EchoPark proposed used car dealership seeking permits
EchoPark Automotive is moving ahead on seeking permits for its proposed used-car dealership in Atlantic North. Atlantic North LLC, part of Sleiman Enterprises, is the landowner and applied to the St. Johns River Water Management District to expand the pond to serve an 8.5-acre parcel that would include the dealership. The site is along Atlantic Boulevard west of Kernan Boulevard. It is east of the Audi Jacksonville dealership under development by the Hanania Automotive Group. A CarMax is west of the Audi project. EchoPark is a subsidiary of Sonic Automotive Inc. of Charlotte, North Carolina. Sonic Development LLC wants to buy property from Sleiman Enterprises to build the dealership, which will be about 24,000 square feet and feature 634 parking spaces, site plans show. Proposed site improvements filed with the city show the master stormwater design at the property would serve the development of three parcels of 3, 6 and 8.5 acres. Sleiman is negotiating to sell the EchoPark site to Sonic Development, the mobility filing shows. The project appears to be part of a multistate expansion. Sonic Automotive said in its quarterly Securities and Exchange Commission filing that six EchoParks operated in Colorado as of June 30. During this year and next, it expects to break ground on 10-15 EchoPark locations in Florida, Georgia, North Carolina, South Carolina and Texas, the filing said. As of midyear, Sonic Automotive operated 117 franchises in 13 states representing 25 brands of cars and light trucks. It also
operated 18 collision repair centers. In the filing, Sonic called EchoPark “an exciting shopping and buying experience.” EchoPark says on its echopark. com site that customers choose from “a comprehensive selection” of used cars, trucks and SUVs, including domestic and import models. The website says each retail space offers open-concept interactive research areas and lounge spaces to allow customers to “shop the way they want and at their desired pace.” EchoPark would join a corridor of almost 20 dealerships along Atlantic Boulevard from Regency Square Mall to Kernan Boulevard.
Gateway Village making progress Gateway Village at Town Center is taking shape at southwest Gate Parkway and Deerwood Park Boulevard, a site planned for apartments, retail stores, a
hotel and more. Developer Cantrell & Morgan Inc., through Sidlyd Investments LLC, submitted plans to the city for a 9,520-square-foot retail building on 1.77 acres of the southeast corner of the 18.5-acre site. A rendering shows the end units occupied by Burrito Gallery and M Hospitality Restaurant & Catering Group by chef Matthew Medure. No tenant is identified in the remaining central 1,840-squarefoot space. That building is south of a second retail building on 1.48 acres that will lease to Sushi House, Bellezza Nails & Spa and CycleBar indoor cycling. There are spaces remaining for other tenants. England-Thims & Miller Inc. is the consultant. Cantrell & Morgan said previously it intends to complete the first retail spaces for tenant build-out toward the end of 2018. Also planned for the site:
n RaceTrac Petroleum plans a gas station and convenience store on a 1.7-acre outparcel at the northeast corner of the site. Venture Construction Co. of Tampa intends to build the store at 5020 Gate Parkway store. Permits for the 5,500-square-foot convenience store, canopy, fuel pumps and dumpster enclosure total $1.4 million. n Davis Development, based in Stockbridge, Georgia, near Atlanta, intends to start construction in early 2018 on 289 luxury apartments on 5.06 acres west of the retail site. Two more parcels — 2.44 acres and 1.14 acres — remain available at the northwest corner of the site. Cantrell & Morgan executives bought the land in July from members of the Skinner family for $6.64 million.

Cobblestone apartments in Fleming Island sold $16.5M deal for Eagle Harbor community. By Andrew Warfield Associate Editor The Cobblestone at Eagle Harbor Apartments in Fleming Island was acquired Nov. 30 by VR Cobblestone Holdings LP (Venterra Realty) for almost $16.5 million. The community comprises 168 rental units and 160 condominiums. The 168 rental units were purchased for $98,190 each. Larkspur Eagle Harbor LLC (Larkspur Properties) sold the
community at 1717 Doctors Inlet Road. The 39-acre community was built in 1998 and comprises 41 two-story rental buildings, a clubhouse, fitness center and two swimming pools. The property was built as a rental community, and later some units were converted to condos. The unit mix at sale consisted of 52 one-bedroom/one-bathroom units at an average of 823 square feet; 87 two-bedroom/ two-bathroom units at an average of 1,068 square feet; and 29 three-bedroom/two- bathroom units at an average of 1,210 square feet.
