Regency plans to start San Marco retail center, Publix within a year

By Karen Brune Mathis Editor A year after a deal for apartments fell through, and 16 years after potential development first surfaced, it looks as if East San Marco will soon rise — with retail. This time, says the property owner, East San Marco at Hendricks Avenue and Atlantic Boulevard will be just Publix Super Markets Inc.

There will be no apartments on top, and it might not even be named East San Marco. “It’s going to be a terrific shopping center that’ll be very favorably received by the neighborhood and what the neighborhood needs,” said Regency Centers Corp. Chairman and CEO Martin E. “Hap” Stein. “It will be a very positive addition to a great neighborhood in the San Marco area,” Stein
said Thursday after the Regency Centers annual meeting of shareholders. He said construction should start within the year and be completed a year after that. East San Marco remains the name “for now,” he said. Stein said Jacksonville-based Regency Centers will develop, own and manage an estimated 50,000 square feet of retail space comprising EAST SAN MARCO

On Nov. 16, Total Wrecking was awarded the demolition contract including an additional scope to demolish equipment and other structures and to restore the site to an industrial standard for a total bid of $17,737,420. Total Wrecking, based in the Buffalo suburb of Tonawanda, New York, is a national company with three generations in the demolition business. JEA and Florida Power & Light Co. co-own the power park. The Florida Public Service Commission approved the plant closing in September. It began commercial operation in March 1987 and ceased producing electric power in January. JEA spokeswoman Gerri Boyce said demolition of the two cooling towers is the first phase of the estimated $68 million plan to decommission and remediate the site. Boyce said when the structures are gone, the site will be remediated by April 2020. JEA owns 80 percent of the park and FPL owns the remaining 20 percent. According to the News Service of Florida, FPL will pay JEA $90.4 million to decommission the power park. The 1.43 million-square-foot power park consists of 46 singleand multistory buildings, the two cooling towers and a 640-foottall smokestack on 1,600 acres. The implosion subcontractor, Maryland-based Controlled Demolition, said by email it will provide explosive design and performance on the cooling towers and other structures. The cooling towers will be imploded in late June or early July. Other structures require decom-

missioning and will be demolished later. Frank Bodami, Total Wrecking managing member, said there is little hazardous material on-site. Decommissioning involves preparations such as removing oils and fluids from equipment, most of which will be done by JEA. Bodami said about 98.8 percent
of the demolished material will be recycled. The two-year project will result in grass fields with some of the roads and railroad lines remaining. Initial demolition has begun with the removal of plastic filter material from the cooling towers. The material will be recycled. Implosions are planned for
three phases. The first phase includes the cooling towers; the second phase will be the two boilers; and the last will be the 640-foot-tall smokestack because it is the tallest structure with aerial warning lights. Bodami said his company typically hires subcontractors for implosions because of the spe-

Eureka Gardens becoming Valencia Way City is reviewing $17.3M in renovations for apartments. By Karen Brune Mathis Editor Owners of Eureka Gardens Apartments, a subsidized apartment complex in West Jacksonville that struggled with conditions, seek city approvals for $17.26 million in renovations and a new name — Valencia Way. NEI General Contracting Inc. of Ocoee is the contractor. Dimit Architects of Lakewood, Ohio, is the architect. Plans show 38 apartment buildings and a clubhouse, laundry and maintenance facility will be renovated at the 1214 Labelle St. project. Permits submitted for review describe a “moderate rehabilitation” equal to about $22,500 a unit. A project summary shows the project will consist of the renovation of units in 38-two-story apartment buildings on about 23.6 acres. Work will include several parking lots, a community building, maintenance building and laundry building. It said that upon completion, the complex will comprise about 400 one-, two- and three-bedroom units. Daily Record news partner WJXT TV-4 reported in February 2017 that the troubled Eureka Gardens apartment complex and other subsidized housing properties were under new management as the Millennia Group took them over. Ohio-based Millennia Group was buying the portfolio of properties from Global Ministries Foundation. Building-permit applications list the owner as GMF Jacksonville Pool LLC, based in Cordova, Tennessee, while plans identify the owner as Millennia Housing Development Ltd. of Cleveland, Ohio. The news station said Global Ministries Foundation was under scrutiny since its reporting team exposed living conditions at the apartments that led to a city code enforcement raid that found crumbling staircases, gas leaks, mold and other problems. The U.S. Department of Housing and Urban Development had the property re-inspected and the conditions led to visits to the property by U.S. Sen. Marco Rubio and a meeting in Washington, D.C., between city leaders and HUD officials, Channel 4 said. WJCT 89.9-FM reported in October that City Council unanimously voted to authorize the Jacksonville Housing Finance Authority to issue up to $90 million in bonds for Millennia to buy and rehabilitate four Jacksonville low-income apartment complexes, including Eureka Gardens. The four complexes were owned by Global Ministries Foundation and were being managed by the Millennia Housing Management, which WJCT reported was the company set to close on the purchase of the complexes. Millennia has been overseeing the complexes since December 2016, according to the Jackson-

ville Housing Finance Authority. WJCT reported that bonds should be issued this spring to finance the rehabilitation of the projects. A Housing Finance Authority financial adviser said Millennia would invest an average of $50,000 per unit into rehabilitation. Plans show the almost 400 units will consist of 93 one-bedroom, one-bath units; 186 twobedroom, one-bath units; 98

three-bedroom, two-bath units; seven accessible one-bedroom, one-bath units; seven accessible two-bedroom, two-bath units; and six accessible threebedroom, one-bathroom units. Eight units for hearing-impaired tenants also are provided. Each of the two-story, masonry-clad and aluminum siding apartment buildings will be renovated and improved for new windows and doors, it said.

