Solar-panel maker seeks tariff exclusion for imported cells used at Jacksonville plant. By David Cawton Staff Writer JinkoSolar (U.S) Inc. wants an exclusion from federal tariffs to import certain solar cells from China to a U.S. headquarters and manufacturing facility it proposes in West Jacksonville. Through law firm Orrick, Herrington & Sutcliffe LLP, the company made the request March 16 in a filing to the U.S. Trade Representative. It asked the government to exclude imports of 158.75 mm square P-type monocrystalline photovoltaic cells from the tariffs levied in January by President Donald Trump. The company, a subsidiary of China-based JinkoSolar Holding Co. Ltd., said in the request it plans to begin operations in Jacksonville by October and sell the panels to U.S. customers. Any finished modules using the cells will go to utility-sale projects, which require higher power output to maximize the ground coverage ratio, the Orrick letter said. JinkoSolar Holding Co. said Jan. 29 that JinkoSolar (U.S.) Inc. signed a major master solar module supply agreement with an unidentified U.S. counterparty. That triggered its board to authorize JinkoSolar to finalize plans for the facility.

The District partners with Kitson & Partners Florida firm to coordinate 30-acre Southbank development. By Max Marbut Associate Editor The partners behind The District Jacksonville announced Thursday they contracted with Kitson & Partners to execute the development plan for the project. The District — Life Well Lived is the proposed 30-acre masterplanned development on the for-
mer JEA Southside Generating Station site on the Southbank of the St. Johns River. “Kitson’s team embraced the entirely new concept we are creating with The District from the very beginning and enthusiastically expressed interest in helping bring it to reality,” said Peter Rummell, developer of the project along with partner Michael
Munz, in a news release. Kitson will oversee all aspects of The District’s development, including coordinating with contractors for all horizontal and vertical development phases. Terms of the deal were not disclosed. Rummell also serves on the advisory board of Kitson & Partners, based in Palm Beach Gardens.
Munz said Thursday “it was important to have Kitson at the table” as negotiations to identify sources of capital for the project, estimated at as much as $600 million, continue. “Kitson’s experience is important to the financing,” he said. Before construction begins, Kitson will develop the overall project budget and work schedule. Kitson then will be responsible for overseeing the project
through to completion. Kitson & Partners specializes in sustainable development, including Babcock Ranch near Fort Myers, the first solar-powered town in the U.S. The District’s partners are negotiating a redevelopment agreement with the Downtown Investment Authority, which is the final step of approvals that THE DISTRICT

With a justice-themed wall mural, the removal of the Mark’s VIP area, redecorating, rearranging space for a game area and a few other tweaks, Ranne is preparing to make his case. “I’m ready to get it up and running,” he said. The 38-year-old pub veteran said his method of design is seeing a space “and then hipping it up.” Ranne has opened seven bars over the years, with three Shantytown Pub in Springfield, Nighthawks along Roosevelt Boulevard on the edge of Murray Hill and Rain dogs on Park Street – operating. The Justice Pub will be the fourth. Ranne’s experience also includes co-owning Burro Bar at Adams and Ocean streets and managing its predecessor tenant, the London Bridge Pub. He started at the London Bridge at the age of 23. Ranne is known as a DJ, entrepreneur, club owner and a supporter of music and art. He hopes to open The Justice Bar about April 15, pending permitting and licensing to sell beer and wine, not liquor. While he calls it a “hipster dive bar,” Ranne prefers to consider it an art pub. The mural of Lady Justice and related art is by artists Shaun Thurston and Mark “Cent” Ferreira. “I try to appeal to the neighborhood and put my hipster spin on it,” Ranne said. The Justice Pub theme is inspired by the neighborhood, including the former Duval County Courthouse across Bay Street.
