By David Cawton Staff Writer A local coffee roaster is expanding into the Riverside neighborhood, two years after opening a shop near the Beaches. Chris Diedrich, president of Pura Bean Holdings Inc., said his second Pura Bean Coffee Co. shop will open at 915 King St. in the former Yummy Crepes space. His first location, at 14286 Beach Blvd. at San Pablo Road, opened in July 2016. It’s in the same shopping center as The Church of Eleven22, of which he is a member. “We want to try to get this one open right around our two-year anniversary,” said Diedrich, who estimates the build-out will take until July. He said there are no major

structural challenges, “just a lot of cosmetic stuff to deal with.” Diedrich said he signed a Diedrich five-year lease for the space, owned by C by L Properties LLC. He said both stores are managed by Rettner Management. “We have a good relationship with them, and they mentioned they had the space available,” Diedrich said. “I went and looked and it felt right, the layout was perfect,” he said of the 900-square-foot space. The day after being notified he was chosen as the University of North Florida’s next president, educator David Szymanski said he was making plans. “I told people it’s the next breakout university in terms of excellence and making a difference for people,” said the University of Cincinnati professor and business dean tapped to replace John Delaney. Szymanski said Wednesday he sees opportunities to partner with city and community leaders, much as he said he did in Cincinnati. “It was about connecting with community leaders,” he said, including industry and nonprofit executives, to determine how UNF can best serve its students and the area. He also sees “endless opportunities” for what the university can become. He wants “to make it uniquely UNF, do what makes sense for us and do what makes sense for the city.” In a brief phone interview, Szymanski said he sees opportunities for the “classroom of the future” through “transformational learnSzymanski

Hyde to become interim president of FSCJ Attorney and former council member to guide the college after Cynthia Bioteau retires in May. By Karen Brune Mathis Editor Foley & Lardner partner Kevin Hyde can add another leadership role to his bio – interim president of Florida State College at Jacksonville. Hyde will take that title after President Cynthia Bioteau’s retirement, which is effective May 31. Asked if the position could be of permanent interest, Hyde said Wednesday he didn’t know. “Ask me after I’ve been on the job a while,” he said. Hyde, an employment lawyer, has a record of public service, including with the city. He spent two terms on City Council from 2003-11, serving as president during the 2005-06 council year. He also served as chief administrative officer, at $1 a year, for Mayor Alvin Brown from July 2011 through August 2012. He then served as Brown’s counselor on the city’s pension plans and reform. “You think life experiences

prepare you, but this is a firsttime experience,” Hyde said. Hyde emphasized the FSCJ role is interim. “It gets us to the next president, to serve as a bridge,” he said. A search for Bioteau’s successor hasn’t begun, he said. The timeframe hasn’t been defined, but he said searches take three to six months. He will step in as interim president when Bioteau, 65, leaves on or before May 31. She announced her retirement Jan. 22 after four years as president. Hyde and the Foley & Lardner firm have been advising FSCJ’s board and have represented FSCJ on matters requested by the General Counsel’s office. FSCJ said it did not currently have a contract with the firm.

His role included negotiations during former President Steve Wallace’s contentious departure. Hyde said he was asked if he was interested in the interim role as president and whether he would apply, and said yes to both. FSCJ Trustees Chair Karen Bowling announced Hyde’s appointment Feb. 13 in a letter to employees. While it’s not clear how long Hyde will hold that post, it does include the time frame for a budget cycle. Hyde said FSCJ plays a strong role in the city’s workforce development as it creates training programs for area employees. FSCJ provides bachelor’s and associate degrees, technical certificates, workforce certification, adult and development programs, online degrees, GED preparation classes and more. “It’s the gateway for education for many people,” Hyde said. “It’s the natural gateway to continuing education from high school.” FSCJ serves more than 50,000 students a year. Concurrently with his role at FSCJ, Hyde will be introducing new University of North Florida President David Szymanski to the community. As chair of the UNF board of trustees, Hyde led the search to hire Szymanski, a University of Cincinnati dean and professor. Pending a contract and other

formalities, Szymanski becomes UNF’s sixth president after John Delaney retires May 31. Hyde made the call to Szymanski Tuesday evening “about two minutes” after the trustees’ decision to offer him the job as president-elect. Hyde and Szymanski will negotiate a contract that will be presented to the board. It then will be considered by the State University System of Florida Board of Governors, which is scheduled to meet March 29 in Jacksonville. Szymanski, 60, could start as soon as June. Delaney, 61, announced in March 2017 he would retire in May 2018. The search began soon after, based on protocols. Hyde said that in September, the trustees began discussing the direction the university should take under new leadership, including its role in research and economic development. Those discussions also took place with the finalists. He said that in terms of research, UNF will not try to compete with schools like the University of Florida or Florida State University. Instead, UNF’s research would move more toward supporting local industries, such as logistics. “There is a role we can play in our economy,” Hyde said. That includes economic development, where Hyde said the university’s role could include

