Yulee-based Rayonier Inc. bought about 18,000 acres of timberland last week in St. Johns and Flagler counties for almost $24 million. It bought the land from Wilson Green LLC, part of Green-
field Partners, a Connecticut real estate investment company. Rayonier hasn’t said what it will do with the land. “As a public company, we don’t comment on acquisitions or divestitures outside of our ordinary public disclosures or other public release,” said Alejandro Barbero, director of strategic development
and communications. Barbero said in February, after a sale of timberland, that “We are a timber REIT and we continuously evaluate our portfolio.” Rayonier, through Rayonier Atlantic Timber Co., paid $16 million for almost 12,416 acres of

Jacksonville-based beer, drink distributor adding building, The city issued a permit Wednesday for Champion Brands Inc. to build its almost 36,000-square-foot headquarters building at 5520 Florida Mining Blvd. S. at a cost of $6.5 million. Sauer Inc. is the contractor. Jacksonville-based Champion Brands, a beer and beverage distributor, is based in a 115,307-square-foot officewarehouse at 5571 Florida Mining Blvd. S. When the new building is completed early next year, the company will demolish the office space at its warehouse for a 40,000-square-foot warehouse expansion. Champion Brands distributes dozens of brands, including Coors Lite, Miller Lite, Intuition Ale Works and Red Bull Energy Drinks.

The Jacksonville City Council is poised to vote on an ordinance that would allow golf carts on the roads of Jacksonville under certain circumstances. The news is likely to surprise many people who thought it already is legal to drive a golf cart on Jacksonville roads, and that’s kind of the point, said council member Matt Schellenberg, who sponsored the bill with fellow council member Al Ferraro. “A lot more people are doing this than five to 10 years ago,” Schellenberg said, referring to people driving golf carts on public roads. “And technically it’s against the law.” It makes sense to encourage golf carts since they reduce vehicle emissions and gasoline consumption, SEE GOLF CARTS, PAGE 3

The city is reviewing civil plans for Diamond Direct in a building along Town Center Parkway. Global Diamonds leases 4,496 square feet at 4865 Town Center Parkway in The Markets at Town Center, just across the street. “We are not announcing any plans for relocation in Jacksonvile at this time,” said Kelsey Halford Diachenko, vice president of marketing and branding for Diamonds Direct, in an email. Global Diamonds opened at The Markets at Town Center around late 2014. The civil plans were prepared for PGP Jacksonville TC LLC, the developer of The Strand and The Crossing at Town Center. Those plans show construction of two buildings – a 6,020-square-foot building at 4840 Town Center Parkway and a 6,000-square-foot structure at 4808 Town Center Parkway – with parking between them. The site is 1.35 acres. Plans don’t specify which of the buildings, or perhaps both, might be for Diamonds Direct. Solid Rock Engineering Consultants Inc. is the civil engineer.
Animal clinic OK’d at Powers Bay Build-out was approved for the veterinary clinic that will occupy the first building at the almost 61-acre Powers Bay business park along Philips Highway. The city approved a permit for Moducomm Development Inc. to make tenant improvements at 14193 Philips Highway at a cost of almost $1.1 million. The clinic will lease an almost 12,000-square-foot building that was constructed at a shell construction cost of $1.7 million. The land owner for the 1-acre clinic site is Maxsam LLC, led by Jacksonville veterinarians Peter Prince at VCA Augustine Loretto Animal Hospital at 11359 Old St. Augustine Road and Jeff Woods with the Merrill Animal Clinic at 7530 Merrill Road. The St. Johns County property is near Interstate 95 and Florida 206 West in Hastings and St. Augustine. The Flagler County land is just south of that. Wilson Green’s address is with Greenfield Partners in Westport, Connecticut. The deeds were signed by Barry Marcus, a principal with Greenfield Partners and senior vice president with Wilson Green LLC. Greenfield Partners is a real
estate investment manager. Marcus has not returned a call for comment. Wilson Green LLC’s mailing address is 101 E. Town Place, Suite 150, which is Fletcher Davis Co. of St. Augustine. Fletcher Davis says on its website that Wilson Green comprises almost 20,000 acres, largely in St. Johns County with some land in Flagler County. The land was identified as “the keystone to create large corridors that perpetuate the movement of wildlife and biological resources from the Atlantic Ocean to the Ocala and Osceola National Forests.” A Fletcher Davis representative has not returned calls for com-

Schellenberg also said some people with physical disabilities cannot drive a car, but they can drive a golf cart. It was a conversation with someone in that situation that made him think about the ordinance, he said. T h e o rd i nance, 2018266, which was introduced in April, establishes procedures for approving Schellenberg the use of golf carts on roads in Duval County. Communities and individuals will be allowed to file an application with the city asking for permission to designate a road or sidewalk as a multiuse path that allows golf carts. After the city receives an application, the city traffic engineer will conduct a study or review a study submitted by the applicant and determine whether golf carts will be allowed on those sidewalks or roadways. The city traffic engineer will determine whether golf carts are allowed based on “best practices within the industry” and local, state and federal design standards, according to the proposed ordinance. If the city traffic engineer rules that golf carts will not be allowed, the applicant could appeal to

council. When golf carts are allowed on a roadway or sidewalk, the applicant would be responsible for installing signage that says golf carts are permitted. The applicant also would be responsible for repairing any signage that is damaged. The posted speed limit must be 30 mph or less on the roadway for golf carts to be allowed. Golf carts also will not be allowed to travel faster than 15 mph. Golf carts may only be driven from sunrise to sunset unless the cart is equipped with lights, turn signals and a windshield. The multiuse path also will be required to have a minimum of 14 feet of clear width with a pavement width of at least 12 feet. The ordinance also prohibits golf carts from being used on roadways that haven’t been approved for them. The maximum penalty for driving a golf cart on a prohibited road would be $500. Schellenberg said he hopes the ordinance is enacted by the end of June. The ordinance, which was approved at the council committee level, is scheduled for the full council Tuesday. Schellenberg said there are some places that allow golf carts to be driven, such as around Jacksonville Beach. Ordinance 2017-66, enacted Jan. 24, allows golf carts in Nocatee. Schellenberg said Nocatee is a perfect example of why the law is needed. The town is partially in Duval County and partially in St. Johns County.

Its holdings include about 1.8 million acres in the South. Of that, 348,000 acres are in Florida. According to Rayonier, its real estate operation develops strategies to transition timberland for higher and better uses while its forest resources operation sells timber to markets that include pulp, paper, building products and energy production. In its June 2018 investor presentation, Rayonier said it acquired $1.6 billion of timberland since 2011. It pursues “acquisitions that improve portfolio quality and sustainable yield.” It reports that from 2015-17, its sales of $266 million averaged $2,873 an acre.
Rayonier made another sale last year, too. In September, it sold 1,311 acres at its Crawford Diamond Industrial Park for $13.1 million to Florida Power & Light Co. The utility has not announced plans for the property, although it has been building solar farms in the state. Its parent company, NextEra Energy, contracted with Chinabased JinksoSolar Holding Co.
