JEA seeks permit to begin demolition of Power Park structures with implosion likely in July. By David Cawton Staff Writer Work to decommission the St. Johns River Power Park in North Jacksonville could begin soon now that JEA has filed plans with the city to begin demolition work. The utility applied for a permit that shows a $14.5 million construction job for the demolition

of two 464-foot-tall cooling towers at the power park at 11201 New Berlin Road. JEA and Florida Power & Light co-own the plant that ceased operations in January after receiving shutdown approval in September from the Florida Public Service Commission. Utility spokeswoman Gerri Boyce said taking down the cooling towers is the first phase of the estimated $68 million plan to decommission and

remediate the site. After receiving 15 submissions Oct. 4 from contractors outlining their qualifications, the utility narrowed the field to seven companies, which then submitted all-inclusive bids with pricing and the scope of work. On Nov. 16, New York-based Total Wrecking & JEA

Mayo Clinic seeks permit for $50M addition Mayo South Building Addition would create five-story building at San Pablo campus. Mayo Clinic submitted a permit application for a $50 million Mayo South Building Addition, a project announced a year ago as part of growth at the Jacksonville campus. The Robins & Morton Group of Orlando is the contractor for the addition to create a five-story, 104,350-square-foot building at the 4500 San Pablo Road S. campus. In March 2017, Mayo announced that it had invested more than $300 million in major projects and added 900 more staff. It now employs more than 6,000 people. As part of the growth, Mayo Clinic announced it would invest $70.5 million to add four floors, for a total of five, to the Mayo South Building and to remodel existing space at the Davis Building. The project adds 80,000 square feet to the Mayo South Building and renovates 40,000 square feet. Completion is expected in 2019. Mayo Clinic said last year it would provide: n Space for cardiovascular, cardiology and cardiothoracic surgery program areas. n Expansion of the spine center and pain rehabilitation programs. n Additional surgical rooms. n Space and equipment to establish a molecular imaging cente for radiology. n Laboratory expansion. Mayo Clinic said a $25 million gift from the family of Dan and Brenda Davis of Jacksonville helped to spur the next phase of expansion and would support the Mayo South Building Addition construction and recruitment of physicians and researchers.

Mayo Clinic said a year ago it would add about 300,000 square feet of space and hundreds of staff, including more than 100 physicians, over the following five years. Projects underway include the four-story, 150,000-square-foot Dorothy J. and Harry T. Mangurian Jr. Building that could reach 11 stories; the positron emission tomography radiochemistry facility; and the three-story, 75,000-square-foot Discovery and Innovation Building. The Mangurian and PET buildings should be completed this summer. The Discovery building should be ready next year.

City is reviewing 147-unit San Marco Apartments

The city is reviewing permit applications for the San Marco Apartments at 1444 Home St., just off Interstate 95. Summit Contracting Group is the contractor for the 147-unit

building and adjacent parking garage. The four-story apartments are shown at a job cost of $12.75 million and the four-level garage at $2.275 million. Fisher Koppenhafer is the architect. Previously filed plans with the city and the St. Johns River Water Management District show the apartments and 221-space garage on 1.9 acres. Proposed amenities include two private outdoor courtyards and a pool, summer kitchen and fire pit. There also is a fitness center and clubhouse.

City Council seeks resolution to honor Marvin Edwards

City Council member Matt Schellenberg with council cosponsors John Crescimbeni, Tommy Hazouri and Doyle Carter introduced a resolution to commemorate the life and civic contribution of Marvin Edwards, who

died Feb. 10 at the age of 96. The resolution honors Edwards for his intelligence service during World War II; his journalism, including his memoir published last year about the Office of Strategic Services, the precursor to the CIA; his Edwards work as a successful investment counselor; and as a “lifelong advocate of social justice and government accountability.” Edwards’ advocacy often brought him into the realm of city spending. The resolution says he “spent decades as a selfappointed watchdog and citizen activist holding local government accountable” and “meticulously researching and doggedly critiquing major public projects and expenditures such as the Dames Point Bridge and the Automated Skyway Express.” For his efforts, the Jackson-

ville Ethics Commission awarded him the first Citation for Citizen Excellence in Ethics.

