By David Cawton Staff Writer Jacksonville Jaguars owner Shad Khan’s latest vision for the Downtown Northbank is a $2.5 billion, multiphase project that pushes development away from the Shipyards and into the parking lots surrounding TIAA Bank Field. Khan and Jaguars President Mark Lamping presented their latest renderings and development plans Thursday during the team’s sixth annual State of the Franchise presentation. “I think this is absolutely paramount for the Jaguars to be stable in this area,”

ence indoor skydiving. “A lot of people have heard about it,” Schwartz said. “A lot of people want to try it.” An iFly experience takes about an hour, he said. Austin, Texas-based iFly calls it “the experiential entertainment company that created modern indoor skydiving.” Its technology creates a wallto-wall air cushion generated by giant fans in a flight chamber. The force can be adjusted for a participant’s body weight. While iFly will consider walkups, the business works on a reservation system. Schwartz said the venue will take its first reservations three months before opening. Schwartz said he launched and sold two iFly locations in Seattle and New Jersey. He expects Jacksonville to be one of the betterproducing locations in the country. “In addition to the normal customer traffic, we will have tour-

ism traffic. We also have beach traffic,” he said. ARCO/Murray Construction Co. of Tampa is the contractor for the 5,000-square-foot building. The architect is GMA Architects Inc. of St. Louis. Plans explain that the iFly freefall simulator includes three fundamental components: The machine, powerful electric motors and fans that generate high-velocity airflow; special aerodynamic ducting that compresses and controls the airflow to produce free-fall air speeds up to terminal velocity; and the 14-foot diameter, 12-foot-tall glass flight chamber where the participants experience the flight. Surrounding the flight and staging areas are conference rooms, a party room, classroom and offices. The iflyworld.com site shows 29 locations in 14 states. Three operate in Florida in Fort Lauderdale, Orlando and Tampa. It also

Mandarin is gaining Belladora Foods, a takeout eatery that will focus on Latino and American foods. The city issued a permit Wednesday for EMT Contractors to convert the former Dreamette space at 9825 San Jose Blvd. in Mandarin Outback Plaza for Belladora Foods at a construction cost of $28,000. Owner Dan Martins, head of Orlando-based Belladora Foods LLC, said previously he was bringing to Jacksonville “all the Latino and American flavors combined with homemade recipes to deliver a new culinary experience serving to our clients savory snacks and finger foods.” Martins said Belladora would offer about 10 snacks that it would sell in individual or partysize portions. He said the individual size “goes perfect with an ice-cold soda or a cup of coffee either for lunch or a quick meal in the middle of the afternoon.” The larger portion, which is finger-food size items sold in larger amounts, is “perfect for group reunions and family celebrations.” He said products will include empanadas, esfihas pastries and Brazilian coxinhas chicken croquettes. Martins said it is his first res-

taurant in Jacksonville, “and also the first step of a big project that me and my partner have in mind.” Plans filed with the city show the former Dreamette space will be converted into a new takeout restaurant for Belladora Pastry & Eatery Market. They show a customer area and work area in the 1,360 square feet of space.

Roosevelt Square Ulta nearing build-out Roosevelt Square is preparing to add an Ulta Beauty store next to Stein Mart. The city approved a permit Wednesday for RLH Construction LLC to demolish 8,500 square feet of interior space at 4399 Roosevelt Blvd., No. 1, at a cost of $295,000. Plans show the work is to prepare for Ulta and new shops. The city also is reviewing a permit application for a $260,000 interior conversion of 12,200 square feet there to “vanilla shell” status in the building next to Stein Mart. A separate permit would be needed for final build-out for Ulta. RLH Construction of Oviedo is the contractor, while Doherty Sommers Architects Engineers Inc. of Jacksonville Beach is the architect. BMW leases a 213,000-squarefoot building that was developed in 2002 to support the BMW and MINI dealerships in Florida, Georgia and North and South Carolina. It was expanded to 213,000 square feet in 2008. A BMW spokesman said in March 2016 the company planned to occupy the new site in April 2017. The city approved site clearing in September 2016. Anderson said building upgrades and design changes needed to be worked out to accomodate BMW’s state-of-the-art distribution system and technology.

