T
he population of the Jacksonville legal community has increased for the next few months by the presence of law student summer associates who have been carefully selected as potential additions to the staff roster at local law firms. For the students, it’s an opportunity to experience for a few months what it’s like
to practice at an established firm before returning to the classroom. For the law firms, it’s part of the longterm growth strategy and an opportunity to audition a student in terms of intellect, future legal acumen capacity and compatibility. “It’s part of our hiring strategy and how we replenish our pool of talent,” said Charles Jimerson, managing partner at Jimerson & Cobb. “We are able to identify top talent ear-
ly on and mentor great young attorneys from the very beginning of their careers,” said Holland & Knight Jacksonville executive partner Joshua Roberts. He was a summer associate at the firm and in 2007 began his career at Holland & Knight. The Young Lawyers Section of the Jacksonville Bar Association will introduce a new member benefit: speed mentoring. Scheduled Thursday after the annual “Noon in June” and before the section’s annual meeting and installation of officers, the event is designed to connect lawyers young in age or relatively new to the profession with seasoned practitioners. “ I t’s l i ke having a legal life coach,” said Duval County Jud ge Ga ry Flower, chair of the JBA Mentor Program ComFlower mittee. Twenty-five attorneys from various practice areas have registered to serve as mentors, Flower said. They’ll cycle through a series of threeminute timed conversations with potential mentees. “It’s a ready, willing and committed group. You’ll be able to see if you hit it off, and then you can take it from there,” Flower said. “We want to match attorneys with wisdom and experience with young lawyers who have enthusiasm and a love of the law.” Speed mentoring will begin at 6 p.m. Thursday at Bellwether casual restaurant, Downtown on Adams Street near Laura Street. Southern Grounds coffee shop on track to open in San Marco

Business associates Ned Jones and Mark Janasik hope to open the Southern Grounds coffee shop this week at 1671 Atlantic Blvd. It will feature coffee, of course, along with breakfast, brunch, soups, salads, hot and cold sandwiches, tartines, protein grain bowls, charcuterie and cheese, children’s fare, seasonal items and beer and wine. There also are pastries, breads, shirts, hats, mugs, wholesale coffee, wine and food for sale to take out. “I think we’re successfully trying to pair food, coffee, everything together in a coffee house of the future,” Janasik said. “You don’t just go in and get a cup of coffee,” he said, explaining there is food to eat on-site or takeout; a coffee bar; and an outdoor deck and seating separated by a

fence from the train tracks. Local artists, such as acoustic singersongwriters, are anticipated to perform Fridays and Saturdays. “This is truly a gathering spot,” Janasik said, echoing the Southern Grounds tagline: Gather together. Hours are 6:30 a.m. to 9:30 p.m. daily. Total seating is 60. It will employ 15-20 people. Garage doors open to the deck, which offers a view of Downtown. The deck is dog-friendly. Train tracks run past it, offering patrons a view of logistics several times a day. San Marco is the second location for Southern Grounds. The first opened in Neptune Beach. There, like in San Marco, Jones owns the property and Janasik operates the business. They are looking for more sites. Jones said he buys the locations and Janasik runs them. They didn’t disclose the investment cost, but it appears to approach at least $1 million, based on building permits and the cost of buying the 3,600-square-foot building, which was developed in 1967, and the additional price of equipment and inventory. The large kitchen can produce baked goods, soups and seasonal specials for the Neptune Beach shop at 200 First St. Catering will be offered. Parking includes about 20 adjacent spaces and leased space for 30 more across the tracks. There also are bike racks. “I like that it’s a local coffee shop,” said attorney Bryan Mickler, president of the San Marco Preservation Society. “They’ve obviously spent a lot of money on that building. Hopefuls offer credentials and experience, but no mud is thrown. The Jacksonville Bar Association and D.W. Perkins Bar Association co-sponsored a judicial candidate forum at Wells Fargo Center. The program Tuesday was moderated by Rick Mullaney, director of the Jacksonville University Public Policy Institute. Participants were Maureen Horkan and Charles McBurney, the candidates for Seat 18 on the 4th Judicial Circuit bench; LaRae Hendrix and Kimberly Sadler, candidates for Duval County judge, Seat 8; and Michael Bateh, who’s on the ballot for Duval County judge, Seat 3. Bateh’s opponent, Gerald Wilkerson, provided a written statement explaining that he was with his sons on vacation in Canada and therefore unable to attend. Each candidate presented their extensive credentials and experience and unanimously agreed that judges should be in all cases fair in their actions, of honorable and even temperament and always should adjudicate based on existing law rather than erring to “legislate from the bench.” Unlike in many other campaigns for public office, there were no negative comments about opponents, much less accusations of dereliction of duty or incompetence. That’s because as attorneys, judicial candidates are held to strict rules of conduct and could be called to appear before the state Supreme Court for alleged infractions. And also because the candidates just wouldn’t do that. That creates challenges when competing in the modern political arena. “Judge’s races tend to be somewhat invisible to the public,” said Mullaney, an attorney

