More office and retail development is slated for Gate Parkway south of St. Johns Town Center. The Skinner family and applicant Nouveau Management Group LLC propose to rezone about 15.44 acres at northwest Gate Parkway and Burnt Mill Road in south Jacksonville, south of Butler Boulevard. The rezoning, from Commercial Office and Residential Medium Density to Planned Unit Development, would provide a mix of commercial, retail and office uses and space for a small public building. Nouveau Management Group LLC comprises managers Mike and Elaine Ashourian. Its registered agent is Ash Properties. The S-10/Burnt Mill PUD, which is Ordinance 2018-337, is scheduled for public hearings at the Jacksonville Planning Commission (June 21), City Council (June 26 and July 24) and the council Land Use & Zoning Committee (July 17). Plans call for three commercial-retail-office buildings, a personal property storage building and a site for public buildings and facilities on the north end of the property. A site location map shows two 34,200-square-foot, two-story buildings and a 51,600-squarefoot, two-story building. Those would comprise retail space on the ground floor and office space

ohn Delaney arrived in Jacksonville at age 16 with no intentions of staying. His father was transferred to the city with General Motors, and all the younger Delaney wanted to do was get back to Cincinnati — or just about anywhere else. “I hated it here,” Delaney, 61, said in April, a month from his scheduled May 31 retirement as president of the University of North Florida. “We were from Cincinnati and I wanted to move back there or go to Washington, D.C., or New York,” he said. Forty-five years later, he hands the reins of UNF after a 15-year tenure to David Szymanski, who in a twist of irony comes to the school from the University of Cincinnati, where he served as DELANEY

JinkoSolar hiring, targeting launch in September or October Chinese solar-panel manufacturer opening plant at AllianceFlorida.

JinkoSolar Holding Co. Ltd. is hiring and filing the paperwork needed to launch its Jacksonville manufacturing plant, according to city and state records and a company executive. “The project is on schedule. We have already made initial hires and are actively recruiting,” said Business Development Director

Jeff Juger. Shanghai-based JinkoSolar agreed to open a 200-job solarpanel plant at AllianceFlorida at Cecil Commerce Center with the support of city and state incentives. Juger said JinkoSolar is targeting an initial launch in September or October.

dean of the Carl H. Lindner College of Business and professor of marketing. In retirement, Delaney isn’t going to Cincinnati or Washington, D.C., or New York or anywhere else. The former two-term mayor of Jacksonville is staying in his adopted hometown. “I fell in love with this city,” he said. Delaney also served as chief assistant state attorney in the 4th Judicial Circuit, general counsel for the city and chief of staff for his predecessor, Mayor Ed Austin. POLITICS TO ACADEMICS

Because of term limits, he left the mayor’s office in 2003 and pursued the job as president of UNF with the goal of parlaying his relationships in the local public and private sectors and in Tallahassee to help elevate the university’s profile. “It’s still a bit of a light under a bushel basket in Jacksonville,” Delaney said of UNF. “I think sometimes the city doesn’t appreciate how good it is. It’s third in admissions standards in the state and it’s gained probably 200 points in the SATs on the University of Florida.” Delaney leads a campus of more than 16,000 students, 600 faculty and more than 1,000 staff. Each year, 4,000 students graduate from the university’s six colleges. The gains UNF has made during Delaney’s tenure include: n Raising the average GPA of incoming students from 3.6 and an SAT score of 1,145 in 2003 to a GPA of 4.17 and SAT average of 1,208 in 2017. n Increasing the number of accredited programs from 37 to 54. n Increasing the number of doctoral degrees awarded by 76 percent. n Achieving the sixth-highest graduation rate in the U.S. among public, urban regional universities. n Increasing the amount of on-campus building space by 168 percent, or 2 million square feet. n Helped raise nearly $250 million for UNF since 2003. n Led growth in the school’s endowment to $100 million, a 250 percent increase since 2003. n Led UNF’s “Power of Transformation” capital campaign that exceeded its goal, raising more than $130 million. n Secured more than $300 million in state funds for campus construction. In addition, Delaney said UNF has developed a reputation within the business community for producing highly employable graduates, which serves to

