A closed Springfield Boys & Girls Clubs center will be converted into the Citi Teen Center, possibly to open in January, to anchor the corner of Liberty and 10th streets. Conversion of the Laurence F. Lee Boys & Girls Club “will transform the Lee facility into the coolest (and safest) place for local teenagers, aged 13 to 18, to learn, grow and engage in healthy activities,” says the Boys & Girls Clubs of Northeast Florida. According to the club, the investment to create The Springfield Project is about $2.5 million. The Citi financial services giant donated $500,000 as the naming-rights sponsor.

Built in 1965, the Laurence F. Lee Boys & Girls Club at 313 E. 10th St. was open for 50 years until closing in 2015 because of the recession and rising maintenance costs.
Darby Stubblefield, Boys & Girls Clubs vice president of development, said Publix Super Markets Charities donated $100,000, the Lucy Gooding Charitable Foundation gave $800,000, and Lowe’s donated $50,000. An anonymous donor pledged $250,000.

The completed project will feature a new Teen Center, Pre-Teen Center and swimming pool and a renovated wellness center. “At the Y, we believe it is our responsibility to help children and teens realize their potential and to provide the necessary tools and resources to help our neighbors achieve health and well-being,” said Eric Mann, YMCA of Florida’s First Coast president and CEO. The Johnson Family Y is at 5700 Cleveland Road in Northwest Jacksonville.

eTown continues to make moves with plans in city review Development along I-295 making progress on residential plans.
More eTown and nearby development is surfacing for the more than 1,000-acre project primarily east of Interstate 295 and Florida 9B. While road signs and public filings refer to E-Town, the project is being marketed as eTown. The PARC Group is developing the project on land owned by the Davis family.
Among the updates: n Toll Brothers, through Toll Southeast LP Co. Inc., paid $5.36 million May 1 for 76.7 acres east of I-295 and Florida 9B. It bought the land from Eastland Timber LLC, led by Vice President Jed Davis. Toll Brothers previously bought 113 acres for almost $4.9 million along R.G. Skinner Parkway from
Eastland Timber in February. It is for a single-family community. n Set for Jacksonville Planning Commission review June 7, Eastland Timber seeks a minor modification for 12.38 acres east of I-295 and south of R.G. Skinner Parkway. It’s called Atlantic Coast Development. No specific uses are shown in the application, but design guide-
lines include commercial, singlefamily, multifamily and townhouse lot requirements. Lawyer Paul Harden is the applicant. Plans already filed with the city show that 97 townhomes among 13 seven-unit buildings and one six-unit structure are proposed on the site. R.G. Skinner ParkMathis

The first phase of the expansion includes construction of a separate Teen Center building and swimming pool. The Teen Center will be equipped to serve more than 100 students ages 14-18 with opportunities through the Teen Forward program. The building will add 4,000 square feet of space for the program and includes a STEAM – Science, Technology, Engineering, Art and Math – laboratory, teaching kitchen, computer lab, recording studio and gaming area. “I grew up in this community and I’ve seen firsthand the impact that the Johnson Family YMCA has had on this neighborhood, especially our youth, who come to play sports, connect with peers and gain life skills,” said Irvin Cohen, executive director of the Johnson Family Y. The new pool will allow the Y to expand its signature Safety Around Water drowning prevention program to reach more youth while also creating 10-15 jobs at the Y in Teen Center programming and aquatics. The Teen Center building, PreTeen space and the pool are scheduled for completion by year-end, completing both phases. To date, $3.2 million for the $3.5 million expansion project has come from community donations, according to the Y. It will continue to raise funds until it reaches the goal. On Wednesday, state Sen. Aaron Bean and state Rep. Kimberly Daniels presented a check for $250,000 to Mann, the YMCA’s

metropolitan board of directors and the Y’s senior leadership team. A news release said that during the legislative session, Bean, a Fernandina Beach Republican whose district includes parts of Duval and Nassau counties, and Daniels, a Jacksonville Democrat, advocated together for the $250,000 in state funding for
teen programming at the Johnson Family Y. “This facility is strategically placed between Cleveland Arms and Washington Heights, which are high crime housing areas,” Daniels said in the release. The program expansion will benefit youth in those neighborhoods, she said. In addition to programming,
the Y will use the funds to provide life-skills training, job and career preparation, health education and summer employment opportunities for teenagers, the release said. The new programs will serve about 120 additional youth, it said. The Johnson Family Y also launched the Elements that Build

approved in August. The block grant funds are available for reimbursement for construction expenses and must be expended by September, she said. Stubblefield cited support from Citi, Publix, the Gooding Foundation, the grant, an anonymous donor and individuals for launching the project. The city is reviewing a building-permit application for Core Construction of Jacksonville Inc. to renovate the closed Laurence F. Lee club building into The Springfield Project Phase 1. The civil engineer is Taylor & White Inc. and PQH Group is the architect. The application calls for a $1.8 million renovation of the 18,255-square-foot, two-story building at 313 E. 10th St. Built in 1965, the structure served as a Boys & Girls Club for 50 years until it closed in the summer of 2015, according to the club. The renovated building will include a gymnasium, movie room, robotics and art labs, hair salon and other features. Citi announced its donation in May 2016, to be made in annual payments of $50,000 for 10 years, said Citi Public Affairs Director Mark Rodgers. ”We have had a long and productive relationship with the Boys & Girls Club for more than 20 years,” said Micah Heavener, Citi Jacksonville site president. Heavener said the company looks forward to completion of the Citi Teen Center. “We believe it will benefit the community in a number of ways,” he said. The Laurence F. Lee club closed because of the recession and rising maintenance costs, “necessitating a total renovation of our buildings and grounds,” according to a project plan on the bgcnf.org site. In the interim, other locations continue to serve families seeking access to programming, transportation and assistance, the club says.

