Elements of Jacksonville LLC, led by developer Peter Rummell and partner Michael Munz, plans to invest more than $433 million to develop the site into a healthinspired, mixed-use community. DIA’s 8-0 Rummell vo te came despite member concerns about how the 30-acre development will proceed and be funded. The deal calls for DIA to purchase the site of the former Southside Generating Station from JEA for $18.6 million. Elements, which has a contract to buy the property, would instead contribute that amount toward the estimated $46 million in

Inspector general processes 103 complaints in 2016-17 Audit found potential savings of $90,000 in city cellphone use. By Max Marbut Associate Editor The Jacksonville Office of Inspector General in fiscal year 2016-17 received 103 complaints submitted by city and indepen-
dent authority employees and the public. The office closed 69 cases created from those and previous complaints and filed 12 reports comprising two audits, five contract oversight observations and five reports of findings following investigations. One of the audits — a study of the city’s cellphone inventory — identified potential savings of nearly $90,000 related to devic-
es with little or no activity, cost overages or terminated employees, of which about $41,000 was agreed to by city management. The five reports issued by the OIG Investigative Unit, based on issues raised about city and JEA employees, resulted in 22 recommendations for corrective action focused on improving outdated or nonexistent policies and proInspector

Rosen said construction could start in the first quarter of 2019 and the first units could be available in the summer of 2020. He anticipates that Southside Assembly would remain on the property until site work begins. Rosen declined to comment further on the project, referring to the information in the application. Southside Assembly Pastor Milton Dykes was unavailable Thursday to comment. Chance Partners LLC is listed as the developer on a rezoning application exhibit. Dynamik Design of Atlanta is the architect and Kimley-Horn and Associates Inc. is the engineer. The applicant is lawyer T.R. Hainline with Rogers Towers. Chance Partners wants to rezone the property from Community Commercial General and Commercial Office to a Planned Unit Development. “The PUD proposes to develop an underutilized property in a corridor that is often viewed as blighted,” the application says. An alternate site plan provides an option to develop townhomes on parcel B or, with approval of a minor modification, single-family homes. “The property provides a vital link in the redevelopment of this corridor along Philips Highway and Kings Avenue in San Marco,” says the rezoning application. Chance Partners also is redeveloping 17.3 acres nearby at 2600 Philips Highway for San Marco
Promenade. The project, formerly known as Jackson Square, will comprise 510 apartments and retail space among two phases. The San Marco Crossing application states that more residential use in the area will increase walkability, connectivity and activity as a central point between St. Nicholas, Jackson Square, Atlantic Boulevard and San Marco Square. Parking will be provided at a minimum of 1.35 spaces for each unit in a mix of surface parking,

In addition to Hoffman, a retired U.S. Navy officer and attorney, the staff includes a deputy inspector general, finance and intake unit manager, auditor, contract oversight specialist, three investigators and a parttime administrative assistant, who also serves as an investigative analyst. The report also includes an overview of the office’s budget and oversight growth. The initial appropriation for 2014-15 was $206,319 for four approved positions and jurisdiction over only the core city government departments. The following year, voters approved a referendum on the March 2015 ballot that added jurisdiction over JEA, the airport, transportation and port authorities and Duval County’s property
appraiser, supervisor of elections and tax collector. Three positions were added that year and the budget was increased to $811,371. In 2017, the independent authorities began contributing to the OIG budget, which increased to $937,767 and added another full-time investigator and a parttime executive assistant. The office’s appropriation in the city’s 2017-18 budget is $999,768, a 7 percent increase, primarily as a result of pension reform, according to the report. Plans for the coming year include completion of audits of the city Office of Sports and Entertainment and of the city’s payroll and timekeeping processes and policies. In addition, Hoffman and his staff will seek accredited status through the Florida Law Enforcement Accreditation Commission.

E Bay St. Downtown is scheduled to close Feb. 3 but the space won’t be vacant for long. Charles Mann with Liberty Bay Inc., which owns the property, said new tenant John Ferra will open a bar. Ferra said Thursday he will
begin minor renovations once the Pub shuts down. He said he hasn’t settled on a new name, but the bar will continue to serve beer and wine while he applies for a liquor license in the next few months. “We want to see what type of crowd comes in there and based on their wants, and our own vision, the bar will evolve from there,” he said.