ment eventually could comprise 4.25 million square feet of space for dining, residential, office, hotel, entertainment and recreation uses. New York-based international architectural firm Beyer Blinder Belle Architects & Planners LLP developed the master development plan. In June, Cordish led Khan, Lamping, Mayor Lenny Curry and members of his leadership team on a three-city tour of the company’s sports and entertainment projects in St. Louis, Kansas City and Baltimore. Lamping called those projects inspiring. PARTNERSHIP WITH CITY

Lamping said this venture will be a public-private partnership. “This project will be a partnership with the city,” Lamping said. “I know we’re going to have lots and lots of cash into the project along with our development partners.” Like TIAA Bank Field, the city owns the property, meaning any development likely needs approval from City Council, the Downtown Investment Authority and the Downtown Development Review Board. Lamping said without public funds, development is not feasible. “The extent of that, we don’t know yet, but we’re going to have conversations with the city,” he said. Curry said those figures have not yet been determined, but he anticipates the DIA to negotiate a deal that’s fair for taxpayers. “Any public-private partnership we do will demonstrate that there’s a return to taxpayers and we will work through that like we have the last three years,” he said. The new designs are a departure from the development project approved by the DIA a year ago that focused on 70 acres that include the Shipyards and Metropolitan Park. The DIA awarded Khan’s development company, Iguana Investments of Florida LLC, the right to develop the property. When asked about the evolving nature of the Northbank site, Khan said he’s always envisioned his plans to be completed

in phases based on “what we can control.” The Daily’s Place amphitheater and the Dream Finders Homes Flex Field at Daily’s Place, which were completed in 2017, are examples of ideas that were completed while negotiations continue on bigger plans, Khan said. LOT J SITE GOES FIRST

“I would expect Lot J to be the one to get the first approval and that’s the one we’re going to focus on,” Khan said. He said the Shipyards and Metropolitan Park phases won’t be developed until the elevated highways connected to the Hart Bridge are removed. State lawmakers reserved $12.5 million in the latest fiscal year budget and Curry’s administration is awaiting the results of a $25 million grant from the U.S. Department of Transportation to pay for the removal. Curry could reserve the final costs, about $12.5 million, in an upcoming budget, although Chief

of Staff Brian Hughes said previously the demolition can begin if the DOT grant is awarded. While Lamping offered no timetable, he said he wants to see “activity underway” and an economic development deal with the city in place by this time next year. He said construction likely would begin after the end of the 2018-19 NFL season. “We’re confident we’ll get there because we think that there are a significant number of beneficiaries through this process, not the least of which is the City of Jacksonville,” he said. The ground under Lot J is contaminated, mainly with petroleum, from the area’s history as a maritime and shipbuilding area. When the Jaguars franchise was awarded, an underground clay slurry wall was built to impede the flow of groundwater and isolate any toxic substances. The parking lot was paved over it. According to a 1996 agreement between the city and the Florida Department of Environ-

mental Protection, the land can be repurposed if the property is cleaned up. “Our feeling is, what’s beneath the surface could potentially have an impact on some of the uses,” Lamping said. Lamping said Iguana Investments conducted preliminary testing on the site and has “100 percent confidence we can get it done.” “We think it’s achievable,” he said. “It’s not easy, but construction techniques are significantly different from where they were 10 or 15 years ago.” Curry said while Khan’s plans are visionary, the most important part is creating jobs and density Downtown, even if that means inside the sports and entertainment district and not the urban core. Khan’s plans include two office towers and potentially some residential development on the parking lots. “We’re a business-friendly city,” Curry said. “The things that

we’ve done as a government with our budgets and regulatory environment is attracting additional capital.” CONVENTION CENTER PLANS

The development also involves a convention center and hotel project for Metropolitan Park. Curry said since Khan’s idea is a long-term plan, it doesn’t affect the city’s intentions to develop a convention center along East Bay Street on the site of the old courthouse and City Hall Annex. Curry earmarked $8 million to demolish the structures, and the DIA is soliciting responses from interested developers to build a convention center hotel and parking garage. “There’s an RFP (request for proposals) out and that’s a process,” Curry said. “But right now, Lot J is the focus.” dcawton@jaxdailyrecord.com @DavidCawton (904) 356-2466