The rental units were 95 percent occupied. Bradley Coe, Douglas Blair and Morgan Williams of Multifamily Investment Services at Colliers International Northeast Florida brokered the sale. “The purchasing entity is an integrated private company that specializes in acquiring, operating and managing apartment communities,” Coe said. JU, Boys & Girls Clubs to partner on new facility Nonprofit to lease land for $1 per year for new facility near campus. By Andrew Warfield Associate Editor Jacksonville University Boys & Girls Club, a 20,000-squarefoot, $2.5 million facility, will be built on university property at Justina Terrace near the campus, JU President Tim Cost announced Tuesday. The facility, scheduled to open in 2019, will serve as an example of the university’s commitment to the renewal of Arlington, Cost said. The university will lease most of the 4-acre site across University Boulevard North from the campus to the nonprofit at $1 per year for 50 years. The Boys & Girls Club will use the southern 3 acres of the parcel, with JU retaining the remaining acre for potential sale or future development. “We at the university are proud to team up with this great, community-based organization, the Boys & Girls Clubs, to help further enhance the neighborhood we call home,” said Cost, who created the partnership with Boys & Girls Clubs of Northeast Florida President Paul Martinez, a fellow JU alumnus. More than 100 teens ages 12-18 are expected to be served
each day at the facility, which will include a learning center, tech lab, fitness area, art studio, robotics lab, lounge and gymnasium with a full basketball court, among other amenities. Programs offered will focus on careers and education, character and leadership, health and life skills, sports and the arts. “As an alumni of both Jacksonville University and the Boys & Girls Club, I am extremely excited about the opportunity this partnership presents for teens in Jacksonville,” Martinez said. “Through this generous gift we will have the opportunity to expose our teens to resources that Jacksonville University has to offer, from students and faculty to volunteers and career opportunities.” Inclusive to the agreement, JU students, faculty and staff will serve as mentors and partners to the youth. Plans include the university offering leadership expertise and resources in multiple academic areas. Boys & Girls Clubs of Northeast Florida has raised nearly $1 million for the facility and anticipates reaching its financial goal of $2.5 million by the end of next year. Construction is expected to begin in 2019, with an opening later that year. Cost said that the partnership is part of a larger effort by JU to
offer services and expertise to the Arlington community. JU students, faculty and staff donated more than 30,000 service hours in 2016-17. Meanwhile, JU has provided more than $150,000 in support to charitable organizations through sponsorships and donations, and $25,000 in in-kind donations for nonprofits using the campus. JU said it continues working with business and civic partners and investors to promote economic development, such as the new Dolphin Pointe Landing senior community north of campus, the recently purchased and renamed Treehouse Apartments, the planned Jackson Commons off-campus student housing development, the Arlington Community Academy and local churches. “This is important work for us, central to our overall strategic plan, because we believe JU can play a deeply positive role in the redevelopment and resurgence of Arlington, just as you’ve seen many fine private universities do in other parts of the country,” said Cost. “We believe that as a great institution of learning, we should radiate out from our core, most importantly our students, and into the community,” he said. awarfield@jaxdailyrecord.com (904) 356-2466

Tenant S4 Sports Academy, a youth sports performance training facility, will continue to lease the remaining space. Kanine Social will offer indoor and outdoor play, day care and social areas. Fries hopes to open in the spring. Customers can drop off their dogs for day care or accompany them to the indoor off-leash dog park. Dog owners also can patronize the bar and coffee area with their leashed pets. The day care is limited to 30 dogs, and the space can be configured to group or separate canines of different ages and energy levels. Kanine Social says it offers a valet service so that day care customers can drop off their dogs. A team member will greet the customer at the car — with coffee made to order if requested in advance. The Kaninesocial.com site says “our highly trained daycare team members are excited to spend the day pampering your pup.” As with other facilities, owners must provide health records for their dogs. Hours of operation are not finalized, pending approvals, but the day care expects to open early morning and remain open later so that working owners don’t have to rush to pick up their pups. Weekend day care also is expected to be provided, if approved. The indoor park would be available morning till late evening every day. Bar hours also have to be approved. Day care dogs will use one part of the facility while the bar area and the indoor and outdoor dog park are separately accessed.

The site lists membership prices for one dog as $5 for a day pass; $25 for a month; and $250 for an annual membership. Additional dogs are $5 for a month or $25 for a year. Members receive discounts on the purchase of day care packages. Military, police, fire and other first responders will receive discounts, too. Founding members also can expect discounts. Day care pricing is listed at $20 for a half-day, $35 for a full day, $350 for a 10-day pass and $700 for a 20-day pass. A 10-day pass offers one free day and a 20-day pass includes three free days. The site says Kanine Social will offer 7,000 square feet of indoor, climate-controlled space for the dogs to play and another 7,000
square feet outside that includes a covered patio and artificial turf. Kanine Social will offer three bathing stations for owners to wash their dogs for a fee. Kanine Social’s owners also want to make space available for lease for events such as dog “pawties” and “meetups,” such as for breeds of canines. The bar is designed to serve local coffee and primarily locally brewed craft beers as well as wine. No membership is required for the bar area. The site says customers can “kick back and relax in our lounge with a cold beer while you watch your favorite football team, and of course dogs are welcome (on-leash only).” Kaninesocial.com says the
business “is proud to be a part of and support Jacksonville’s small business community, and we have 25 local and regional craft beers on tap plus coffee and wine for you to savor.” Complimentary Wi-Fi will be available. “Become a Kanine Social member today and begin enjoying all of the incredible perks and some doggone good company,” the site says. The location is near the Brooklyn and Riverside neighborhoods and commercial districts. Consultant Lara Diettrich, principal of Diettrich Planning LLC, said she hopes to submit project plans and designs next week to the Downtown Investment Authority for review by the Downtown Development
Review Board. The address is within the Downtown overlay and requires DDRB approval. Pending that approval, the project will be submitted for permitting. A construction permit application was filed but will be refiled and updated pending DDRB approval. The initial application from contractor Equity Builders of Florida LLC indicates a possible $635,464 interior renovation of the existing warehouse for a dog day care and a bar. The 3M name refers to the partners’ dogs Mason, Maverick and Murphy.
