Miami investor adds to Jacksonville holdings. A group led by Miami-based real estate investor Ramon Llorens bought the 1.48-acre Downtown parking lot by the Omni Jacksonville Hotel, adding

to his North Florida holdings. It is across the street from the Times-Union Center for the Performing Arts. Llorens, through Amkin Terra LLC, paid $6.83 million for the 317 Water St. property in a sale executed June 29 and recorded Monday with the Duval County Clerk of Courts. He bought it from OP Terra Owner LLC, in care of New York-based Och-Ziff Real Estate. OP Terra bought it for $6.4 million in April 2015. The acquisition is one of many made by Llorens in recent years. In December, a group led by Llorens purchased the Greyhound bus station at 10 N. Pearl St., across the street from the TIAA Bank Center, which he also owns.

AK Pearl LLC paid Greyhound Lines Inc. $2.78 million for the 1.21-acre site. The station moved to a new location. In 2015 and 2016, Llorens bought 250 acres along New Berlin Road through Dames Point LLC. Since September 2014, through ownership groups, he bought the TIAA Bank Center, property in the Talleyrand area that includes the former Ford Motor Co. plant, the New Berlin Road property, Southbank riverfront commercial buildings, a Downtown parking garage at 336 W. Bay St., and a 2.78-acre parking lot at Hogan and West Bay streets near that parking garage.

When the city agreed to incentives for the Saft America Inc. lithium-ion battery plant in 2009, it did so with the understanding that the company would create 279 full-time employees by year-end 2017. Saft failed to meet that goal, hiring only 149 employees, and now is working with the city to extend the job creation deadline. Legislation introduced June 12 gives Saft until December 2019 to hire the employees. It also penalizes the company $25,000. The 2009 economic development agreement with Saft included $5.3 million in city and $14.9 million in state financial incentives. The city provided a $550,000 Public Service Tax Exemption. Saft also was approved for up to $95.5 million in federal stimulus funds from the American Recovery and ReinSEE SAFT, PAGE 2

vestment Act for building its plant. Of the city’s investment, $3.3 million is a Recapture Enhanced Value grant and $474,300 is a Qualified Target Industry tax refund grant. A $300,000 Countywide Economic Development Fund site work grant and a $700,000 CEDF job creation grant completes the package. Saft promised to invest more than $122 million in the Cecil Commerce Center facility to build batteries for wind- and solar-based power generation plants and hire the 279 workers at a full-time average salary of $44,807. The deal was negotiated by the Jacksonville Economic Development Commission, which OED and the Downtown Investment Authority replaced in 2012. Saft received about $2.4 million in city-backed incentives since 2009, including $2 million of the REV grant. In February, the Office of Economic Development advised Saft it would need to repay $326,000 to the city for failing to meet the job target. Through recent negotiations,

the sides agreed to amend the deal, reducing the maximum REV grant from $3.3 million to $3.275 million. If Saft fails to meet the job goal by December 2019, it also must repay “a proportional share of the CEDF site work grant.” According to the legislative summary of the bill, Saft maintains that hiring was on schedule until 2016. The City Council Finance Committee will review the legislation July 17. The full council could vote on the bill Aug. 14. A subsidiary of Paris-based Saft Groupe S.A., Saft America completed its 235,000-square-foot building on 12 acres at 13575 Waterworks St. in September 2011. It owns the structure, assessed by the Duval County Property Appraiser at almost $26.2 million for 2018. In May 2016, Saft Groupe agreed to a $1.1 billion buyout by French energy company Total S.A. Built in the 1970s, the shopping center was anchored by Kmart until it closed in 2016. Lucky’s Market opened in 2016 in the space west of the Kmart, with a rotation of other tenants in the connecting strip. The 57,000 square feet of neighboring existing retail, including Lucky’s Market, Popeyes Louisiana Kitchen and Ameris Bank would remain under separate ownership. TriBridge’s original plan proposed in November 2017 featured 313 apartments and 10,000 square feet of retail and drew heavy pushback from residents in Neptune Beach. From there, the number of proposed apartments decreased to 230 and later 199 before the plans introduced last week. “These revised plans — which no longer request any variances and which include all residential above commercial space and a

parking garage that will be available to the public — show our commitment to enhancing the beaches with a walkable development where residents and visitors can live, work and play,” said Mosley. Other elements include:  A multipurpose trail connecting Lemon Street with Jarboe Park, the Beaches Branch Library and surrounding neighborhoods.  Enhanced entrances, access and parking for Ish Brant Park.  A proposed pedestrian crosswalk improvement at the Third

