History and logistics raise the question whether the anticipated unidentified Project X could be BMW. Project X is described as a 450,000-squarefoot distribution center, expanding to 600,000 square feet. It was courted by Hillwood Investment Properties for the AllianceFlorida at Cecil Commerce Center industrial park in West Jacksonville. However, Hillwood reported to the city in late December the prospect had chosen another Jacksonville site, but as of Sept. 30 had not made an announcement. No announcement has been made since then. BMW of North America LLC, which already leases a smaller facility in Westside Industrial Park, appears to fit the parameters for Project X. When asked whether BMW of North America wants to develop a new distribution center in Jacksonville, spokesman Kenn Sparks said “Jacksonville is a major center for BMW Group and has been for many years, especially as it serves our growing business in the Southeast.” Sparks, manager of business communications for BMW of North America LLC, in Woodcliff Lake, N.J., signed off with “very best wishes for an exciting 2016.” There are a few reasons that Project X could be BMW. At present, BMW leases a 213,000-squarefoot parts distribution center in Westside Industrial Park. It was built in 2002 at 137,000 square feet and expanded to 213,000 square feet in 2008. However, other BMW centers are larger than the Westside center and some were built to replace smaller locations. The Redlands, Calif., parts center opened early last year at almost 327,000 square feet with another 96,000 square feet for expansion. The Lancaster, Texas, parts center opened in January 2014 at 282,000 square feet, expandable to 370,000 square feet.

Brad Thoburn crossed the street and walked under the Skyway. As he did, he talked about the elevated rail system’s engineering and how that affects plans to expand it. Because of its age, finding replacement parts can be a challenge, he said. For example, Jacksonville can’t replace its Skyway cars with those from Disney World’s monorail because the monorail’s are longer and can’t manage the Skyway’s tight curves. Also, on the Skyway, the wheels sit on top of the rail. On the monorail, they guide the cars from either side. This is the part of government Thoburn likes — being a subject matter expert. Doing the behindthe-scenes thinking that implements what politicians promise in campaign speeches. Asked if he ever wants to run for office himself, Thoburn answered immediately: “No.” He enjoys working with elected officials. He hates the idea of campaigning.

JEA customers will pay lower fuel charge By Max Marbut Staff Writer After rebating $170 million in excess fuel charges paid by customers over the past three years, JEA will on Feb. 1 lower the monthly fuel charge for residential and commercial accounts. The charge will be reduced from $43.60 per megawatt-hour to $36.75. That will mean about $7 a month savings for the average residential customer and a 5 to 9 percent reduction in the monthly bill for a business, said Chief Financial Officer Melissa Dykes.

“Residential bills will be lower than in July 2008,” she said, based on consumption of an equal amount of electricity. Dykes Dykes said unlike 40 years ago, when JEA relied on fuel oil to generate all of its electricity, the utility now uses a 50-50 mix of solid fuel, such as coal, and natural gas. prices for consumers, she said. The fuel charge reduction is based on a three-year projection of coal and natural gas costs. Both are on a downward trend that’s predicted to continue. Dykes said fuel charge revenue may be used only for fuel purchase. The $95 million fuel cost reserve fund will be maintained to protect JEA from unanticipated increases. Board member Delores Kessler pointed out customers need to be aware the lower bills after Feb. 1 are due to an adjustment of the fuel charge, not a rate reduction. That’s planned for this year,
said Paul McElroy, JEA CEO. He said the utility’s rate structure hasn’t changed in 20 years. New rate options are being evaluated and a pilot program for a demand-rate price structure is planned to begin by yearend. If implemented, a demand-rate structure could allow customers to use electricity when demand is lower than average and pay less per kilowatt-hour than if they use electricity when JEA is close to its maximum generating capacity. McElroy also reported that in the J.D. Power 2016 Electric Utility Business Customer Satisfaction Study results released Jan.