New luxury apartments are headed for North Jacksonville. Real estate developer and manager Becovic Management Group of Fishers, Indiana, has received a mobility fee certificate from the city to build 192 apartments on 22.91 acres northeast of Downtown. The developer will pay $284,394 to mitigate traffic impact of The Preserve at Island Pointe at Broward Road and Island Pointe Parkway. The community is separate from Island Pointe, just west of the site near the Trout River near Interstate 95. “This would be an entirely new development,” said Gillian Downham, regional director of the developer. “It is a high-end luxury, Class A community. public infrastructure needed to prepare the site for development. The DIA would pay JEA $1.86 million upfront, with the remaining funds paid back to the publicly owned utility over time. The city of Jacksonville also will contribute $26.4 million toward infrastructure. DIA board member Oliver Barakat was not satisfied with how the DIA plans to repay a $16.7 million loan from JEA to purchase the property. Barakat persuaded the board to adopt an amendment requiring that 75 percent of the JEA loan be paid back by the revenue generated by project, with the remaining 25 percent paid Barakat back through the Southbank Tax Increment District. Originally, the loan was to be paid back only through the Southbank TID. JEA’s board of directors must approve the amendment at its Tuesday meeting before the deal can proceed. While DIA unanimously approved the project, members said they wanted detailed answers about the structure of the deal, the financial ability of both the master developer and its potential partners to see the project to completion, and the use of funds from the Southside TID to pay JEA. Elements secured the right to purchase the property from JEA in 2014 for $18.6 million, although the closing date has been extended several times. “Those were my expectations,” said council member Matt Schellenberg about Elements purchasing the property outright. DIA’s role as a buyer was revealed in December when terms of the deal were made public. Schellenberg, vice chair of the City Council Finance Committee and a vocal opponent of the current deal terms, has suggested JEA should put the project back out for other developers to bid. “I still haven’t moved on that position,” Schellenberg said after the meeting. “If you have to spend four hours explaining how a deal like this works, and people still don’t understand, then that tells me all I need to know,” he said.

