Crossdock facility planned
Dozens of new restaurants and businesses are bringing more than 1,000 jobs to the St. Johns Town Center area. How will they impact Jacksonville?
Lake Washington Partners wants to build logistics center in Northwest Jacksonville. Lake Washington Partners proposes to develop a large cross-dock facility at along New Kings Road in Northwest Jacksonville next to a distribution center it developed in 2008. Lott noted Jacksonville’s tight industrial market and the area’s recognition by Forbes magazine this year as the fifth fastestgrowing city in the country. The Northeast Florida industrial vacancy rate reached 5 percent or below at the end of the third quarter, real estate reports show. The city issued a Concurrency Reservation Certificate on Tuesday for a 373,650-square-foot cross-dock distribution center on almost 25 acres at 10940 New Kings Road, north of Interstate 295. Lake Washington Partners bought the land in 2012. Records show Lake Washington Partners bought the adjacent 27.2-acre site in 2008 and developed the SanMar Distribution Center, which distributes clothing. A plan filed with the concurrency application shows that as a 532,000-square-foot center, although property records and the 2008 building permit list it larger.

Grub Burger Bar, a Texas-based chain restaurant opening at The Strand at Town Center early next year, is one of at least 40 businesses coming to three retail centers taking shape across from St. Johns Town Center. The businesses opening at The Strand, The Crossing at Town Center and Town Center Promenade are bringing more than 1,000 jobs to the Southside area. A Daily Record review of those businesses found they plan to create at least 1,300 jobs, but the actual count is likely much larger because only about Jobs

J&J Jacksonville LLC, which owns the SanMar center, was registered with the state in 2007. J&J New Kings Road LLC, owner of the site to be developed, was registered in 2012. Cross-docking is a logistics practice of unloading products from an incoming truck and immediately reloading into outbound trucks or trailers. For example, it can move products from a manufacturer directly to the customer with minimal handling and time. PLS Logistics Services, a Pennsylvania-based logistics management company, describes a cross-docking facility as more of a sorting center that requires much less storage space than a distribution center. Goods often spend less than a day in the terminal. PLS Logistics says the industries that benefit the most from cross-docking are perishable goods, foods and beverages; inbound supplier components and raw materials; and packed and sorted products and parcels. “Cross-docking is costeffective for a company with high-volume shipments and substantial transportation needs — otherwise, shipping won’t be smooth or fast,” it says. It explains that cross-docking requires a heavy investment in automation, visibility, outbound and inbound logistics. Spokeswoman Katie Michals said there is no executed lease for the new facility, so the project will be built on a speculative basis. Lake Washington Partners will oversee project development. It will provide a 36-foot clear height and use green building practices, including high-efficiency fluorescent LED bulbs and motion detectors. Ohio-based ATA Beilharz Architects LLC is the project architect and Kimley-Horn and Associates Inc. in Jacksonville is the civil engineer. No contractor has been selected. Lake Washington Partners bought the site and applied for the certificate as J&J New Kings Road LLC. It is based in Issaquah, Washington. The privately owned company declined to estimate its investment in the project. At an average $50 a square foot for such

Wen Raiti cut the ribbon Thursday to open the House of Leaf and Bean restaurant at 14474 Beach Blvd., a project she and her husband, Jon, created to serve organic food inside and at the location’s drive-thru. Raiti hired 17 full- and part-time employees. Hours will be 7 a.m.-9 p.m. daily except Tuesday, when the restaurant will be closed. From News Service of Florida The Florida Department of Health signed off on a plan by Wolfson Children’s Hospital to open a pediatric trauma center. State Surgeon General Celeste Philip, who is secretary of the department, signed a final order Tuesday approving what is known as a “provisional” trauma center at the Jacksonville hospital. The move came three weeks after an administrative law judge recommended approval of the trauma center. Wolfson had filed the administrative challenge after a decision by the Department of Health to reject the proposal. Approval of a “provisional” trauma center is a form of temporary status, though hospitals then can go through a process for more permanent approval. The recommended order issued Nov. 14 by Administrative Law Judge R. Bruce McKibben said pediatric trauma patients in Northeast Florida have been taken to trauma centers at UF Health Jacksonville or UF Health Shands Hospital in Gainesville and then moved to Wolfson after stabilization.