and former city general counsel, before the forum began. It’s more difficult for judicial hopefuls than for other candidates to raise the money needed for name recognition and “it’s hard for the public to draw a distinction among candidates when they don’t know the candidates,” Mullaney said. “You just have to package your qualifications and get out and meet people,” he added. Judicial Nominating Commission back on Wednesday
The 4th Circuit Judicial Nominating Commission will reconvene at 9 a.m. Wednesday to interview the remaining 13 of the 18 applicants for the vacancy created by the resignation of Judge Robert Foster. In response to developments related to pending litigation filed in Tallahassee challenging Gov. Rick Scott’s statutory authority to appoint Foster’s successor, the commission was directed by the governor’s office to adjourn June 11 in the middle of interviewing an applicant. On June 12, the 1st District Court of Appeal granted a motion to allow the commission to complete the interviews, deliberate and then submit six nominees to Scott by June 22. The interviews will be conducted in the chief judge’s conference room at the Duval
County Courthouse and are open to the public.

The Florida Bar President Michelle Suskauer appointed Assistant State Attorney Cyrus Zomorodian to the organization’s Committee on Professionalism. The group Zomorodian helps the Commission and Center for Professionalism implement activities, events and programs to promote the highest standards of professional conduct. pus interviews at law schools in the state and across the country. “We tell the schools what kind of student we’re looking for in terms of GPA, moot court experience and interest in certain areas of law,” said Carson Lange, chair of the Recruiting Committee at Rogers Towers. “We also look for people who are interested on making Jacksonville their home and making a commitment to the community,” she added. After being selected, summer associates are immersed into the day-to-day lifestyle of a practicing attorney. They conduct research, draft documents and observe depositions, hearings, mediations, trials and meetings with clients and opposing counsel. “We encourage them to work with many of our attorneys,” Lange said. They are given substantive work assignments and their work is discussed, evaluated and relied upon, said Roberts. “We try to give the summer associates a mix of assignments in litigation, corporate and real estate, especially when an associate is undecided about what type of practice he or she is interested in, as was the case for me,” he said. “It’s a fairly demanding immersion program.” “We don’t put them on the wine and cheese circuit. It’s a realworld experience because we’re
looking for attorneys who will one day be partners,” Jimerson said. It’s not all work and no play, however. Summer associates also get an idea of what attorneys do after work. That can include recreation and service and it’s a chance to learn more about the potential new hires. At Holland & Knight, activities outside the office range from joining the firm’s attorneys who volunteer at the Clara White Mission to attending a Rascal Flatts concert with members of the firm. There’s a Jacksonville Jumbo Shrimp game on the agenda for the summer associates at Jimerson & Cobb. At Rogers Towers, summer associates participate in everything with the attorneys and staff, such as informal conference room lunches and friendly fitness competitions. “We look at it like we might be inviting them into the Rogers Towers family,” said Lange. It’s about business and making the right decisions to grow a law firm with the best talent. Jimerson said hiring an associate who’s just out of law school and then training them to become a leader and top performer is a “multimillion-dollar investment” and a yearslong commitment on the part of the firm. “I want to see if they can cut it,” he said. involvement to maximize good health and minimize career stress. Last year, he completed “Freed to Run,” a six-day schedule of 26.2-mile runs that began at the State Supreme Court in Tallahassee and ended June 2 on the steps of the Duval County Courthouse. Through sponsors and donors, Freed raised nearly $70,000 that was donated to Jacksonville Area Legal Aid. Publicity generated by the 157.2-mile solo fundraiser drew the attention of Baptist Health Foundation, which established a matching grant for JALA of up to $1.125 million. Based on that success, Freed is planning the second annual 157.2-mile run. His goal is to raise $1 million in five years to support legal aid’s work to provide counsel for people who otherwise would be unrepresented. It’s scheduled in December and Freed is signing up relay teams that will run alongside him on each segment of the course from county courthouse to county courthouse across North Florida.