110-acre Mill Dam Branch project planned in Southside By Karen Brune Mathis Managing Editor Landowner Brightman Skinner is negotiating to sell 110 acres along Gate Parkway to a developer for a mixed-use project referred to as Mill Dam Branch. “It’s a mixed-use that is strong to the residential side,” Skinner said Tuesday. The project also could include retail and other uses. The property is between Gate Parkway and Interstate 295, and between the FBI building and the Shoppes at Village Walk. Skinner said about 75 acres can be developed. The remaining property comprises lakes and other undevelopable land. He declined to identify the developer, who is expected to attend a presentation Monday afternoon hosted by District 11 City Council member Danny Becton. Becton sent a notice inviting area residents to attend the
“Exclusive Preview Event” to hear from what he described as an international developer with a local footprint. Becton declined to identify the developer, pending the Monday preview. That event is scheduled 4:305:30 p.m. at the Northeast Florida Association of Realtors building at 7801 Deercreek Club Road. The notice said representatives from the developer and the city would attend. Becton wrote the event is an opportunity to start a conversation to provide community input for the mixed-use development. Skinner confirmed Becton’s description of the pending purchaser as an international developer with a local footprint. He said he had worked with several prospective developers before selecting one. He said their consultants were working out details. “We have a deal contingent on approval of both sides,” he said. Skinner estimates the deal could close in August. The land
would need to be approved by the city as a Planned Unit Development, he said. “If we can decide on something in 30 days, it would start its process of going through the system,” he said. He said the property is owned by the Charles Brightman Skinner Jr. Trust and HE Otter LLC, another Skinner family owner. It’s not their only area property in play. They also are expected to close a deal soon to sell property near St. Johns Town Center for development of the Town Center Exchange mixed-use project. They also are selling property to IKEA for a store along Gate Parkway at I-295. He expects that sale could close in May. “There are a lot of good things that are very positive in that area,” Skinner said.
Coffee drive-thru taking over car wash
Alyona’s Coffee Co. should open in a few months at the former Crystal Clear Car Wash along Atlantic Boulevard, near Century 21 Drive. Owner Sergey Sushinskiy said he and his wife, Alyona, will own and operate the coffee drive-thru and drink concept, which he said is common in the Northwest U.S. He said Alyona is from Spokane, Wash., and the couple wants to give the drive-thru a try in Jacksonville. Lemonis’ Denim & Soul coming to Town Center Another business turned around by “The Profit” Marcus Lemonis is coming to Jacksonville. The Denim & Soul high-end clothing and accessories retailer intends to open at St. Johns Town Center in the space vacated by Cache. Lemonis featured Denim & Soul in November during Season 4 of the CNBC reality show. The San Francisco denim retailer operated on a concept of serving jeans at a bar setting rather than drinks, but suffered from poor management and overly aggressive expansion, according to theprofitupdates.com. It had expanded to 13 stores, but just three remained. During the episode, Blues Jean Bar was rebranded as Denim & Soul. The owner, Lady Fuller, and Lemonis agreed he would buy 50 percent of the business for $900,000 and control how it was spent. The marcuslemonis.com site says Denim & Soul features “an eclectic mix of pieces” stemming from Fuller’s vision. It says that in 2004, Fuller opened a network of The Blues Jean Bar boutiques, which evolved into Denim & Soul last fall. The site says with assistance from Lemonis, Denim & Soul transformed Fuller’s urban fashion ideals into a “modern, laid back luxury boutique” of clothing and accessories for men and women. It is based in Chicago. Denim & Soul now has four stores in San Francisco, Atlanta, Chicago and Lake Forest, Ill. Stores are listed at denimandsoul. com as “coming soon” to Dallas and Jacksonville. The city is reviewing a permit for an estimated $200,000 renovation of the St. Johns Town Center space for Denim & Soul by River City Contractors Inc. Land changes hands for Pilot travel center
