The Downtown Investment Authority is seeking proposals for a convention center, hotel and parking garage at the Downtown East Bay Street site of the old City Hall Annex, courthouse and a parking lot. The DIA cites the New Convention Center Feasibility Analysis Update prepared by Strategic Advisory Group as the basis for its proposal. “The DIA commissioned a convention center study, which was completed in June 2017, and which generally support the City/DIA pursuing development of a convention center, hotel and parking garage to complement the other development in Downtown Jacksonville,” reads the resolution inviting proposals. with more than 40 meeting planners about Jacksonville’s viability as a convention destination. More than 80 percent of those interviewed said that Jacksonville was “not on the radar” as a large meeting or convention destination. Much of that was based on the perception that Jacksonville lacks key criteria sought by convention planners. The report cited “walkability, lack of sufficient hotel package, airlift, the need to ‘clean up’ downtown, safety and the overall lack of ‘things to do’ ” as challenges. Also cited was a “lack of restaurants, attractions and retail.” Those surveyed indicated that Jacksonville should maximize the St. Johns River to create an experience unique to the city. FIRST THINGS FIRST

The DIA is seeking a proposal that includes these minimum requirements: A 350room full-service hotel; a 200,000-square-foot exhibit hall; a 40,000-square-foot ballroom; 45 meeting/breakout rooms; function space; retail; recreation; food and beverage including a full-service restaurant; 400 hotel parking spaces; and 1,300 convention center parking spaces. By contrast, the Prime F. Osborn III Convention Center, at 1000 Water St., comprises 78,000 square feet of exhibit space. It has no connecting or nearby hotel. According to the SAG report, the historical performance of the Prime Osborn is below industry standards. In 2013, the Prime Osborn had an overall occupancy of 28 percent and in 2014 it was 27 percent, the study says. The industry standard for a center that is operating at capacity is 70 percent occupancy. “The feedback received in this study, as well as past studies, supports the conclusion that the current location of the Prime Osborn prevents it from being an active convention facility,” the report says. The center was built in 1919 as a railroad terminal but ceased operations in 1974. It was converted into a convention center in 1986. The new convention center would sit next to the 951-room Hyatt Regency Jacksonville Riverfront Hotel and is near Jacksonville Jaguars owner Shad Khan’s planned Shipyards development, which would include dining, entertainment and nightlife venues. “It is envisioned that the new project would create and sup-

An expansion of 50,000 square feet is scheduled to begin in 2019 at $110 million and is amid a $2.7 billion mixed-use development that includes urban residences, restaurants, retail and hotels. port new demand for convention center facilities, promote larger events in adjacent areas of the urban core and Sports Complex, and possibly spur additional development in the area,” the DIA’s resolution reads. The SAG report suggests, however, that such “additional development” would need to precede a convention center. In conjunction with national and local sales offices of Hyatt, the SAG surveyed 30 meeting planners representing more than 73,000 meeting and convention attendees. Of the respondents, 81 percent who had met in Jacksonville were “somewhat unlikely or highly unlikely to return.” They also said a new conven-

tion center with no improvement in the Downtown experience was not appealing. The results of the Hyatt National Sales survey indicated that interest in placing a meeting at a new convention center in Jacksonville with no destination enhancements was “very low.” The DIA request doesn’t include city funding, but says proposals must include a financial analysis and a financing plan for the project. That includes financing sources and estimated costs, and the level of public participation needed to combine with private financing to accomplish the project. Proposals also should include the bidding firm’s plan for permanent financing and capital-

ization of the facilities, including design, construction, implementation branding and operational costs. A minimum required rate of return for equity investors and lenders also is requested. Convention centers typically are not privately financed. The 550,000-square-foot Charlotte Convention Center was built in 1995 for $150 million. It includes 280,000 square feet of contiguous exhibit space and is financed through a portion of the county’s hotel/motel/prepared food tax. It is adjacent to the NASCAR Hall of Fame and within walking distance of dozens of restaurants and bars, a National Basketball Association arena, several performance venues, a Class AAA

But for now the report says it should remain a plan. City Council President Anna Lopez Brosche, chair of the Duval County Tourist Development Council, said she is glad to see activity on the topic “which the community has been discussing for quite some time.” The local tourism marketing plan was extensively revised by her predecessor, former TDC chair and council President Lori Boyer, to “shine the light on Jack-

sonville,” Brosche said. “This is another step in the process to make sure we have all the Lowe right assets,” she added. “We know we need a better asset in Jacksonville. She recalled 2008 when two groups that had been coming to the Prime Osborn Convention Center in January for more than 10 years moved their annual meetings to the larger Ocean Center in Daytona Beach. That meant a loss of nearly 5,000 hotel room nights and an estimated $2.4 million in spending by the two groups. “It’s great news,” she said of the proposal for a larger convention center. “So many groups don’t even look at Jacksonville because we don’t have the facility they need. It would bring in conventions we can’t have now.”

