Maximus coming to One Imeson

Government contractor call center will service student financial aid; could hire up to 200. By Karen Brune Mathis Editor Maximus Inc., a Reston, Virginia-based government contractor, intends to open a call center at One Imeson in North Jacksonville that could employ up to 200 people. Lisa Miles, senior vice president of investor relations and corporate communications, said by email Wednesday that the job count will depend on the volume of calls. She said the Jacksonville location will help Maximus continue its work to support the U.S. Department of Education, Office of Federal Student Aid. Miles said FSA is the largest provider of student financial aid in the nation, providing more than $150 billion in federal grants, loans and work-study funds each year to more than 15 million students paying for college or career school. “A critical role of FSA is managing the outstanding federal student loan portfolio and securing repayment from federal student loan borrowers,” Miles said. “FSA utilizes this contract to support student borrowers,” she said. Miles said that under the contract, Maximus already provides a customer contact center to respond to inquiries from borrowers and third parties. “Under the program we work hand-in-hand to support FSA in

fter 83 years as one of the key conveners for civic organizations and nonprofits to coordinate their activities, the Civic Round Table of Jacksonville is no more. Founded in 1935, the organization held its final luncheon meeting May 11 at the DoubleTree by Hilton Jacksonville Riverfront on the Downtown Southbank. “It’s been a challenge getting the youth to

come into these organizations,” said former President Gail Pender. With an aging membership, raising money has become a challenge and it also has become more difficult to recruit speakers for the monthly luncheons, and for the speakers to keep their commitment to show up, Pender said. “Our members have done a lot of good in the community,” Pender said, “and we’ll continue to do good in the community.” CIVIC ROUND TABLE

Panera may take spot of old Applebee’s near Queen’s Harbour

Mobility fee application shows drive-thru addition.

Panera Bread might take over the stand-alone building that formerly housed Applebee’s Neighborhood Grill & Bar in East Arlington near Queen’s Harbour Yacht & Country Club. The city calculated an expedited mobility fee of $23,687 for a proposed conversion and addi-

tion to the closed Applebee’s at 13201 Atlantic Blvd. The fee is calculated to mitigate the traffic impact. Panera, based in St. Louis, has not responded to questions by email or telephone about the location. The fast-casual bakery-

café restaurant operates in a 4,888-square-foot end spot in a building just a half-mile west at 12959 Atlantic Blvd., near Girvin Road. It’s not clear whether Panera would close that location if it moved into the renovated restaurant building.

The mobility fee application shows that the former Applebee’s would be modified to add about 500 square feet of floor area to allow for a new drive-thru pickup window. Outdoor seating also would be added. MATHIS

Miles said Jacksonville was chosen because of its workforce. “In researching locations, Jacksonville was a natural choice given the availability of qualified staff in the region,” Miles said. State numbers show that office and administrative support occupations account for 104,000 jobs in the Jacksonville area, while business and financial operations provide another 40,000. Those are two of the fastestgrowing job categories in the area. Maximus applied for a Certificate of Use for the project in One Imeson at 1 Imeson Park Blvd. The city issued a permit May 24 for Dav-Lin Interior Contractors to build-out 29,153 square feet of space at a cost of $365,195. Gresham Smith and Partners is the architect. For Jacksonville, Maximus posted 16 job titles online, dated two months to two weeks ago. Maximus is leasing from GIV Imeson LLC. Owner Jason Isaacson confirmed the lease but referred questions about the specific functions to the company. Isaacson said Maximus could move in between July 1 and Aug. 1. “It’s a great company. It’s great for the building and it’s great for Jacksonville,” he said. He said Maximus will lease office space that Body Central Corp. intended to rent. He declined to disclose the lease terms. The job listings show Maximus will operate a call center and customer contact center for its Federal Services functions, one of its three areas of focus. Job titles include senior call