Robert’s Diesel Service Inc. sold property in Northwest Jacksonville to Pilot Travel Centers LLC for development at southwest Pritchard Road and Interstate 295. Robert’s Diesel sold the property for $4 million in a deed executed Jan. 6 and recorded with the Duval County Clerk of Court on Tuesday. Robert’s Diesel also issued a $2 million promissory note to Pilot Travel Centers to be paid back by Jan. 15, 2026. Pilot Flying J said in August it intended to develop an almost 9-acre, more than $4 million Pilot Travel Center at the site. It is expected to include a drive-thru Arby’s as well as a Cinnabon and PJ Fresh. Pilot Centers cater to truckers and other travelers by selling fuel, food and other items. Format set for Council support growing HRO sessions for longer term limits By David Chapman Staff Writer
Two bills, three meetings and potentially the fate of the city’s anti-discrimination legislation — the latest push, that is. City Council President Greg Anderson laid out his plans for three committees-of-the-whole that will listen and decide whether city law should include protections for the lesbian, gay, bisexual and transgender communities. In one corner is Bill Gulliford’s bill that would shift the decision from council members to voters through a referendum. In the other is Tommy Hazouri’s measure that would keep the decision with elected officials. Both will have the opportunity to present their bills and hear questions from other council members during the first meeting scheduled Feb. 4. General Counsel Jason Gabriel also is expected to provide a presentation on the status of the current law. Anderson expects that to take a couple of hours, leaving the final hour for public comment. Two weeks later, on Feb. 18, council will be back to hear from experts in various fields the legislation would impact. Anderson would like to hear how the issue has impacted economies and courts from other areas. Public comment would also be allowed, making the meeting about three hours. The final session on March 3 will actually be two meetings. The first will start with a public comment period followed by each council member having an opportunity to share their stance on the bills. Once that meeting wraps, another immediately would follow to start the voting process on the two bills — proceeded by a mandatory public hearing on the bills, which will be rolled into one session. In all, the public will have every chance possible to speak on
City Council member Matt Schellenberg believes those serving the legislative branch of city government should have unlimited terms if they can get elected. Instead, though, he’s pushing a bill that would allow members to serve three consecutive four-year limits instead of two. It’s an idea gaining some traction among his peers, but not enough to make any decisions Tuesday. The idea of extending council term limits was one endorsed by a task force last year that reviewed many aspects of Jacksonville’s consolidated government. That group’s chair, council Vice President Lori Boyer, said during Tuesday’s Finance Committee meeting she is supportive of the idea, too. She just wants to be careful about how to approach it. Voters would have to decide whether it’s a good idea, just as they did in the early 1990s when they imposed the two-term limit. If the issue is on a presidential ballot, it would be a crowded field, she said. There’s the possibility a halfcent sales tax extension to pay pension debt would be on the ballot. And possibly a referendum to extend anti-discrimination laws for lesbian, gay, bisexual and
Anderson the issue, Anderson said. Taking a cue from community conversations late last year, speakers for and against expansion will have their cards separated into two piles then shuffled. Each side will take turns at the podium, although the time limits will change. Instead of three minutes, that will be shaved to 60-90 seconds. Speakers voiced their opinions for more than three hours at the Jan. 12 council meeting. They can again Tuesday when council meets. However, those interested in just the committees will have at least two chances — once during the three meetings and again at the hearing just before votes are taken. Most details have been filled, but there is one still outstanding. Mayor Lenny Curry hasn’t made a public announcement on where he stands on the issue. He said he would by the end of the month, but whether that means issuing his own bill or supporting one — or neither — council bills is an option. Anderson said he doesn’t know what Curry will decide and he hasn’t talked to him about it. But, he said, Curry hasn’t asked for time to be set aside during any of the upcoming meetings.
