Signs point to Chase at Barnett building Sign manufacturer asking city if designs are appropriate, but bank hasn’t been confirmed. By David Cawton Staff Writer If JPMorgan Chase & Co. decides to put its name on top of the Barnett National Bank building Downtown, the sign manufacturer wants to be prepared. A project manager with Philadelphia Sign sent renderings of potential signage to a city sign plans examiner to ask for advice about what would be allowed. The email was forwarded to Downtown Investment Authority Redevelopment Coordinator James Klement. “What steps would Chase need to take in order to get this approved?” asked project manager Tom McKenna. Philadelphia Sign is based in Palmyra, New Jersey. The building at 112 W. Adams St. is part of an estimated $90 million renovation by SouthEast Development Group and The Molasky Group of Cos. that includes the redevelopment of the Laura Street Trio and a new parking garage. Chase has been considered, but not confirmed, as a tenant. The renderings, which were shared with Klement at DIA, show JPMorgan Chase & Co. as the ground-floor tenant and the Chase sign also is featured at the top of the 18-story structure. Aldi approved to begin building-out Regency store German grocery chain will fill spot once held by Bed Bath & Beyond. Aldi was cleared to build-out a store in Regency, one of 10 operating or proposed locations in Northeast Florida for the Germany-based discount grocer.

The city approved a permit Monday for Bay to Bay Properties LLC of Safety Harbor to renovate almost 20,300 square feet at 9317 Atlantic Blvd. for Aldi at a construction cost of $1.1 million. The store will be in a former Bed Bath & Beyond in the CB Square shopping center. Aldi will take almost 26,000 square feet in the space, according to a site plan for CB Square by The Shopping Center Group. Nancy Sumner of The Shopping Center Group LLC, the firm that represents Aldi’s landlord at CB Square, said previously there

was a void of grocers servicing the Regency area other than Wal-Mart. Aldi is at least doubling the five locations it operates in Northeast Florida. Its first stores along Southside Boulevard and in Clay and St. Johns counties were joined by new construction in West Jacksonville and in Town Center Promenade. Those stores are open. The next five, including at Regency, are planned along San Jose Boulevard, in Oakleaf and in Nassau and Clay counties. That gives Aldi sites in many neighborhoods around the area,

with more expected. Area real estate director Jason Povlick said in late August that several Aldi stores would open in the Jacksonville market over the next several years, but he did not want to be specific. Newer Aldi stores feature the chain’s “new look” modern design with natural lighting, an environmental focus, new shelving and floor tiling, wall graphics, more fresh produce, larger bakery and dairy sections and other enhancements.

General Dynamics to hire 90 for census work Customer service jobs are in support of the 2020 U.S. Census. By Karen Brune Mathis Editor General Dynamics Information Technology intends to fill about 90 positions in Jacksonville for the Census Questionnaire Assistance center it is setting up in North Jacksonville. Ivan Abbott, vice president of operations for Federal Civilian Agencies, said hiring will begin in January for assignments that run through July. He said the operation will provide phone assistance from respondents to the 2018 End-toEnd Census Test, assisting with frequently asked questions and supporting respondents with submitting Census Questionnaires. The center is at 1 Imeson Park Blvd. in Imeson International Industrial Park. General Dynamics Information Technology, based in Fairfax, Virginia, won a $430 million five-year contract to provide contact center systems and operations support for the U.S. Census Bureau’s 2020 Census Questionnaire Assistance program. It posted job openings to hire bilingual customer service representatives for its Jacksonville team to support its U.S. Census Bureau contract. More than 40 job postings seek bilingual customer-service representatives and quality assurance specialists in the languages of English and Tagalog, Cantonese, Mandarin, Arabic, Spanish, Vietnamese, Korean and Russian. The U.S. Census Bureau says the 2018 End-to-End Census Test supports the goal of the 2020 Census, “which is to count everyone once, only once and in the right place.” The Census Bureau said it will continue to improve the use of mobile technology, administrative records, geospatial data and self-response via the internet. “This test will provide insights and guide our planning to ensure an accurate census,” it says. The 2018 End-to-End Census Test tests all major components of the 2020 Census, according to the bureau. The primary objective is to

confirm key technologies, data collection methods, outreach and promotional strategies, and management and response processes that will be deployed in support of the 2020 Census, it says. The U.S. Census counts every resident in the United States once a decade as mandated by the U.S. Constitution. The data determine the number of seats each state has in the U.S. House of Representatives and is used to distribute billions in federal funds to local communities. The bureau said the 2020 Census will require counting an increasingly diverse and growing population of around 330 million people in more than 140 million housing units.