While judicial functions moved to the new county courthouse several blocks west, many legal firms remain in the Bay Street area. “The law offices are still down here,” Ranne said, and those lawyers might want to stop in for a spell. Ranne also realizes the potential from a possible convention center on the old courthouse site. He already sees roaming visitors in town for work or conferences. “I see groups of people in business suits walking around,” he said. Several bars and restaurants line the East Bay and Ocean streets area, called The Elbow. Ranne expects spillover from those into The Justice Pub. Ranne welcomes everyone and considers his niche market people age 21-40 who are “highly into music and art.” At the start, the bar, with 40-50 seats, will operate 4 p.m. to 2 a.m. Wednesday-Saturday and during Jacksonville Jaguars games. It also will have four TVs and two projector screens for televised events such as soccer games. The game area will include pool tables, pinball, dart boards and ‘80s video games. The game area can be rearranged when there’s a DJ and dancing. There also could be live music. Ranne intends to work behind the bar and his design focus is comfort for the customers. High-tops, couches and tables are for seating, along with the bar stools. Blue, gold, gray and wine mural designs soften the tone. Comfort also is the theme of the menu, categorized for simplicity. The beer menu is divided among “cheap beer,” “classic beer,” “classic import/craft beer,” “fancy beer” and “super fancy” beer, ranging from $2 to $9 in
bottles and cans. Draft beer prices range from $4 to $8. Mimosas, sparking wines, homemade sangria and “house” and “fancy” wines will be available. Ranne considers the specialty and frozen wine-based drinks as satisfactory quenchers for those who might desire hard liquor. Those include the sake mojito – sake, bubbles, mint, lime and simple syrup – and the frozen house rose wine slushy, or fro’se. Among “other crazy things we sell” on the menu are two flavors of MD (Mad Dog) 20/20 and Smirnoff Ice, along with 32-ounce cans of Corona and other choices. Soft drinks, Red Bull, water and black coffee are offered, along with bar snacks. Ranne said his business partners are his cousin and landlord Jessica Miller and her husband, Judd Miller. Ranne intends to split his time at night where he’s needed among the four bars, while he travels between them during the day, “like running a bread route.” The Justice Pub applied for a Certificate of Use as a new business and the city is reviewing a building permit application for the 3,848-square-foot project. The permit shows the building ownership as Bay Street Warehousing LLC, led by President Julia Suddath and with Jessica Miller as secretary and Joy Lee as vice president. Jessica Miller is listed as the owner of the bar. It is the first Chinese-based solar company to announce plans for a U.S. plant since Trump announced Jan. 22 that the U.S. would impose duties of up to 30 percent on solar equipment made abroad. The company is negotiating an economic development agreement with the city for $3.4 million in financial incentives. It also is seeking at least $800,000 in state-backed incentives. JinkoSolar said in the agreement it plans to invest $50.5 million into a solar-panel assembly and distribution operation at 4660 New World Ave. in AllianceFlorida at Cecil Commerce Center and hire 200 employees by 2019. The cells referred to in the filing use what’s called passivated emitter rear cell, or PERC, technology and are larger than standard crystalline silicon photovoltaic cells, allowing the company to produce 72-panel modules with higher power output. The filing said the PERC cell panels primarily are for use by large utility customers, which the company claims comprise about 66 percent of the U.S solar-panel market. It said about a quarter of the factory’s production will focus on the larger panels by 2019 and that production could eventually make up 50 percent to 85 percent of its operations. JinkoSolar claims no U.S. manufacturer is producing PERC cells and that the technology leads to more efficient and more powerful panels. “These more powerful panels will generally be used by utility customers, and will allow them to use fewer panels in an overall system, thereby reducing balance of system costs (associated with racking, inverters, cables etc.) and, as a result, lowering electricity costs,” the letter states. To justify the need for the exception, Orrick wrote that the production “will produce investment in U.S. manufacturing facilities, increase employment in high-paying manufacturing jobs and lead to the use of advanced manufacturing process in the United States, all major priorities of the Trump administration trade policies.” In addition, JinkoSolar states the exception would benefit the solar panel indus-

