JinkoSolar build-out begins

JinkoSolar (U.S.) Industries Inc. is starting to build-out its West Jacksonville solar-panel factory. The city is reviewing a building-permit application to put in a separation wall at the 407,435-square-foot building for JinkoSolar at a cost of $150,000. A separation wall is just the start of the build-out. More permits will be needed to prepare the space. The wall splits the structure, at 4660 New World Ave., into a 283,410-square-foot space for JinkoSolar and the remainder is designated as existing storage. “Jinko has only leased a portion of the building, so they need to erect a demising wall to separate their space from the remainder of the building,” said Dan Tatsch, senior vice president of Hillwood, which is developing AllianceFlorida at Cecil Commerce Center. China-based JinkoSolar agreed to open a 200-job plant at AllianceFlorida with the sup-

port of city and state incentives. The jobs must be created by the end of 2019. The company targets an opening by September or October. Jobs will pay an average annual $45,562. JinkoSolar Business Development Director Jeff Juger said in May the project is on schedule. The economic development agreement with the city does not specify the amount of space JinkoSolar will lease.

Regency Plaza sold for $10.8 million Regency Plaza in Arlington was sold in early May. Regency Plaza Partners LLC, an affiliate of America’s Realty LLC, paid $10.8 million for the 205,700-square-foot shopping center at Live Oak Drive and Atlantic Boulevard, near Regency Square Mall. CenterState Bank issued a $8.25 million mortgage to Regency Plaza Partners. America’s Realty is based near Baltimore. The deed and mortgage were executed May 4 and recorded Wednesday with the Duval County Clerk of Courts. Live Oak Improvements LLC, an affiliate of DLC Management Corp. of Elmsford, New York, sold the property. It was represented by The Shopping Center Group. Regency Plaza’s anchors include OfficeMax, Chuck E. Cheese’s, dd’s Discounts and Burlington Stores Inc. Burlington extended its lease through 2023, according to The Shopping Center Group. The plaza, which is 99 percent leased, was built in 1973 and renovated in 2011. It encompasses 18.4 acres. The Duval County Property Appraiser’s office lists a 2018 assessed value in progress of almost $8.8 million. Live Oak Improvements paid $6.5 million for Regency Plaza in 2012, property records show. The address is 9822-9840 Atlantic Blvd. Anthony Blanco, partner and director of investment sales with The Shopping Center Group, said in a news release that the trade area surrounding Regency Plaza “is one of Jacksonville’s most seasoned with a regional mall — and is experiencing a

resurgence in market rents and occupancy levels.” The plaza is stable with its anchors “for the foreseeable future.” Anchor base rents are $5.40 a square foot, he said. The release said almost 142,500 consumers live within a 10-minute drive and 73,000 daytime employees work in the trade area. The average daily traffic count along Atlantic Boulevard near Regency Plaza is about 54,500, it said.

Mueller Industries opening warehouse in North Jacksonville

Mueller Industries Inc. will join Alta Lakes Commerce Center in North Jacksonville. The Memphis-based industrial manufacturer will lease 48,075 square feet of warehouse and office space at 2550 Cabot Commerce Drive in Building 2. Dav-Lin Interiors Inc. is the contractor for the $402,225 build-out, according to a building-permit application. Plans show Mueller Industries is one of four tenants in the building. The work comprises interior build-out and minor site modifications to shell space. Plans show office, warehouse, staging, racking and related uses. The company applied for a Certificate of Use to operate a warehouse there. A company representative has not returned a call or email for information. Mueller Industries Inc. describes itself as a global leader in the manufacturing and distribution of copper tube and fittings; brass and copper alloy rod, bar and shapes; aluminum and brass forgings; aluminum and copper impact extrusions; plastic fittings, pipe and valves; refrigeration valves and fittings; and fabricated tubular products. It is publicly traded on the New York Stock Exchange. It provides wholesalers, retail distributors and original equipment manufacturers with flow control and industrial products. The company said it began in 1917 in Port Huron, Michigan, as Mueller Metals Co. and later Mueller Brass Co.