center manager, contact center manager and supervisor, operations support, workforce management specialist and supervisor, call center quality monitor, and four tiers of bilingual customer service representatives with at least 200 openings. Customer service responsibilities include taking payment calls, processing credit bureau requests, taking calls for the Treasury Offset Program, answering questions from National Students Loan Data System borrowers, answering questions from borrowers with Wage and Social Security Benefit garnishments, and other functions. The Treasury Offset Program collects delinquent debts owed to federal agencies and states, including past-due child support. Build-out plans show 13 offices; conference, training, computer and break rooms; open spaces for workstations and collaboration; a waiting area; security and locker

rooms; and a command center. Maximus, a public company, describes itself as a leading operator of government health and human services programs in the United States, United Kingdom, Canada, Australia, Saudi Arabia and Singapore. “We deliver business process solutions to improve the costeffectiveness, efficiency and quality of government-sponsored benefit programs, such as Medicaid, Medicare, Health Insurance BC (British Columbia), as well as welfare-to-work and child support programs around the globe,” it says. It employs more than 20,000 people worldwide and says it “focuses on building publicprivate partnerships with federal, provincial, state, county and municipal governments to deliver reliable, cost-effective solutions.” It reports annual revenue of more than $2 billion.

Maximus was founded in 1975. Starting in 2006, it narrowed its focus on business process services primarily in the health services and the human services markets and divested or exited businesses that fell outside those two areas. “Our subsequent growth was driven by the expansion of our health services business around the globe, new welfare-to-work contracts outside the United States and the growth of our business with the U.S. Federal Government. This growth has been both organic and through acquisitions,” it says in a Securities and Exchange Commission filing. Its annual report explains it is organized and managed based on the services it provides: health services, U.S. federal services and human services. Health services generated 56 percent of total revenue in fiscal year 2017. As of Sept. 30, it employed about 20,400 people, comprising

Maximus owns a 60,000-square-foot office building in Reston and it leases offices for operations, management and administrative functions in connection with the performance of its services. As of Sept. 30, it leased 111 offices in the U.S. totaling 2.5 million square feet of space. It also leases about 1.1 million square feet outside the U.S. It said lease terms vary from month-to-month to 10-year leases and generally are at market rates. “In the event that a property is used for our services in the U.S., we typically negotiate clauses to allow termination of the lease if the service contract is terminated by our customer. Such clauses are not standard in foreign leases,” it says. One Imeson Center is an almost 1.7 million-square-foot officewarehouse developed in 1974 as a Sears catalog distribution center. The third-floor space leased by Maximus is part of the 400,000 square feet that Jacksonvillebased Body Central intended to lease for warehouse and office uses. The fashion retailer canceled those plans in 2014 and closed its stores in 2015. One Imeson tenants include General Dynamics Information Technology and Venus Fashion Inc.

Tampa-based Brightwork also is developing several Wawa gas station and convenience stores in the area. The final meeting was attended by about 20 people. Lawyer Hugh Cotney, a former president, remembered 75-100 people regularly attended meetings 20 to 30 years ago. Speakers at the final meeting remembered a time when the organization was a key player in bringing nonprofits together to work on projects that required more than one organization. “I was able to learn a lot about my community and myself,” former President Mary James said about her time as a member. James fought back tears as she

urged the people at the meeting to stay involved in the community. Former President Suzanne Catto said the organization sponsored mayoral debates and remembered when incumbent Mayor Tommy Hazouri and challenger Ed Austin both told her they wanted to speak last. She handed it off to the event moderator, with Hazouri giving her an annoyed look when Austin got the last word. Another former president, lawyer Charles McBurney, said a lot of service organizations are dealing with the challenges that

caused the Civic Round Table to fold. He lamented the end, recalling that the Civic Round Table would work with many different civic organizations to help the larger Jacksonville community. How people meet and communicate has changed, McBurney said, adding that he hoped the concept of the Civic Round Table survives in some form, likely in an electronic format. “It was an honor to be associated with so many who were passionate about our community,” said McBurney, a former state representative who is running for a circuit judgeship. Other former presidents include Donald Moran, the former chief judge of the 4th Judicial Circuit; Jacksonville attorneys Kevin Sanders and Michael Atter; Henry Moreland at Florida State College of Jacksonville; and Realtor Henry Rogers. The first president of the organization, from 1935-37, was John Henderson Mulcahy, also the first president of the Pilot Club of Jacksonville. Moran was unaware the organization had folded. He said organizations like the Civic Round Table just weren’t thriving as they did before. “I think it served a good purpose,” Moran said. “It let other organizations know what you were doing.” But the world has changed. At the Civic Round Table, representatives of other groups gathered to discuss their programs, needs and events. “If you belong to the Elks Club you’ve got to go to the Round Table meetings,” he said. “And it’s tough for the Elks Club to get people to their own meetings.”

