In a telephone interview a few days before being sworn in, Suskauer said she visited Jacksonville several times while campaigning to become the state Bar group’s president-elect. “I have so many friends there and it’s a wonderful legal community,” said Suskauer, who joined the Jacksonville Bar Association in April 2016. “You have a very special legal

The Farah & Farah law firm began in 1979 with just Eddie Farah, who rented a small office in the Florida Theatre building. Eleven years later, the founder’s brother, Chuck, joined the firm, adding the ampersand to its name. Jacksonville-based First Coast Energy LLP bought property at northeast San Jose Boulevard and Marbon Road for development of a gas station and convenience store and a car wash. First Coast Energy intends to develop a Daily’s, Dash and a standard car wash on the property at 3011 Marbon Road, which has been considered for several other uses. The Jacksonville Transportation Authority sold the 9.11-acre property to First Coast Energy for $2.4 million June 14. JTA spokeswoman Leigh Ann Rassler said the property is zoned for retail and residential use. She said JTA is working with First Coast Energy for a reduced ParkN-Ride as part of the development. First Coast Energy spokeswoman Andrea Kane said there was no time frame for development. The company owns and operates 37 Daily’s stores, according to Dailys.com “Daily’s is committed to growing our presence here in our Northeast Florida home,” Kane said. “As the Daily’s brand continues to grow, so will our commitment to the neighborhoods and communities in which we work and live, specifically right here in the greater Jacksonville area,” she said.

Signet Jewelers said its Kay Jewelers store closed last week at Regency Square Mall as a new store opened 3 miles east. The Atlantic West store, at 11770 Atlantic Blvd., opened Wednesday, said a spokesman. Kay Jewelers is on the west end of the center. America’s Best Contacts & Eyeglasses anchors the east end and GNC is scheduled to lease the center space.

JU set to build campus Welcome Center Jacksonville University could soon welcome its new Welcome Center at its Arlington campus. The St. Johns River Water Management District issued a permit for the project and the city issued concurrency statements for it. Jacksonville University intends to build the 11,750-square-foot building on the 207-acre campus at 2800 University Blvd. N. The center will consolidate functions that are spread among the campus. The Concurrency Reservation Certificate states there will no increase in staff as a result of the center. Partners of the Nelson Mullins Riley & Scarborough and Broad and Cassel law firms have approved an agreement, effective Aug. 1, to combine and be known in Florida as Nelson Mullins Broad and Cassel. The Jacksonville Nelson Mullins office won’t be affected in terms of size but the local practice, comprising 13 partners and associates, will be enhanced with the addition of Broad and Cassel’s resources, said partner Daniel Nunn Jr. “The greater impact will be on our ability to serve our existing clients in areas like health care and real estate development,” he said. The combined firm will have more than 700 attorneys and staff in offices in Florida, Georgia, South Carolina and North Carolina with Atlanta continuing as the firm’s largest office with 150 attorneys and professionals.

community in Jacksonville … so much that I joined.” She’s calling on Jacksonville attorneys for leadership positions during her year as president. Suskauer is planning a criminal justice reform summit in October. It will gather state attorneys, public defenders, judges and other stakeholders to explore possible changes in how criminal cases are conducted, from bail through sentencing. It will be led by Jacksonville criminal defense lawyer Hank Coxe, a partner in the Bedell Firm, a member of the recently adjourned Florida Constitution Revision Commission and a past president of The Florida Bar. “We’re bringing in the big guns,” said Suskauer. “Now that he’s pretty much done with his work on the constitution revision commission, we’ve given him another job to do.” The summit’s goal is to explore issues such as parity in setting bail and sentencing and to identify substantive policy changes that can be put before state lawmakers at their next session. Suskauer said Michael Tanner, partner at Tanner Bishop in Jacksonville, will chair the Bar’s Legislation Committee. “We are perfectly poised to present some proposed legislation that hopefully will have a very good chance at passing,” she said. The Bar also will focus on mental health in the legal community. “The legal profession is certainly not immune to mental

health issues,” Suskauer said. “As attorneys, we are in a high-pressure, competitive environment. There is a misperception that if you are struggling with depression or stress or addiction, that it’s a sign of weakness.” The Bar’s focus on eliminating gender bias will continue with the implementation of initiatives developed by the Special Com-

mittee on Gender Bias, which Suskauer chaired during her year as president-elect. “We’ll be rolling out a gender bias toolkit,” she said. “If we don’t make change now, I don’t know when we would do it. This is the right time.” Another issue Suskauer plans to address is improving the range of services The Florida Bar offers its

members, particularly attorneys who are solo practitioners or who work in small firms, about threefourths of the membership. In addition, the Bar’s Practice Resource Institute is being rebranded as “Lawyer Fuel” and will offer a series of free CLEs on video that will help lawyers be more productive and profitable, said Suskauer.