Canady named next state Supreme Court chief justice Two-year term begins June 1. From Staff The state Supreme Court named Justice Charles Canady of Lakeland as its next chief justice. He will preside over Florida’s state courts system for a term starting July 1 and lasting through

June 30, 2020. He will succeed Chief Justice Jorge Labarga, who will remain on the court as a Canady justice. Canady, 63, becomes the 11th person in state history to serve two nonconsecutive terms as chief justice and the

first to do so since 1973. Under Florida’s constitution, the chief justice is elected by the other members of the Supreme Court. From 2010 to 2012, Canady was Florida’s 54th chief justice since statehood in his first term as head of the Supreme Court and the state judiciary. A 1976 graduate of Haverford College, Canady attended Yale Law School and received his J.D.

there in 1979. He was in private practice from 1979 through 1992. In November 1984, he was elected to the state House of Representatives, serving three terms through November 1990. JinkoSolar (U.S.) Inc. is part of Shanghai, China-based JinkoSolar Holding Co. Ltd. It proposes to hire up to 200 employees for the project by year-end 2019 and pay an average wage of $45,562. JinkoSolar executed a lease for developer Hillwood’s new 407,353-square-foot building at 4660 New World Ave. in AllianceFlorida in the Cecil center. That’s where it will assemble and distribute the panels. Resolution 2018-149, to provide incentives to JinkoSolar, is on a fast track for two council meetings. It will be introduced March 13 and could be approved March 27. Bowman The city proposes tax incentives of $3.4 million, comprising a $3.2 million Recapture Enhanced Value grant to be paid over 10 years and a $200,000 Qualified Target Industry tax refund for JinkoSolar to be repaid over five years. The state will pay the remaining $800,000 of the total $1 million QTI refund. Other state incentives were not specified in the city fact sheet. Bowman said the state is completing its incentives, which will include training assistance. The legislative fact sheet says JinkoSolar stated that state and city incentives are a material factor in its decision to locate its new operation in Jacksonville rather than another site. JINKO’S FIRST U.S. PLANT

It would be the company’s first assembly and distribution facility in the United States as well as the first Chinese solar-panel manufacturer to confirm plans to open a U.S. plant after President Donald Trump announced Jan. 22 the U.S. would impose duties of up to 30 percent on solar equipment made abroad. Its company description matches that of the unidentified Project Volt, which was approved for city incentives in January to open a two-site plant in Jacksonville, including at the AllianceFlorida building. The Volt legislation is being repealed. Project Volt was approved by council on a fast track in January for almost $25 million in city incentives to create 800 jobs and make a $410 million capital investment to manufacture and distribute solar panels in Cecil Commerce Center and at an 815,000-square-foot building along Faye Road in North Jacksonville. The state incentives totaled $29.3 million. It also said it would establish its U.S. headquarters in

Jacksonville. It was considered the largest single capital-investment economic-development project for the city. Ordinance 2018-167 repeals the Volt economic development agreement, which was not executed. Volt “decided not to move forward with the project at this time, but to maintain confidentiality,” says the legislative fact sheet filed with the ordinance. Bowman said he was under a nondisclosure agreement with Project Volt and could not comment about it. JinkoSolar has not returned emails for comment.

JinkoSolar raised $71.1 million in a stock sale in February Company announced plans for a U.S. plant in January. By Mark Basch Contributing Writer JinkoSolar Holding Co. Ltd., which is seeking incentives to build a solar plant in Jacksonville, raised $71.1 million in a stock sale last month that could fund its costs for the project. While not specifying a location, JinkoSolar said in Securities and Exchange Commission filings that it would use the proceeds for capital expenditures, “Including the construction and operation of our manufacturing facility in the United States.” The company announced plans for a U.S. plant in January that will be “an advanced solar module manufacturing facility,” it said in recent SEC filings. “The new facility is expected to commence production in the third quarter of 2018 and reach full production capacity in the first half of 2019,”

WHY JACKSONVILLE?

Bowman said JinkoSolar chose Jacksonville for several reasons, including the port’s activity with Asian trade. Another reason is the expansion of the solar market in the Southeast U.S. JinkoSolar anticipates using JaxPort for importing and exporting, as did Volt. A majority of the solar panel components will be sourced from China, at least in the first few years, according to the legislative fact sheet. The legislation comes six weeks after JinkoSolar said its board authorized its U.S. subsidiary to finalize planning for the construction of an advanced solar manufacturing facility in the United States. On Jan. 29, JinkoSolar Holding Co. said wholly owned JinkoSolar (U.S.) Inc. signed a major master solar module supply agreement with an unidentified U.S. counterparty. Report offers insight into State Attorney’s office “A first for the office,” says State Attorney Melissa Nelson. By Max Marbut Associate Editor The Office of the State Attorney for the 4th Judicial Circuit’s 119 assistant state attorneys and 209 investigators and staff members filed 34,964 cases in 2017. Those were among the statistics compiled in a 34-page report of the office’s activities.