“It’s no secret that this conversation has been ongoing for a few years,” said Wallace. “But let’s make no mistake about it, I can’t do anything of this nature without the administration’s blessing,” he said. Last year, Mayor Lenny Curry earmarked $8 million in his $1.2 billion budget for 2017-18 to tear down the structures. Wallace said with other large developments planned for both sides of the Downtown riverfront, the timing seemed right, adding that he couldn’t remember the last time the city gauged the market for a convention center with a real solicitation. The DIA wants prospective developers to include plans for a 350-room full-service convention center hotel, a 1,700-space parking garage, a minimum of 200,000 square feet of public exhibition space, a 40,000-square-foot ballroom and at least 45 meeting rooms. Plans also would include a fullservice restaurant and complementary retail space along Bay Street. The resolution says the project’s parking garage will need 400 parking spaces for hotel guests and 1,300 spaces set aside for convention center patrons. While DIA members unanimously supported the move, several voiced concerns during the public meeting about the timing of the solicitation, potential

access to the riverfront and the demand for a new facility. Members Brenna Durden and Oliver Barakat offered minor changes to the language of the resolution to encourage prospective developers to maintain public access to the river and to develop retail along Bay Street. They also agreed that the solicitation process should be expanded from 60 days to at least 120 days. “This is probably our most valuable vacant piece of public riverfront real estate and I think we need to be very thoughtful and thorough about it,” Barakat said. He and Durden suggested the agency enlist an industry expert to advise the DIA on the process, an amendment added to the resolution. “Convention centers are particular gambles,” said Durden, who wanted further assurance from Wallace that any submissions were appropriate for Jacksonville. “We’re looking for darn good proposals,” said Wallace in response. “And if they’re not good, we’ll score them accordingly.” City Council member Lori Boyer, who acts as the council liaison to the DIA, said it was important to consider the status of two other large Downtown proposed projects – Jacksonville Jaguars owner Shad Khan’s

Shipyards development along the Northbank and Elements of Jacksonville LLC’s Southbank development called The District. “My work on the Tourist Development Council has educated me that this is a three-legged stool instead of a two-legged stool,” Boyer said. She said a new convention center alone isn’t going to draw groups to Jacksonville if there’s nothing else to do nearby. The proposal doesn’t include costs, but a convention center study completed in June 2017 by Strategic Advisory Group estimated the main convention space could cost between $250 million and $430 million, with parking to add another $34 million to $51 million. Wallace said his staff used the figures from that study to determine the square footage and hotel

space in the resolution. He said any city-backed incentives would be determined after a developer is selected and a term sheet is negotiated. “That opportunity will be made clear to those bidders,” he said. The next move will be for Wallace and the DIA staff to hire an advisory firm with the goal of advertising the solicitation by early February. Wallace said a three-member committee will evaluate the submissions. It comprises Barakat, Wallace and a representative from the mayor’s office. Despite apprehension from some members, others were supportive of the idea in general, including DIA board Chair Jim Bailey. “I’ve always felt like a convention center was the missing piece for Downtown,” Bailey said.

“Right now, we don’t have the space to compete with a Charleston or a Savannah,” he said in reference to the Prime F. Osborn III Convention Center in LaVilla. Wallace said there were no immediate plans concerning that facility. DIA board member Ron Moody, a property appraiser, said the riverfront property was prime for development and that a convention center seems fitting. “We’re on a roll right now as far as the marketplace is concerned,” said Moody, who called the site “a strategically located piece of property that shouldn’t be ignored.” “To do nothing,” he said, “is not the answer, that’s for sure.”

The visible and expected activity also is attracting investment on a smaller scale. In December, auto dealership owner Jack Hanania bought the historic Dyal-Upchurch Building at 6 E. Bay St. for $2.8 million as an investment. “It is a great location and with all the activity that is going on and the development that is taking place, I want to go Downtown and help be a part of it,” Hanania said upon the purchase. support the Downtown,” he said. “It’s the right thing to do. You can’t have a strong city without a strong Downtown.” This week, Prime Realty announced that Live Oak Contracting moved into the ninth floor at the 10-story 100 North Laura office building. “The bottom line is everyone wants to be part of a vibrant, successful community,” said LiveOak Managing Partner Paul Bertozzi in a statement. That said, there’s much more to do. It will take years, perhaps a decade or more, for some of the big proposed projects to open for business, and that’s assuming they go forward. For example, the Shipyards has been proposed by one developer or another since at least 1995, although Jacksonville Jaguars owner Shad Khan, who is work-