try by making it more competitive and allowing domestic manufacturers to scale their facilities. The company may not need the exemption during the first few years in Jacksonville. According to the Office of the U.S. Trade Representative, companies already receive an exemption for the first 2.5 GW of imported cells for the first four years of the “Safeguard” tariffs. JinkoSolar said in January it would provide around 1.75 GW of high-efficient solar modules over a three-year span. The company states that import restrictions on cells would not result in the U.S cell production becoming available for the merchant market “for years, if ever.” “Cells made in the United States generally have costs 20 percent greater than cells made in Asia,” it states. JinkoSolar plans to use JaxPort to import its PERC cells and other products, and most of the material will come from China. Shanghai-based JinkoSolar Holding reported $4.07 billion in revenue for 2017. Through a global network encompassing eight production facilities, 24 sales offices in 23 countries, and 16 subsidiaries, the company employs more than 15,000 people. That makes it the No. 1 manufacturer of solar modules in the world, according to industry website PVTech.org. It operates a sales office in San Francisco. The Jacksonville plant would be its U.S. headquarters and the first domestic manufacturing operation for the company. “The United States has an opportunity to develop an industrial-scale panel production sector, with all of the employment and technology leadership benefits that come with the sector,” the filing concludes. “But this new manufacturing capacity will not emerge without reliable, tariff-free access to the needed solar cells.” City Council is considering the economic development legislation on a “fast-track” basis, meaning it needs only two readings. By Andrew Warfield Associate Editor Miami-based real estate brokerage Xcellence Realty is expanding into Northeast Florida to focus on the upper mid and luxury property markets. Xcellence Realty has expanded throughout Florida, establishing branch offices in Jacksonville, Orlando, Palm Harbor, Lakeland, Naples and Pensacola. The company is a member of 18 Realtor associations throughout the state. It was, founded in the early 2000s, and Turwitt employs more than 450 real estate agents. Michael Turwitt will lead the Jacksonville office at 822 Florida A1A N., Suite 310, in Ponte Vedra Beach. Turwitt, a Northeast Florida resident, has more than 30 years of commercial and residential real estate experience. “Xcellence Realty is a very different

By Andrew Warfield Associate Editor Construction began on Tidal Pointe at Southside Quarter, which is the Central Living brand of David Weekley Homes that features high-density residential projects. Tidal Pointe will be David Weekley’s Jacksonville introduction of the Central Living brand, which focuses on developing luxury housing in prime locations. Construction soon will begin on three model homes, including The Woodsmoke, a single-family detached home, and townhomes The Hester and The Latitude. Model homes are scheduled to open for sales in late spring. At Tidal Pointe, David Weekley Homes will build 89 townhomes and 46 singlefamily, detached courtyard homes. Floor plans for the single-family, detached homes will range from 2,000 to 2,100 square feet, with townhomes from 1,500 to 2,000 square feet. The company did not release a price range. Interstate South sells for $25.3M From Staff Cushman & Wakefield said Thursday it negotiated the sale of Interstate South Commerce Center, a 260,272-square-foot light industrial complex, for $25.3 million. The Cushman & Wakefield Capital Markets Team of Senior Director Karl Johnston, Vice Chairman Mike Davis, Executive Director Rick Brugge and Executive Director Michael Lerner negotiated the sale on behalf of the seller, GCP-Interstate South LLC, through its holding company, Birmingham, Alabama-based Graham Commercial Properties. Office space facing industry ‘consumerization’ Steelcase executive tells NAIOP members to begin thinking of corporate clients as consumers. By Andrew Warfield Associate Editor Consumer expectations are continuing to trend toward more, better and faster. That’s no different for companies who need to adapt their office space to maximize the blend of artificial intelligence and human production in the workplace. Joel Schellhammer, vice president of corporate strategy with Steelcase, told Northeast Florida members of NAIOP on Thursday that office space providers need to begin thinking of their clients as consumers holding similar expectations for the continuing evolution of the workplace. Just as Amazon.com Inc. customers expect shipments in days, if not hours, companies are beginning to need smart, adaptable office space designs delivered in weeks rather than months. In the transition, owners of existing commercial space are caught between the decades-old concept of office space design and the adaptability expectations not only of companies, but also of their employees. That’s a fundamental shift in the business-to-business culture. It presents a particular challenge for providers of brick-andmortar to companies attempting to keep pace with their own customers’ expectations of immediacy, and whose own needs are changing in the process. “The B-to-B environment is different from the consumer environment,” Schellhammer said. “It used to be we could think that way, but more and more people are saying it has to stop being that way,” he said. Almost 90 members of the NAIOP Commercial Real Estate Development Association Northeast Florida chapter attended the lunch at the Jacksonville Marriott. Schellhammer told them that companies unable to understand that their clients have the same
