Two St. Augustine developers plan to bring the historic Ambassador Hotel in Downtown Jacksonville back to its “original luster” and add an apartment complex and retail space on the same block. The partners of Augustine Development Group provided details of their plans Monday, days after they purchased five lots totaling 1.5 acres for $5.4 million. The adjoining parcels take up an entire city block bordered by Duval, Julia, Church and Pearl streets, directly north of the State Attorney’s Office. The apartment complex’s amenities will include a pool, fitness center, clubhouse and dog park. The plans in review identify Tellus Partners LLC of Norcross, Georgia, as the owner’s representative. According to the May announcement, the apartments will range from a one-bedroom, one-bath unit of 662 square feet to a three-bedroom, threebath unit of more than 1,300 square feet. The first units are expected to be available to lease in 2019 and final construction completion is planned for 2020. Wildlight will include homes, townhomes and apartments along with shops and restaurants, an elementary
school and a system of trails and pathways. The first phase is designed for about 1,000 homes on about 260 acres and almost 350 acres of preserved open space. Wildlight is being created by Raydient Places + Properties, a taxable subsidiary of Rayonier Inc., a real estate investment trust. Wildlight is 20 miles north of Jacksonville. demolish the old bank building at 404 N. Julia St., which they said doesn’t have historical significance. It was buit in 1926. The apartments will come in one- and two-bedroom units and the complex will have a fitness center and a rooftop pool. Bochis will be the CEO of the project, called Axis Hotels, but management of the facilities will fall to Integrity Hospitality Management, with whom the developers have an existing relationship. “We hope to cater on the multifamily side for people who work at the State Attorney’s Office and the courthouse,” Greiner said, adding that this is their first project in Jacksonville. The company has worked on dozens of other projects throughout Florida. They noted that other developers are doing the same type of projects nearby, like the Barnett and Laura Street Trio renovations. Sam Easton, of Easton Sanderson & Company, has been the owner of the 95-year-old Ambassador Hotel since 1971. He said he’s happy to see the property go to a “visionary” developer who is “creative and a risk taker.” He said the Downtown area is in dire need of renovation and that nothing was happening for years but now things are really starting to “take off.”
“People are really signing deals,” he said. The developers said they haven’t determined what incentives are available, like federal tax credits, as part of the hotel being in the National Register of Historic Places. They also said they have had only preliminary meetings with members of the Downtown Investment Authority and the city of Jacksonville to discuss additional grants or incentives, and that they don’t have any specific funding resources to divulge yet. Aundra Wallace, DIA CEO, was not available for comment Monday afternoon. The developers said they plan on submitting permit applications in the next few weeks and that the first phase of the project will be to renovate the hotel and then demolish the old bank building next door. “It was once a very high-end hotel back in the day,” Greiner said. “We want to really bring it back to its original luster, by bringing it up to code with new mechanical, electrical and plumbing.” The two estimate that the project will take two years to complete, and that their hope is that it gets underway within 90 days. After nearly 30 years in business, Ray Hays sold PRC Digital Media to another Jacksonvillebased video production company. He joined the buyer, Gemstone Media Inc., as executive producer of its new Creative Services Division. Hays said he met the owners of Gemstone, President Kent Kirby and Vice President George Birnbaum, and started conversations that led to the consolidation of the production companies. Hays and his senior editor, Chris Linke, are PRC’s only full-time employees. They are moving video and sound editing equipment from PRC’s studios and offices in Riverside to Gemstone’s facilities in Baymeadows. PRC produces television documentaries and training videos. Gemstone provides production services for live sports events including the Jacksonville Armada soccer team, Ice Men hockey team and Jumbo Shrimp baseball team. The company also provides closed-captioning services and program distribution.

A Jacksonville resident is challenging Gov. Rick Scott’s decision to replace suspended City Council member Reginald Brown with Terrance Freeman, a Republican who until July 10 lived in another district. District 10 resident Brenda Priestly Jackson, who lives in the area Freeman now represents, filed the petition Friday in the 4th Judicial Circuit. “The appointment of Terrance Freeman was contrary to the requirements of the Charter of the City of Jacksonville,” the petition states. Jacksonville law firm Terrell Hogan Yegelwel is representing Jackson, who also applied to represent the district. Scott suspended Reginald Brown and District 8 representative Katrina Brown on June 1 after they were charged in a 38-count federal fraud indictment. As governor, Scott has sole authority to suspend public officials and fill their seats temporarily. On June 10, Scott selected Freeman and Ju’Coby Pittman, a Democrat, to fill the spots.

The petition seeks declaratory relief against Scott, saying the appointment of Freeman was unlawful, and injunctive relief against Freeman from taking any action as a member of council. The petition claims that during the first week applications were being accepted, the state website required potential candidates to certify they were residents of the district. “For some unexplained reason,” the petition states, “on or about the second week that the online application was available, the process for online application for appointment was changed to remove requiring that applicants first certify their status as a Jacksonville City Council District 10 resident.” The petition also contends that Freeman immediately assumed the duties upon Scott’s official announcement at 10:19 a.m. July 10, a status challenged by the Office of General Counsel who contend his appointment begins the date he is sworn in. Freeman confirmed to Action News Jax that as of July 10 he is renting two rooms in a home in the southern part of District 10, and maintains he meets all requirements to hold the seat.