The site is at 1532 Atlantic Blvd. District 5 City Council representative Lori Boyer said Thursday she was happy to hear that Regency decided to develop the retail center. “I know that area residents a re l o o k i n g forward to the grocer arriving soon,” Boyer said. Boyer It will be a different East San Marco than the project that stalled last year. Publix agreed more than a decade ago to anchor the location, which most recently was planned for a more than $60 million project to include retail space, parking garages and 266 apartment and townhouse units. However, developer ArchCo Residential LLC terminated its involvement just before the scheduled March 6, 2017, closing to buy the property from Regency Centers. ArchCo’s group intended to buy the land, develop the project and
sell the retail space to Regency Centers, which is a national shopping-center owner. ArchCo’s group would have kept the residential portion. Regency Centers said after ArchCo’s decision to pull out that it would continue the project but did not provide details. Publix has remained on board. ArchCo, based in Atlanta, and New York-based Bluerock Residential Group REIT formed BR ArchCo ESM LLC to buy the 4.3acre site. ArchCo Residential Regional Partner Jason Jacobson said last year that a combination of higher construction costs and an uncertain interest rate environment led to the decision to terminate the deal. “It’s not very common to go through two years of work on a project and then come to an end so suddenly,” Jacobson said. He said the decision “wasn’t done lightly.” Jacobson said previously that ArchCo began looking at the project in 2014 and that ArchCo and Bluerock executed a purchaseand-sale agreement in February 2015. The city issued building permits in late 2016, but the site remained vacant.

Jacobson said construction cost estimates increased by almost 50 percent “from where we initially thought they would be in 2014.” He said the group preferred to take its losses. “Everybody thinks it is a great project and everybody wanted it to go forward and it just wasn’t working,” he said. Development at the site surfaced in 2002 when it was owned by SouthTrust Bank.
In 2006, Regency Centers and The St. Joe Co. announced a mixed-use project on the site and Publix committed to lease there. After the recession, plans continued and City Council enacted ordinances to allow apartment and commercial development. Stein said Thursday a parcel next to the retail site probably will be sold for residential use but no contract has been signed. He said Regency was working
on how to address the Planned Unit Development that allowed the mixed-use site with the retail center on the ground level and floors of apartments above it. Boyer said the approved East San Marco PUD might need to be modified, depending on the uses. Reducing density typically would not require a change, but the next residential uses might require a modification, she said. She said she did hear about potential development on the adjacent parcel that was looking at a “substantial” density. Boyer said that was unlikely to be supported because the existing PUD was approved for a six-story height on the corner of Hendricks and Atlantic that transitioned lower. Because the retail center is planned there now, Boyer said the community probably would not support transferring a substantial residential density to the adjacent site, which is near a park. Sabeen Perwaiz Syed is executive director of the Florida Nonprofit Alliance and executive producer of TEDxJacksonville, which will present its seventh annual local conference Oct. 20 at the Florida Theatre. A TEDx event is licensed by the global TED (Technology, Entertainment and Design) nonprofit and organized by volunteers to generate community conversations and connections through brief, powerful talks. She and her husband, Gunster lawyer Asghar Syed, welcomed their first child, son Raza, on Valentine’s Day.

I was born in Pakistan, in Karachi. My family moved to New York when I was 9 years old. I grew up in Queens in the public school system. I went to grad school in England because I wanted to explore the world. I had more of a culture shock moving from New York to Jacksonville than I did from Pakistan to New York because New York is such a diverse place. I lived in (Washington) D.C. for an internship and then Jacksonville the last seven years. I was a premed major and decided that wasn’t for me and then started traveling. I got my master’s in international development, but when I met Asghar, I discovered Jacksonville. I realized that what I wanted to do abroad could be done stateside, and nonprofits were a natural fit. I started at the Girl Scouts of Gateway Council and with the PACE Center for Girls and then JAX Chamber. Rena Coughlin at the Nonprofit Center of Northeast Florida got me to join the Florida Nonprofit Alliance. It’s not really the trajectory I thought I was going to be taking but one that I’ve immensely enjoyed and is both professionally and personally rewarding. TEDx is really cool for me because it allows us to curate what is best and most relatable for the local audience. We are following the guidelines and the branding regulations of TED, but we have full independence in how we curate our conference, who we invite to speak, and that’s been fun for me. I’ve been able to discover all these great people in Jacksonville who are doing phenomenal things and they just didn’t have a platform that elevated them to the global space.

Every year I discover something new that’s always an “aha” moment. One of the things that’s important to me is travel. That’s something I insist we do. we liked as collective goals, and a couple for me is that we had to travel to a new place every year. I’m proud to say that we’ve been able to do that. It allows me to detach myself from commitments and responsibilities at home and immerse myself in where we’re going, and learn about that culture, the food and the local essence. Within his first three weeks, we got Raza’s passport and the three of us are going to Israel in July. We want him to be adjusted to traveling. We both traveled as kids and we hope he enjoys it as much as we did. Being a South Asian woman in Jacksonville, I always get a request to participate or be a part of something. I would challenge the community to ask me who else can we tap because often we elevate one or several individuals and it’s the same people. There are so many fantastic people in the community who need that same exposure. It’s important to elevate others.