attract higher-caliber students who know they will be prepared for the workforce in a variety of disciplines. “When I was mayor and we had economic development issues, inevitably you looked to partner with FSCJ when you needed 100 welders or 200 people with these skills or 250 with those skills,” Delaney said. “That’s really changed to where now it is companies need to speak with our dean of engineering and our college of business, or there’s a health care company that needs to know how many hospital administrators we can crank out,” he said. “The jobs have shifted, but never in the 12 years I was in City Hall, from an economic development standpoint, did we talk to UNF or bring them in to talk with prospective employers coming to town,” Delaney said. “And that’s changed a lot.” STAYING FOR THE JOBS

About 60 percent of incoming UNF freshman, Delaney said, come from out of state or out of the five-county region. Most of them stay after graduation, he said, because they know the jobs are here. “I often tell the story of two retired CEOs of big engineering firms both telling me they stopped recruiting at MIT and Georgia Tech,” Delaney said. “They would still hire their graduates, but they quit spending money sending recruiters there because they loved the UNF graduates. They liked their work ethic, but they also liked their

training,” he said. Delaney describes UNF as having a small private-school feel but with the support of a midsize regional state school and a solid relationship with a broad spectrum of the business community. He cited Deutsche Bank as an employer of many UNF graduates. Engineering firms seek graduates of the school’s College of Computing, Engineering and Construction. The major hospital systems, Delaney said, combined to establish a project to expand UNF’s nursing program to help meet their growing demands. “The hospitals got together and paid for us to hire faculty over a five-year period so we could add another whole cohort of nurses, and then after the fifth year we absorbed that cost,” Delaney said. “It was a unique partnership when there was not a way for us to respond quickly to the nursing demand.” A graduate of the University of Florida, Delaney admits to bias toward UNF. Of the school he is handing off to new president Szymanski, he said, “It’s a great place.” “If we can get students on a tour … it’s the prettiest school in the system,” Delaney said. “If we get them here, they tend to get hooked. And when we get them to graduation, they get employed. “I tend to describe UNF as more of a private liberal arts school with a business school attached, and health college attached, and a college of education attached, and the CCEC. It’s a great mix to help develop a region.”

WHAT’S NEXT? John Delaney, an attorney, will join a strategic alliance formed by the Rogers Towers law firm and The Fiorentino Group, a government relations provider. Rogers Towers and The Fiorentino Group formed the alliance five years ago to focus on areas such as integrated business and government affairs issues; business counsel; higher education issues; complex environmental matters; and other government affairs needs at the local, state and federal levels. “His decades of experience in local, state and federal politics and tenure as president of one of Florida’s leading educational institutions has involved him in many complex issues where his leadership has had a real and positive impact,” said Marty Fiorentino in making the announcement in April. Delaney will be a shareholder of Rogers Towers and a principal with The Fiorentino Group. Before serving as mayor, Delaney was chief assistant state attorney and general counsel for the city. He also served as interim chancellor of the State University System of Florida and served on nonprofit and corporate boards. He also is a former chair of the JAX Chamber Jacksonville-based Rogers Towers is one of Florida’s oldest law firms. It was established in 1905.

WHO’S NEXT? Succeeding John Delaney as the sixth president of the University of North Florida is David Szymanski, dean of the Carl H. Lindner College of Business and professor of marketing at the University of Cincinnati, where enrollment tops 44,000 students. Szymanski Enrollment at Lindner grew 50 percent for undergraduates and nearly 200 percent for graduate students, with first-year retention rates as high as 93 percent and six-year graduation rates increasing to 71 percent under Szymanski’s leadership. Lindner’s MBA program improved from being unranked to a top 35 full-time and top 25 part-time public program ranked by Bloomberg Businessweek. Szymanski helped raise more than $70 million, and in fiscal year 2017, the business college raised more than $20 million, making it the first academic unit in the university’s history to break the $20 million threshold.