expectations as consumers “are going to fall further and further behind.” Schellhammer, whose professional background includes both consumer-oriented and business-to-business disciplines, has led Steelcase through a yearlong exploration of the company’s changing commercial and industrial clientele. That research resulted in four key evolutionary factors in the workplace and three approaches to address those changes. The first trend is “consumerization of industry.” “How can I understand you so well that I can meet your needs specifically?” Schellhammer said. “Technology has enabled us to do that and now we all expect that. That’s bleeding over into the office environment as well.” The second trend is speed. Netflix has intuitive software that allows it to present programming the user wants before he even asks for it, Schellhammer said. Amazon can store and recall cognitive data that allows it to display the customer’s preferences at login. Business demands for office space are similar, he said. Companies need space designed to accommodate not only their employees, but also their hardware, space that instantly is adaptable because of the rapidly changing nature of most businesses. CEOs, he said, frequently express that they know what their companies are today, but have no idea what they will be 10 years from now. Schellhammer said the third trend is in not only meeting current needs, but anticipating and rapidly adapting to changes in those requirements. “CEOs say, ‘I need 400 people to be in a new space in 30 days.’ That means finding the space, getting it built-out, get finishes in and ready for lease,” Schellhammer said. “That expectation is only going to get faster. The real-
ity is they don’t know how long they are going to need it. They don’t want to sign a long-term lease. They only need to know what they will do for the next six to 12 months. That’s a totally different functionality.” The fourth trend is the impact of artificial intelligence and automation. While artificial intelligence will eliminate some jobs, those that remain will include a fusion of artificial and human intelligence, and creating spaces where both can function harmoniously will be a constant challenge. “Almost every CEO I talk to has no idea how AI will impact their business, but they know it will,” said Schellhammer. What will this mean for office space? “First, there is no question we are moving toward office spaces that are more tailored and personalized to individual needs,” he said, adding that he sees a shift toward a greater level of employee influence on how the spaces are designed. To meet the challenges, Schellhammer foresees the rise of codesign, where employees will participate in the design of their workspace. Those spaces will reflect changes in human behavior. There will be more displaced employees in the workforce, but those that work in office environments will have greater choices as the necessary human intelligence wields more influence. “We talk about what we see as a rising trend in that they want choice and control in their office spaces,” said Schellhammer. “They can choose how or where to work. This desire for choice and control is really significant and will have a big impact on how spaces are designed,” he said. Finally, the blending of space and technology will intensify, requiring a new approach to office space design to accommodate new ways to work. “The space itself will actually augment performance,” he said. All of it will have to be done at a lower cost as companies gain leverage by requiring less square

Tresa Calfee was named president of the Clay County Chamber of Commerce on March 12. She took the interim post in August after past president Doug Conkey resigned for another position. Calfee joined as vice president in July 2014. She was interviewed March 16.

(59) Education: Numerous professional development courses; involved with chambers of commerce since 18; 35 years of chamber experience. The government considers that a master’s equivalent. My responsibilities are to cover all the chamber’s activities – overall planning; the administrative part; evaluation of our programs, our policies and procedures; oversee the staff; implement policies; and oversee financial management and long-range planning. I report directly to the chair of the board. We have five employees, we will have six. As far as our membership, we’re at 892 as of this morning. My personal goal would be that we would be No. 2 in Northeast Florida. I am honored to serve this community. My father owned a business. He was born and raised in Canada and moved here. In most countries, if you are a member of a chamber of commerce, it represents credibility. I joined and became engaged when I was 18 with his business and when I was in home health for over 25 years. It was important to have my name on the website, to be able to be searched when individuals were looking for services or products. When you’re reaching 892 members with your business and your logo, it’s important. It puts you ahead of everyone else in the area. For you to be able to build your business, I would encourage you to get engaged and get involved in networking and build relationships. Take advantage of everything that’s being offered around you — the Small Business Development Center, the Jacksonville Women’s Business Center, the Small Business Administration, the chamber. Many of these organizations have opportunities for you to learn about finances, marketing, education, and some of them have CPR classes so that you can save an employee’s life or someone’s life in the community.
I was a senior account manager at the JAX Chamber, so I was responsible for bringing members into the chamber at all levels and working closely with the JAXUSA Partnership. became the director of member benefits. My husband will tell you that I love to go out to eat. We are a connoisseur of sweet tea in Northeast Florida. I love sweet tea. I’m a Southern girl. I don’t know if it’s necessarily the brand of tea, but I think it’s the water. We have really good water as far as I’m concerned, as I was born and raised here. Some restaurants have great sweet tea and sometimes it’s not as good and I think they just don’t put enough sugar in it.
