and the remaining 20 by year-end 2020. In addition to buying the nearly 63,000-square-foot building, USA Quartz estimates it will spend $5.6 million on renovations and the purchase of manufacturing equipment.

The city and state will provide a Qualified Targeted Industry Tax Refund grant up to $210,000, or $3,000 for each new job. The city would be responsible for 20 percent of the award, at $42,000, with the state paying for the remaining $168,000, which is 80 percent of the incentive. Plans show retailer going into space near Nordstrom By Karen Brune Mathis Editor Lilly Pulitzer intends to open at St. Johns Town Center near Nordstrom, according to plans filed with the city. The retailer, based in King of Prussia, Pennsylvania, has about 60 company stores in 20 states and the District of Columbia, including 16 locations in Florida. The closest to Jacksonville are in Orlando and Lake Buena Vista. An email to Lilly Pulitzer’s media address was not returned. Simon Property Group, the landlord, said it had no comment. The retailer’s website shows Lilly Pulitzer Department Stores within Dillard’s and Nordstrom at Town Center, Belk at The Avenues mall and at The Ritz-Carlton, Amelia Island. City Council OKs legislation to subordinate two loans on property that was once home to the nonprofit Community Connections.

By David Cawton Staff Writer After more than a year of navigating local and state agencies, a Jacksonville nonprofit is a significant step closer to purchasing Downtown Cathedral District property, saving it from foreclosure and launching a proposed housing development.

Burlock and Barrel Distillery building out in Brooklyn

The city issued permits last week for Danis Construction LLC to renovate space at 417 Magnolia St. in Brooklyn for the Burlock and Barrel whiskey distillery. Danis will renovate the 6,942-square-foot space at a cost of $800,000 and build a dumpster enclosure for $4,000. The building is owned by BAM Commercial Holdings, led by Alexandria Klempf. Plans were filed in May for BAM to redevelop the site at 417 Magnolia St. and 476 May St. A 3,500-square-foot space will house the distillery, and a 3,400-square-foot area will be used for a point-of-sale and tasting room. BAM Investments includes Forking Amazing Restaurants and other commercial projects. Its newest opening is the Cowford Chophouse Downtown at 101 E. Bay St.

Property records show the 476 May St. structure was built in 1925 and the 417 Magnolia St. building was developed in 1939. The Burlock & Barrel Distillery Facebook page explains that since the Roaring ’20s, Jacksonville has been an integral part of spirits distribution in America but there was not an established distillery to call Jacksonville home. It says friends Ian Haensly and Colin Edwards “founded Burlock & Barrel in 2013 with a belief that great whiskey can be made outside the Scottish Highlands or the mountains of Kentucky and Tennessee.”

Ameris Bancorp applies to use top floor at tower

Ameris Bancorp applied for a Certificate of Use to expand into the 27th floor of Riverplace Tower. The company, which leases the 26th floor, will expand into 14,200 square feet of space on the floor above. Ameris is building out the former University Club space on the top full floor of the 28-story tower. The 28th floor contains a small space that housed a men’s athletic facility for the club. The University Club closed in

December 2016. Ameris anchors the building. Based in Moultrie, Georgia, Ameris moved its executive team, along with key division leaders, into the tower at 1301 Riverplace Blvd. on the Downtown Southbank in April 2016. The bank said when it signed the initial lease that its total space will reach about 35,000 square feet, starting with 15,000 square feet on the 26th floor and about 4,000 square feet for a branch on the first floor. The 27th floor takes it near that level.

Batson-Cook to build two St. Vincent’s Health Centers

The city issued permits for Batson-Cook Co. to build $3.2 million Ascension St. Vincent’s Health Centers at 858 Monument Road in the Regency area and at 6488 103rd St. in the Westside. Ascension St. Vincent’s plans to open 10 Health Centers in the area. The Jacksonville-based health system submitted plans to the city for a Regency health center of 11,519 square feet on almost 1.6 acres at the Monument Road and

Lantern Street site, near a WalMart Stores Inc. Supercenter and opposite a Gate Petroleum Co. station. The Westside center will be 15,184 square feet on 5.82 acres at 103rd Street and Jammes Road. Media Relations Coordinator Kyle Sieg said the Monument Road center is scheduled to open in August and the Westside location in September. Centers opened in St. Johns County and Mandarin and sites have been identified for Gate Parkway and North Jacksonville.

