Group wants to develop Youngerman Circle site 295 Venture LLC planning project south of I-295 west of Keith Pierson Toyota.
A group wants to develop almost 10 acres at Youngerman Circle and Parramore Road in Southwest Jacksonville into uses such as a hotel, assisted living, self-storage and restaurants. The 295 Venture LLC of Ponte Vedra Beach applied to the St. Johns River Water Management District to develop a surface stormwater management system for the project.
Land owner 295 Venture LLC is led by Chester Stokes. A phone call left at the number listed for Stokes was not returned. The group also applied to the city Planning and Development Department to rezone 9.7 vacant acres there from Industrial Business Park to Planned Unit Development for up to 200,000 square feet of nonresidential use. at 4900 Baymeadows Road for Craven Road Senior Housing. The site is the former Baymeadows Community Church Inc., also known as Crossroots City Church. Property owner Dog River LLC, through Ordinance 2018-
129, wants to rezone the property from Residential Low Density-70 to Planned Unit Development. The owner bought the property in September and plans to develop up to 28,000 square feet of space for senior housing with assisted living, memory care, skilled nurs-

The commission also approved rezoning for up to 80 townhomes on 7.45 acres at 5220 Atlantic Blvd. between Jork Road and Brookside Circle West. The owner, Lionheart Venture Group LLC, through Ordinance 2018-188, proposes changing the previously approved 2006 Planned Unit Development to a less dense PUD. The property is currently approved for 116 multifamily units in two- and three-story buildings. The project was not developed. The proposed plan reduces the number by 36 units, or 31 percent, and limits the townhomes to 35 feet in height similar to singlefamily zoning standards. The commission approved the application conditioned on the review of a professional traffic study. The City Council Land Use and Zoning Committee is scheduled to
hear rezoning legislation Tuesday. The planning commission also approved zoning exceptions and a waiver of minimum distance requirements for liquor licenses: n Rec Room LLC, at 1049 Park St. in Five Points, was approved for an exception for the retail sale of beer and wine on premises, not in conjunction with a restaurant. The commission also approved reducing the required minimum distance between the bar and the Riverside Presbyterian Church and School at 849 Park St. from 1,500 feet to 455 feet. The location previously operated as CASK, a wine bar approved for retail sale and service. The Rec Room is termed a “barcade” featuring a 10-seat bar with a large area for vintage arcade games in a 1,568-square-foot space. n Crafty Crab, a Cajun-style seafood restaurant under construction at 6733 103rd St., was approved for a zoning exception to serve all alcoholic beverages to dine-in customers. Council approved $1,945,000 for a dozen upgrade projects at TIAA Bank Field, the Baseball Grounds of Jacksonville and Veterans Memorial Arena. Projects include widening the front entrance plaza and repairing bowl seating at the arena, bleacher and turf equipment replacement at the baseball grounds and construction of a 60-foot-6inch-tall digital marquee next to the Daily’s Place amphitheater. SMG, the company that operates the city’s entertainment venues, will use the marquee to advertise events at the venues. Council approved 19-0 an economic development agreement between the city’s Office of Economic Development and an unidentified company codenamed Project Cart. The agreement gives Cart a $40,000 Economically Distressed Area Targeted Industry Program grant in exchange for creating 40 positions at an existing facility in Northwest Jack-
sonville. The grant will be paid over four years and is contingent on Cart creating the positions. City documents describe the company as a wholesale distributor of food and grocery store items. To qualify for the incentives, 20 percent of the new workforce must live in Northwest Jacksonville and receive an average annual salary of $30,100. River & Post Managing Partner Jeffrey McCusker said Monday that Abraham starts in four weeks and Fristche has been on board for five weeks. Abraham owned and operated the popular Two Doors Down restaurant nearby at Park and Forest
streets in Brooklyn for six years. He closed it in November 2015 when Gate Petroleum Co. decided to buy the site for development of a Gate gas station and convenience store. According to the Duval County Clerk of Courts, KB paid $2.1 million for the property April 20. The seller was Williams Sweetwater Partners LLC. In January, Mattamy Homes announced plans to build 514 single-family homes and 125 townhomes on 217 acres in Wells Creek, just south of the KB Home site. Mattamy said prices in Wells Creek will start in the low $200,000s for single-family homes. KB Home said it anticipates its community will open in spring 2019. KB Home has 13 active communities in Jacksonville and a total of 21 in the region, according to its website.

