Renner: Amazon should want to be here Palm Coast lawmaker says he opposes using taxpayer incentives to recruit companies.
By David Cawton Staff Writer Amazon.com should want to bring its second North American headquarters to Florida without any taxpayer-backed financial incentives, Rep. Paul Renner, R-Palm Coast, said Wednesday. Speaking to the Southside Business Men’s Club, Renner said Amazon instead should consider Florida’s “permanent incentives,” such as no state income tax, a growing employee base and the state’s strong finan-
cial position. “Amazon should want to be in Florida,” Renner said. “It’s a great place to do business and, among other reasons, it’s the gateway to Latin America.” In September, Seattle-based Amazon announced it was soliciting bids from cities for a second North American headquarters, promising a $5 billion capital investment and 50,000 jobs with six-figure salaries over the next decade. ayo Clinic and United Therapeutics Corp.’s new lung center not only will restore the critical organs for transplantation, but the building also will provide space for a bioinnovation hub. The city approved the permit last week for Whiting-Turner Contracting Co. to build the $32.4 million construction project for the Lung Biotechnology PBC center. “That’s a big deal for our region,” said Mayo cardiologist Charles Bruce in a Nov. 13 presen-
tation to the Economic Roundtable of Jacksonville. Bruce is associate medical director of Mayo’s Office of Business Development of Mayo Clinic Ventures and director for business development in the Center of Regenerative Medicine. Bruce said the lung facility should open in April or May 2019. “These lungs are not suitable for transplantation, and there’s a dire need for lung transplants. Aldi expanding into Nassau County It has been leasing 120,000 square feet at the tower and is adding the additional space as it relocates suburban staff into the building. It will expand its workforce there to about 1,200 employees. One Call will put its name on two sides of the building with tenant Baptist Health’s name on the other two sides. Aetna moved to Gramercy Woods on the Southside. Aetna’s name is coming down from the Southbank tower and One Call will post signs early next year. The 22-story tower has 19 floors of rentable space.
German grocery chain plans to at least double the five locations it has in Northeast Florida. Aldi, the Germany-based grocer with five discount stores open in Duval and Clay counties, is expanding into Nassau County. Upham Inc. submitted site engineering plans to the St. Johns River Water Management District for a 22,731-square-foot Aldi on 2.53 acres in Yulee. The site is part of a 10.45-acre development at Florida A1A and Gene Lasserre Boulevard. Aldi Florida LLC is the developer and the land owner is The Commercial Range at Amelia LLC. Aldi is at least doubling the number of the five locations it operates in Northeast Florida. It developed its first three stores along Southside Boulevard and in Clay and St. Johns counties. It has since built and opened its new-concept stores in West Jacksonville and in Town Center Promenade. Povlick said several Aldi stores would open in the Jacksonville market over the next several years, but he did not want to be specific. Aldi said in February it is spending $1.6 billion to implement the new design in 1,300 of its U.S. stores by 2020 while continuing to open new stores. Office-warehouse condo Butler95 shell work is OK’d
Southside will gain the Butler95 office-warehouse condo project at 8200 Cypress Plaza Drive. The city approved shell construction of the four-building project and a dumpster enclosure Tuesday at a construction cost of $1.27 million. C.&R. General Contractors Inc. will build it. Butler95 will comprise almost 70,000 square feet on 5.3 acres. Butler95 is in development by Property Theater LLC, led by Charles Skinner and Justin Clark. Butler95 LLC is the owner. The units start at $216,000 for 2,400 square feet. Contiguous space runs up to 14,400 square feet. The first units are expected to be available in the spring. Clark said 10 of the 29 units are sold. Mayo already conducts and supports research at the campus. The new building means there will be the opportunity for more. Bruce, speaking at the Jacksonville University Davis College of Business, said Mayo already is working with JU and has established relationships with other area universities.
He said Mayo sent out requests for proposals to colleges, “looking for the most promising ideas that could be brought to commercialization really quickly.” Bruce asked the business executives and owners, educators and others at his presentation to help recruit ideas. “My impassioned plea to you is to please help us accelerate innovation to really benefit our patients as quickly as possible,” he said. Bruce said that for 2016, the Mayo enterprise, with campuses in Rochester, Minnesota, and Phoenix/Scottsdale, Arizona, had an almost $1 billion education and research budget. Funding comes from external sources and from Mayo through practice operations, development endowments and diversified activities. Current research lab space totals almost 357,000 square feet among the three campuses. Plans for Mayo Research include investment for growth in size and capability over the next two decades, Mayo said. The Florida campus, which is in Jacksonville, has an annual research budget of $51 million, he said. “We’re involved in 476 clinical trials, more than 300 of which are actually evaluating new therapies,” he said. Bruce said 109 physicians and scientists “are currently, actively working right now as I’m speaking on research. “That’s what distinguishes us as a health care institution.” Bruce said Mayo has several programs that fund ventures and innovations. The Department of Business Development can assist with startups, license agreements, partnerships, joint ventures, acquisitions and venture investing. tics and her team found a way to infuse the lungs with the regenerative medicine solution “that restores these lungs back to health, and then take these lungs and ship them to appropriate recipients around the country.” That will be done on the first two floors of the new three-story, 75,000-square-foot building. The third floor will be the center of a bio-innovation hub that will be an incubator accelerator, he said. The 25,000-square-foot space will start with about a 10,000-square-foot layout that will have wet laboratory space, office and co-located spaces, a café-lounge and conference room as well as access to equipment — and people, like Bruce. Bruce said researchers can access top-tier clinicians. The remainder of the space will be reserved for the future use of manufacturing regenerative medicine therapies. “We’re hoping that by the end of 2019 that we’ll have 20 to 25 startup companies there,” he said. By the second year, Bruce anticipates those 20 to 25 companies would employ about four people each, generating direct job creation of 80 to 100 people and projected salary and benefits of almost $9 million. He said that doesn’t include indirect job generation, licensing revenue or equity positions that generate future revenue for Mayo Clinic. “Hopefully we can be persuasive enough to get more scientists, more businesses, interested in bio-innovation to come to our campus and to our region,” Bruce said. “But we’re open for business now,” he said.