When I first moved to Jacksonville in 2016 as a newly minted lawyer, I was thrilled to be a part of such a friendly and welcoming legal community. While I think the Bar association and the YLS provide excellent social and charitable programming, I do think there is room for improvement as far as increasing member involvement within the YLS. If selected, my main goals are to increase member participation, leadership opportunities and networking opportunities by providing a variety of programs and events that aim to be more inclusive of the young lawyers in our area. The YLS hosts a variety of amazing programming, but I think it is important to provide a variety of social, charitable and professional opportunities that will encourage participation among a wide array of young lawyers with varying interests. In achieving these goals, I will also seek to organize and facilitate events that cater to a

large number of individuals and provide excellent networking opportunities by partnering with other professional organizations, local charities and nonlegal entities in the area. My hope is that doing so will not only increase our visibility within the Jacksonville community but will also increase member participation and facilitate leadership opportunities within the section.

Further, I would like to contribute to the current strength and momentum of the organization’s charitable projects, such as increasing participation in the chili cook-off and raising even more money. Also, in pursuit of these goals, I believe fostering a relationship with other voluntary Bar associations, such as the JWLA, will contribute to the success of this organization and its events. As a board member of the JWLA, I have the ability to unite these two organizations in the pursuit of their goals.

I believe that one of our most paramount goals must be to make everyone aware of the fantastic programs available through the YLS and the Jacksonville Bar Association. Having worked in both public service and private practice, I believe one of the most important missions of the YLS should be to bring lawyers together from all different fields and areas of the law and pull in the same direction to make the Jacksonville legal community as strong as it can be. We have been fortunate to have tremendous leadership here at the local Bar level and owe it to ourselves and those who came before us to keep things moving in the positive direction which they are headed.

I would like to create an informative pathway for other individuals seeking introduction into the legal field by visiting the surrounding colleges and explaining the process involved in becoming a lawyer and becoming part of the legal field in general. In addition, many of the junior colleges in the area have paralegal programs whose students would gain valuable insight from hearing about what their future profession consists of, as detailed by a prior paralegal (myself). I have always enjoyed helping people learn and to help others put themselves in a better position for success, and the board of governors is a great platform from which to do so.

A majority of attorneys within the State Attorney’s Office and the Office of the Public Defender are 35 years of age or younger, yet many are not members of YLS or do not participate in YLS events. After growing up in a family that now includes 15 police officers going as far back as a great uncle who was a captain in the Jacksonville Police Department in the 1930s, it was natural for Stelma to join the force after serving in the Navy for eight years. He pinned on a badge May 30, 1970, and worked his way up through the ranks. He eventually was assigned to be head of security at the old courthouse on East Bay Street. Stelma retired from JSO on Oct. 31, 1995, and on Nov. 3 went to work for the court as a grant employee. His first project was to help develop Jacksonville’s drug court, at the time just the second in the state. With a $430,000 Law Enforcement Block Grant, he started what has grown into an array of alternative justice programs for juveniles, adults and veterans suffering from addictions and for people with mental heath issues. “We call them ‘problem-solving courts,’” Stelma said. “I was fortunate enough to be where I was to get us off the ground.” Over the years, the circuit’s drug courts have

On May 31, a Jacksonville woman was sentenced to seven years in federal prison after her conviction on charges of forced labor after she was found to have had a Mexican citizen smuggled to Jacksonville to serve as an uncompensated pregnancy surrogate and domestic slave. Also May 31, a man apprehended at a motel along Philips Highway in possession of a handgun with a 30-round magazine was convicted and sentenced to 46 months in prison for possessing a firearm as a convicted felon. Another defendant pleaded guilty May 30 to charges of distributing 28 grams or more of crack cocaine and to possessing a firearm by a

He’s also proud of being the first court administrator in the Duval County Courthouse at 501 W. Adams St. The building will have been in operation for six years later this month. Having what Stelma describes as “probably the biggest courthouse in the state” allows all the legal services the community needs to be consolidated in a single location. “We are a one-stop shop” for the thousands of people who have contact with the court system each month, he said. Stelma, who declines to reveal his age, said retirement is beginning to enter his mind. “I’m to the point in my life where it’s already a thought process,” he said, and there have been conversations on the subject with Chief Judge Mark Mahon. “The chief judge and I will know when it’s time to go.
