Café coming to City Hall

San Jose Plaza Aldi build-out approved Germany-based grocer has plans to open at least 11 stores in the region. Aldi is approved for build-out in San Jose Plaza in Mandarin. It’s one of 11 Aldi stores planned in or coming to the area. Six are open and five more sites are identified, including the San Jose Plaza location. Bay to Bay Properties LLC is the contractor for the $1.54 million build-out at 10950 San Jose Blvd., No. 15. San Jose Plaza is next to Claire Lane Center where Trader Joe’s opened in October. Germany-based Aldi has three stores open in Duval County, along Southside Boulevard, Normandy Boulevard and Town Center Parkway; two in Clay County; and one in St. Johns County. The five to open comprise four in Mandarin, Regency, Southwest Jacksonville and North Jacksonville in Duval County; and the first Aldi in Nassau County. The stores feature the chain’s “new look” of a modern design, natural lighting and an environmental focus on building materials, refrigeration and lighting. They also feature new shelving and floor tile, different wall graphics, more fresh produce,

State Division of Blind Services to operate café with plans to open in June. By Karen Brune Mathis Editor City Hall is gaining a café. The state Division of Blind Services will operate the café, which city spokeswoman Tia Ford anticipates will open in June. The space is where a break room with vending machines now operates near the information desk.

Plans show the 996-square-foot café would have space for a few tables and chairs and a standing counter, but the focus will be on takeout food. Ford said it would take two months to complete the renovations after a contract is executed. A pending permit lists Auld & White Constructors LLC as the licensed contractor.

Tuesday for JinkoSolar (U.S) Industries Inc. to set up a solarpanel manufacturing facility in West Jacksonville. Council members voted 19-0 to approve legislation that includes an economic development agreement between the company and the city for JinkoSolar to establish a plant in Jacksonville. There was no discussion. The legislation does not say that JinkoSolar would set up its U.S. headquarters in Jacksonville, but council Vice President Aaron

China-based JinkoSolar Holding Co. Ltd., would be the first Chinese company to establish a U.S. solar-product operation after President Donald Trump approved a 30 percent tariff in January on imported solar panel technology. The company agreed to lease most of a 407,435-square-foot building from developer Hillwood at AllianceFlorida at Cecil Commerce Center in West Jacksonville. JinkoSolar plans to invest up to

$50.5 million into the facility at 4660 New World Ave. Hillwood recently completed it as a speculative building. JinkoSolar pledges to hire 200 employees at an average salary of $45,562 by year-end 2019. Council approved tax incentives of $3.4 million, comprising a $3.2 million Recapture Enhanced Value grant to be paid over 10 years and a $200,000 Qualified Target Industry tax refund for JinkoSolar

Regency sells Arlington shopping center for $3.5M Jacksonville-based Regency Centers Corp. sold the Fort Caroline Trading Post shopping center in Arlington to IMC Equity Group for $3.5 million. It is the first Jacksonville acquisition for North Miami-based IMC Equity Group, said Chief Investment Officer Carlos Segrera. The 81,000-square-foot center was developed in 1984 on 8.1 acres at 6060 Fort Caroline Road, at Peeler Road. Segrera said the center, anchored by a Winn-Dixie supermarket, is fully leased. The deed was executed March 22. The Duval County Property Appraiser assessed the property at $4.65 million in 2017. Regency acquired the property through its purchase of Equity One. The Trading Post seller was Equity One (Portfolio) LLC. Equity One paid $3.2 million for the property in 1994. Segrera said IMC Equity Group plans to continue running the property and keeping it in good condition.

Homes may be next for property along Florida A1A Mayport-area site now Seaside Community Charter School. By Scott Sailer Editorial Research Director The Jacksonville Planning Commission last week approved the first step to rezone the Seaside Community Charter School site at 2630 Florida A1A for single-family homes or townhomes. Owner and applicant JDB Real Property Investors LLC through Ordinance 2018-130 seeks to rezone the 23.69 acres to the residential Planned Unit Development.