Sam’s Club at 10690 Beach Blvd. is slated for additional self-checkout lanes. The city is reviewing a permit application for Sam’s Club to add the lanes at a cost of $35,000. Sam’s Club also is adding more self-checkout registers at its area clubs at 300 Busch Drive and 6373 Youngerman Circle. Plans previously were filed for those projects. Amy Wyatt-Moore, senior manager of corporate communications with Sam’s Club, which is owned by Wal-Mart Stores Inc. said in November that selfcheckout is a convenience for members. “Many prefer to use this option as well as our Scan & Go app, which allows them to check out using their mobile phone,” she said. Plans show that Sam’s Club will remove some of the staffed registers and replace them with selfcheckout registers. Wyatt-Moore said all three clubs will continue to have a
space at 5810 Normandy Blvd., No. 2, next to Ollie’s Bargain Outlet at southeast Normandy and Lane avenues. No contractor is listed for the $500,000 project that is in plan review. The shopping center is in West Jacksonville. DKMullin Architects of Moscow, Idaho, is the architect. Planet Fitness of Hampton, New Hampshire, is the franchise owner; Middle Street Capital of Portsmouth, New Hampshire, is the franchisee; Cardinale Entities Co. Putnam wants to cut red tape, revamp education State agriculture commissioner brings Republican gubernatorial campaign to Jacksonville. At a Mandarin diner Wednesday morning, Republican gubernatorial hopeful Adam Putnam told a group of Jacksonville supporters he is the only candidate with their needs in mind, taking the opportunity to criticize the four leading Democrats in the race, as well as his GOP challenger. Putnam, the state’s agriculture commissioner and a former state House member, spoke to about 60 members of the Republican Party of Duval County. He wants to replace Gov. Rick Scott, who is term-limited and running for U.S. Senate. “They’re so mad about who’s in the White House that they can’t see straight,” said Putnam of the state’s Democrats. He said they are trying to “hijack Florida” and have one priority — replacing President Donald Trump in 2020. “Make no mistake, the left is coming for Florida,” he told supporters. Former U.S. Rep. Gwen Graham, Tallahassee Mayor Andrew Gillum, Miami Beach Mayor Philip Levine and Orlando businessman Chris King are vying for the Democratic nomination in August ahead of the November general election. Putnam attacked comments made by the Democrats during their April 18 debate in Tampa. “When three of the four Democrats running for governor say that they start their day by reading The New York Times, I think you have a pretty good idea of where they get their marching orders from,” he said. Trump criticizes the Times as being unfair to him. Putnam is one of two bigger-name Republicans in the race, including U.S. Rep. Ron DeSantis, who represents Florida’s 6th Congressional District, comprising part of Duval County and North Central Florida. Speaker of the Florida House Richard Corcoran also is likely to run. Although he didn’t mention DeSantis by name, Putnam told media members that politicians in Washington don’t fix problems Floridians consider important. He said candidates “cannot run for governor from a D.C. studio,” a quip about frequent appearances by DeSantis on Fox News. “I’m in people’s living rooms, in their coffee shops and diners,” Putnam said. “I am spending every single day looking people in the eye, shaking people’s hands and sharing my ‘Florida First’ agenda with them on what I would do as their governor,” he said. While recent polls show Putnam and DeSantis even, Putnam’s fundraising efforts continue to lead his competitors. Since announcing his candidacy in May, Putnam has raised more than $26 million through his campaign and political action committee, Florida Grown, according to the Florida Division of Elections. By comparison, DeSantis raised about $5.3 million since launching his campaign in January. Only Levine is near Putnam’s level, with more than $11 million raised through March. Putnam told supporters he’s dedicated to creating jobs and improving the state’s public education system.

IN BRIEF State Sen. Bean not sold on JEA sale Florida Sen. Aaron Bean said Wednesday city leaders should be “very leery” about possibly selling public utility JEA to a private company. “People love cheap electricity, and it’s hard to imagine a sale that would lower electric rates,” said Bean, who represents parts of Duval and Nassau counties. Bean said City Council should continue to look at the situation, but didn’t want to comment further.
No repayment from SAFT, yet Saft America Inc. hasn’t refunded $320,000 to the city for failing to reach hiring benchmarks by year-end 2017. The money is tied to a 2009 economic development agreement between the lithiumion battery maker and the city. City spokeswoman Tia Ford said the sides are “discussing possible solutions” after the Office of Economic Development sent a certified letter Feb. 23 demanding repayment.
“I bring a small business background to this job,” he told the crowd. “If we are a state that cuts red tape, keeps regulations out of the way, we have unfettered upside for what we can continue to accomplish,” Putnam said. Part of Putnam’s economic strategy includes changes at public schools, which he said concentrate too much on sending every child to a four-year university, mounting them “with hundreds of thousands of dollars in student loan debts.” “I want all of our students to know what all of their options are,” he said. “I want them to know that welders at JaxPort are making six figures.” Putnam said he wants to fund vocational and technical training from the middle school level and higher with programs that target growing career fields. “I’m talking about cybersecurity, robotics, coding, health care, the culinary arts,” he said.