Goodbye, hyphen: Hello, Walmart Reminder: Wal-Mart Stores Inc. is changing its legal name Feb. 1 to Walmart Inc. The company, based in Bentonville, Arkansas, said the name change demonstrates its growing emphasis on serving customers in stores, online, on their mobile devices or through pickup and delivery. Walmart will continue to trade on the NYSE as WMT and the company name should be referenced as Walmart, it said. The St. Johns River Water Management District said it will issue an environmental resource permit to Chance Philips Owner LLC for the 17.5-acre San Marco Promenade. The project, as shown for its first phase, is a three-building, 510-unit apartment community at 2600 Philips Highway. It also contains a commercial outparcel. A Chevrolet dealership previously operated on the site. Chance Philips Owner LLC is the developer. Kimley-Horn and Associates Inc. is the civil engineer. Cathedral District Jax Inc., a branch of Saint John’s Episcopal Cathedral, wants to buy the property more than a year after the nonprofit Community Connections of Jacksonville Inc. dissolved and vacated the site. After Community Connections stopped operating, the four mortgages bound to the property went into default. The legislation allows the city to assign the loans to Cathedral District Jax, which plans to buy the property from Community Connections through a grant from the Episcopal Church Building Fund. Myrick “It’s been a cumbersome process,” said Ginny Myrick, who is leading the redevelopment plan for Cathedral District Jax. “We’re still not out of the clear yet.” TIES TO MORTGAGES

The city has ties to a $382,000 Home Investment Partnership Program loan and holds the first lien holder position on a $281,204 State Housing Initiatives Partnership loan. The 1.5-acre property also is bound by a $288,200 State Apartment Incentive Loan, obtained in 1995 from the Florida Housing Finance Corp. The state is the first lien holder on it. Those mortgages are tied to a 45,000-square-foot flat-roofed building, the former home to Community Connections’ offices. The fourth mortgage — which

is for a small portion of the land — is with Valley National Bancorp., which began foreclosing on the property in September after Community Connections failed to make payments in February, March and April. That $500,000 loan was made to Community Connections in February 2004 by First Guaranty Bank and Trust Co. of Jacksonville. The note was obtained by Valley National Bancorp. in November 2014, according to court documents. A verified complaint filed Sept. 20 in U.S. District Court by Valley shows the bank is seeking the remaining $230,973 balance, “plus protected advances, interest, late charges, costs of collection, and attorneys’ fees.” “They are very aggressive,” said Myrick, who added that the bank has been unwilling to send a representative to meet in person with the nonprofit. “We’ve had one conversation with them through an intermediary,” she said. “We offered to buy the land at a discounted price and they said absolutely not.” On Nov. 30, the bank filed for a summary judgment. Myrick said the nonprofit tried to explain to the bank how serious a problem it would be if the property is split up as a result of the foreclosure. “One of the things we’re planning to tell them is there are a lot of people watching this,” Myrick said. “If they’re seen as being the only entity stopping this catalytic project from happening, I think they’ll have a bit of a PR night-

mare on their hands,” she said. Myrick said attorneys for both sides agreed to postpone a scheduled hearing on the motion to March 14 to give the nonprofit time to move through the council process. The bill approved Tuesday included more than a dozen amendments from the Finance Committee and Neighborhoods, Community Services, Public Health and Safety Committee. The amendments were, for the most part, technical changes to the bill’s text. “Clearly the city has an interest in what goes on with that property, and we’ve recognized that since day one,” said Cathedral District Jax Board Chair Steve Kelly. “We hope that they can see that all of our efforts are in alignment with what they’re trying to achieve, so we had no problem with the amendments,” he said. The Council Auditor’s Office raised the issue that there was no provision in the bill guaranteeing the property will be sold to and redeveloped by a private company so that the land can go back on the city’s tax rolls. Myrick explained that Chase Properties President Mike Balanky remains attached to the project and has a sale-and-purchase agreement with Cathedral District Jax. “We need you to trust us a little bit here,” she told the Finance Committee on Jan. 4. The Neighborhoods Committee approved the bill 7-0, with Finance Committee members voting 6-1 in support last week.