“making sure we have the available talent” for new and expanding companies, such as Deutsche Bank. “It’s our job as a regional university to make sure we are supplying the region with a trained workforce,” he said. Szymanski is the dean of the Carl H. Lindner College of Business at the University of Cincinnati and previously was the director of the Center for Retailing Studies at Texas A&M University. “He has done a lot of work at the University of Cincinnati really helping local economic development,” particularly with providing industries with the employees they need, Hyde said. Hyde said while Delaney, a former mayor, was well known when he took the job as UNF president, Szymanski will be introduced to the area. “One of my jobs is to get him out in the community. He will spend a lot of time doing that,” Hyde said. Hyde is a 1984 graduate of the University of South Florida and a 1988 graduate of the University of Florida Levin College of Law. Hyde sees the connection between UNF and FSCJ and his role among the two. “It seemed like a good fit,” he said.

In addition, the college has top 25 master’s programs in accounting, analytics, applied economics, finance, marketing and tax as well as top 10 undergraduate programs in accounting, marketing and microeconomics. UNF’s release said Lindner is the most profitable college at the University of Cincinnati, generating 81 percent of the net operating profit on the academic side of the enterprise. Szymanski helped raise more than $70 million, and in fiscal year 2017, the business college raised more than $20 million, making it the first academic unit in the university’s history to break the $20 million threshold, the release said. Before joining the University of Cincinnati, Szymanski was the director of the Center for Retailing Studies at Texas A&M Univer-

sity. He served on corporate and professional boards, including several NCAA boards and committees, and he serves on the board of Office Depot. Szymanski earned his doctorate and MBA, both with a marketing emphasis, from the University of Wisconsin at Madison and his bachelor’s degree in economics from the University of North Carolina at Asheville. Hyde, a lawyer, was authorized by the trustees to enter into negotiations with Szymanski. The selection must be confirmed by the Florida Board of Governors before it is finalized. The board will meet March 29 at UNF and is expected to vote on Szymanski as president-elect. Szymanski, 60, will succeed Delaney, 61, who served as UNF president for 15 years. Delaney retires May 31. UNF has had four other permanent presidents, including founding president Thomas Carpenter (1969-80), Curtis McCray (198288), Adam Herbert (1989-98) and Anne Hopkins (1999-2000). UNF said the selection con-

cludes a national search launched last spring. Faculty, students, staff, donors and volunteers provided input on the qualities and characteristics desired for the next president. More than 600 online surveys were submitted. The search committee reviewed the 75 applicants, and after public comment, narrowed the list to 12 semifinalists, who had on-campus interviews. UNF said that after another period of public comment, the search committee narrowed the list to the final candidates, and each of the finalists had individual sessions with faculty, staff, students, donors, volunteers, associate deans, chairs, deans, vice presidents, direct reports and community leaders. Another online survey was conducted to gather feedback on the four finalists. The trustees reviewed the survey results and heard public comment before deciding who would lead UNF.

Its campus is at 1 UNF Drive in Southside. Szymanski said he might start June 1, pending the final negotiations. He said UNF’s role is important. “It’s a responsibility that I take seriously,” he said, referring to the university’s role in economic development, social issues “and making it a better city.” Szymanski will meet with students, faculty and community leaders. He said he did his homework about UNF before the interviews and learned more during the process. He said he applied because his research found passion and dedication to the university.