They said in June 2015 that the goal of the lung-restoration center was to significantly increase the volume of lungs for transplantation by preserving and restoring selected marginal donor lungs, making them viable for transplantation. The restored lungs will be made available to patients at Mayo Clinic and other transplant centers throughout the United States. JOB CREATION

About 25 United Therapeutics staff will run the center, and Mayo Clinic will dedicate about 50 employees to it. The project owner is Lung Biotechnology PBC of Silver Spring, Maryland. Lung PBC is a division of United Therapeutics, and Lung PBC is Lung Biotechnology Public Benefit Corp. United Therapeutics is a biotechnology company that focuses on the development and commercialization of products for the medical needs of patients in life-threatening conditions. The building also will be used for Mayo to conduct research. Both Lung PBC and Mayo Clinic activities will produce materials or therapies that Mayo will use in a clinical setting elsewhere on the campus. The building is designed to feature six “ex vivo lung perfusion” rooms on the first floor; executive and other offices, workstations, a conference room, command center, call rooms and a gym on the second floor; and labs and offices on the third floor. Enterprise Florida will fight for funding Leadership gathers in Jacksonville, says public supports having its budget restored. By Andrew Warfield Associate Editor Enterprise Florida officials have a message for the organization’s stakeholders across the state: We’re here, we’re effective and we’re going after our funding. The embattled official economic development organization for the state of Florida opened its two-day board of directors and stakeholders meeting Wednesday at the Omni Jacksonville Hotel. At that Stakeholders Council Meeting session, President and CEO Peter Antonacci cited a recent poll that suggests 56 percent of state residents disagree with the Republican-led Florida Legislature reducing the organization’s funding in the 2017-18 state budget. “That’s very encouraging to see after the bloodletting that happened last year we still have a majority that believes if Georgia is doing it and Alabama is doing it on our borders, and everybody in the country is doing it, by gosh we’d better be next,” Antonacci said. “This past year of the current regime in the House will pass and we will look forward to the future, where that 56 percent of Floridians will be brought to bear so Florida can compete on all fronts,” he said. Over the objections of Gov. Rick Scott, House leaders pushed to eliminate Enterprise Florida’s funding during the 2017-18 budget debate. An agreement in the Senate instead cut the agency’s budget from $23.5 million to $16 million
and Enterprise Florida applied that cut to its marketing program, slashing it from $10 million to $3 million. That puts Florida at a competitive disadvantage, according to agency leadership, as other states spend more than $100 million a year on marketing to recruit business. “We have a governor for one more year and chairman for one more year who will continue to advocate for the interests of economic development and the role of (Enterprise Florida) in particular in that process,” Antonacci told stakeholders. “We are the key players statewide and we will continue to do what we have done over the past few years in our new strippeddown role working with you,” he said. Executive Vice President Mike Grissom told the group Enterprise Florida will pursue reinstatement of the lost funding during the legislative session that begins Jan. 9. “The good news is that this is an election year and it’s the favorite time in Tallahassee because the session tends to be short, sweet and to the point,” Grissom said. “(Legislators) want to get back home so they can raise money for their campaigns.” Grissom said Enterprise Florida has an ally in Republican Rep. Jim Boyd of Manatee County. “Rep. Boyd and I met last week and he is a big proponent of ours and will help us along the way,” he said. Jerry Mallot, president of JAX USA Partnership, echoed Grissom’s sentiments. “To show the world we’re back, that’s going to be very important,” he said. Mallot reported to his statewide colleagues that, even without state incentives, Jacksonville was successful in landing Forma-

