a half-cent sales tax to pay down the city’s $2.7 billion in pension liabilities. But she didn’t know for sure. After about two hours of waiting, it was Jacksonville’s turn. The atmosphere changed, Boyer said. People snapped up and were on the edge of their seats as they listened to House members voice their support. Then state Rep. John Tobia, R-Melbourne, stood up. And the mood changed. He rattled off the reasons he would vote against the Jacksonville plan. It authorized a new

tax. It set up the Jacksonville pension plan to be in better shape than the already sound Florida Retirement System. And he was critical of some of the city’s expenditures, having reviewed the budget and found line items for things like One Spark and the Jacksonville Armada. Local leaders were a little surprised. The house whisperer Timber-frame craftsman rediscovers bygone era in Old Cracker House

Chris Dickens is bringing some style Downtown. Dickens intends to relocate his barber trade school from Jacksonville’s Westside to Downtown and open it as FCB Academy to add more programs. “I wanted to move Downtown because the area is growing and there’s a lot more opportunity Downtown,” Dickens said. Dickens intends to open the FCB Academy at 625 Julia St., which is near First Baptist Church Jacksonville and also close to restaurants and other amenities that students, instructors and staff can use. Phoenix Industries of Jacksonville Inc., led by Dickens, paid $550,000 for the 8,071-square-foot building in a sale executed Friday and recorded Monday with the Duval County Clerk of Court. Compass Bank made a $515,700 mortgage to Phoenix Industries, whose president is Dickens, on Friday. Dickens said the 1,100-square-foot school along Timuquana Road would be phased out upon the move to the larger Downtown site. The academy is adding cosmetology and esthetics and expanding into women’s styling and skin care. Currently, the school has 17 students. The Downtown building has space for at least three classrooms, office space, break rooms and other uses, which Dickens said will allow the academy to accommodate 90 to 100 students among three programs. It also will offer a walk-in clinic so students can train hands-on with customers under the supervision of instructors. Dickens now operates at 5617 Timuquana Road, Suite C, where the First Coast Barber Academy offers courses and programs as well as a clinic. Mathis

By Carole Hawkins, Staff Writer The ramshackle building looks like a hunter’s shack, one of its final uses in recent years. But Robert White caresses the worn plank siding of the 1873 Oesterreicher homestead as if reunited with an old friend. The boards were hand-split from logs, he said. The builder used only an adz and a few other hand tools in their making. It’s something extremely rare. He’s worked on others from the 1880s where the wood was machine-made. “This is probably the only building in Florida that’s like this,” said White. “If there’s another one, I’ve never heard of or seen it.” The Beaches Area Historical Society has hired him to repair the house. White restores the kind of old wooden buildings that most people would tear down. After 25 years in Northeast Florida, he’s built up a portfolio of salvaged 19th century barns, farmhouses and schoolhouses. He has a couple of skills in common with the builders in whose footsteps he follows. When necessary, he hand-hews wood beams. It’s something he says very few people do anymore. And at 65, he’s “getting pretty old” to keep doing it. Most days White is a general contractor. The restoration part of his business came from a hobby that “got out of control.” It continues to fascinate him. “Each of the buildings I restore tell a story and I try to uncover that story,” he said. The Oesterreicher house was built on land that’s been absorbed by Nocatee. The historical society raised funds and moved the house in May to the Beaches Museum and History Park in Jacksonville Beach to save it from the bulldozers. The homestead is what’s called a Cracker House, a one-room wood-framed house the early Florida settlers could build in a hurry. The simple style was defined by a Cracker House continued on Page A-2

It was an area where settlers could hunt, raise cattle and harvest palm fronds to send north for Palm Sunday. There weren’t many people living in Florida at that time, White said. Of those who did, most lived in town. “For someone to march in the woods with an adz and axe is almost eccentric,” he said. “To find his home still standing is rare.”

Ahead of his time

Through the home’s forensics, White picks up information about the pioneer’s lifestyle. By the time he was 18, Oesterreicher had already mastered a bit of carpentry. He also was at the cusp of some new building techniques. For the foundation beams, he used timber frame joinery — a log cabin-style carpentry in which beams are notched and fitted onto one another. Every beam in the home is round — made from logs, not sawmill lumber. But above the foundation, Oesterreicher used some stick-built carpentry, joining the round logs to one another with nails. The home was built at the beginning of the Industrial Revolution. So, some of the nails were hand-forged and others machinemade. “He had an interesting perspective,” White said, of the jumble of techniques. The roof’s cypress shakes, which appear to be original, were also hand-split. It was more labor intensive than just putting down one-by lumber. “He either knew it was a higher quality construction or he had a heck of a lot of energy,” White said. “The most plausible explanation is this is the way he was taught.” To perform the restoration,

The right man for the job

White is a good match for the project. He first learned advanced carpentry as a teen from an Englishman who worked for his father. The English are famous for wood joinery and the man had spent four years studying carpentry in college. White enjoyed the work, but wouldn’t return to it until years later, after he’d become his own contractor. He was reading an article about timber framing and joinery in “Fine Homebuilding” magazine and he realized it was the same work he’d done as a teen. The article led him to the North American Timber Framers Guild, which White’s now been a member of for 25 years. Guild projects took White to Monterey, Calif., and to a college in New Hampshire. He’s worked with Japanese timber builders and taught a group of Amish how to build barns.