DIA board member Brenna Durden expressed several reservations with the agreement. “It’s frustrating as a lawyer to be approving documents we haven’t’ seen before,” she said. Durden said she wanted assurance that Elements would develop the property under a strict timeline, building what she believed are the most valuable parcels first. “I don’t want to be constrained by an arbitrary set of obligations,” said Rummell in response. “We can’t do that because it’s going to depend on the dynamics of the market.” Elements’ plans include 1,170 residential units, a 200-room Marriott-brand hotel, 200,000 square feet of Class A office space, 285,000 square feet of retail, 125 marina slips, an extension of the Southbank Riverwalk and public parkland. Durden also said that Elements should be required to set aside some of the 1,100 planned residential units for workforce housing. “We’ve approved three proj-
ects with affordable housing on the Northbank recently and I think we need to make an effort on the other side of the river, too,” she said. Board member Craig Gibbs suggested Elements should use the Jacksonville Small and Emerging Businesses program when using taxpayer money to build infrastructure. DIA CEO Aundra Wallace said he would ask the city’s procurement department about the feasibility of the request. Board member Braxton Gillam said he was disappointed that JEA issued a Request for Proposals to sell the property directly to a developer without the city’s involvement. “We weren’t involved in those negotiations,” Gillam said. “We’re now left to pay for a deal that someone else is negotiating.” Munz said after the meeting that he welcomes the debate. “The deal hasn’t changed,” said Munz, an executive with the Jacksonville public relations firm The Dalton Agency. “The dollars are all the same,”
he said. “The JEA still, at the end, gets paid what the JEA is going to get paid.” Munz said the city’s participation will ensure that it has some level of control “in a horizontal d eve l o p m e n t that they’ve listed in their plan as a catalytic site.” During the Munz discussion, Munz said the development group is talking with representatives of a 20,000-square-foot “green” grocery store and a drug store chain to anchor retail parcels. He said the group was bound by nondisclosure agreements and could not publicly identify the names. “As soon as we can, we’ll release those details,” he said. The meeting ended after four hours because the space in the first-floor training room of the Ed Ball Building had been reserved by another party. Despite the concerns, the board voted unanimously to move for-
ward. “This is far too complex a deal for us to be running out of a meeting, having to leave without being able to talk about all these things,” said DIA Board Chair Jim Bailey. “There’s too many pieces to this. It’s huge,” he said. “We’ll have another chance to discuss it further after it comes back from JEA, but this is frustrating.” Bailey said the work the group was able to accomplish will go a long way when council begins its debate about the project. “I think this meeting opened a lot of eyes and will help people understand moving forward,” he said. If JEA’s board of directors approves the amended deal, it would return to the DIA for approval before being introduced to council. Brosche forms committee to review deal for The District City Council president says she’s heard concerns about plan’s complexity. By David Cawton Staff Writer City Council President Anna Lopez Brosche formed a special council committee to review a pending deal for The District, a 30-acre mixed-use development proposed for the Downtown Southbank by developer Peter Rummell and his Elements of Jacksonville LLC group. In a memo issued Thursday, Brosche named council member Matt Schellenberg as chair of the committee. It also includes
council members Garrett Dennis, Lori Boyer, Bill Gulliford and Sam Newby. The District deal, approved Wednesday by the Downtown Investment Authority, includes up to $45 million in taxpayer money and has the city buying the property from JEA – a key change from what was to be a straightforward land sale between Elements and the utility. “This is an important and sizable commitment on behalf of the city and the taxpayers,” Brosche said Thursday. “I’d like for us to be prepared to do the work that the City Council has to do to make sure this is the right decision for the taxpayers,” she said. Brosche said she has yet to receive the packet of docu-
ments issued to DIA members detailing the terms of the deal and that she did not want to make Brosche any decisions on the project based on media reports. “Ultimately my inability to be part of these conversations, as well as other members on council who are interested, is another reason why we need to separate this from our work and focus on it as a single issue,” Brosche said. Constituents tell her the deal is confusing. “On a surface level, the concerns I’ve heard from the community is that this project has moved from simple to complex, from the city not being involved
financially to where we are now,” Brosche said. “I think it’s been a surprise to many.” On Monday and again before Tuesday night’s council meeting, Schellenberg asked Brosche to form the committee to review the deal. Schellenberg has been a vocal opponent of the deal as it is structured. Instead of purchasing the land from JEA, Elements would spend $18.6 million on public infrastructure and the city would spend $26.4 million on it. The DIA plans to buy the land for $18.6 million, paying JEA $1.86 million upfront, with the $16.7 million balance paid to the utility over the next two decades. Rummell and development partner Michael Munz said the
project will include $433 million in private capital. Schellenberg could not be reached immediately by phone Thursday afternoon. He said Wednesday he had expected Elements to purchase the property outright from JEA and has suggested that JEA put the project back out to bid. Brosche said it will be up to Schellenberg to set a meeting date for the new committee. Standard Feed and Seed is this awesome little piece of Americana. It’s been around since April 1, 1946. I’m blessed to be the third owner. I call it “the steward” because you don’t own this piece of Jacksonville history. You caretake it. People come in and they’re happy to be there. We have a lot of pet supplies. We also sell chickens. Feb. 2, we get our first round for the year. The backyard flock is getting to be a much bigger deal in Jacksonville these days. People buy plants and feed. We roast peanuts every day. I have absolutely no background in feed and seed, and I’ve killed just about every plant I ever tried to grow. My wife, Mary Pat, and I have had dogs ever since we’ve been married, but she’s the driver on that. There were a lot of factors that went into picking this business. It was not too big, not too small. It’s successful. One of the first things I would do when a business broker would bring something to me is I would check their Google ratings. It’s 4.6 to 5 stars. I had a printing and commercial products business. I started out as an independent contractor with my father-in-law and bought him out in 2007. It was a franchise business and the franchise owner decided they wanted to start a program of doing some roll-ups. They offered me a sum of money which made me take that offer. That’s been almost two years ago. With the sale of the business, my wife and I have been able to do a lot of traveling. Everybody should take a gap year. I love being an entrepreneur. Ever since I was 12 I’ve been cutting grass and throwing newspapers. I’m not a good employee, I need to work for myself. I don’t take directions well. The five years I did have bosses I never liked being micromanaged and so I don’t

micromanage. I try and let people know what’s expected and treat them like an adult and hope they do it. Safeguard had some promo products they were trying to get rid of. The representative said, “We’ve got ice scrapers.” I said, what the heck am I going to do with an ice scraper in Florida? But I wanted everybody in Jacksonville to have a Safeguard ice scraper. It took almost two years after I sold the business to get rid of all my ice scrapers. One of the things we sell is Black Kow cow manure. I’ve been told for many, many years that I’m full of manure and so my idea is to give away 5-pound bags of Black Kow, but Mary Pat’s not liking that idea. We’re going to have to see.