At average annual wages of $20,000 to $26,000 for sales and services jobs, the stores will generate a minimum payroll of $26 million, based on government salary statistics. The U.S. Department of Labor Bureau of Labor Statistics reported those average salaries for jobs described as food preparation and serving, personal care and services, sales and related occupations in the five-county Jacksonville Metropolitan Statistical Area. University of North Florida economist Albert Loh said an addition of 2,000 jobs to a Duval County workforce of 486,000 might not seem like much, but the effect can be significant. “What’s more important is the implication,” he said. “We are seeing a rapidly growing part of Jacksonville.” That means more shoppers could travel longer distances to shop in the Town Center area, improving sales. It also could mean customers might bypass existing retail centers for the newest stores and restaurants. MORE STORES, JOBS
The Crossing and The Strand at Town Center and the neighboring Town Center Promenade are under development along Town Center Parkway and Gate Parkway, opposite St. Johns Town Center and The Markets at Town Center. At least 17 businesses have opened. The Daily Record found that 20 restaurants, many of them new to the area, will account for about half the tenants. Ten of those are hiring almost 1,000 workers. Retail stores Aldi, 2nd & Charles, Hobby Lobby, Wawa, PGA Tour Superstore, Mattress 1One and Mattress Firm are creating almost 200 jobs. Of those, Wawa, Mattress 1One and ABC Fine Wine & Spirits remain under development. Wawa expects to open Dec. 21 and ABC anticipates opening during the third quarter of 2018. Stores and restaurants have been opening in the new shopping areas since the summer. Many buildings continue under construction or are available for lease. Some stores and businesses, including Best Buy, TD Ameritrade and Chase Bank, are relocating from the existing Town Center properties. While they are vacating stores, new tenants could bring more new jobs. Also, the hotels — Hyatt Place and Tru by Hilton — and the two apartment complexes will create jobs. More retailers and restaurants are expected to lease there, adding to the employment level.

Loh, chair and economics professor at the UNF Coggin College of Business, said he suspects growth in the Town Center foodservice sector could lead to better pay and benefits in the area “simply because of how centralized these restaurants are.” Andres Gallo, a UNF economics professor and director of the International Business Flagship Program, said that in a tight labor market, adding jobs can lead to wage increases.

Chris Johnson, UNF associate dean and associate professor of economics, said that effect extends into surrounding areas. “One of the major concerns in urban development is the decline of certain areas as economic activity shifts,” he said. “This gives rise to greater concentration of poverty in declining areas and accompanying social costs such as increased crime,” Johnson said. What can help, he said, is efficient public transportation that provides accessibility to the new jobs “for some of the most economically vulnerable,” he said. At Grub Burger Bar, Matthews said it hasn’t been difficult recruiting workers. He said workers often will work at several locations, for example, Cheddar’s Scratch Kitchen and his restaurant.

Kristin Keen founded Rethreaded Inc., a 6-year-old nonprofit that creates jobs for survivors of human trafficking. The Grace scarf, made from donated T-shirts, is its signature product. Rethreaded announced a partnership Nov. 28 with Southwest Airlines, which donated 27 pallets of leather to create more products. It operates at 820 Barnett St., where it makes and sells items.

We are using business to change the lives of survivors of human trafficking. It’s not a program. It’s employment. Internationally, we buy and sell items from companies that are giving them employment. Locally, we give direct employment to survivors to offer stability, healing, empowerment, education and practical job skills. We currently employ 15 women. It all came from some not-positive experiences in my earlier years and I never wanted another woman to feel that way. That became my life mission, and business just happens to be an amazing venue for change and empowerment. I graduated from the University of Florida with a degree in nutrition and then I was like, I don’t want to do this. I applied to get my counseling degree but instead I went to India. I ended up spending five years there. We founded Sari Bari and started with three ladies. Now it employs 120. We’re still one of their largest wholesalers. One hundred percent of our women come out of severe complex trauma and addiction. We hired five women this summer and four were brought in by our survivor employees who go back and get their friends. That’s invaluable because my word does not mean the word of a survivor who’s been through it, has overcome it and now has a new life.
We’re an upcycle company. We take T-shirts and make them into new products. The scarf outsells everything. Southwest Airlines repurposed all their seats and replaced the leather, and we started making earrings and key chains and key fobs. In the works we have mouse pads, coasters and a portfolio. We have a corporate gift line, coffee from around the world. We just did a deal with the Jacksonville Jaguars providing corporate gifts to all their sponsors. even eat toffee and change lives. Everything we sell is made by a woman somewhere in the world. From Day One it has been an almost magical journey. On our opening day we were expecting 200 people and 500 showed up. We needed a car and we get a phone call within a week, “We just feel like we are supposed to give you our vehicle.” Everything we need usually just walks in our door or finds us or we find it in some crazy way. Our dream in 10 years is to be a $10 million company and to employ 100 women. If we had 10,000 square feet, we could do everything we needed to do. We have the land donated and there is a building on it, but it needs a total rebuild.
