Barnett Building owner seeks renovation permit

By Karen Brune Mathis Editor More than 90 years after it was built, the historic Barnett National Bank Building Downtown is nearing transformation. By this time next year, that reactivation could be completed. Danis Builders LLC and owner Barnett Tower LLC applied to the city Wednesday for a permit to remodel the vacant 18-story office structure at a cost of almost Atkins $22.4 million. “This wa s the big permit,” said Steve Atkins, principal and managing director of SouthEast Development Group and manager of Barnett Tower LLC. “Our plans are to have the building completed and the first phases opening in December 2018,” Atkins said Thursday. “A year from now, things will be transformed.” Atkins said demolition and structural remediation has been taking place, “but the permit that was filed yesterday is the complete, full construction permit.” “We’re really happy that things are moving in full force now and we are looking forward to the New Year,” he said. The permit is a major step toward the estimated $90 million redevelopment of the building at 112 W. Adams St., the nearby Laura Street Trio buildings and a new parking garage. Barnett

Aldi filed plans for another discount grocery store that extends its regional reach into southwest Jacksonville. The Germany-based chain wants to build a store at 8251 Old Middleburg Road S. near northeast Argyle Forest Boulevard in Oakleaf Corner. Plans show a proposed 19,054-square-foot store on a 2.67-acre outparcel. The property is owned by Oakleaf 31 Development Corp. and the developer is Aldi (Florida) LLC of Haines City. Aldi operates five discount stores in Duval and Clay counties and filed or indicated plans for five more. The first to open were along Southside Boulevard, Normandy Boulevard and Town Center Parkway in Duval County and in St. Johns and Clay counties. The next five, including Oakleaf, are planned along San Jose Boulevard and Atlantic Boulevard in Duval County and two more in Clay and Nassau counties. In Duval County, stores are in Southside, Westside and St. Johns Town Center. Plans show Aldi will move into Mandarin, Regency and southwest Jacksonville. Area real estate director Jason Povlick said in the summer that several Aldi stores would open in the Jacksonville market over the next several years, but he did not want to be specific. The company operates almost 1,700 stores in 35 states.

He said he is searching for another Downtown location for the corporate move. According to the Duval County Clerk of Courts, Hanania acquired the six-story, 48,000-square-foot office building at 6 E. Bay St. on Wednesday for $2.8 million from A. Duda and Sons Inc. The seller bought the building in 2008 for $3.73 million. City records also show Hana-
nia assumed an existing $1.48 million mortgage and took out an additional $958,414 mortgage with Ameris Bank. Hanania said Thursday he views the investment as an opportunity to participate in the revival of Downtown and has no interest in losing the current tenants. He said the remaining space Hanania

Plans don’t identify tenants, but show office space on the first two floors, a future tenant on the third floor and a future tenant and an outdoor terrace on the fourth. There are no references to use on the fifth through seventh floors. The top 11 floors contain 108 apartments. Plans show 10 units each on the eighth through 17th floors and eight on the top story. Units range from 596 to 1,041 square feet on the 18th floor and from 518 to 822 square feet on the other 10. Atkins said most of the apartments are one-bedroom units, although there are some twobedrooms on the top floor. He said new floor plans with graphics and finishes will be introduced early next year. Rents will average $1.70 a square foot, which calculates to $880 to $1,770 a month. Atkins said the Barnett name will remain because of its historical significance. “We want to call it The Barnett,” he said. Likewise, the apartments will be The Residences at The Barnett. Atkins expects to announce major tenants soon, although it’s been reported that Chase Bank and the University of North Florida will likely anchor the tower. Atkins doesn’t deny that and says he will announce the names early next year. Vagabond Coffee Co., previously announced, will open in about 1,500 square feet in the lobby, he said. Chase Bank appeared to be confirmed when a contractor sent renderings to the city of proposed signs for the bank as the anchor tenant. Also, the dean of the UNF Coggin College of Business confirmed in October he is negotiating for the fourth floor for the college’s Entrepreneurial Development and Business Incubation Center and possibly the fifth floor to house graduate classes. Build-out costs for both floors are estimated at $1.5 million. Atkins said about 13,000 to 14,000 square feet of commercial space is available for lease on the sixth and seventh floors. SouthEast Development Group and The Molasky Group of Companies, announced in
October that renovations would begin. The work was estimated to take up to 14 months. A LANDMARK REACTIVATED
The building is a historic landmark in the Downtown Jacksonville Historic District as listed on the National Register of Historic Places. It began as a financial center, but its key tenant relocated to a 42-story building now known as the Bank of America Tower a block south. Property records show that was built in 1990. In the mid-2000s, Orlando developer Cameron Kuhn failed to revive the Barnett National Bank Building as housing. For the past seven years, Atkins and SouthEast Development Group attempted to redevelop the building. Among other efforts, Atkins borrowed $3 million from Jacksonville Jaguars owner Shad Khan’s Stache Investments Corp. in 2013 to buy the structure. That ended in foreclosure. In February, Las Vegas-based Molasky Group bought the building from Stache for $4 million and resumed the development efforts with SouthEast Development. In June, they completed a redevelopment agreement with the city for $9.8 million in local incentives to complete the project along with the nearby Laura Street Trio. The deal is with Barnett Tower LLC and Laura Trio LLC. “SouthEast’s partnership with The Molasky Group of Companies has been the catalyst for all of our recent progress,” Atkins said. He called Molasky a great partner “who has shared the vision and patience to allow a project of this complexity to come together. Projects like this are challenging and having the right partner is critical.”