Schellenberg transgender communities. “I think it starts to get muddied and lost,” she said of the termlimit bill on such a ballot. Boyer also suggested the amendment might need to exclude current council members from being eligible for that third consecutive term. That would eliminate any argument about the bill being about the current group. Schellenberg said he didn’t object, but wanted voters to decide on that — if it didn’t affect current members, the impact wouldn’t be felt for another seven years. “That’s a long way off for all the knowledge,” he said. Besides, not every member
would go for a third term and others might not get re-elected. Voters in his Mandarin district for close to 20 straight years churned out one-term candidates until Schellenberg secured a second term last year. Others showed signs of support. Council member Aaron Bowman pointed to the recent JAX Chamber trip to Oklahoma City, where they have done “amazing things” with the help of continuous leadership. Due to a special election, council member Reggie Brown has been able to serve more than two terms — a reason he’s been able to see projects through over the years. John Crescimbeni was part of the group from the early 1990s who collected petitions to impose term limits. He questioned why constitutional officers and mayors weren’t included in the bill and said he preferred a straw ballot, instead of a referendum, to gauge where public interest is on the subject. In effect, Tuesday’s discussion served somewhat as a straw ballot. Construction of Broadstone River House is slated to begin in May along the Southbank Downtown. The architecture and site plan for the 263-unit residential development was approved Tuesday by the Downtown Development Review Board. The project includes a 463-space parking garage, a public recreation area and two additional public access points along the Riverwalk. The site is between the Lexington Hotel & Conference Center Jacksonville Riverwalk and the Duval County School Board building. The developer, Phoenix-based Alliance Residential Co., also operates Broadstone Beach House apartments at Jacksonville Beach. Development Manager Timothy Graff said construction should be complete within 21 months of the start date.

The Chicago-area parts center is 306,000 square feet and the Stockton, Calif., location opened at 250,000 square feet, expandable to 375,000 square feet and then by another 50,000 square feet after that. The Nazareth, Pa., center is 870,000 square feet. The expandable 450,000-squarefoot Project X closely aligns with those larger centers. Second, some of the BMW parts centers absorbed work done at smaller warehouses that were closed and the work relocated. While the location leased at Westside Industrial Park is smaller than the new centers, there’s space nearby for construction. The park’s owners bought 115 adjacent acres in November. Of that, about 80 acres can be developed. Pattillo Industrial Real Estate plans three or four build-
ings totaling up to 1.3 million square feet of space. Pattillo Vice President Peter Anderson said the company has no comment as to BMW’s plans. Third, the Jacksonville center was built to support the BMW and MINI dealerships in Florida, Georgia and North and South Carolina. It was developed 14 years ago to stock about 70,000 parts. As the Southeast grows and Jacksonville continues to be a major center, it likely would need more space. When BMW came to Jacksonville, City Council approved two grants, totaling $575,000. The center said it would hire up to 50 people. No legislation has been filed with the city for a deal called Project X, BMW or any other description fitting the unidentified company.
District 12 City Council member Doyle Carter said Tuesday he did not know an identity for Project X. Hillwood Senior Vice President Dan Tatsch said Tuesday he was not at liberty to comment about the identity or status of Project X. He said he is bound by a nondisclosure agreement. Kirk Wendland, executive director of the city Office of Economic Development, said Tuesday he knew the identity of Project X but declined to disclose it, citing Hillwood’s confidentiality agreement. At a time when questions about U.S. immigration policy are taking center stage in the presidential race, Robert Guest argues that increased migration makes the world a better place. Guest, foreign editor of The Economist magazine, told a luncheon meeting of the World Affairs Council of Jacksonville, that foreigners wanting to make it in America is a positive for the country. “That is undeniably America’s greatest advantage in the world,” Guest said at Tuesday’s meeting in the Terrace Suite at EverBank Field. “The greatest weapon that generates your future is the welcome mat,” he said. Guest wrote a book titled “Borderless Economics” that highlights the advantages of migration around the world. The best evidence of the advantages of an open migration policy, he said Tuesday, is the difference between North and South Korea. Guest North Korea does everything it can to keep foreigners away from its citizens. “Because they’re shutting people out, they’re shutting ideas out,” Guest said. Meanwhile, the people of a more open South Korea are 40 times wealthier than the people of the North, he said. “I think there’s a lesson there,” he said. Guest is concerned the refugee crisis in Europe could close down borders between countries. “There’s an element of moral panic that has been set off here,” he said. “You can’t dismiss these fears out of hand,” he said. Guest, who is British, said the U.S. remains the most enticing destination for foreigners. “Fundamentally, there is something about America that appeals to the rest of the world,” he said. “It is the easiest place in the world to find a niche that is congenial to you.” By that, he means any immigrant can find a neighborhood somewhere in America that
