‘Reimagined’ Target store remodel starting in Southside

Plans for $225,000 remodeling of Harbour Place store in review. Another Taco Bell will be converted to the “Explorer Remodel” format. The city is reviewing plans for the Taco Bell at 13160 Atlantic Blvd. at Harbour Place Shopping Center to be remodeled at a cost of $225,000. The almost 2,000-square-foot restaurant was built in 1992. An application for remodeling previously was filed for the restaurant at 5905 Merrill Road in Arlington at a cost of $220,000. The 2,593-square-foot structure was built in 1983. Tacobell.com says the Modern Explorer design is inspired by the farm-to-table movement, “reinforcing Taco Bell’s commitment to preparing food using the best ingredients.” The design uses an open kitchen concept in the restaurant “so you can watch your food being prepared right in front of you,” says the company. The city is reviewing applications for upgrades of the brand image, remodeling of the dining room, exterior painting and other updates. L.B. Manske Architecture & Design Inc. of Wichita, Kansas, is the architect.

Target will be introducing its “reimagined” concept in Jacksonville at its Southside Boulevard store now that the city approved the construction permit. Target Corp.’s construction cost to remodel its Southside Square store is $1.76 million, up from the $1.1 million anticipated on the building-permit application filed in January. The city approved the permit Friday for Fulcrum Express Inc. of Atlanta to remodel the interior of the store and the façade at 9041 Southside Blvd. Target spokeswoman Liz Han-

cock said Monday the remodeling would be completed this summer. Elements include: n Enhanced merchandise presentations throughout the store, including updated décor, modern fixtures, mannequins and specialty lighting. n An updated order pickup and guest service counter to provide “an easier and faster experience for guests picking up online orders.” n A specialty beauty environment that “invites guests to shop,” including new fixtures and enhanced lighting and layout. n A new Starbucks location. Plans show West Kernan Apartments would comprise 301 apartments in 12 large buildings and five smaller carriage-style buildings, plus a clubhouse and pool area. There will be 161 one-bedroom, 124 two-bedroom and 16 threebedroom units.

Nine of the buildings will be arranged around a retention pond, the remainder around the perimeter of the 26.33-acre site. The city assessed a $272,058 fee to mitigate traffic impact. There will be one primary entrance each from Beach and Kernan boulevards, with a secondary entrance off Kernan that runs between business parcels on Beach and the community. Plans show two free-standing parking garage buildings with 12

spaces, 96 garage spaces beneath carriage houses and 502 total parking spaces. Bradley Coe of Colliers International represented Waypoint Residential in the purchase of the property. He said previously that interiors will be high-end and buildings will be three stories tall, excluding the carriage houses. Waypoint Residential also developed The Point at Tamaya apartments nearby at 3050 Tamaya Blvd.

From Staff Jacksonville-based Champion Brands Inc. plans a groundbreaking event for its new headquarters at 9 a.m. today at the site of its existing offices and distribution center.

The new headquarters will be built at 5520 Florida Mining Blvd. S. Sauer Inc. is listed in city records as the contractor for the almost 36,000-squarefoot building on 6.02 acres at a construction cost of $6.2 million.

The city issued a site work permit April 10. Champion Brands distributes American and imported beer and other beverages. Earl Benton founded the company in 1985 when he bought Duval Beverage.

It built a 115,307-square-foot warehouse-distribution center and small prefabricated building at the site in 1988. It moved to that site and became Champion Brands.