“You can do a lot if people care, if people are committed and people want to be better,” he said. Szymanski is dean of the Carl H. Lindner College of Business and professor of marketing at the University of Cincinnati, which has more than 44,000 students. A UNF news release late Tuesday said enrollment at Lindner grew 50 percent for undergraduate and nearly 200 percent for graduate students, with first-year retention rates as high as 93 percent and six-year graduation rates increasing 1,000 basis points to 71 percent under Szymanski’s leadership. During his eight years at the university, Szymanski also led curriculum changes for undergraduate and graduate students, revising the MBA to be more flexible for the professional and time-constrained student, said the release. New masters and doctoral degrees in demand by students and businesses were added, along with new graduate certificate programs. The college also launched new online courses and

JBA gets constitution revision update Commission working to place amendments on November ballot. By Max Marbut Associate Editor The Florida Constitution Revision Commission is entering the final phase of its yearlong deliberations, and on Wednesday, The Jacksonville Bar Association got an update on its progress and insight into how the process works. The commission is convened every 20 years to consider possible constitutional amendments, which are placed on the general election ballot for voters to approve or reject. Attorney Hank Coxe, a partner at The Bedell Firm and chair of the commission’s Ethics and Elections Committee, was joined at the Bar’s monthly meeting by Martha Barnett, a retired senior partner at Holland & Knight, and Mary Adkins, a law professor at the University of Florida. Adkins is author of “Making Modern Florida: How the Spirit of Reform Shaped a New Constitution,” an in-depth study of the state’s modern constitution. Barnett was a member of the revision commission in 199798 and is a past president of the American Bar Association. Adkins said one of the provisions in the 1968 constitution was that there would be a revision process 10 years after it was adopted and then every 20 years. Members are appointed by the governor, Senate president, speaker of the House and the chief justice of the state Supreme Court, while the attorney general is an automatic member. Adkins said the modern constitution was written by the 1966 Constitution Advisory Commission. The 2017-18 group differs from the 1977-78 and 1997-98 commissions in that it is the first time there are no members who are serving through a second appointment. The commission put eight proposed amendments on the 1978 ballot and all failed, Coxe said. In 1998, nine amendments were considered by voters and

eight were approved with a simple majority: at least 50 percent. This year, for an amendment to become part of the constitution, it must receive at least 60 percent of the vote. The commission has whittled down more than 900 amendments proposed by the public and commissioners beginning last spring to a “short list” of 37 that were approved by two of the commission’s committees. They are the subject of a series public hearings across the state before the commission makes its final decisions on amendments that will be presented to the secretary of state for inclusion on the Nov. 8 ballot. Coxe said that during the hearings, some speakers asked that proposals that didn’t make the short list be reconsidered for the ballot. That was the case Monday, when the commission heard public comment at the University of North Florida. Proposal 22 would guarantee a woman’s right to privacy if she chooses to have an abortion. It was struck down in the committee process, but was suggested for resurrection by the public. That would require a majority of votes by commissioners for reconsideration and then approval by at

least 22 of the 37 members to put it on the ballot. “I urge the commission to be cautious,” said Barnett, because voters might object to the proposal appearing on the ballot after it failed to make the short list. “That could backfire and create an environment of distrust,” she said. Another failed proposal that has been suggested by the public for reconsideration is an amendment to allow voters who aren’t registered as Democrats or Republicans to vote in primary elections. Coxe said that despite 3.4 million people – nearly 30 percent of the electorate – currently are registered as “no party affiliation,” and unable to vote in primaries, “I don’t see that going anywhere with this commission.” One of the more controversial proposals that made the short list would allow public money to be appropriated by the Legislature to religious organizations for nonreligious purposes, such as private schools. Barnett said that possibility has been discussed for at least 10 years, but hasn’t gained enough traction to become law because “many people believe it will lead to public dollars going to religious institutions,” which would subvert the concept of separation