Design work has begun on a 550-space parking garage nearby that is scheduled to open when the building is completed. Developers will build the $11 million project on city-owned property. The city will operate the garage and lease 250 spaces to the developers and leave 300 for other customers. Atkins said that design will be “workshopped” with the Downtown Investment Authority and the Downtown Development Review Board in January. The design then will be refined. He said he plans to complete the garage about the same time as The Barnett.

SouthEast Development also is working on the Laura Street Trio of buildings at Adams and Forsyth streets, where it plans a 145-room Marriott-branded hotel, grocery store and other tenants. A construction start is pending. Atkins said those designs will undergo historic reviews from the state and the National Park Service, but will be more complex than The Barnett because there are three buildings plus a 50,000-square-foot addition at Laura and Adams streets. He hopes to complete that process in the first quarter “and be ready to move forward.” With the addition, the Laura Street Trio will comprise up to 175,000 square feet of space. The Laura Street Trio comprises the Bisbee, Marble Bank,
and Florida Life buildings. The Courtyard by Marriott will be a luxury boutique hotel designed to operate in historic properties. “This is very much designed to celebrate the historic context and character of the buildings,” Atkins said. In addition to the hotel, the Bullbriar restaurant and bar by Fernandina chef Scott Schwartz is planned for the Marble Bank Building. The Cucina Urban Pantry grocery store is planned on the street level in the Bisbee Building. “There’s nothing else like that Downtown,” Atkins said. He intends to market 3,000 to 4,000 square feet of street-level commercial space in the addition to a high-end retailer. He seeks a tenant “that will make a difference for Downtown.”

of about 8,000 square feet is too small for his needs. “It is a great location and with all the activity that is going on and the development that is taking place, I want to go Downtown and help be a part of it,” Hanania said. “I grew up in this community, I love this community and I want to help it grow.” Following the Great Fire of 1901, the Dyal-Upchurch Building was the first multistory structure built as part of the revival of Downtown. It opened in 1902, serving as the headquarters of Atlantic National Bank. It was the first Jacksonville building designed by architect Henry John Klutho, who relocated from New York City after the fire. The building was added to the National Register of Historic Places in 1980 and a year later became the first building in Jacksonville to take advantage of a rehabilitation tax credit for its first renovation. It was purchased in 1998 for
$1.6 million by the Husk Jennings advertising company, which spent $600,000 renovating the top floor where the firm relocated. In 2002, the city established the Downtown Historic Preservation and Revitalization Trust Fund and $7 million was set aside to assist companies to purchase and restore old buildings. The fund could pay up to half the cost of exterior work and 20 percent of interior improvements with a $1 million limit for each building. The fund allowed Husk Jennings to undertake the rehabilitation of the rest of the building at a cost of $1.72 million with the city contributing almost $340,000. Orlando developer Cameron Kuhn purchased the building in 2005 for $4.5 million. He defaulted on the mortgage when he declared bankruptcy in 2008. Shortly afterward, A. Duda & Sons acquired the building. Hanania said he was attracted to the building because of its
historical ties to Downtown and because of its value. “It’s a good investment,” he said. “I think Downtown is coming back, so instead of relocating our corporate office there, I bought it as an investment to keep. We have some good tenants there and if they want to extend their leases, we want to give them the opportunity to do so.” Tenants include CBI, Blue Bridge Productions, MedData, Supreme Equity Marketing & Jase Consulting Inc., The Costantino Law Firm, MedTalent and On Ideas. Hanania said he seeks another Downtown location for his corporate headquarters and needs 25,000 to 30,000 square feet. “It’s good to show and help support the Downtown,” he said. “It’s the right thing to do. Office building planned at Southside Quarter Building matches the needs of Project Milan, believed to be McKesson Corp. By Karen Brune Mathis Editor Hines is preparing to build its first four-story office building at Southside Quarter along Gate Parkway, but there’s no information whether it is speculative or for a tenant. A concurrency application filed with the city shows a 123,875-square-foot building is planned on 29.79 acres at Gate Parkway and Commerce Village Drive. It’s one of two proposed office buildings there and is the southernmost of the pair. England-Thims & Miller Inc. is the civil engineer and agent. Southside Quarter is at southwest Butler Boulevard and Interstate 295 and near the Town Center One and Two buildings under construction for VanTrust Real Estate. Two Jacksonville-based companies — Availity LLC and Web. com — will anchor the Town Center office buildings. Hines Managing Director Lane Gardner said Thursday he could not comment about the Southside Quarter building. The building matches the needs of Project Milan, believed to be McKesson Corp., which proposes to lease and furnish a Class A office building in South Jacksonville. Milan, described as a health care company, needs 90,000 to 95,000 square feet of office space

and expects a capital investment of $28.5 million. City Council adopted a resolution in August for a $700,000 Recapture Enhanced Value grant for Milan. The project was described as an expansion of an existing company. McKesson Corp., based in San Francisco, bought Jacksonvillebased PSS World Medical Corp. in 2013 and continued to lease the PSS space in Southpoint. PSS distributed medical products and services to physicians and caregivers throughout the United States. McKesson Medical Surgical, a McKesson operating unit, announced in October 2013 it agreed to extend the Southpoint lease there until this year. The development agreement with the city said Milan will add 10 financial and IT positions with an average salary of $45,562. The project summary said 10 was the minimum number of jobs to be added and the company could create 50 more jobs

No other proposed office buildings appear to be planned or ready for development. A McKesson spokeswoman said Thursday the company regularly reviews its real estate footprint and is evaluating its options in Jacksonville. She said it was premature to discuss any speculation. The 105-acre Southside Quarter is master-planned for retail, high-density single-family residential, commercial, hotel and office uses.
