Barnett gets final build-out approval Developer says project is on track with apartments ready by spring of 2019. Construction fencing is in place, interiors are prepped, other work has been done and now Danis Builders LLC earned the city’s approval to build-out the historic Barnett National Bank Building Downtown in preparation for tenants. “This is the Atkins final building permit that takes us all the way to completion,” developer Steve Atkins said Monday. The permit covers the core and shell of the 18-story building. By Andrew Warfield Associate Editor Jerry Mallot, president of JAXUSA Partnership and executive vice President of JAX Chamber, will retire from his roles effective Sept. 1, he announced Monday. “I don’t want to just stop doing anything,” Mallot said. “I am staying right here and will be engaged in the community, but with a lot more flexibility on time and have a chance to do some traveling and other things that (my wife) Sarah and I are looking forward to.” Mallot, 70, joined the chamber staff in

Mallot is regarded as one of the top economic developers in the country and has been named Economic Developer of the Year in both Florida and Kansas. which means the buildings sold for about $61 per square foot. Duval County Property Appraiser records show the property’s assessment in progress is almost $30.31 million. The structures sold to Colony NorthStar were developed between 1993 and 2017, when one of the buildings was expanded for Kraft Foods. Stone Mountain Industrial Park is a subsidiary of Pattillo Industrial Real Estate. “Pattillo Industrial Real Estate sold these buildings because we found the price to be fair and we will use the proceeds to fund an active pipeline of speculative industrial buildings and buildto-suit projects in Jacksonville and other markets in which we are actively developing,” said Pattillo CEO Larry Callahan in an email. Callahan said the properties are about fully leased. Tenant names are on the signs in front of the buildings. Tenants at 4601 Bulls Bay Highway include SCP Distributors LLC, Johnstone Supply, CES Online, Arrowhead Engineered Products, Barnett, AmSan, U.S. Lock, Wasserstrom and Kraft Foods. Bridgestone HosePower leases 4910 Bulls Bay Highway. Pattillo is developing a 272,480-square-foot speculative warehouse and a 450,000-square-foot build-tosuit regional parts distribution center for BMW of North America LLC along Imeson Road at Westside Industrial Park. NextEra to buy millions of solar modules from JinkoSolar Shanghai, Chinabased solar-panel manufacturer planning factory in Jacksonville. By Andrew Warfield Associate Editor JinkoSolar Holding Co. Ltd., the Shanghai, China-based solar-panel manufacturer planning a factory in Jacksonville, will provide millions of solar modules to NextEra Energy. Juno Beach-based NextEra Energy said in a news release Friday that it is the counterparty to a supply agreement that was announced by JinkoSolar in January. Florida Power & Light Co. is a subsidiary of NextEra Energy. The Daily Record reported last week the then-unidentified counter-
party likely was FPL. Under the agreement, JinkoSolar will supply NextEra Energy with up to 2,750 megawatts of high-efficiency solar modules – roughly 7 million – over approximately four years. JinkoSolar will be the first Chinese solar component company to set up a factory in the U.S. after President Donald Trump approved tariffs in January of 30 percent on imported solar panel technology. JinkoSolar has a deal to lease a warehouse at AllianceFlorida at Cecil Commerce Center. The company was granted $3.4 million in city financial incentives March 27 and also is waiting for state incentives. The plant will employ 200 workers by the end of 2019 and JinkoSolar would make a $50.5 million investment to build-out most of the 407,435-square-foot
Westside building. “As NextEra Energy continues to invest heavily in new solar projects across the country, we’re thrilled to have the opportunity to buy cost-effective, reliable solar panels made here in America,” NextEra Energy Chairman and CEO Jim Robo said in the news release. From 2016 to 2023, FPL expects to install more than 10 million solar panels, the company said. The utility said it is the largest generator of solar energy in the state with 14 major solar power plants and other installations that total 930 megawatts. A megawatt is 1,000 kilowatts. One megawatt is enough to power about 750 homes at once, according to the California Energy Commission. FPL said that in 2018 it completed eight new solar energy centers that will generate more
than $100 million in total system savings for customers, over and above the cost of constructing and operating the plants. Once fully operational, JinkoSolar’s Jacksonville manufacturing facility is expected to have the capacity to build 400 megawatts of solar modules — more than one million panels — annually. “This is a major win for Jacksonville and the community,” said Jacksonville Mayor Lenny Curry. “JinkoSolar’s presence enhances our reputation as a manufacturing city, and I am eager to see the company contribute to the vibrant economy in Jacksonville,” he said. “Investing in this solar panel manufacturing facility makes clear our commitment to Florida and the growing U.S. market,” said JinkoSolar CEO Kangping Chen in the news release. “This will be one of the world’s