Children under 13 were transferred to the nearby National Football League Youth Education Town Boys & Girls Club. In more detail, the club says the Citi Teen Center will include a restaurant, kitchen, game room, dance studio, theater room, rockclimbing wall, culinary arts program, library and learning center, urban farm and herb garden, art studio, gymnasium, robotics lab, radio station and recording studio, cosmetology program, computer lounge, career development programs and community lounge. It says The Springfield Project will serve 250 to 300 teens annually, “providing them with a place

to study, do homework, hang out with friends, or learn a new skill.” The club says it will incorporate a catering hall to employ teenagers and teach them skills. Weddings, family reunions, business functions and more will be among the events. It also will offer fresh fruits and vegetables for sale, provide salon services and work to meet neighbors’ needs. “We will also offer family programming including open houses, book clubs, a community garden, dance lessons, nutrition and cooking classes, finance workshops, and more,” it says. Donation opportunities range
from $100 for a personalized brick in the entryway or garden to $300,000 for the pavilion. The club will name an element in the facility for the Lucy Gooding Foundation, although “they don’t want to keep us from securing a gift for a naming opportunity.” “They are very humble and very generous in their giving,” Stubblefield said. The club says the center will provide positive role models and proper supervision. It says that in most cases, neighborhoods surrounding Boys & Girls Clubs are at a greater risk of poverty, criminal activity, poor
health, school failure and gang involvement. Among teens served by Boys & Girls Clubs, 78 percent belong to an ethnic minority, 68 percent do not live with both parents and 86 percent participate in free or reduced-cost lunch programs. JU to build Jacksonville Lacrosse Center on campus

Jacksonville University intends to start construction this summer on the Jacksonville Lacrosse Center at its Arlington campus at 2800 University Blvd. N. Completion is expected in the fall. Jacksonville-based Stellar will build the center next to D.B. Milne Field at a construction cost of $1.875 million. The 8,600-square-foot building will include 10 offices for coaches, assistants and staff; a conference room and film room; a women’s locker room, restrooms and shower facilities; and a men’s locker room, restrooms and shower facilities. Stellar teamed with PQH Group for the design. JU said the center has been a primary focus for Athletic Director Alex Ricker-Gilbert since his appointment in May 2016. Ricker-Gilbert hired John Galloway as head coach for the men’s program. Mindy McCord is the head coach of the women’s team.

Race for council vice president has three hopefuls Danny Becton, Tommy Hazouri and Scott Wilson seeking position. City Council member Sam Newby has dropped out of the council vice president’s race. In a statement Tuesday, Newby said he wants to focus on his AtLarge Group 5 seat re-election campaign. “The prospect for serving as council vice president is very appealing, but at this time I want to hone in on my current responsibilities,” Newby said. “Additionally, this time will equip me with more knowledge and the freedom to fully commit to this role next year,” he said. That leaves Danny Becton, Tommy Hazouri and Scott Wilson as candidates in a race for vice president that culminates Tuesday City Hall. None of the three has secured more than one commitment from their colleagues. Ten votes are required to win. There is no uncertainty in the council president’s race. With 13 pledges, current council Vice President Aaron Bowman is all but certain to ascend. His successor as vice president is not clear. Becton is completing his first term as the District 11 represen-

tative in South Jacksonville and is vice chair of the Finance Committee. “I really think I have all the tools in the toolbox,” Becton said. “I have taken on a lot of roles that have given me such a wealth of experience.” Becton has served two years on the Finance Committee and three years on the Land Use and Zoning Committee, which he chaired in 2016-17. He described his leadership style as “balanced and professional.” Hazouri, who holds the AtLarge Group 3 seat, is a former Jacksonville mayor, state representative and school board member. He’s the only Democrat in the race. “I understand the needs of the city,” Hazouri said. “I think I’ve demonstrated over the years my commitment in helping move Jacksonville forward.” Hazouri said he’ll work well with Bowman, the administration and his peers. “I think I can enhance those

relationships, no matter the party, no matter the issues they have,” he said. Wilson, the District 4 representative whose area covers part of South Jacksonville, is running for the second time. His 2017 bid gained just five votes. “You know, you put yourself out there and sometimes it doesn’t work,” he said. “I’m willing to serve if my colleagues feel like I’ll do a good job,” Wilson said. “I’m confident in my knowledge and what I’ve accomplished, both on council and before that.” Wilson has worked on the fourth floor of City Hall since 2007, having spent eight years on staff. He is nearing the end of his first term on the council. He chaired LUZ in 2015-16. “I think I’m as prepared as anyone could be to take on this role,” he said. An underlying theme of the race is who could become president in 2019, which is an election year when at least eight new council members will join the group

16 percent jump in JFRD plan reviews According to its annual report to City Council, the Jacksonville Fire and Rescue Department’s Fire Prevention Division reviewed 1,727 Certificate of Use applications in 2017. The division also reviewed 6,326 sets of plans, up 16 percent from 2016. Permit inspections were up 5 percent to 5,923.

“If I’m elected vice president, I’ll do what I’ve done my entire career in public office and that’s to listen, to learn and to lead,” he said.