Jinko Solar (U.S.) Industries Inc. registered its name with the state April 16. It applied as a foreign corporation to do business in Florida. Juger was listed as the registered agent at 4660 New World Ave., the location of the plant, and the company listed its mailing address as its San Francisco sales office. Officers, based in Shanghai, are Chairman Xiande Li, President Kangping Chen and Secretary Zhihua Wang. Also, Jacksonville Tax Collector Michael Corrigan issued a business license to JinkoSolar US Industries Inc. based at New World Avenue. JinkoSolar paid the $25.01 county and municipal tax May 11. The business tax receipt for 2017-18 is valid until Sept. 30, after which it must be paid for the coming fiscal year. JinkoSolar has not applied for a

building permit to build-out the property, although Juger said the project is on schedule. The Wall Street Journal reported recently that solar panel makers are stepping up U.S. manufacturing not only because of President Donald Trump’s tariffs on imported solar panels, but also because of another change in U.S. policy. It said the tax overhaul passed by Congress and signed by Trump allows businesses to immediately write off investments in assets. Also, the Journal reported, California voted to mandate solar panels on nearly all new homes in the state starting in 2020, increasing demand. The Journal reported that JinkoSolar is figuring that U.S. manufacturing will be a good bet even after tariffs expire in four years. According to the report, JinkoSolar Director of Investor Relations Sebastian Liu said the company sold 5 gigawatts worth of panels in the U.S. in recent years and was considering manufacturing expansion in the country before the tariffs were discussed. “The local manufacturing will

help Jinko respond to our newest customers’ demands in a quicker way,” he said. The Journal said JinkoSolar expects to start panel production in Jacksonville as early as late August. JinkoSolar agreed to supply Juno Beach-based NextEra Energy Inc., which owns Florida Power & Light Co., with 2.75 gigawatts, or about 7 million panels, over four years.

JinkoSolar has a deal to lease a 407,435-square-foot newly built facility at AllianceFlorida at Cecil Commerce Center in West Jacksonville. The company agreed to employ 200 workers by the end of 2019 and invest $50.5 million to buildout at AllianceFlorida. The city approved tax incentives of $3.4 million, comprising a $3.2 million Recapture Enhanced Value grant to be paid over 10

DIA agrees to sell property to project with ‘buzz’ Rooftop beekeeping part of mixed-use development planned for former Lee & Cates Glass building. By David Cawton Staff Writer A project for rooftop beekeeping, an urban grocery store and apartments could soon break ground after the Downtown Investment Authority approved selling a city-owned property in LaVilla to a private developer. The DIA voted unanimously Wednesday to sell the former Lee & Cates Glass Inc. property at 905 W. Forsyth St. to SADS Inc., led by developer Paul Sifton. Sifton plans to transform the quarter-acre site into a threestory, mixed-use project with 16 apartments along with two floors of retail and dining. He plans to incorporate a rooftop apiary for beekeeping. “On the main floor, we’re going to put an upscale grocer,” Sifton said. “On the second floor, we’re going to put a small restaurant, with apartments above that.” Sifton said he is partnering with Michael Smith and Randy Bowman, the former owners and operators of the BuyGO grocery store chain based in Fernandina Beach. “We think we can take the old concept and put a new name on it,” said Sifton of the grocery store. “You’ll be able to, on Tuesday,

Sifton is co-owner of Bee Friends Farm LLC, a Jacksonvillebased commercial beekeeping operation with about 280 hives. “We plan to put in the first retail outlet store for that company,” he

said. Sifton said the rooftop apiary will create educational experiences for students interested in botany and beekeeping. The interior space includes the 5,670-square-foot original structure built in 1908 and a 1,700-square-foot addition. The building has been vacant for sev-

eral years and suffered interior fire damage. Sifton, who also owns the 927 W. Forsyth St. building, said he plans to restore the original building as much as possible. “It’s always my belief that if you can save an old historical structure, it fits in with what the original plan is for the neighbor-