Sanders also was unaware the organization had folded, but wasn’t surprised. In the 20th century, organizations like the Civic Round Table helped people and organizations communicate. With email, texting and other social media, face-to-face communication no longer is necessary.

Organizations affiliated with the Civic Round Table included the Duval Audubon Society, FSCJ, Friends of the Jacksonville Public Library, the Guild of the Jacksonville Symphony, the Salvation Army of Northeast Florida, Port of Jacksonville Pilot Club, Northeast Florida Astronomical Society and the Women’s Club of Jacksonville.

Rutherford working to bring Adams Downtown Effort to bring destroyer to city and convert it into a floating museum spans more than a decade. U.S. Rep. John Rutherford said he now has become personally involved in bringing the USS Charles F. Adams to Downtown Jacksonville, an effort that began 10 years ago. Rutherford said Wednesday he is working with the U.S. Naval Sea Systems Command and other officials, including Secretary of the Navy Richard Spencer, to approve the ship’s donation to the nonprofit Jacksonville Historic Naval Ship Association Inc. The Naval Sea Systems Command is the largest of the U.S. Navy’s five system commands. It designs, builds, delivers and maintain ships and systems for the military branch. The command has the authority over donating or scrapping retired vessels. “We’re getting ready to send the final Rutherford package up to them and hopefully they give us the go-ahead,” Rutherford said. The 437-foot USS Adams was commissioned in 1960 and is named after former Secretary of the Navy Charles F. Adams. It was decommissioned in 1990 and currently is at the Philadelphia Naval Shipyard. The plan to bring back the destroyer, which previously docked at Naval Station Mayport, now spans a decade. The Navy plans to donate the ship to the nonprofit, which then will convert it into a floating museum. “The Navy actually already had it on the list to scrap but we got them to pause that while they worked out the financing and the berthing side of the agreement,” Rutherford said. The effort received a boost May 23 when the Downtown Investment Authority approved a threeyear economic development agreement with the nonprofit.

Terms include a 10-year licensing agreement with two five-year extensions to moor the vessel at Pier No. 1 at the former Shipyards property on the Downtown Northbank. The deal mirrors one that expired in 2017 as the nonprofit failed to reach its funding goals. If City Council approves the agreement in late June or early July, the ship could arrive by fall. Rutherford said the latest attempt hasn’t been easy, with personnel changes in naval leadership and confusion over whether the nonprofit fulfilled the necessary requirements. “We’ve been writing letters, meeting with officials to challenge them on us having met the requirements, and whether they actually moved the goal post on us,” he said. Rutherford said he wasn’t sure why the Navy seemed hesitant to the idea of donating the ship, considering it approved a similar plan in 2013. “I do think they want to make it happen, but there may be some there that don’t,” he said. “In fairness to them, we do have to make sure that all the i’s are dotted and all the t’s are crossed,” he said. vate capital, bank loans and state grants to refurbish the ship and moor it in Jacksonville. The funds include about $620,000 to rebuild the bulkhead and surrounding area where the ship will dock and another $300,000 placed into escrow in case it needs to be towed out of Jacksonville. JHNSA President Daniel Bean said Wednesday that once the Navy releases the ship to the group’s care, Rhoads Industries Inc. will begin restoring the vessel at the Philadelphia Naval Shipyard. “We have a four-week work package with Rhoads to refurbish the outside of the ship, scrape it down, paint it and put it back together,” Bean said. He said the exterior work should cost about $1.2 million. From there, he said the Adams will come to Jacksonville where tours can begin on the outside of the ship. “Our business plan is to clear an area for topside tours and once we can establish that, then we’ll go to work on the inside,” he said. Bean said it will be the youngest American warship to be converted to a floating museum.