Street intersection with Lemon Street.  A repurposed use for the Belmarmi buildings, with concepts such as a food hall and cultural entertainment facility.  A new location for the All Beaches Experimental Theater.  Bringing the entire site up to stormwater code standards.  Improved access to the adjacent Publix center. TriBridge seeks a special exception from the city of Neptune Beach to rezone the property from Commercial to Planned Use

Neptune Beach Mayor Elaine Brown said she’s pleased with how the project has evolved. “I met with the planning director yesterday, and she’s drilling down into details of it now,” Brown said Friday. “I think there’s still some questions, but they’re taking a step in the right direction with this plan,” she said. who called for less density and more connections to the small beach city’s natural amenities. “They’ve worked very hard to get their point across and to get themselves organized,” said Brown about Neptune Beach homeowners. “They said the density was too much, and this is the result and they should be proud,” she Brown said. Brown said she’s looking forward to the reaction from residents when the plans are presented to the Community Development Board on July 18. The meeting is scheduled for 6 p.m. at Fletcher High School at 700 Seagate Ave. The board would need to approve any plans, followed by the full Neptune Beach City Council. If approvals proceed, construction could begin in early 2019 and be completed by the end of 2020.

The Secretary of Housing and Urban Development will bid $366,575.95 plus interest from May 16, 2018 at a rate of $60.86 per diem (subject to increases applicable under the Note), plus all costs of this foreclosure and costs of an owner’s policy of title insurance. There will be no proration of taxes, rents or other income or liabilities, except that the purchaser will pay, at or before closing, his/ her/its pro-rata share of any real estate taxes that have been paid by the Secretary to the date of the foreclosure sale. When making their bids, all bid-

ders except the Secretary must submit a deposit totaling ten (10%) percent of the bid amount in the form of a certified check or cashier’s check made out to the Secretary of HUD. Each oral bid need not be accompanied by a deposit. If the successful bid is oral, a deposit of ten (10%) percent of the bid amount must be presented before the bidding is closed. The deposit is non-refundable. The remainder of the purchase price must be delivered within thirty (30) days of the sale or at such other time as the Secretary may determine for good cause shown, time being of the essence. This amount, like the bid deposits, must be delivered in the form of a certified or cashier’s check. If the Secretary is the high bidder, he need not pay the bid amount in cash. The successful bidder will pay all conveyancing fees, all real estate and other taxes that are due on or after the delivery of the remainder of the payment and all other costs associated with the transfer of title. At the conclusion of the sale, the deposits of the unsuccessful bidders will be returned to them. The Secretary may grant an extension of time within which to deliver the remainder of the payment. All extensions will be for fifteen (15) day increments for a fee equal to ten (10%) percent of the amount then due, paid in advance. The extension fee shall be in the form of a certified or cashier’s check made payable to the Secretary of HUD. If the high bidder closes the sale prior to the expiration of any extension period, the unused portion of the extension fee shall be applied toward the amount due. If the high bidder is unable to close the sale within, the required period, or within any extensions of time granted by the Secretary, the high bidder may be required to forfeit the cash deposit or, at the election of the foreclosure commissioner after consultation with the HUD Field Office representative, will be liable to HUD for any costs incurred as a result of such failure. The Commissioner may, at the direction of the HUD Field Office Representative, offer the Property to the second highest bidder for an amount equal to the highest price offered by that bidder. There is no right of redemption, or right of possession based upon a right of redemption, in the mortgagor or others subsequent to a foreclosure completed pursuant to the Act. Therefore, the Foreclosure Commissioner will issue a Deed to the purchaser(s) upon receipt of the entire purchase price in accordance with the terms of the sale as provided herein. HUD does not guarantee that the property will be vacant. The amount that must be paid if the Mortgage is to be reinstated prior to the scheduled sale is the principal balance set forth above, together with accrued, unpaid interest, plus all other amounts that would be due under the mortgage agreement if payments under the mortgage had not been accelerated, advertising costs and postage expenses incurred in giving notice, mileage by the most reasonable road distance for posting notices and for the Foreclosure Commissioner’s attendance at the sale, reasonable and customary costs incurred for title and lien record searches, the necessary out of pocket costs incurred by the Foreclosure Commissioner for recording documents, a commission for the Foreclosure Commissioner, and all other costs incurred in connection with the foreclosure prior to reinstatement.