building on the eastern edge of the property. “There’s no co-collateral situations, they’re all independent of one another,” said Kelley. Kelley said the goal is to get the property under single ownership to allow development. “Right now, what happens on one piece of property will only influence what can happen on another piece, but it’s not directly tied to it,” he said. “That complicates things.” Ginny Myrick, who is coordinating the project for Cathedral District Jax, urged the council Finance Committee on Tuesday to review the bill on an emergency basis. She said the nonprofit has been working with Mayor Lenny Curry’s office since September to find a way to reduce the cost of purchasing the land. Myrick said the sooner the land is purchased, the faster it will be added to the property tax rolls. Myrick said the original pitch to Sam Mousa, Curry’s chief administrative officer, was for the city to forgive the loans with the condition that the apartment project would move forward. She said Mousa and the administration’s staff declined that offer, opting instead to defer the loans for 24 months with the condition that the project
is completed within that timeframe. According to Myrick, if the project falls through, Community Connections would liquidate the property to satisfy the loan obligations and the deal would die. If the project is completed, she said the city would subordinate the loans into a new mortgage when Cathedral District Jax purchases the property with funds it secured Oct. 5 from a national endowment by the Episcopal Church Building Fund. According to a commitment letter, the Episcopal fund is willing to give Cathedral District Jax $850,000, or up to 100 percent of the appraised value, to purchase the land. Myrick said an appraisal of the property should be completed this week. Myrick told the Finance Committee the Episcopal fund has set a Dec. 31 deadline for Cathedral District Jax to complete its due diligence ahead of a January closing. That deadline was set after the original due diligence period was extended from the end of October. Myrick said while the Episcopal fund might be swayed to extend the deadline by another 30 days as council reviews the
deal, the portion of the land tied to Valley National Bancorp presents more of an issue because the bank could decide to sell the property at its discretion. Several members of the Finance Committee said they couldn’t approve the deal in just a week. Council member Matt Schellenberg said it was unfair to the 12 council members not on the Finance Committee who might not have had the ability to vet the deal. Myrick has been unable to meet with every council member to explain it. Council member Katrina Brown said she wanted to avoid doing committee work during next week’s council meeting, but that she was open to meeting with the nonprofit this week. Kelley, who also serves as vice president of community development lending and investing at EverBank Financial Corp., said the nonprofit will spend the next week educating as many council members as possible on the situation. “There’s so much nuance and complications with this particular situation, so it’s hard to bring someone up to speed in a halfhour,” he said. Tuesday’s meeting was the latest in a yearlong process led by Myrick and Kelley to redevelop
the property that was formerly home to the YWCA before Community Connections. Because most of the buildings were developed in 1949, the land is considered a contributing property in the Downtown Jacksonville Historic District as listed on the National Register of Historic Places. Demolition requires approval from the Jacksonville Historic Preservation Commission, which pushed back last summer. After months of negotiation, Myrick successfully persuaded the commission to designate only a portion of the structure as a historic landmark, allowing the rest of the property to be razed. In August, council approved the designation. Any development still would need approval from the Downtown Development Review Board and any incentives offered by the city would need to be negotiated with the Downtown Investment Authority. Kelley said Balanky remains onboard to develop the property. “Mike has put a ton of time and capital in this, so we clearly see him as the most likely developer,” he said.

Although no formal agreement has been signed, Chase Properties Inc. President Mike Balanky wants to develop the 1.5-acre site into 115 market-rate and workforce apartments and possibly create street-level retail stores. The property is bound by four mortgages, all of which are in default. The city is the lien holder on two of them — a $382,000 Home Investment Partnership Program loan and a $281,204 State Housing Initiative Partnership Loan. Another mortgage is from the state and another is with Valley National Bancorp. A $288,200 State Apartment Incentive Loan was obtained in 1995 from the Florida Housing Finance Corp. As the lien holder, the state is threatening to foreclose on the property. Cathedral District Jax board Chair Steve Kelley said the three government-backed loans are tied to a 45,000-square-foot flat-roofed building that is slated for demolition if the project moves forward. Local brewers say Jacksonville craft beer drinkers are attracted most to India Pale Ale, followed by other ale styles. Local brewers continue to experiment with other styles and seasonal flavors all the time but the best-sellers are the IPAs.