State of the Franchise: A new dog park, Skynyrd concert and more Here are more announcements by Jacksonville Jaguars President Mark Lamping at the State of the Franchise event Thursday at EverBank Field. Farewell to Skynyrd. Legendary Jacksonville Southern rock band Lynyrd Skynyrd will headline a concert at the stadium Sept. 2 with Kid Rock and Jason Aldean. The concert is part of the “Last of the Street Survivors Farewell Tour” for Lynyrd Skynyrd. Tickets go on sale at 10 a.m. April 30. Dog park: The stadium will be gaining another swimming pool, but not for fans. Pet Paradise will build the NFL’s first stadium dog park. The 2,000-squarefoot facility on the South Fan Deck will be modeled on other Pet Paradise locations and will include a pool for the canines. Fans can leave their pets at the park during the game or they can hang out there with them. “This is an innovative, one-of-a-kind facility,” said Pet Paradise CEO Fernando Acosta-Rua. “I don’t know of another like it anywhere in the world.” New uniforms: The Jaguars unveiled new uniforms featuring a “timeless, classic look” in colors of black, white and teal. The helmets are black. It was no surprise because signs featuring the new

military ceremonies will take place there. Fans also can take part in athletic challenges in the area. Illinois-based Grunt Style is a lifestyle and apparel company founded in 2009 by Daniel Alarik, a former Army drill sergeant. Forbes.com says Grunt Style sold almost $100 million in products in the three years leading up to 2017. Now in Spanish: Citing a growing Hispanic market, Jaguars games will be broadcast in Spanish for the first time in 2018.

committed to keeping its bank headquarters in Jacksonville. TIAA Bank and the Jaguars also announced they will contribute $1 million over the next five years to help build or repair homes in Northeast Florida. Camp Grunt Style: The North End Zone will be rethemed with a military focus as Camp Grunt Style. The game-day

Ticket sales and revenue: The team sold 7,500 new season tickets during the off-season, the most since 2004. Revenue is up 11 percent from the 2017 fiscal year, but the team still ranks toward the bottom of the NFL. Part of the increased revenue came from non-football activities such as concerts at the Daily’s Place amphitheater and from Shad Khan’s entertainment company, Bold Events. Since May, 200,000 people saw shows at Daily’s Place and more events are planned this year.

Daniel Gilham is serving his first year as president of the Economic Roundtable of Jacksonville, whose mission is to raise awareness about economic growth in Jacksonville. The group, founded in 1975, is a chapter of the National Association for Business Economics. Gilham served as treasurer for five years before he took the helm as president. His next meeting will be lunchtime April 30 at the Jacksonville University Davis College of Business featuring Joe York, president of AT&T Florida, Puerto Rico and the U.S Virgin Islands.

Daniel Gilham says mountain climbing is a lot like growing a successful business.

It’s really a team effort at the Economic Roundtable of Jacksonville. The phenomenal programming, speakers series, Jacksonville University and Federal Reserve Bank meeting locations are all a result of the board members’ collective efforts and passion for the organization. My primary responsibility as president is to inform our community about the great mission of our organization. Starting in the ’70s, we’ve been hosting leaders from our community and throughout the Southeast. We’ve done an excellent job of providing a platform for these leaders to update our community on various issues and their economic impact to our city. Headline topics like higher education, Jacksonville Transportation Authority innovation, tax reform, health care, private equity investment and our local military all have a huge economic impact on our citizens. It’s our responsibility to get that message out. It’s our mission to provide Jacksonville leaders with the premier forum to sustain and elevate local economic growth. Additionally, two years ago, we began giving scholarships to local university students seeking degrees in finance and economics. Our goal is to engage community leaders and educate our members with the latest economic trends impacting the Jacksonville community.

My wife, Carol, and I have been married for seven years. In my version of the story, she picked me up at the old Starbucks on the corner of Main and Forsyth streets. Neither of us is originally from Jacksonville, but we both fell in love with the city and decided to make it our home. We have a beautiful little girl, Kennedy Grace, and two dogs, Sebastian and Taylor.

One of my passions is to climb and hike mountains. Much like growing a successful business, setting off for a summit requires significant planning. You can always see it in the distance and it only gets bigger, and more daunting, the closer you get. In the thick of the climb, at higher altitudes, when you are exhausted, you find yourself focused solely on the next step. Often, you can only see the very next step in the light of your headlamp. If you could see further, the peak would only cast more doubt about your ability to reach it. But when you reach the summit, the views are beautiful and the adrenaline is overwhelming. As you hike, drive and fly away from the mountain, you can always see the peak on the horizon and it’s a constant reminder of your achievement. When I’m not climbing mountains, I enjoy being on the water, bike rides with the family, and date nights out with my honey.