The owner purchased the former mobile home park in 2005 and completed rezoning in 2007. The property is in the Mayport area. That rezoning was for proposed multifamily residential uses known as the Creekside planned unit development, which consisted of a larger 45.12 acre parcel for up to 534 multifamily units. A 15-acre portion of the initial parcel is now Anthem Lakes Waterview Senior Living. In 2014, the property was rezoned again to permit a school as an alternative development option to residential uses. The current plan proposes

either a maximum of 85 singlefamily detached homes or a maximum of 230 townhomes. The proposed single-family homes will be on 40-foot-wide lots. According to the written description submitted with the application, the school will remain until the residential use is developed. The commission met March 22.

Owner wants to redevelop former Mandarin Applebee’s

Triple Net Equities Ltd. wants to develop the former Applebee’s site in Mandarin with a

6,000-square-foot building for retail and restaurant use. Triple Net Equities bought the property in February. The Jacksonville zoning administrator on Friday heard a request for an administrative deviation for the 0.4-acre parcel at 10502 San Jose Blvd. It is an outparcel at the Courtyard Shopping Center. The Applebee’s building was demolished in 2014. Triple Net Equities seeks to reduce requirements for offstreet parking from 18 to zero spaces and eliminate requirements for a landscape buffer along the south and west property lines.

Parking for the development will be accommodated through an existing perpetual parking easement for 32 spaces on the adjacent shopping center property, according to the request. Parking and landscaping deviations previously were granted in 2009 and 2016, but have expired. By Kevin McQuaid Business Observer Florida’s commercial real estate industry contributed $189.4 billion to the state’s economy in 2017, the third most of any state, according to an annual economic impact study. Only California and Texas contributed more, according to a NAIOP Commercial Real Estate Development Association survey conducted by George Mason University. Florida also ranked third among

the states in spending on commercial real estate, at $99.8 billion. Only Texas and California were bigger spenders. Florida ranked fifth in total economic impact in 2017 at $19.3 billion, behind California, Texas, New York and Pennsylvania. “Construction spending has increased each year since 2011, gaining 54.6 percent between 2011 and October 2017,” George Mason University professor Stephen Fuller wrote in NAIOP’s Economic Impacts of Commercial Real Estate 2018 edition. “Nonresidential building construction spending has increased 37 percent between 2013 through October 2017, reflecting an increase of $126.7 billion in construction spending over this period,” he wrote.

Florida’s retail and entertainment and warehouse sectors ranked second last year. The $66.3 billion in output was topped only by Texas, the NAIOP survey found. Florida also ranked third for spending on warehouse development and construction, with a total output of $6.54 billion, behind only Texas and California. Fuller contends the U.S. economy will continue to exhibit growth through 2020, however the NAIOP study cautions that rising interest rates, labor shortages, energy prices and the 2017 federal tax law could impact the economy. Crowley ships LNG from new facility in Maxville 11,000 gallons of liquefied natural gas headed to Puerto Rico. From Staff Jacksonville-based Crowley Maritime Corp.’s LNG group shipped its first load of liquefied natural gas from its new Eagle LNG Partners liquefaction facil-

ity in Maxville. The 11,000 gallons of LNG was trucked to the Port of Jacksonville for shipment to Puerto Rico, the company said in a news release. “The new plant location means LNG can be easily produced and transported to the port all within the Jacksonville area,” said Matt Jackson, Crowley vice president, LNG. “Not only will Crowley and

Eagle LNG Partners provide a fuel source that decreases environmental impacts, Crowley can provide supply chain and engineering solutions that are resilient alternatives to traditional energy sources in Puerto Rico and other markets,” he said. The Maxville LNG Facility, in West Jacksonville, can produce up to 200,000 gallons of liquefied natural gas a day.