hood,” he said. “That’s what I did at the 927 Events building and that’s what I’m going to attempt to do at this building,” Sifton said. The DIA purchased the property from Lee & Cates Glass in 2003, which moved to nearby Houston Street. While Jones Lang LaSalle IP Inc. appraised the property in September at $250,000, the DIA accepted a $60,000 offer from Sifton. Sifton plans to invest about $3 million in private capital, but suggested that investment could increase when work begins. “It may be more economical to tear it down and go back with a typical storefront, but that’s not what we want to do,” he said. The DIA in November put the property out for bid and received responses from SADS Inc. and Arkest LLC. According to the SADS proposal, construction could take 36 months. Any build-out requires approval from the Downtown Development Review Board. Sifton also would need to secure development rights for the property from the DIA before applying for permits. Becton said the project will be convenient to the neighborhood. “This will help residents within the area not have to go over to the Town Center to have lunch or for local services that might end up in the mixed-use project,” he said. The project is near residential developments. “This is a good live-here, workhere type project for the area south of Butler Boulevard opposite the Town Center,” he said. He said there was no decision on the public use part of the site.

“I would say at this time it is uncertain what that is going to be,” he said. Becton said he held a neighborhood workshop about the project and plans another at 6 p.m. June 18 at the Southeast Regional Library at 10599 Deerwood Park Blvd. The developer and owner is listed as the Arthur Chester Skinner III Trust. The applicant is represented by lawyer T.R. Hainline with the Rogers Towers firm. The planner and engineer is Baker Klein. A. The course fee was originally approved to cover the cost of My Clinical Exchange software program used by clinical facilities for placement of students at clinical sites. The fee is no longer needed for these two courses. The recommended fee removal is projected to have no net fiscal impact on the College; 2) revise fee for courses EMS1119 EMT Lecture/Didactic, EMS1401 Fundamentals of Emergency Medicine, EMS2611L Paramedic Lab I Pharm, and EMS1421 EMT Clinical Experience (ED & Field), to be effective Fall Term 201819. The course fees are insurance fees. EMS1401 was replaced with EMS1119L and EMS1421 as a result of a curriculum change due to Florida DOE. Insurance fees should not be on lecture or lab courses. He also is senior public information specialist with Atkins Global, which contracts with the state to provide information services. My days vary. We currently are dealing with this void on Beach Boulevard. As things come up, we try and inform the community as best we can. Educate, respond and then inform. Some of the biggest projects are the express lanes going up in Mandarin. We expect those to open in late summer. It is a tolled lane but the general use lanes will remain free. We’ve been doing a lot of education the past two years. We’ve hit almost 200 events, speaking engagements and public information opportunities to try and inform the community. It’s quite a project. It’s going to be great when it opens.

We call them express lanes, but they are managed lanes, so the project manages the traffic on the entire roadway. It starts at the foot of the Buckman Bridge and ends at the Interstate 95 split, so about a mile before the split, drivers will decide where they want to go and maneuver and navigate the roadway from there. Once you’re in (an express lane), you’re locked in and you keep going until the end. The next set of express lanes is from State Road 9B to JTB along I-295. That area is really growing with the Town Center.

In 2013 there was a government shutdown for 2½ weeks. I was furloughed. I was thinking about getting my master’s degree and ended up studying and taking the GRE and applied for grad school. We call it the fruit of the furlough.

My dad is Lake Ray. He’s a former state representative, former City Councilman and now he’s president of the First Coast Manufacturers Association. My mom is Brenda Ray and she had the huge responsibility and task of raising three boys. I’m the youngest. (Asked about running for office:) We’ll see. I always say it’s tough. It’s become a blood sport, but never say never. I volunteer for Special Olympics Florida – Duval County. When I was in high school, I was in Best Buddies, a mentor program between people with intellectual disabilities and traditional students. I’m an avid barbecue connoisseur, so I do enjoy as much barbecue as I could possibly get my hands on, that (my wife) Jessi will let me eat. It started just after college. I continued to seek out fun little barbecue joints. I’m a South Carolina mustard guy.