Who inspired you to become a lawyer? When I was growing up, my father (Silas Thompson “Tom” Tygart) always taught me to help others who can’t help themselves. I think that if we could all do that just a little bit, this world would be a much better place. So I have known since I was very little that I wanted to help people. My dad was a trial lawyer for years and he instilled in me the passion for helping others and the love for the rule of law and the justice system and all it stands for. Someone other than my spouse who inspires me: My children. Those angel babies inspire me every minute of every day to be present in the moment, to enjoy life, to be silly, to be thoughtful, to not take anything for granted, to fight for what I believe in and to put my phone down. How do you relate your undergraduate degree to your practice of law? I can see my dad reading this and rolling his eyes, but my college major was performing arts and theater. When I graduated from college, my dad told me I could move to New York City and eat beans out of a can or he would send me to law school. I don’t like beans much, so I chose law school. Now I am a civil litigator. I always knew I wanted to be in front of people, performing. How did you decide your practice area and why have you chosen that? At the first firm I worked for after law school I handled commercial and business litigation cases. I enjoyed that work and the partners let me explore different areas of law and handle different types of cases. I began dabbling in personal injury. I loved the direct client contact and getting to serve as their advocate, but also as their counselor. Back then, I was handling cases on a much smaller scale, but when I moved to my prior firm, and began handling complex medical malpractice and nursing home cases, my passion and love for helping families grew tenfold. Now, at Coker Law, I feel like I am home, doing what I was meant to do with people I was meant to practice with, at a place where I was meant to be. I am incredibly blessed. What community service have you pursued and why that? Through my 10-plus years of serving on the board of the Young Lawyers Section of the Jacksonville Bar Association and now the board of governors, I have been afforded many opportunities to get involved with some amazing charities. As a mom, I am drawn to charities that assist chil-

dren, which is why I love Dreams Come True and have been involved with them since I was in high school. Also, through my law practice, I encounter individuals who have been disastrously injured and unfortunately, many of them are children. I represented a young family, who had a baby who was catastrophically injured during childbirth. Many of the little girl’s deficits were physical. Both myself and another local attorney worked with the JT Townsend Foundation, which provided medical equipment to help her learn to walk. The foundation is doing remarkable things for handicapped children in this city and I will forever praise the work they are doing.
What’s your advice for new lawyers? Above all, be professional, be civil. Treat others the way you want to be treated. You have to give respect to get respect. Your reputation is everything and your word is your bond. My dad used to always say to me “do, graciously, what you are going to have to do anyway.” When he would tell me that growing up, he would usually mean me doing the dishes or cleaning my room or some other tedious chore, but I have taken this phrase with me through life and applied it to many situations, both personal and professional. In other words, don’t be difficult just to be difficult. Acting that way simply impedes your credibility.

The proposed O&M Assessments as stated include collection costs and/or early payment discounts, which Duval County (“County”) may impose on assessments that are collected on the County tax bill. Moreover, pursuant to Section 197.3632(4), Florida Statutes, the lien amount shall serve as the “maximum rate” authorized by law for O&M Assessments, such that no assessment hearing shall be held or notice provided in future years unless the assessments are proposed to be increased or another criterion within Section 197.3632(4), Florida Statutes, is met. Note that the O&M Assessments do not include any debt service assessments previously levied by the District and due to be collected for Fiscal Year 2018/2019. For Fiscal Year 2018/2019, the District intends to have the County tax collector collect the assessments imposed on certain developed property. It is important to pay your assessment because failure to pay will cause a tax certificate to be issued against the property which may result in loss of title. The District’s decision to collect assessments on the tax roll or by direct billing does not preclude the District from later electing to collect those or other assessments in a different manner at a future time.