The plant has a 1 million-gallon storage tank and system to load the fuel into containers for truck delivery to the port. Crowley ships the LNG to customers in Puerto Rico and the Caribbean. LNG from the new plant also will power Crowley’s two new Commitment Class, combination container/roll-on roll-off “ConRo” ships.

The use of LNG in the Crowley ships El Coquí and Taíno will reduce emissions compared to existing fossil fuels. To support fueling the ships, Eagle LNG Partners and Crowley constructed a dockside LNG fuel depot on Crowley-leased property at the JaxPort Talleyrand Marine Terminal on the St. Johns River.

Kirk Wendland, executive director of the city’s Office of Economic Development, said the incentives ensure a return on investment for the city. “This package, at least as far as the city’s commitment is concerned, rewards (JinkoSolar) for how they invest in Wendland this community,” he said. Wendland said the company’s presence in Jacksonville, and its success or failure, would have a significant impact on the rest of solar industry. “That ultimately could mean more investment from that industry here,” he said. STATE INCENTIVES

The state will pay the remaining $800,000 of the total $1 million QTI refund and other state incentives are expected. According to the BloombergQuint business and financial news site, JinkoSolar could obtain state incentives within two weeks. Wendland agreed with that estimate, saying a decision from the state was likely within 30 days. According to documents sent March 16 to the Office of the United States Trade Representa-

tive, JinkoSolar could begin operations in Jacksonville by October, with the plant opening no later than year-end 2019. It plans to manufacture solar panels for utility customers, among other products. JinkoSolar said it has a signed contract to produce panels for an unidentified U.S. company. The legislation was fasttracked through council, which means it was approved in a twoweek cycle. It was introduced March 13, and approved after a second public hearing and vote Tuesday night.

VOLT REPEALED

This is the second time council approved incentives for JinkoSolar. The first was under the code name Project Volt. In January, council approved nearly $25 million in local incentives for the unidentified company. That agreement included Volt hiring 800 employees and investing $410 million into two Jacksonville facilities in exchange for incentives of nearly $54 million from the state and city. Council repealed the Volt agreement. Wendland said March 12 that

Volt was JinkoSolar and that the company planned to scale back its plans for Jacksonville. Wendland introduced the current economic development agreement the same day that included the reduced job numbers and capital investment. Tuesday after council voted to approve the JinkoSolar legislation, Wendland said he hoped the company would eventually expand to match the job target and capital investment figures in the Volt deal. “I think they’re ready to see how this goes first and move on

from there,” he said. The highway bisects the stadium complex and Metropolitan Park. Jaguars owner Shad Khan has supported the plan to remove the expressway and said his proposal to develop the park and the Shipyards property would drastically change if the elevated roadway remained. At the request of Mayor Lenny Curry, the Florida Department of Transportation conducted a $250,000 study to explore the possible ramifications of eliminating the elevated roadway. FDOT found that reconfiguring the road would have a positive effect on freight traffic coming and going from the Talleyrand port area. Although the estimated $50 million project is not fully funded, Ford said the city can begin the first phase with state and local contributions. The state approved $12.5 million for the “Talleyrand Connec-

tor” in its 2018-19 budget. Ford said the city is prepared to pay its $12.5 million portion as well. Jacksonville is one of three Florida municipalities seeking a $25 million Rebuilding America’s Infrastructure grant from the U.S. Department of Transportation. A DOT spokesman said previously the department would notify the applicants of its decision over the summer, at the earliest. Curry went to Washington, D.C., in November and March to lobby lawmakers and federal transportation officials to support the project. Curry’s Chief of Staff Brian Hughes said those conversations were positive. He said the project is not contingent on the DOT grant, since the city always planned to use those funds for later phases of work after the ramps had been removed. STV Inc. has corporate headquarters in Douglassville, Pennsylvania, and New York City. It operates 38 offices in 18 states, the District of Columbia and Toronto. The company has an office at 5200 Belfort Road in South Jacksonville.