Council member Katrina Brown was the no vote on the Finance Committee. Brown, who couldn’t be reached for comment after the vote, said in December that she “didn’t want to do committee work during council meetings.” Brown also was the only no vote Tuesday night. Calls to her office earlier in the week to clarify her objections were not returned. She was not available after council to comment.

magazine site. Pulitzer designed until 1984 and business decisions plus changing tastes led to a bankruptcy filing, it said. A company revived it in the 1990s and sold it in 2010 to Oxford Industries, while Pulitzer served as a creative consultant. The headquarters moved to Pennsylvania where it operates out of a pastel building nicknamed “The Pink Palace” and keeps a design studio in Palm Beach, the site says. It also launched collaborations with Target and Starbucks.

Myrick said the next step is to begin settling all the loans with an endowment it secured Oct. 5 from the Episcopal Church Building Fund. According to a commitment letter, the Episcopal Fund promised Cathedral District Jax $850,000, or up to 100 percent of the appraised value, to purchase the land. “It’s going to be a complicated closing because there’s so many entities involved,” Myrick said. She hopes to close by midFebruary. The plan is to convert most of the property into 115 apartments that could include a retail component. As part of the agreement with the city, the development must set aside 15 percent of the units for what the Florida Housing Finance Corp. refers to as “lowincome” housing for the first 10-years of the project. The homes would be reserved for individuals making between 51 percent and 80 percent of the average median income, or about $47,000 per year.

Private developers also won’t be able to raze the entire property. Because most of the buildings were developed in 1949, they’re considered contributing structures in the Downtown Jacksonville Historic District, as listed on the National Register of Historic Places. After months of negotiating with the Jacksonville Historic Preservation Commission, only an L-shaped building was given the Historic Landmark Designation, clearing the way for the rest of the property to be demolished. Any development would need approval from the Downtown Development Review Board and any incentives offered by the city would need to be negotiated with the Downtown Investment Authority. Myrick said the nonprofit is in the early design stages with Washington, D.C., architects Torti Gallas + Partners. The firm also assisted with a master plan for the Cathedral District. “The idea would be to recognize the architectural design of the district and perhaps make it look a little like the cathedral,” she said. Myrick said the group also has identified other “catalytic” projects in the approximately 33-block Cathedral District, although she declined to offer specifics. “In time,” she said. “Right now, we’re focused on closing this deal.” dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466

Lemongrass gets OK for outdoor seating Restaurant is one of several projects approved by planning commission. By Scott Sailer Editorial Research Director The owner of the recently opened Lemongrass Thai Bistro in Flagler Center received Jacksonville Planning Commission approval to add outdoor seating and liquor sales. The restaurant at 14866 Old St. Augustine Road opened Dec. 13 in a 2,981-square-foot unit within The Shoppes at Flagler Center. The zoning exception permits a 666-square-foot outdoor seating area on the west side of the building surrounded by a minimum 3 ½-foot tall wall, fence or railing. A floor plan indicates 107 interior seats and 44 outdoor seats. One of the restaurant owners, Phet T. Thompson, was an owner of the closed Lemongrass Restaurant in Baymeadows. The planning commission also approved zoning exceptions for: n A car wash at 7147 Merrill Road. The vacant 1.33-acre site is at northwest Townsend Boulevard and Merrill Road, next to the shopping center anchored by Publix. The land owner is Fifth Third Bank. n A proposed Crane Ramen restaurant at 1029 Park St. to allow liquor sales and outside seating. The commission also approved reducing the required minimum distance between the restaurant and the Riverside Presbyterian Church and School from 500 feet to 424.5 feet. The restaurant, which will be in Five Points in the Riverside Avondale St. Johns Quarter Historic District, will occupy a 2,160-square-foot building with an outdoor seating area in the back.
