By Karen Brune Mathis Editor Chance Partners LLC is close to launching construction on the first of two apartment communities that could total more than 600 units — and an investment topping $100 million — on the edge of historic San Marco. Construction could start in March on the estimated $42 million San Marco Promenade along Philips Highway between Mitchell Avenue and River Oaks Road. Work on the up to $60 million

San Marco Crossing, just a few blocks north, could start early next year. Partners Jeffrey Rosen and Judd Bobilin said construction for San Marco Promenade would start with 284 apartment units on the northern half of the 17.3-acre site with completion in summer 2019. Services Inc., Dore & Associates Contracting Inc. and Timmons Contracting Corp. The companies submitted qualifications to provide permitting and demolition services. If qualified, they will be asked to submit price proposals for the work. On March 6, the Procurement Division Qualifications Review

Committee will meet to discuss the submissions. Those qualified will be presented March 15 to the General Government Awards Committee. The next steps have yet to be scheduled. No dates have been announced for the final project award. Mayor Lenny Curry included $8 million in the city budget to

demolish the structures to prepare for redevelopment of the 8.38-acre riverfront site. While no use for the property has been decided, the site is considered a front-runner for development of a convention center. In January, the Downtown Investment Authority announced Bids

An Ashley HomeStore Outlet is in city review to join Aldi as a new tenant at the CB Square shopping center in Regency, almost filling up the property. Ashley will lease the former Circuit City space for the outlet furniture store at 9317 Atlantic Blvd. and will anchor the western side of the center. The city is reviewing a permit for D.M. Watson Construction Cos. Inc. to renovate 35,520 square feet of space for Ashley Furniture at a cost of $343,000. John Reep is the architect.

Plans show a sleep center, showrooms, stockrooms and other uses. Circuit City closed in March 2009. The lease would leave just a small amount of space available at CB Square. Mattress Firm leases about 6,000 square feet of space between the Ashley store and the Aldi supermarket. About 26,000 square feet is under renovation for Aldi in the former Bed Bath & Beyond, which closed in 2015. A site plan by The Shopping Center Group shows an Ashley Furniture HomeStore. Ashley CEO Howard Fineman confirmed the outlet. The group’s site plan for CB Square shows just a 4,417-squarefoot space remains for lease on the east side of Aldi. A second building on the site houses Panera Bread, Moe’s Southwest Grill and Starbucks Coffee. The property is owned by Mibarev Development I LLC.

Three buildings sold at Tradeport for $25.3 million Jackson-Shaw sold three buildings it developed at Jacksonville International Tradeport in North Jacksonville to Colony NorthStar Inc. for $25.3 million. Dallas-based Jackson-Shaw developed the structures – International 3 and 4 and the nearby Ecolab Inc. building. It sold the properties, on about 26.35 acres, in two sales on Feb. 21 to Los Angeles-based Colony NorthStar. Colony NorthStar is a global real estate and investment managing firm. Jackson-Shaw is a real estate investment and development firm that owns other Jacksonville assets. Jackson-Shaw developed and

The seven-story courthouse was constructed in 1956 and the 15-story city hall building in 1960, according to the Duval County Property Appraiser’s Office. The city moved most of the legislative and executive branch departments in 1997 to the St. James Building at 117 W. Duval St., although some departments and the State Attorney’s Office used the space for several more years. Courthouse operations relo-

cated in 2012 to the new Duval County Courthouse at 501 W. Adams St. Although the buildings are vacant, taxpayers still are paying for their upkeep. Over the summer, a city spokeswoman said that from August 2016 to July 2017, the city spent nearly $90,000 on electricity, water and sewer services for the two buildings – about $7,500 a month. A convention center hotel is one of several proposed projects along the Downtown riverfront.

On the Northbank, Jacksonville Jaguars owner Shad Khan wants to develop the Shipyards site and a decision is expected soon on the unfinished Berkman II condominium. Meanwhile, the Jacksonville Landing is tied up in litigation. provided, there will be about 185 one-bedroom units; 79 twobedrooms units; and 20 threebedroom units. Sizes will average 770 square feet for one-bedroom units; 1,200 for two-bedrooms; and 1,400 square feet for three-bedrooms. Rental rates have not been determined. Amenities will include a pool, fire pit, walking trails, fitness center, co-working business center for residents; and a two-story clubroom. Chance said it has not completed its plan for the southern part of the site. While the current approved Planned Unit Development allows up to 650 units, Chance will apply to modify the PUD when the final number of units is determined. An earlier plan indicated a total of up to 510 units. San Marco Promenade previously was known as Jackson Square. The site had been a car dealership. Rosen said the location is near San Marco and the employment and medical developments along the Southbank of the St. Johns River. “I think there is a need for high quality housing closer to Downtown and walkable to San Marco,” Rosen said. The sites also are near the construction of the Overland Bridge and improvements to Interstate 95, easing access to the interstate.