and staff. In 2011, the Farahs purchased the 10-story building at Forsyth and Laura streets for $4 million. They remodeled the lobby and installed some exterior enhancements at a cost of about $1.5 million. With the firm continuing to grow, they moved some staff and office functions to the new building. The Farahs lease space to tenants, including CenterState Bank, which has the naming rights, and to the Bellwether casual restaurant. Establishing a permanent headquarters and then investing in urban commercial real estate is the natural business path for the

firm, said Chuck Farah. “When you’re a lawyer, you’re never going to want to be anywhere else but Downtown,” he said. Having offices in buildings two blocks apart and doing business at the Duval County Courthouse, five blocks from the main office, the Farahs recently purchased a covered street-legal electric vehicle for the convenience of attorneys, staff and clients. “We go from the main office to Laura Street. We can pick up documents at the courthouse or the sheriff’s office and we can use it to pick up clients from wherever they park,” said Eddie Farah. There are no plans to purchase any more Downtown real estate, but as the firm continues to grow

beyond the current level of about 200 attorneys and staff in Jacksonville, the firm will be expanding its operations at Laura Street. The Farahs plan eventually to move into one of the two remaining unoccupied floors. The commitment to Downtown extends to selecting vendors, said Eddie Farah. The firm purchases its office furniture from Perdue Office Interiors, which is based Downtown, and Farah & Farah’s advertising agency also is Downtown. “We believe in doing business with our neighbors,” said Eddie Farah. Judicial Nominating Commission sends picks to Gov. Scott Eight-member panel interviewed 18 hopefuls and pared list to six. BY MAX MARBUT ASSOCIATE EDITOR

After convening for nearly nine hours to interview applicants and then deliberating for about three hours, Wednesday evening the Judicial Nominating Commission for the 4th Judicial Circuit presented to Gov. Rick Scott the names of six nominees to fill the vacancy created by the early retirement of Circuit Judge Robert Foster. The interview and deliberation due process was the culmination of hundreds of hours of vetting applications received from 18 judicial hopefuls since May 1, when the notice announcing the vacancy was released to the public. The eight-member panel of attorneys completed its work two days ahead of the deadline set down by Scott after Foster in April notified the governor and chief judge of his resignation. The candidates comprise two incumbent judges, a magistrate and three attorneys in government and private practice. The nominees, in alphabetical order:  Duval County Judge Lester

Bass, 55, who began his legal career as an attorney at Jacksonville Area Legal Aid. Bass was appointed to the bench by Scott in 2014 after 11 years as a general magistrate and civil traffic hearing officer. In his interview, Bass said he offered his name for the vacancy because “my legal career has been about service” and “I keep moving forward. That’s what I want to do.”  Attorney Michael Fackler, 46, is a shareholder at Milam Howard Nicandri & Renner. He was a law clerk for U.S. District Judge Harvey Schlesinger for two years before going into private general commercial litigation practice at McGuireWoods. He joined Milam Howard in 2007 and became a partner in 2016. When the commission asked about his limited jury trial experience, Fackler said while he was a law clerk, he was involved in numerous federal jury trials and, “I’m confident I can learn.”  From Broward County, 17th Circuit Judge Charles Greene, 61, is a former assistant state attorney and also was in private practice before he was elected to the bench in 1990. His current six-year term expires in January 2021. A part-time resident of Amelia Island, Greene said he applied for the vacancy in another judicial circuit because he enjoys serv-

I’m not looking for a new job, I’m looking for a job transfer,” he said in his interview.  General Magistrate Robin Lanigan, 49, graduated from Florida Coastal School of Law in 2000 and went into private practice specializing in family law. She has conducted more than 1,500 family law hearings since she was appointed in 2016. A former adjunct professor at Florida State College at Jacksonville, she taught family law in the paralegal program from 2008 to 2011. In her interview, Lanigan said she was unanimously recommended for selection as a magistrate by the family law judges in the 4th Circuit and “I want to learn something different.”

 Rhonda Peoples-Waters, 44, is owner and president of Rhonda People-Waters PA. An assistant public defender in Jacksonville from 1999-2007, she specializes in criminal law and also represents plaintiffs in personal injury claims. Peoples-Waters is a former member of the Jacksonville Ethics Commission and past president of the D.W. Perkins Bar Association. In her interview, she cited her work ethic and experience in civil and criminal law as well as her ability to serve as a role model for young African-Americans. “It’s not just what I do at the courthouse, people look at you and your character,” said PeoplesWaters.  David Tucker, 56, is Northeast regional counsel for the

Department of Children and Families. He also is appointed as an informal hearing officer and presides over contested adoption reviews, child care licensing issues and evidentiary hearings. Practicing since 1987, Tucker is a former county attorney in Escambia County. While he has not tried a jury case, “that’s something I can learn,” and “when you’ve been doing law for a while, you develop intuition and you learn what to look for,” he said. The proposed O&M Assessments as stated include collection costs and/or early payment discounts, which Duval County (“County”) may impose on assessments that are collected on the County tax bill. Moreover, pursuant to Section 197.3632(4), Florida Statutes, the lien amount shall serve as the “maximum rate” authorized by law for O&M Assessments, such that no assessment hearing shall be held or notice provided in future years unless the assessments are proposed to be increased or another criterion within Section 197.3632(4), Florida Statutes, is met. Note that the O&M Assessments do not include any debt service assessments previously levied by the District and due to be collected for Fiscal Year 2018/2019. For Fiscal Year 2018/2019, the District intends to have the County tax collector collect the assessments imposed on certain developed property. It is important to pay your assessment because failure to pay will cause a tax certificate to be issued against the property which may result in loss of title. A new year for the JBA The Jacksonville Bar Association began its new year last week with a new president, a speed mentoring session and new YLS officers being sworn in at Bellwether restaurant Downtown.

Speed mentoring In a little less than an hour, more than 100 potential mentors and mentees got to know each other in three-minute segments at the inaugural JBA Young Lawyers Section speed mentoring event Thursday evening at the YLS annual meeting. Duval County Judge Gary Flower, chair of the JBA Mentoring Program Committee, was joined in organizing the event by his judicial assistant, Brittany Floyd, and interns Austin Studor and Brian Novak. Flower said based on the success of the event, he plans to make it an annual benefit to help young lawyers connect with mentors.