He read about a man who repaired old covered bridges in Ohio and went to work with him. Another project took him to the Appalachian Mountains, where a team from the guild built a timber frame shelter that was later featured in National Geographic. Timber framers build wood construction with few or no power tools. Instead, it’s all hand saws and chisels. It takes a high level of craftsmanship. “Everything you do is going to be shown,” White said. “You can’t hide your carpentry behind drywall. It becomes the center point and you cannot make one mistake.” It’s an obsession that has led White to bake oak pegs in his wife’s oven to an 8 percent moisture content. Hammered into moist wood, the pegs swell to form an impenetrable joint. White said his wife thinks he’s crazy. Secretly, he believes she likes it. “I don’t golf, I don’t go to the country club, I don’t smoke, I don’t drink. This is what I do,” he said. “I professionally remove wood where it doesn’t belong. The JAX Chamber organized a bus trip for the daylong visit to Tallahassee to let local leaders show their support to the House, Senate and Gov. Rick Scott on the Jacksonville attempt to fund pension liabilities. ville leaders had been with their budget. Boyer agreed, saying the urge was there among those in the gallery to stick up for the city. But Tobia was only one vote in what had been nothing but support to that point. Then came applause after Tobia concluded his remarks. Many in the gallery questioningly looked at one another, Boyer said. Her level of concern was raised a few notches. But a host of Duval Delegation members continued to show an outpouring of support to convince their colleagues. Lake Ray was the first, acknowledging the Jacksonville group along with the city’s “elephant in the room” of pensions. Charles McBurney said the idea allowed Jacksonville to control its own destiny. Paul Renner said the issue couldn’t be wished away. Others from the region like Cyndi Stevenson and Charles Van Zant joined. So did those from across the state like Neil Combee and David Santiago. Ultimately, the moment of doubt was just a blip, as green names far outnumbered the red ones when the vote was called. The House passed the bill by an 86-23 vote. State Rep. Travis Cummings, R-Fleming Island, was in the thick of it. For weeks he’s carried the bill on the House side, laying out the Jacksonville problem and the Jacksonville solution before his peers. Even with the positive vibes heading into the Wednesday morning vote, he said he doesn’t take anything for granted. Not in the Legislature. “It was a little sigh of relief,” he said Wednesday afternoon, hours after the vote. The local group coming to Tallahassee in support “says a lot about the effort and unity” and showed the Legislature how serious the city is trying to solve the issue. And while some in the gallery might have had pangs of doubt after the Tobia comments and applause, Cummings explained

Tobia is a consistent voice of opposition when it comes to many spending bills, Cummings said. But he doesn’t often stand to speak. Cummings said he thought the response was a mix of peers agreeing with his points, while others simply were playfully egging him on about speaking. Even some who supported the pension bill playfully clapped. Nevertheless, the House side was done. During the House debate, Sen. Rob Bradley, R-Fleming Island, was in a conference room selling the pension bill. It passed its final Senate committee, setting up a floor vote likely next week. When he was done, he met Curry, Cummings and the Jacksonville group for a few minutes to celebrate. “It was a big win for Jack-

sonville and a huge win for the mayor,” Anderson said. Bradley on Wednesday evening said many people didn’t think the pension bill would make it this far. And although it was a moment of celebration, people knew the climb wasn’t over. “It was a good day, but we’re not there yet,” said Bradley. Anderson has a similar viewpoint, comparing it to the first inning of a condensed threeinning baseball game. It still has to pass the Senate and Gov. Rick Scott’s veto pen. Then head back home to council and finally to voters before it’s done. But for one day, there was joy, Boyer said. Judicial term limits squeak by in House