Some of Northeast Florida’s largest economic development deals during Mallot’s tenure include recruiting the headquarters of Fidelity National Financial in 2003 from California; attracting Deutsche Bank; and luring four Amazon facilities. “Having Fidelity National move their corporate headquarters to Jacksonville and then separating FIS into another Fortune 500 company has had a phenomenal impact on our region,” Mallot said. “The other one more recently is Amazon, because 5,000 jobs are putting a lot of people to work. “There is no one person or one organization that makes it happen. We have this wonderful collective partnership that truly works,” he said. Jacksonville University President Tim Cost, who serves as chair of JAXUSA Partnership, said Mallot’s work has helped boost Northeast Florida’s economy. “Our economy is thriving and poised for even more growth because of the work Jerry and his team have done here for the past two decades,” Cost said. “The investment he’s helped attract to our city is remarkable,” said JAX Chamber Chair John Peyton, who served as Jacksonville’s mayor from 2003-11 and worked with Mallot on several high-profile projects.
“Jerry is so incredibly skilled at finding ways to get a deal done, it’s been a privilege to work with him over the years,” Peyton said. A committee of current and past volunteer leaders of JAX Chamber and JAXUSA Partnership will work with a search firm to find Mallot’s successor. It includes Daniel Davis, JAX Chamber president and CEO; Kelly Madden, head of commercial banking for Florida for Wells Fargo and past chair of both JAX Chamber and JAXUSA Partnership; Darnell Smith, North Florida market president for Florida Blue and past chair of JAX Chamber; Peyton, president of Gate Petroleum; and Cost. Davis will begin a “listening tour” with JAXUSA Partnership investors and regional partners for input regarding the next president. “You’re not going to be able to really replace a leader like Jerry Mallot. Atkins said the project is on track. He said the shell of the building should be completed into a white-box state by late summer, followed by interior space buildout by the end of the year for the University of North Florida on the fourth and fifth floors. UNF said in October it plans to lease up to about 13,300 square feet of space to create the Entrepreneurial Development and Business Incubation Center and to house undergraduate and graduate-level classes. The Downtown Investment Authority approved a $380,000 loan for UNF to build-out the satellite campus. “I really think that will be a great program and inject a lot of energy Downtown,” Atkins said. Remaining spaces will be builtout in the early spring of 2019, he said. Apartments also should be ready by then. Atkins said the sixth and seventh floors are available to a single or multiple tenants. Each nets about 6,600 square feet of space. COFFEE SHOP TO LEASE SPACE
The first floor will be leased by a bank, and the second and third levels will be “some new stuff” that Atkins said he will not yet disclose. As reported, Vagabond Coffee Co. will open in about 1,500 square feet in the lobby, and Chase Bank is expected to lease as the anchor name tenant. Atkins has not confirmed Chase Bank. The Barnett work is part of an estimated $90 million redevelopment of the building at 112 W. Adams St., the nearby Laura Street Trio buildings and a new parking garage. The city approved a permit Friday for Danis Builders and owner Barnett Tower LLC to remodel the vacant Barnett structure at a cost of almost $22.4 million. Atkins, principal and managing director of SouthEast Development Group and manager of Barnett Tower LLC, said in November he planned to complete the work and open the first phases at the end of this year. Atkins said demolition and structural remediation has been taking place prior to the construction permit approval. That included removing, reconditioning or replacing all 964 upper windows that had not been installed properly under prior ownership. The 156,774-square-foot Barnett tower was built in 1926, according to the permit. The architect is KBJ — L&B Architects. Atkins said most of the apartments are one-bedroom units, although there are some studios and some two-bedroom units on the top floor. Rents will average $1.65 a square foot and the average size is 700 square feet, which works out to

a monthly average rent of $1,155. Atkins expects advertising and preleasing will start in a few months. A new website will include information. He called the current BarnettTrio.com a placeholder for the new site. Potential tenants can preregister. His group is calling the project The Barnett Building and the apartments are The Residences at The Barnett. SouthEast Development Group and The Molasky Group of Companies announced in October that renovations would begin. The work was estimated to take up to 14 months. REDEVELOPMENT AGREEMENT
In June, they completed a redevelopment agreement with the city for $9.8 million in local incentives to complete the project along with the Laura Street Trio. The deal is with Barnett Tower LLC and Laura Trio LLC. Design work has begun on a 550-space parking garage nearby that is scheduled to open when the building is completed. The Laura Street Trio at Adams and Forsyth streets is planned for a 145-room Marriott-branded hotel, grocery store and other tenants. The Barnett Building and Laura Street Trio will comprise about 330,000 square feet of space in the heart of Downtown. In June, City Council approved the incentives for the redevelopment deal that states the projects must be completed in five years. Atkins said Danis is working shifts and over the weekends to complete the project, with an estimated 125 people on-site. “We are thankful and appreciative for how much the community has embraced the project,” Atkins said. “I am proud to be able to do this here in my hometown. It’s a great team effort with Molasky,” he said. His group next moves on to redevelop the Laura Street Trio, a set of three historic structures. “I personally think collectively these projects will completely create a new dynamic and a new feel for our Central Business District,” Atkins said.

Florida board of governors confirms Szymanski University of North Florida’s sixth president will take office May 31. By Max Marbut Associate Editor The Florida Board of Governors confirmed Thursday the selection of David Szymanski as the University of North Florida’s sixth president. He will begin May 31.
Szymanski will succeed the retiring John Delaney, who has served as UNF president for 15 years. Szymanski is dean of the Carl H. Lindner College of Business and a professor of marketing at the University of Cincinnati. Under his leadership, enrollment in the business college grew 50 percent for undergraduate and nearly 200 percent for graduate students, with first-year reten-
tion rates as high as 93 percent and sixyear graduation rates increasing 1,000 basis points to 71 perSzymanski cent. During his eight years at the University of Cincinnati, Szymanski led curriculum changes for undergraduate and graduate students and
revised the MBA program to be more flexible for professional and time-constrained students. New masters, doctoral and graduate certificate programs were added. The college also launched additional online courses and degree programs. Szymanski helped raise more than $70 million, and in fiscal year 2017, the college raised more than $20 million, making it the first academic unit in the univer-
sity’s history to break the $20 million threshold. He served on several NCAA, corporate and professional boards and currently sits on the Office Depot board of directors. In addition to Delaney, UNF has had four other permanent presidents, including founding president Thomas Carpenter (1969-80), Curtis McCray (198288), Adam Herbert (1989-98) and Anne Hopkins (1999-2000).