shares his or her values and ethnicity and feel at home. “The more you travel around the country, the more you see how many niches there are,” he said. Guest believes migration could eventually turn China into a democratic country, as many Chinese leaders send their children to the U.S. for an education. The generation of Chinese now spending time in the U.S. are China’s future leaders. “There will be a large cadre of people in China who have seen how democracy works,” he said. China’s economy has been a major source of world consternation in early 2016 as investors try to gauge if a slowdown there will affect the rest of the world. China on Tuesday reported its economy grew by 6.9 percent in 2015, which is not as good as it sounds. “That’s the slowest China has grown for 25 years,” Guest said. Even worse, most analysts think the Chinese are exaggerating their growth rate, he said. “This (6.9 percent) is not real,” he said. “Pretty much everybody thinks it’s lower than that.” Guest expects China to have a “soft landing,” rather than a recession, but there’s no guarantee. He said China is undergoing a period of “serious transition” from years of “catch-up growth” to an economy more like other industrialized nations. “You have a recipe for instability. I’m a bit concerned,” he said. The other major global economic issue is the sharp drop in the price of oil. “The benefits of cheaper oil are enormous,” not only for consumers paying lower gas prices but also in geopolitics, Guest said. “Some of the nastiest regimes out there are propped up by oil,” he said. That includes Russia’s Vladimir Putin. “In the short-term, this is very dangerous,” Guest said, pointing to Putin’s response of “ramped up nationalism” that resulted in the annexation of Crimea. However, “in the long-term, it weakens them and in the longterm, that has to be a positive,” he said.
It may sound like a stretch, but it isn’t: Baptist Health’s new lifesaving treatments for patients having a stroke is directly impacting the Jacksonville real estate market. That’s because 10 of the 11 physicians who comprise Baptist’s stroke and cerebrovascular team relocated to the Jacksonville area from other communities, says Nicole Thomas, senior vice president of specialty services for Baptist Health. The neurologists’ use of teleneurology innovation is enabling emergency room physicians to have round-the-clock access to the specially trained physicians in real-time, two-way audio and video communication to provide immediate access and lifesaving care to stroke patients. The technology means patients from Bainbridge, Ga., to St. Augustine don’t have to leave the area to receive treatment. “We are using neurologists at Baptist to improve patient care, but we’re also using it to attract top talent to Jacksonville,” Thomas said, noting the team physicians’ average age is 37. “So you start to make the connection as to how that impacts real estate, how that impacts the economy,” she said. Thomas was among four panelists providing insight on the correlation between real estate, innovation and the local job market Tuesday at the Urban Land Institute’s annual Emerging Trends in Real Estate forum. The Washington, D.C.-based institute says growing, innovative hospitals are natural economic boosters for communities as space near hospital centers command a premium, meaning landlords shouldn’t have difficulty leasing space near medical campuses. The idea for Tuesday’s event was to discuss ways Jacksonville can become a cutting-edge city that competes with top metropolitan communities in the Southeast and beyond. Along that line, panelist Gary Chartrand discussed the opportunities the community is embracing through the 8-monthold STEM2 Hub workforce and educational program in the fields of science, technology, engineering, math and medicine. The not-for-profit co-founded by Chartrand aims to benefit the Northeast Florida economy by encouraging schools and employers to establish programs
and partnerships to develop talent in those fields. “It is business-led so we could clearly articulate to the education community where the gaps are, where the demand is and how the educational community can actually react,” said Chartrand, a state Board of Education member and executive chairman of Acosta Sales and Marketing in Jacksonville. In addition to promoting early college opportunities, the organization has partnered with Code.org to add computer coding to elementary school curriculums beginning in fall 2016 in Duval, Baker, Clay, Flagler, Nassau, Putnam and St. Johns counties. The United Kingdom recently began requiring public schools to teach coding and Chartrand said the Florida Legislature is considering a similar measure. “Most of the people I’ve bumped into who are coders taught themselves how to code,” he said. “It will only be a half-anhour of coding, but it will expose our children to it.”