of church and state defined in the U.S. Constitution. Proposal 96, which would establish new rights for victims of crime under the constitution, also is proving to be controversial. At the public hearing at UNF, multiple speakers represented each side of the issue, with people who have been victims of crime on one side and attorneys on the other. The victims argue they should have the right to be informed of every procedural hearing and other legal actions regarding the case that involves them, as well as the right to choose to not participate in the defense discovery process, including refusing to be interviewed or deposed about the facts of the case. Attorneys argue the amendment would tend to slow down the justice system and burden the courts. That proposal, modeled after a law that went into effect in California in 1983, is unique among the 37 on the short list because it was not suggested by a commissioner or by the public. It was instead put forth by paid lobbyists, Coxe said, and it will be considered by the commission for inclusion on the ballot. The commission has scheduled additional public hearings Monday in Pensacola, March 13 in St. Petersburg and a date to be determined in Southwest Florida. At the conclusion of the hearings, the commission will begin to consider the proposed amendments and must submit to the secretary of state by May 10 amendments that will appear on the November ballot. Barnett advised that the commissioners should perform their work with the understanding of the body’s independent role in shaping state law for decades into the future. The issues it proposes to put before voters are not subject to confirmation by the Legislature or the courts. “This is a powerful political body, but the commission serves at the pleasure of the people. The Ramona Flea Market on the Westside has a new owner. Henderson, Colorado-based United Flea Markets said in a news release Wednesday it bought the market at 7059 Ramona Blvd. A purchase price wasn’t disclosed. Founded in 1971, the market sits on 107 acres and has more than 700 vendors. Diedrich said the shop will feature elements similar to the Beach Boulevard location, but he plans to instill a more “Riverside feel.” He said he is approaching the new location’s layout a little differently, “after learning a few hard lessons the first time.” “If I could go back and do it all over again, I probably would’ve designed the layout to have more seating, things like that,” he said. While he doesn’t have a definite number, he said the Riverside shop will offer 20 to 30 seats. Diedrich also plans to serve beer and wine in Riverside to capture evening crowds. “We want to make it more of a meeting spot, somewhere people can go after work, and get more than just a coffee,” he said. GROWING THE BRAND

Diedrich showcased his coffee at the 2015 One Spark crowdfunding festival, but said he gained the most traction after becoming a regular vendor at the Riverside Arts Market in May 2014. He left his corporate job in 2015 to pursue the coffee business full time. “It was my incubator,” he said

of RAM. “When I started there, I had a full-time job in the mortgage business, and because of that exposure I was able to quit that and focus on Pura Bean,” Diedrich said. Without the weekend food and arts market, he would not have been able to open his first storefront, he said. “Some of the products we offered in the past just never worked out,” Diedrich said. “By being there to test them out, we figured out what worked and what wasn’t going to make it.” Diedrich will continue to roast his four core coffee products and his seasonal blends at the Beach Boulevard location. He also bakes breakfast pastries and makes sandwiches there. At the Riverside shop, he said he plans to use baked products from other RAM retailers, like Flour and Fig Bakehouse and JC’s Daily Bread. “We want to bring in more local companies to spread the wealth,” he said. He’s also going to continue offering his coffee at RAM. “It was scary opening up a coffee shop, quitting my job and

doing this,” he said, but the concept caught on quickly. Over the past year, Diedrich said sales are up 40 percent and weekends are becoming busier. “People are starting to know we’re here,” he said. “We’re definitely more established and I think that speaks to the coffee we make and the shop’s atmosphere.” LOCAL COFFEE ON THE RISE

Jacksonville has seen a rise in local coffee shops that roast their beans. Bold Bean Coffee Roasters, Southern Grounds & Co. and Vagabond Coffee Co. are homegrown. Bold Bean has three locations in Riverside, Jacksonville Beach and San Marco. Southern Grounds in Neptune Beach plans to expand into San Marco, and Vagabond roasts and sells its coffee in Murray Hill. “Everybody has a distinct look and feel, and like beer, there are so many options,” Diedrich said. He said the coffee and food environment in Jacksonville reminds him of the independent shops in his former home of Austin, Texas.

Hoffman’s announcement followed the Feb. 14 shooting at a Parkland high school that left 17 students and faculty members dead. The suspect, 19-year-old Nikolas Cruz, used an AR-15 semiautomatic rifle during the attack. “It has to start somewhere,” Rummell told the Times about gun control. While Hoffman said he would issue an ultimatum to the politicians he supports, Rummell provided his position in a statement Sunday night, saying he was not sure if “starting with just an ‘ultimatum’ is the right first step.” “We need a plan, a strategy and tactics,” Rummell said. “Now is the time for us to have a debate that is honest, thoughtful and complete, taking into account all the important issues about how we live practically under the 2nd Amendment, which I fully support,” his statement reads in part. Bethune statue: Fant votes no The Florida House voted 111-1 Monday in favor of a Senate bill allowing the state to replace a statue of Confederate Gen. Edmund Kirby on state property with one of Mary McLeod Bethune, who founded the Daytona Literary and Industrial Training School for Negro Girls in 1904. The school would later become Bethune-Cookman University. Rep. Jay Fant, a Jacksonville Republican, was the lone no vote. Fant also is pushing legislation that would ban the removal of Confederate monuments on state property.