In October, an Amazon spokesman said community officials signed nondisclosure agreements because the company shared some internal information, although cities can disclose what they want about details regarding their own activities and proposals. Enterprise Florida Inc. is hosting its monthly board of directors meeting in Jacksonville this week. Renner said the state does not give financial incentives directly to businesses because of changes made by the Florida Legislature and Gov. Rick Scott during a special legislative session in June, changes Renner backed. The new $85 million Florida Job Growth Grant Fund instead provides incentives to municipalities for infrastructure improvements and workforce training — two items also important to Amazon. Renner said the changes ensure lawmakers are good guardians of taxpayer money, and that he doesn’t believe the state is in jeopardy of losing other prospective employers. “You will continue to see Florida grow despite an absence of new economic incentives,” Renner said. Amazon expects to select the headquarters site next year.
Renner is set to become the speaker of the Florida House in 2022 after winning the support of his Republican peers this fall. The designation is seen by some as a win for North Florida, given Renner’s ties to the Jacksonville area. His law firm is based in Jacksonville and his campaign fundraising efforts have relied heavily on Jacksonville-based donations, including those backed by Jacksonville Mayor Lenny Curry. Renner is a shareholder with the Milam Howard Nicandri Gillam & Renner law firm. Before winning a special election in 2015 for his House seat, Renner unsuccessfully ran against Rep. Jay Fant, a Jacksonville Republican, in a tight race for the area’s 15th District. He said while Palm Coast doesn’t offer some of the amenities of a larger city, his family is happy to be part of the community. “We’re residents of Palm Coast, we’re homesteaded there and we love it,” said Renner, who dismissed claims that he is more of an outsider. “I live there, I pay taxes there, so I’m not sure what else to say.”

In its request for proposals, Amazon called local and state incentive programs a “significant factor in the decisionmaking process” and asked prospective cities to list specific incentives. Several Florida cities, including Jacksonville, bid for the project but have not released details, such as the sites and incentives offered. “If the politicians in the state are willing to give away the taxpayers’ money to bring them here, they (Amazon) will and should ask for it,” Renner said. “We, for our part as legislators, should not offer it because it’s not their money, it’s not my money, it’s your money, the taxpayer’s money,” he said. Renner said the state needs to figure out more important longterm issues, like crime and education, before making any new financial commitments to large companies like Amazon. Enterprise Florida Inc., the public-private partnership for business recruitment in the state, is spearheading the Amazon bids. It has declined to elaborate about the bid offers, citing Amazon’s rights to protect its proprietary information under Florida Law. However, Amazon said cities can release the details of their

In a follow-up interview, Smith said Jacksonville also could use a hotel connected to a convention center, more affordable transportation to accommodate large groups and another resort-style hotel at the beaches. The agency’s presentation comes as the city is finalizing three contracts to continue their working relationship. One is a $2.5 million marketing contract, another is a $2 million convention sales and services contract for the next year. Both are five-year commitments. The sides also are wrapping up negotiations on a three-year contract for Visit Jacksonville to operate the city’s tourism bureau at $315,000 annually. City Council President and TDC Chair Anna Lopez Brosche said the agency has “accomplished a lot over the last year,” despite losing convention business to other cities. “I’m confident in what they’re doing,” she said. For the fiscal year that began Oct. 1, the agency says it has secured 16 groups. Another 64 have reservations beyond 2018. Rustenbeck said her conference won’t return to the East Coast for a few years, but that “Jacksonville will be our first choice, hands down.” Visit Jacksonville also is searching for its next CEO after Paul Astleford announced his retirement in October.