Black Knight Financial Services CEO Tom Sanzone received the 2015 HW Vanguard Award from HousingWire magazine in its inaugural competition. The Jacksonville Jaguars will host its annual State of the Franchise report at 11 a.m. Jan. 29 at EverBank Field. Jaguars owner Shad Khan and President Mark Lamping will provide updates on the team, both on and off the field. On the field, the team finished 5-11 and is preparing for a top 5 pick in the NFL draft.
Off the field, the team and city recently approved $90 million in stadium upgrades with the design process starting at the beginning of the year. The State of the Franchise is not open to the public, however, the presentation will be broadcast live on jaguars.com. Fans are encouraged to watch and use the #morejax hashtag on social media.
The Jacksonville Transportation Authority will have a series of community charrettes Jan. 26-28 at Riverside Baptist Church, 2650 Park St. The sessions will focus on Blanding Boulevard and Park Street. Topics will include safety and mobility improvements like sidewalks, bike paths and lighting — all of which need community input. The series begins at 5 p.m. Jan. 26 with an open house, followed by community feedback and planning sessions from 9 a.m. to 5 p.m. Jan. 27-28. A wrap-up presentation is planned at 5 p.m. Jan. 28.

11,000 children to get free snacks, meals after school
The Jacksonville Children’s Commission, U.S. Department of Agriculture and Florida Department of Health have partnered to provide about 11,000 children with free snacks and meals during after-school hours at 61 locations across the city. The meals are provided through the Child Care
Food Program funded by the USDA. To qualify as a site, 50 percent or more of the children attending the school must be on the free or reduced lunch program. The after-school program also must include academic and enrichment components.
The Ritz Chamber Players will be back on stage at 7 p.m. Jan. 28 as part of “The Ritz Chamber Players’ Concert 2: In Remembrance of the Dream.” The performance will honor the life and work of Martin Luther King Jr. and be at Florida State College at Jacksonville’s Wilson Center for the Arts, 11901 Beach Blvd. The free concert is open to the public. Armada preseason begins
Jacksonville Armada FC began its preseason Tuesday as it heads toward three friendlies with MLS clubs starting in February. The team has eight new players and a new head coach, Tony Meola, former U.S. Men’s National team goalkeeper and a U.S. Soccer National Hall of Fame member. The preseason matches will be against the Philadelphia Union on Feb. 6, Orlando City SC on Feb. 13 and the New York Red Bulls on Feb. 27. Each will be at Community First Park at the Baseball Grounds of Jacksonville. The team also will play the University of North Florida on Feb. 24 and Jacksonville University on March 15 in away matches. The regular season starts April 10.

The Vestcor Cos. has completed the Caroline Oaks Apartments in North Jacksonville. The 82-unit affordable senior housing community is at 5175 N. Main St. It provides homes for people 55 and older who make less than $30,000 a year.

Junior Achievement to honor Glover
The $11 million community was financed through tax-exempt bonds issued through the Jacksonville Housing Finance Authority, along with loans through the authority and Florida Housing Finance Corp. It was completed in eight months and is 100 percent leased.