PUBLIC NOTICES FIRST INSERTION PUBLIC NOTICE OF INTENT TO ISSUE AIR PERMIT Florida Department of Environmental Protection Northeast District Office Draft/Proposed Permit No. 0310213-033-AV Department of the Navy, Naval Station, Mayport Duval County, Florida Applicant: The applicant for this project is the Department of the Navy. The applicant’s responsible official and mailing address are: David J. Yoder, Captain, Department of the Navy, Naval Station, Mayport, Bldg. 1 Massey Avenue, P.O. Box 280112, Jacksonville, Florida 32228-0112. Facility Location: The applicant operates the existing Naval Station, Mayport, which is located in Duval County at Bldg. 1 Massey Avenue in Jacksonville, Florida. Project: The applicant applied on March 29, 2018 to the Department for a Title V air operation permit renewal. This renewal of Title V Air Operation Permit No. 0310213-023-AV includes five Title V Air Operation Permit Revision Nos. 0310213-024, 025, 029, 031 and 032-AV. Potential to Emit (PTE) emissions of particulate matter (PM) and oxides of nitrogen (NOX) are greater than or equal to 100 TPY. Hazardous Air Pollutants (HAPs) are synthetically capped at 9 TPY for each HAP and 22.5 TPY from all HAPs. Facility regulated emissions units consist of external combustion units (boilers and furnace), abrasive blasting operations, internal combustion engines, gasoline dispensing facilities (GDFs), and surface coating and miscellaneous solvent use operations. Fuels fired include natural gas (NG) and fuel oil. Fuels otherwise handled include gasoline. Facility add-on controls are baghouses that reduce PM air emissions during abrasive blasting and vapor control from GDFs. The following changes from the current in effect Title V were made. Five emergency engines subject to 40 CFR 63, Subpart ZZZZ are not in service and were deleted from EU 037. Nine emergency engines were added and two deleted that are subject to 40 CFR 60, Subpart IIIII and a part of EU 038. EU 042 the portable hot mix asphalt plant is not on site and as requested was removed. The facility EUs 039 and 040 GDFs regulated permit sections were expanded to add 40 CFR 63, Subpart CCCCCC and Rule 62-252.300, F.A.C. requirements not previously listed. Four abrasive blasting units (EUs 030, 031, 036, and 041) are not subject to the PM RACT. The RACT rule citations but no permit requirements were removed. For external combustion boiler EU 035, the recordkeeping of fuel burned is corrected to daily as stated in NSPS Subpart Dc rule 40 CFR 60.48c(g)(1). External combustion boilers (EUs 001, 002, 003 and 035) are not in operation and will be removed once the regulatory authorities are notified. The facility updated Insignificant Activities list is in the appendix. Permitting Authority: Applications for Title V air operation permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210, and 62-213 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and a Title V air operation permit is required to operate the facility. The Northeast District Office is the Permitting Authority responsible for making a permit determination for this project. The applicant has provided reasonable assurance that continued operation of the existing equipment will not adversely impact air quality and that the project will comply with all appropriate provisions of Chapters 62-4, 62-204, 62-210, 62-212, 62-213, 62-296 and 62-297, F.A.C. The Permitting Authority will issue a subsequent final permit in accordance with the conditions of the draft/proposed permit unless a response received in accordance with the following procedures results in a different decision or a significant change of terms or conditions. Comments: The Permitting Authority will accept written comments concerning the draft/ proposed Title V air operation permit for a period of 30 days from the date of publication of the Public Notice. Written comments must be received by the close of business (5:00 p.m.), on or before the end of this 30-day period by the Permitting Authority at the above address. As part of his or her comments, any person may also request that the Permitting Authority hold a public meeting on this permitting action. If the Permitting Authority determines there is sufficient interest for a public meeting, it will publish notice of the time, date, and location in the Florida Administrative Register (FAR). If a public meeting is requested within the 30-day comment period and conducted by the Permitting Authority, any oral and written comments received during the public meeting will also be considered by the Permitting Authority. First Federal Bank plans to build branch in Wildlight It will be fourth location in Nassau County for financial intitution that recently merged with Coastal Banking Co. From Staff First Federal Bank of Florida will build a 2,000-square-foot, full-service branch in Wildlight, the new town under development in Nassau County, Raydient Places + Properties said in a news release. On April 3, First Federal merged with Coastal Banking Co., the holding company

of CBC National Bank, which currently has one branch in Fernandina Beach. This merger and the Wildlight branch will increase First Federal’s Nassau County presence to four locations. The bank’s standalone building in Wildlight will be designed according to the community’s Florida Lowcountry architectural guidelines. The projected completion date is early 2019. Terms of the land sale were not disclosed. Founded in 1962, First Federal is a community-based mutual bank with 17 branches and 2 loan offices across North Florida.

McCague named interim chief financial officer of JaxPort Adviser is former manager of the Jacksonville Police & Fire Pension Fund. From Staff JaxPort named former banker Beth McCague as interim chief financial officer effective May 7. McCague has been serving as an adviser to JaxPort’s CEO and finance group. She will assume responsibility for the port’s budget and accounting, treasury, payroll, procurement, economic forecasting-planning and external auditing functions. A JaxPort news release said she also will oversee JaxPort’s $600 million capital program and will be the primary liaison with bondholders, lenders and credit rating agencies. She replaces Michael Poole, who is leaving to take on a role at Port Canaveral. Before joining JaxPort, McCague managed the $1.6 billion Jacksonville Police & Fire Pension Fund through a transition in leadership, stabilizing and modernizing the organization, the release said.

She serves on the board of Ameris Bancorp and has served in high-level positions with major banking and investment firms, including 32 years with Wachovia Bank. McCague McCague is a member of the UF Health Jacksonville board of directors and chairs its finance committee. She is a past chair of the University of Florida Foundation and co-chaired the $1.5 billion University of Florida capital campaign. Previously, she served as a gubernatorial appointee to the Florida State Board of Administration, overseeing that board’s $142 billion investment portfolio. “The financial health of our organization is a vital part of our ongoing stability and success,” said JaxPort CEO Eric Green in the release. “Beth has already proven to be a skilled adviser to our leadership team and her considerable experience will be invaluable during this time of unprecedented port business growth and investment,” he said.

City Council members will decide today if an unidentified company in Northwest Jacksonville should receive $40,000 in financial incentives in exchange for 40 new jobs. The company, code-named “Project Cart,” is described in a legislative fact sheet as an existing “wholesale distributor of food and grocery store items” located in Northwest Jacksonville. Project Cart seeks a $40,000 Economically Distressed Area Targeted Industry Program grant that would be distributed from the city over a four-year period. The company pledges to hire 40 new employees and invest up to $400,000 in new equip-

ment and to renovate its existing facilities. The city requires 20 percent of the new workforce to be residents of Northwest Jacksonville with an average salary of $30,100 annually. The grant comes from the Northwest Jacksonville Economic Development Fund, which the city uses to help businesses operating within a “distressed area” of town. Incentives are paid over a four-year period, but only after the city Office of Economic Development verifies the wages and hires were met. City Council meets at 5 p.m. at City Hall at 117 W.
