$5.7M warehouse planned for HVAC manufacturer

Hines buys more land along Gate Parkway Property for second phase of Southside Quarter development acquired for $12.63M. Global real estate firm Hines, through S-15 Land Holdings LLC, bought 47.38 acres along Gate Parkway for the second phase of its Southside Quarter development. Hines paid $12.63 million for the property Jan. 16, according to a deed recorded last week with the Duval County Clerk of Courts. Property records show the land includes acreage designated for retail, residential and office use and for outparcels. Hines bought it from He Otter LLC and He Shoulda Investments, led by Lanny Thomas and Charles Brightman Skinner Jr. A Hines spokesman had no comment. Hines, based in Houston, is developing Southside Quarter along Gate Parkway at southwest Butler Boulevard and Interstate 295. It was reported early in the deal that Hines contracted for about 116 acres, of which 75 acres can be developed. Hines markets the project as a 105-acre development. Gate Petroleum Co. proposes to raze and rebuild the Gate gas station and convenience store at 2350 Florida 16 in St. Augustine, near Interstate 95. Plans show a 6,536-squarefoot store and 24 fueling stations under a canopy. The existing 6,000-square-foot property structure was developed in 1998. Spokeswoman Misty Skipper said Jacksonville-based Gate is “committed to providing the best experience for our customers at the pumps and inside our stores.” “As we continue to expand our in-store offerings with a focus on fresh-made food, we are identifying sites that will benefit from our new, state-ofthe-art store design. The store located at 95 and State Road 16 is such a location.” She said the store will include Gate’s Fresh Kitchen fast-casual café serving freshly prepared pizza, smoothies and specialty coffees. Toys R Us will close its Babies R Us location at 6001 Argyle Forest Blvd. as part of its nationwide closure of 182 stores. Money.cnn.com said the company, which declared Chapter 11 bankruptcy reorganization in September, reported the closing in a court filing late Tuesday. Toys R Us has 1,600 stores worldwide, including 880 in the U.S. According to the news site, the filing said the decision to shut the stores was prompted by increased competition and a shift by customers toward online shopping. The closures need court approval. A letter by Chairman and CEO Dave Brandon posted on the company website said he estimated store closing sales would start in early February and largely be completed in mid-April. “The actions we are taking are necessary to give us the best chance to emerge from our bankruptcy proceedings as a more viable and competitive company,” he said. Lawmakers appear ready to match Gov. Rick Scott’s request for $85 million to replenish a new economic development fund but might not meet his proposal for tourism-marketing money. An initial House budget proposal calls for spending $76 million on Visit Florida, the state’s tourism marketing arm, during the upcoming year. That is $24 million less than what Scott wants. Meanwhile, an initial Senate plan would provide $50 million. Still, the proposals released Wednesday indicate that while negotiations and lobbying efforts will continue over Visit Florida, the debate won’t match a 2017 fight over the agency. That fight ultimately led to Visit Florida receiving $76 million for the current year. House Transportation & Tourism Appropriations Chairman Clay Ingram, R-Pensacola, credited a change in leadership last year at Visit Florida for helping clear up most spending issues at the public-private agency. Ken Lawson, a former secretary of the Florida Department of Business and Professional Regulation, took over as Visit Florida’s president. Ingram said confidence in the agency was boosted by a Jan. 10 study from the Legislature’s Office of Economic and Demographic Research that found Visit Florida has a $2.20 return on investment for every $1 spent. The return was down from $3.20 in 2015 due in part to increased spending by the agency, which Ingram said was “part of the thought process” in keeping the funding at $76 million. The governor’s office credited increased tourism spending for the state attracting a record 112.3 million visitors in 2016. The proposals released Wednesday are an early step in a process that will lead to the House and Senate approving overall spending plans and then negotiating a final budget for the fiscal year that starts July 1. During last year’s session, House Republican leaders clashed with Scott about the future of Visit Florida and the business recruitment agency Enterprise Florida. After a special legislative session, lawmakers agreed to provide $76 million for Visit Florida and $85 million for the “Job Growth Grant Fund,” which was created as a compromise in the dispute about economic development incentives. The proposals released Wednesday would provide another $85 million to the jobgrowth fund. “I believe that the governor has done a great job spending these dollars,” said Senate Transportation, Tourism and Economic Development Appropriations Chairman Wilton Simpson, who is Senate majority leader.

The state also will offer a Florida Flex Training Grant, although no amount has been announced. Additional incentives are being determined and one training grant is recurring.