The report includes statistics related to prosecuting crimes in Clay, Duval and Nassau counties Nelson as well as case studies. The report is “a first for the office,” according to the introduction to the report by State Attorney Melissa Nelson. The report also says the office filed 27,856 misdemeanor cases, 7,108 felony cases and prosecuted 119 felony cases in 2017. It includes information about

the office’s partnerships with the Jacksonville Sheriff’s Office to reduce gang violence; the Bureau of Alcohol, Tobacco, Firearms and Explosives to target gun crimes; and the U.S. Attorney’s Office for the Middle District of Florida to prosecute human trafficking cases and heroin/opioid overdose deaths. Nelson cites the office’s “more thoughtful approaches to our pursuit of justice” since she took office in January 2017, such as increased use of alternative treatment courts. The report indicates referrals to Adult Drug Court were

up 78 percent in 2017 compared to 2016; referrals to Teen Drug Court increased by 51 percent; Mental Health Court referrals increased by 10 percent; and referral to Veterans Treatment Court was up 9 percent. Nelson also references “our support for giving law enforcement more latitude to issue juvenile civil citations.” In May, representatives from 22 Northeast Florida law enforcement and juvenile justice agencies and 4th Judicial Circuit Chief Judge Mark Mahon signed a memorandum of understanding to expand the use of juvenile

civil citations. The citations are an alternative to arrest for certain juvenile offenders who commit misdemeanors or violations of municipal law. Issuance of the citations was up 24 percent in 2017. The office received more than 1,880 records requests from the media and the public in 2017; 1,728 were resolved, according to the report. Environmental Inc. was awarded the job with a bid of $17,737,420. Boyce said the contractor will start removing the packing from inside the cooling towers and disposing of it. She said the towers are scheduled to come down with explosive charges sometime in July. According to the Sept. 25 Request for Proposals, the job includes demolishing equipment and structures at the power park, removing regulated materials, remediating contaminated soil

and restoring the site to an industrial standard. Total Wrecking & Environmental will begin with work on the cooling towers and then address the solid waste areas, according to Boyce. The 1.43 million-square-foot park comprises 46 single- and multistory buildings, along with the two cooling towers and a 640foot concrete stack. Boyce said after the structures are demolished, the site will be remediated from the end

of December 2019 through April 2020. JEA owns 80 percent of the park, while FP&L has the remaining 20 percent interest in the 1,600-acre site. Luis Aloma joined the Hyatt Regency Jacksonville Riverfront hotel in September as general manager of the 951-room, 19-story facility that employs at least 400 people. A Chicago native, he worked his way up within Hyatt over 35 years. His four adult children also are with Hyatt.

Both of my parents are from Cuba. My father (Luis Aloma) came over here when he was 17 to play professional baseball and played for 16 years. He was with the (Chicago) White Sox.

I was fortunate to get here Sept. 2 and we had Hurricane Irma on the 11th, so that was quite a greeting. But I worked in Miami for six years. Having gone through hurricanes, you know how to prepare for them and get the building and your associates in the right mindset. Even though it was very uneasy, I had plenty of practice.

He did a couple of ventures by himself, a couple of bars, and he did a famous restaurant in Chicago called La Havana Madrid. It was first Latin social nightclub. They did a play on it in Chicago, which I saw a couple of times. It was a supper club with live music and salsa. It was way ahead of its time. Then he got out of that and went to work for Americana Hotels in Chicago.

We lost the entire first floor, front drive, lobby, Morton’s The Steakhouse restaurant, front desk, behind the front desk, gift shop, human resources, housekeeping, purchasing storeroom, total main kitchen, and the loading dock looked like a swimming pool. We reopened Oct. 14 and baseball for 16 years. and walked into it, and that was our Hyatt we had a group of 300 rooms. The staff here is hotel. That was a 1,000-room hotel – now it’s a 2,000-room hotel. I amazing — great spirit, great attitudes — and that helped get us said, “Oh my God, I gotta work for this company.” back on our feet. The toughest part was getting the lobby floor in. They were large pieces of Italian marble. Once we got that done we were able to get all the other pieces together. But there are a lot more decorative pieces that need to go in. We have three restaurant concepts that we are going to open. The main focus now is getting that lobby (which reopened Feb. 14) to where it needs to be. There’s going to be nothing like it in Jacksonville. My father was in the business and I said I would never get into it because I saw the sacrifice and the time that he put in and sure enough, I got into it. I have four kids and they all said, “We’d never get into it because we saw how Dad sacrifices and how much time he spends at work.” Now all four of my kids are in the hotel business. It gets in your blood. It’s part of your DNA, and we all love what we do.

We have 43 countries represented in my hotel. When you spend time and talk with your associates about their upbringing and their customs, and meeting customers every single day and finding out where they’re from and what they’re like, I find it fascinating to be able to be a part of that. You have so much in common with people once you start talking to them. Jacksonville has tremendous potential. My observation is you need more density Downtown. More life Downtown, more things to do will really set this city apart because the people are friendly, you’re right on the river and it’s extremely affordable. It’s a great combination to be able to build something special here.