“To get an accurate count, the Census Bureau must build an accurate address list of every housing unit, maximize selfresponse to the census, and efficiently follow up with those who do not respond,” it says.

Abbott said the One Imeson building was chosen because it successfully supported the 2017 Census Test “and has a strong skill set within the community to deliver high-quality services.” Other General Dynamics Information Technology Census work will be done in Sandy, Utah; Westminster, Colorado; Manassas, Virginia; and Washington, D.C., he said. General Dynamics Information Technology opened a customer center in late 2014 at One Imeson in the Imeson International Industrial Park. In April, it held a hiring event to continue staffing up the center that provides call center support services for customers. More than 250 General Dynamic Information Technology employees work at the site to support customers, Abbott said. The city approved a permit last week for Dav-Lin Interior Contractors Inc. to build-out 50,462 square feet of space at the center for the Census operations. Build-out costs are shown as $729,893. calls for comment. Chase spokesman Michael Fusco said the New York-based bank did not want to comment on lease negotiations or the signage, saying discussions were ongoing. Calls to Klement and McKenna were not returned. Typically, for any signage to be approved in the Downtown Community Redevelopment Area, the Downtown Development Review Board would need to sign off on both the conceptual and final designs. Among other details, the DDRB staff would need to determine if the signs are compatible with the surrounding architecture; that the signs are properly proportioned for the building; that they appropriately reflect the business they represent; and that the signs are consistent with all design objectives of the DIA’s Business Investment and Development plan. The renderings show Chase Bank’s trademark white lettering and blue octagon logo spread across a dark gray, 7-foot-tall sign at the top of the building. Along with the rooftop identification, three variations of street-level signage are included in the packet of renderings. The first design is a 30-inch gold “Chase” letterset with white backlighting centered above both the Laura and Adams street entrances. Another vertical sign could hang from the corner of the building, featuring gold Chase lettering and the octagon logo on a black background. Additionally, a blue Chase octagon logo can be seen in the windows above both entrances. The second design is similar, but with what looks like a darker metal letterset above both entrances. The same corner signage and blue logos in the windows remain. The final variation is another dark Chase letterset with a blue octagon logo, both above the two entrances. The design shows a blue Chase octagon logo on the corner as opposed to the black and gold Chase lettering sign featured in the other renderings. In all three options, black wall plaques with gold Chase logos flank the sides of each entrance of the building. Another rendering shows a proposed floor plan of the Chase space, including a 5,987-squarefoot ground-floor space with a layout similar to a bank branch office, and a 3,871-square-foot mezzanine floor. Renderings show that walking into the bank through the Laura Street entrance, customers would see three Chase banking terminals. The rest of the ground floor shows a customer lounge, a conference room, bathrooms, an employee lounge, a print and data center, a teller counter, a larger office and cash room. The open mezzanine floor, roughly 10 feet above the ground floor, shows four offices at the northeast corner of the building along with a customer lounge. Another office space along the southeast corner of the floor can be seen next to a ramp and staircase. The floor plan shows a separate entrance to the left of the main West Adams Street entry for the building’s other proposed tenants.

Atkins announced in October that interior construction had begun. Danis Builders LLC is the general contractor. The project includes renovations of the Laura Street Trio and construction of a 550-space parking garage on West Forsyth Street. Work on both will begin in 2018. When completed, the former Barnett building will have about 100 market-rate apartments,

office space, retail and educational space. The Laura Street Trio will be transformed into a Courtyard by Marriott hotel, restaurant, speakeasy and urban grocery store. This year, Atkins’ development group received approval for $9.8 million in financial incentives to complete the restoration in five years, according to the economic development agree-

ment with the city. In October, JPMorgan Chase & Co. and other prospective tenants were featured in marketing materials inside the Barnett Bank building, including for the University of North Florida. UNF has confirmed it is negotiating to lease space on the fourth and fifth floors for the school’s Entrepreneurial Development and Business Incubation Center and graduate-level classes.

In Duval County, 11.1 percent of the population – or almost 96,000 people – are 65 and older. Baker, Clay, Nassau and St. Johns counties total about 67,000 residents over 65. A larger percentage, 17.3 percent, of the state’s population is age 65 and older – or 3.2 million people, according to the 2010 Census. Florida’s median age is 41.6. Duval, the largest county in Northeast Florida, and Baker and Clay have younger populations than Florida. Duval’s is 36.5; Baker is 37.2 and Clay is 38.6.