Established in 1884, Daniel is Florida’s oldest child-service agency. It assists an average of 2,000 children and families each day through a range of programs. Daily’s Convenience Stores, founded and headquartered in Jacksonville, opened its 26th store and 13th DASH restaurant in San Marco on Jan. 14, making it the company’s 166th store in Florida. Jacksonville philanthropist Delores Barr Weaver donated another $250,000 to Feeding Northeast Florida — fulfilling her $500,000 pledge over two years to support the fight against hunger in 17 area counties. “The board and staff at Feeding Northeast Florida have done an incredible job in improving operating efficiencies to distribute food to more than 180 food pantries and other nonprofit agencies in Northeast Florida during its first year in operation,” Weaver said. In 2015, the agency distributed nearly 20 million pounds of food through partners in 17 counties, while reducing the cost of distributing a pound of food by more than 57 percent, from 23 cents per pound to 10 cents per pound. It also continued the implementation of a “hub-and-spoke” distribution model to serve the area’s food pantries more effectively — bringing on satellite distribution centers in Duval, Nassau and St. Johns counties — each certified to accept food shipments directly from grocer sponsors. Feeding Northeast Florida is an affiliate of Feeding America, a nationwide network of more than 200 food banks that lead the fight against hunger in the United States. The most recent localized survey from the 2014 Hunger in America report shows 38,000 people are served each week by programs supported by the regional

Workspace Instead, it puts him in the thick of managing the people and projects that make people want to use public transportation. His daughters, ages 9 and 10, explain it best. “Those are dad’s buses,” they say. Thoburn grew up in Cleveland and Jacksonville in “a very normal family” — with parents who are still married, an older brother, a couple of cats and a dog. Both he and his brother are adopted and as a child for all he knew, that was normal too. As a youngster, Thoburn was analytical and liked math. His father was a banker and Thoburn expected to one day work in an office building like him. Thoburn was also fascinated by politics and remembers as a teen following a referendum on tolls in Jacksonville. He studied politics at Washington and Lee University, but thought he would end up in law school or get an MBA. His first job out of college focused his career elsewhere. He campaigned for Tillie Fowler when she ran for the U.S. House of Representatives. When she won, Thoburn was offered a job on Capitol Hill as a legislative assistant. Rumor has it, he was Fowler’s driver. Untrue, Thoburn said. Fowler, like many in Congress, didn’t keep a car in D.C., and was instead shuttled by whichever aide was on hand. “We all were drivers. It was part of the job,” Thoburn said. Thoburn spent an intense six years researching issues that were coming up for a vote and learning how policies were made. “In a great way, it was my grad school,” he said. One of his responsibilities was transportation. The Federal Transportation Act, the law that guides national spending on roads, was coming up for reauthorization and Fowler sat on the
House Transportation Committee. Thoburn would work on transportation again, as staff director of growth management under Jacksonville Mayor John Peyton. And again, as planning director for the Florida Department of Transportation. But Thoburn liked his hometown and when the JTA job came up, he came back from Tallahassee to Jacksonville. Though he built a career in the political arena, his role has always been an apolitical one. “I’m the policy guy, not the politics guy,” he said. It would take a politics guy to bring JTA’s ideas to life. Ford became CEO two years after Thoburn took his job with JTA. It was a time when JTA had a lot of plans sitting on the shelf. Ford took them off of the shelf. A boss focused on execution, Ford set milestones and measured safety, operations and budgets. In the most visible change so far, JTA a year ago redesigned its bus routes to be more in line with where people now live. Thoburn’s favorite project, though, is the First Coast Flyer. Four bus routes reaching to Jacksonville’s North, East, Southeast and Southwest edges will travel along dedicated bus lanes with traffic signal priority. Arriving at stations every 10 minutes during peak hours, it’s a system that will get people Downtown faster. The first route, to the north, opened last month. “It’s important because it’s about building our transit system,” Thoburn said. As the city expands, it will need those options. Brad Thoburn is the guy who plans where the buses go. The director of long-range planning and system development for the Jacksonville Transportation Authority, Thoburn began his career as an aide on Capitol Hill.
Thoburn’s office is very organized. “That’s not because of me, though. My assistant keeps things neat,” he said. “My home office is more piling than filing.”
Markers and a whiteboard are a big part of Thoburn’s process. There are often drawings that show where bus routes go and any problems that are happening. The nameplate is from Thoburn’s days sitting on the City Council dais, when he worked as a senior adviser to Mayors John Delaney and John Peyton.