The House narrowly approved a proposed constitutional amendment Wednesday that would limit Florida appellate court judges and Supreme Court justices to two full terms, in a move that could serve as a springboard for the initiative in the future. The proposal (HJR 197) is not expected to gain traction this year in the Senate, where a companion bill (SJR 322) has been stalled since it was filed in September. But the idea, a priority of future House Speaker Richard Corcoran, R-Land O’ Lakes, also is unlikely to go away. Lawmakers approved the amendment on a 76-38 vote, giving it four votes more than needed to clear the House. Constitutional amendments have to gain the approval of a three-fifths majority in both the House and Senate, then carry at least 60 percent of the vote in a referendum. Three Republicans — Reps. Jay Fant of Jacksonville, George Moraitis of Fort Lauderdale and Patrick Rooney of West Palm Beach — joined Democrats in opposing the amendment. Supporters argued it would provide new blood to the judiciary and prevent governors from using their power to appoint judges — who must run in merit-retention elections every six years — to pack the courts. “Because of our system of the governor appointing, our system allows for abuse of that gubernatorial privilege, where a governor can appoint very young members of the Bar ... that then serve a very long time, in my opinion, in that important policymaking position,” said Rep. John Wood, a Winter Haven Republican who sponsored the proposal. But Democrats noted the proposal followed years of efforts to overhaul the Supreme Court and a series of significant legal defeats for Republican leaders.

State Rep. Jay Fant, R-Jacksonville, was one of three Republicans to vote against a constitutional amendment that would limit Florida Supreme Court justices and appellate court judges to two full terms. The court’s more-liberal majority — including the three longestserving justices — has emerged as the last roadblock in state government for the GOP, which controls the Legislature, three Cabinet positions and the governor’s mansion. Most recently, House and Senate leaders have lost almost every case in a years-long legal battle over the state’s congressional legislative districts. “But if you were to pick a sport, any sport at all, and your team is losing game after game, I am of the belief that your first response should be to practice more, to train more, perhaps even develop better techniques,” said Rep. Evan Jenne, D-Dania Beach. “What you shouldn’t do is complain about the referees and demand new ones.” Opponents also argued that the amendment could cause the judiciary to face some of the same

“revolving door” complaints now aimed at the Legislature, where members often return after short breaks to lobby their former colleagues. Rep. Jared Moskowitz, D-Coral Springs, said judges could spend 12 years on the bench and then use their influence in their private careers. “You’re creating the largest revolving door with the last sacred institution in government,” he said. But Rep. Larry Metz, R-Yalaha, said there were positive reasons to support the bill. “The good reason is that there are plenty of quality people to come behind term-limited public servants who set policy and that has a positive impact because when you get new ideas and new talent in those policy-making positions, you get better results,” Metz said.

Deutsche Bank starting move in April By Karen Brune Mathis Managing Editor Deutsche Bank expects to move almost 900 Jacksonville jobs to the 5201 building in Southside in two phases, starting the weekend of April 1. The second phase would be the end of June or early July. Leslie Slover, regional head of Deutsche Bank in Jacksonville and in Cary, N.C., said the ribbon-cutting would be in July. The relocated jobs include global technology, legal, compliance and finance positions. The global financial services

company leased the three-story, 150,000 building at 5201 Gate Parkway to accommodate positions that will move from leased space in Butler Plaza and to accommodate growth. Its main campus comprises the five-building, 200,000-square-foot Meridian Business Park campus at 5022 Gate Parkway. That space is nearing capacity. Deutsche Bank employs almost 2,000 people in Jacksonville, including temporary employees and consultants. The nearby 5201 building, which is being renovated, can accommodate 1,200 jobs. It also

will feature a cafeteria, gym, health and wellness center, and meeting space. To comply with city and state development agreements adopted last fall, Deutsche Bank will create 350 more jobs by the end of 2017 and invest $23 million in tenant improvements and finishes. According to the site, the 36-week program costs $13,250 in tuition and fees and $1,500 in books and supplies. It also says financing options might be available through VA benefits, grants, federal and private loans, and institutional financing. Dickens said tuition remains the same, although it will be less for the esthetics program. Demetree Enterprises LLP sold the Downtown property, which was built in 1961. It formerly housed a plasma center. It sits on a fifth of an acre. Dickens said there has been no activity in the building and it was in excellent shape. He expects to invest about $30,000 to install shampoo bowls, furniture, chairs and other items. He intends to open as soon as possible. Licensed since 1992, Dickens said he owned a barber shop for 10 years before opening the academy in 2010. Dickens, 43, is a New York native and attended Hawkeye Community College in Iowa to become a commercial photographer. He intended to head to South Beach, but family connections led

He pursued the trade in Jacksonville, took a job, saved his money and then invested in the Timuquana site, where he opened Splittin Wigs. He found he had to re-train some of the new barbers he hired, so he decided to open his own academy. Dickens researched the industry and sought the necessary licensing and accreditations. He’s also an inventor, having created the “Greatest Pillow on Earth” after his former wife’s emergency cesarean section. He developed a “V”-shaped pillow for better comfort and he hopes to sell it on the QVC network and through Northern Response in Canada. Last year, his academy trained 26 students.