Chance Partners also will build 10,000 square feet of retail space at the Promenade for a single tenant or multiple users. Bobilin said leasing agent Franklin Street will launch marketing for the space. Rosen expects the retail development to start after the apartments are underway. Rosen and Bobilin, through Chance Olevia LLC, propose to buy 6.82 acres for development of San Marco Crossing at Kings Avenue, not far from the Promenade. They are under contract to buy the property, which is owned by Southside Assembly of God Inc. at 2118 Kings Ave. The church uses a portion of the property and the remainder is vacant. The site is at Kings Avenue between Olevia Street and Mitchell Avenue. Chance Olevia can redevelop the site with up to 372 apartments and townhouses along with recreation and open space, plans show. Bobilin said the group likely won’t build the maximum number. Rosen and Bobilin anticipate buying the property at the end of March, starting construction in the first quarter of 2019 and completing the first units in the summer of 2020. They estimate the investment at $50 million to $60 million. Rosen and Bobilin said they have not decided whether there

will be one or two phases of construction. Final design work is pending to determine the exact number of units and buildings. Amenities will be high-end finishes and common areas, they said. They anticipate Southside Assembly would remain on the property until site work begins. “The property provides a vital link in the redevelopment of this corridor along Philips Highway and Kings Avenue in San Marco,”

FIRST INSERTION STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF INTENT The Department of Environmental Protection (Department) hereby provides Notice of Intent to Issue a permit for the proposed project, subject to the conditions specified in the draft permit and summarized below. The applicant, JEA, Tom Bartol, P.E., Water Policy, Permitting & Compliance Manager, 21 West Church Street, Jacksonville, Florida 32202 applied on July 19, 2017 for a permit to operationally test a Class V Aquifer Recharge injection well system. The project is located at the JEA Deerwood III Water Treatment Plant Wellfield, 7587 Southside Boulevard, Jacksonville, Florida 32256 34240 in the county of Duval. (File No. 355989-001-UC/5R, WACS ID No. 104715) The facility will operationally test: An Aquifer Recharge Injection Well System for the recharge of ground water from two upper Floridan aquifer production wells (Wells No. 7 and 8). The proposed pilot recharge test is to use an existing monitor well (LFA-MW) completed in the lower Floridan aquifer. Recharge well LFA-MW is constructed with 6-inch diameter casing set at 950 feet below land surface (bls) and with the recharge zone from 950 to 1,050 feet below land surface (bls). Phase 1 of testing will consist of short term aquifer recharge and recovery tests. Phase 2 will consist of recharge of the lower Floridan aquifer at approximately 750 gallons per minute over an approximate 1.25year period to evaluate effect upon the upper Floridan aquifer. Five of the existing Upper Floridan Aquifer production wells (UFA Wells 2, 3, 4, 5, and 6) which are constructed from 520 to 970 feet bls, will be used as observation wells during the pilot test. The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. This project is not exempt from permitting procedures. The Department has determined that a construction and testing permit is required for the proposed work. The Department will issue the permit unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application. A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28-106.301, F.A.C., a petition for an administrative hearing must contain the following information: a) The name and address of each agency affected and each agency’s file or identification number, if known; b) The name, address, and telephone number of the petitioner; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests are or will be affected by the agency determination; c) A statement of when and how the petitioner received notice of the agency decision; d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; e) A concise statement of the ultimate facts alleged, including the specific facts that the petitioner contends warrant reversal or modification of the agency’s proposed action; f) A statement of the specific rules or statutes that the peti-

tioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and g) A statement of the relief sought by the petitioner, stating precisely the action that the petitioner wishes the agency to take with respect to the agency’s proposed action. The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 323993000, or via electronic correspondence at Agency_Clerk@dep.state. fl.us. Boyer said the city ends up paying for those services through annual agency budgets, so “why not try to bring those back and take advantage of economies of scale?” According to Billy, JEA occasionally uses fleet management when its own contractors can’t do vehicle work, while JAA, JPA and JTA receive no services. Minor services, like oil changes, are contracted with an outside vendor, on which other agencies can piggyback if they want to use the discount. Moyer said that while piggybacking does happen, there is no formal coordination to encourage agencies to do so. Gulliford said there was no reason that departments like employee services and procurement, both of which are no longer considered internal services, can’t be used by all agencies and offices. None of the independent authorities use the city’s Employment Services Division and each has its own procurement division and code. Boyer said an across-the-board review of all procurement codes would make sure they’re in compliance. “They may be compliant with the state procurement laws, but they also have to be compliant with the charter,” she said.