ing to develop the property, seems to have the resolve to get it done. The property closed as a working shipyard in 1992. Then there’s the Southbank, already lined with office towers, hotels, restaurants, apartments and, developers hope, The District. The District has been Peter Rummell’s dream since he brought up the words “Healthy Town” in a Daily Record interview published in March 2014. While the courthouse implosion won’t be the big bang of Downtown Northbank development, it does show the city hopes for a boom in business. Let’s hope it’s more than just smoke on the water.

In another plan to raise progress from the ashes, the city wants to demolish the former Duval County Courthouse along with the old City Hall Annex and parking lot to make way for a convention center, hotel and parking garage. Mayor Lenny Curry earmarked $8 million for the demolition. A spokeswoman said Tuesday that the city still is pursuing the demolition and the work product — the Request for Proposals — has not been finalized. The convention center document is just a Notice of Disposi-

tion for now as the Downtown Investment Authority seeks proposals from developers for the center. No price is attached, but a consultant’s study shows it could cost $284 million to $481 million for a 200,000-square-foot exhibit hall and parking garage. That doesn’t count the hotel and other amenities. An implosion will signal much more than a potential convention center, though. It is an explosive step toward Downtown revitalization. There are more than a dozen large — and small — projects underway or proposed on the Northbank and in the core of Downtown, including LaVilla. Of course, there’s also what’s not happening, namely activity and development at the waterfront Jacksonville Landing mar-

Adams St. for development into offices and apartments. The neighboring Laura Street Trio, to include a hotel, is next and a parking garage is in city review. The total project is $90 million. n The $33 million Jacksonville Regional Transportation Center is under development in LaVilla. n Three housing projects are complete or under development in LaVilla: The 130-unit Lofts at LaVilla and a possible second phase; the 108-unit Lofts at Monroe; and the 130-unit Houston Street Manor senior living complex. n The Lerner Building redevelopment for Florida State College at Jacksonville

Adams St. n Sun Classics, a Birmingham, Alabamabased maker and retailer of high-end outdoor furniture, paid $1.2 million in December for a building in LaVilla for a retail showroom and warehouse. n Texas-based Southbelt Park Ltd. and Florida-based IGS Diamond S Inc. paid $4.4 million last year for the Elkins Building at 701 W. Adams St. and rebranded it the Diamond S Building to market it to legal services that need proximity to the nearby Duval County Courthouse. n Miami investor Ramon Llorens added to his Downtown holdings in December with the $2.78 million acquisition of the Greyhound bus station at 10 N. Pearl St. Since September 2014, through ownership groups, Llorens bought EverBank Center, a Downtown parking garage at

336 W. Bay St., a 2.78-acre parking lot at Hogan and West Bay streets near the parking garage, Southbank riverfront commercial buildings and the former Ford Motor Co. plant in Talleyrand near the Sports Complex, as well as industrial property along New Berlin Road in North Jacksonville. n Cowford Chophouse opened in October at 101 E. Bay St. three years after investor Jacques Klempf bought the crumbling building and invested more than $6 million to restore and redevelop it. n The Hyatt Regency Jacksonville Riverfront is renovating, not only from damage in September from Hurricane Irma but also because it was sold at the same time. It hasn’t announced when it will reopen the remodeled lobby. Morton’s The Steakhouse opened in the hotel in June. n The 5,500-seat Daily’s Place amphi-

theater opened in May at EverBank Field. Proposed on the Northbank: n The Shipyards is proposed for redevelopment by a group led by Jacksonville Jaguars owner Shad Khan. Iguana Investments of Florida is negotiating with the Downtown Investment Authority to redevelop the 70-acre property along the Northbank, which includes Metro Park, with residences, a hotel, offices, and retail and restaurant spaces. The Cordish Companies, a sports and entertainment developer, has been talking with Iguana. n A 90-room Hotel Indigo is proposed at the Life of The South Building at 100 W. Bay St. n Berkman Plaza II, the unfinished condominium tower where work stopped in 2007 after an adjacent parking garage collapsed is expected to be redeveloped.

Land trust leases Brewster Hospital The North Florida Land Trust has come to terms with the Downtown Investment Authority to lease the historic Brewster Hospital Building in LaVilla. In exchange for $350,000 in building improvements, the land trust will receive up to five years of free rent, with the option to extend the lease another 10 years.
